"Mr President, following Mr Kelam’s remarks about Parliament’s warning seven years ago, we have to consider what, if anything, has changed in China as regards Tibet since that time, and whether Parliament’s position has changed. If nothing has changed, then what was said seven years ago should be reiterated now: ‘It is inappropriate’. We therefore call on the Member States to behave properly.
