"Pane předsedající, podpořila jsem pozměňovací návrh 15, protože podporuji udělení výjimky pro vnitrostátní, regionální, městskou, příměstskou a venkovskou linkovou dopravu na omezenou dobu. Vedla mě k tomu především obava, že některé požadavky a související náklady, které budou přeneseny zejména na malé a střední podniky, malé provozovatele, jsou takové povahy, že by to mohlo některým z nich zabránit v dalším pokračování činnosti. Domnívám se, že v některých případech by to jistě znamenalo stažení z některých tras a z některých trhů, což by mohlo způsobit, že pro některé zákazníky by už nemusela být veřejná doprava dostupná. Zejména mám obavu o dopravu ve venkovských oblastech. Městská a regionální doprava to pravděpodobně zvládne, ale pokud jde o dopravu na venkově, domnívám se, že by – pokud tento právní předpis projde – mohla hrozit situace, kdy dopravní provozovatelé nebudou tyto trasy nadále obsluhovat. Často v tomto Parlamentu hovoříme o nadměrném zatěžování malých a středních podniků, o nákladech atd. Toetasin muudatusettepanekut 15, kuna pooldan kodumaistele, piirkondlikele, linnaliiniveo, linnalähise liiniveo ja maakonnaliinidega seonduvatele bussiteenustele piiratud aja jooksul tehtavat erandit. Tunnen siin muret seetõttu, et mõned VKEdele esitatavad nõuded ning kulud võivad just väikeettevõtjatele nii suureks osutuda, et tagajärjeks on lausa äritegevuse lõpetamine. Olen kindel, et mõnedel juhtudel tõmbuvad nad teatud liinidelt ja turgudelt tagasi, mis jätab kliendid ilma juurdepääsust ühistranspordile. Kõige enam teeb mulle muret maapiirkondade transport. "Signor Presidente, ho appoggiato l’emendamento n. 15 in quanto sono a favore dell’esenzione per i servizi nazionali, regionali, urbani, suburbani e rurali per un periodo di tempo limitato. Presumo che la mia motivazione sia costituita dal fatto che alcuni requisiti e costi che dovranno essere sostenuti dalle PMI, e in particolare dai piccoli operatori, saranno tali da far rischiare ad alcuni il fallimento. Ritengo che in alcuni casi dovranno sicuramente abolire determinate tratte e mercati, privando i clienti del trasporto pubblico. Mi preoccupa in particolare il settore dei trasporti rurali. Forse i trasporti urbani e regionali sopravviveranno, ma per i trasporti rurali, credo che rischieremmo – se la legislazione dovesse essere promulgata – di trovarci in una situazione in cui gli operatori dei trasporti rurali cesseranno di servire tali tratte. In questa sede trattiamo spesso la questione degli oneri eccessivi per le PMI e dei costi. A mio avviso, nella situazione economica attuale, un compromesso ragionevole consisterebbe nell’autorizzare un’eccezione per un periodo di tempo prestabilito."@it12
