"Mr President, I should like to say to the Commissioner that I find myself almost speechless for once. Congratulations! I think it is exactly what this House wanted to hear and I certainly hope he continues with the points that he has raised today in his negotiations with China. It is encouraging, and it looks to me as though he has a total and utter grasp of the situation. He would not expect me to say that, but I am saying it because I think he has done exactly what is wanted.
I would just say one thing, or two or three things, very briefly. Yesterday, I heard in this House one of the best speeches that I have ever heard any head of state give, and that was by the King of Jordan. One of the things that he mentioned was the situation with Euromed, which has a specific relevance to textiles and, of course, is very important for the stability of the whole European/Mediterranean region. Perhaps the Commissioner could just add his comments on that, because it is coming up for negotiations. I think it is particularly important, particularly as we have Turkey on one side and Morocco on the other; all would be particularly affected by our relationships with China.
Secondly, as one who does not believe in trade defence instruments and believes more in a free market, but in a free and fair market where competition is equal, I am pleased to hear that he is following those lines.
Thirdly, what exactly will happen after the Commission’s double checking finishes – I believe the Commissioner said at the end of 2008 – bearing in mind the United States has just put in place very strict import conditions? Will this mean more products coming on to the European market than we already have?
Finally, Commissioner, may I take this opportunity of wishing yourself, Renate and the rest of your staff a very happy Christmas and a prosperous New Year."@en4

Herr Präsident! Ich möchte dem Kommissar gern sagen, dass mir tatsächlich fast die Worte fehlen. Herzlichen Glückwunsch! Ich glaube, dies ist genau das, was dieses Haus hören wollte, und ich hoffe ganz fest, dass er die Punkte, die er heute zur Sprache gebracht hat, in seinen Verhandlungen mit China weiterverfolgt. Dies ist ermutigend, und ich habe den Eindruck, dass er die Situation fest im Griff hat. Ich glaube, dies ist besonders wichtig, da wir auf der einen Seite die Türkei und auf der anderen Seite Marokko haben; und sie alle wären in besonderem Maße von unseren Beziehungen zu China betroffen.
Zweitens bin ich als jemand, der nicht an handelspolitische Schutzmaßnahmen, sondern eher an einen freien Markt glaubt, jedoch an einen freien und fairen Markt, wo gleicher Wettbewerb herrscht, darüber erfreut, dass er diese Linie verfolgt.
Und drittens wüsste ich gern, was genau passieren wird, wenn die doppelte Kontrolle seitens der Kommission ausläuft – ich glaube, der Kommissar sagte, dies wäre Ende 2008 der Fall – wenn man bedenkt, dass die USA gerade erst sehr strenge Einfuhrbedingungen eingeführt haben? Wird dies bedeuten, dass mehr Produkte auf den europäischen Markt kommen, als wir bereits haben?

Θεωρώ ότι αυτό είναι ακριβώς εκείνο που είχε ανάγκη να ακούσει το παρόν Κοινοβούλιο και εύχομαι, ασφαλώς, να δώσει συνέχεια στα σημεία που ανέφερε σήμερα στο πλαίσιο των διαπραγματεύσεών του με την Κίνα. Είναι ενθαρρυντικό και μου φαίνεται ότι έχει την κατάσταση υπό τον πλήρη και ολοκληρωτικό έλεγχό του. Δεν περίμενε από εμένα να πω κάτι τέτοιο, αλλά το λέω διότι θεωρώ ότι έκανε εκείνο ακριβώς που έπρεπε.
Θα προσθέσω ένα μόλις σημείο, ή ίσως δύο και τρία, αλλά πολύ σύντομα. Χθες, άκουσα στο παρόν Κοινοβούλιο μία από τις καλύτερες ομιλίες που έχω ακούσει ποτέ να γίνονται από αρχηγό κράτους, και η συγκεκριμένη έγινε από τον βασιλιά της Ιορδανίας. Μεταξύ των όσων ανέφερε ήταν και η κατάσταση όσον αφορά την ευρωμεσογειακή σχέση, η οποία συνδέεται ιδιαίτερα με τα κλωστοϋφαντουργικά προϊόντα και, ασφαλώς, είναι πολύ σημαντική για τη σταθερότητα όλης της περιοχής της Ευρώπης και της Μεσογείου. Ίσως ο Επίτροπος να μπορούσε να σχολιάσει σχετικά, γιατί σύντομα θα ξεκινήσουν οι σχετικές διαπραγματεύσεις. Θεωρώ ότι είναι ιδιαίτερα σημαντικό, ιδίως εφόσον έχουμε από τη μία πλευρά την Τουρκία και από την άλλη το Μαρόκο. Όλα θα επηρεαστούν πολύ από τις σχέσεις μας με την Κίνα.
Δεύτερον, όντας κάποιος που δεν πιστεύει στα μέσα εμπορικής άμυνας αλλά περισσότερο στην ελεύθερη αγορά, αλλά σε μια ελεύθερη και δίκαιη αγορά όπου ισχύουν ίσοι όροι ανταγωνισμού, χαίρομαι που ακούω ότι ο Επίτροπος ακολουθεί τις ίδιες αρχές.
Τρίτον, τι ακριβώς θα συμβεί όταν ολοκληρωθεί ο διπλός έλεγχος της Επιτροπής –νομίζω ότι ο Επίτροπος ανέφερε ότι αυτό θα συμβεί στα τέλη του 2008– λαμβάνοντας υπόψη ότι οι Ηνωμένες Πολιτείες μόλις έθεσαν πολύ αυστηρές προϋποθέσεις όσον αφορά τις εισαγωγές; Θα σημάνει αυτό την είσοδο στην ευρωπαϊκή αγορά περισσότερων προϊόντων από όσα διαθέτουμε ήδη;

"Señor Presidente, quisiera decirle al Comisario que, por una vez, me he quedado casi sin habla. ¡Enhorabuena! Creo que esto es exactamente lo que esta Cámara quería oír y desde luego espero que continúe con los puntos que ha planteado hoy en sus negociaciones con China. Es alentador, y me da la impresión de que posee un total dominio de la situación. Él no espera que yo diga esto, pero lo digo porque creo que ha hecho exactamente lo que había que hacer.
Sólo me gustaría decir una cosa, o dos o tres, muy brevemente. Ayer escuché en esta Cámara uno de los mejores discursos que jamás he oído pronunciar a un jefe de Estado: el del Rey de Jordania. Una de las cosas que mencionó fue la situación de Euromed, que tiene un interés concreto para el sector textil y, por supuesto, es muy importante para la estabilidad de toda la región euromediterránea. Quizá el Comisario pueda aportar sus comentarios sobre este asunto, ya que se acercan las negociaciones sobre el mismo. Creo que tiene especial importancia, sobre todo porque tenemos a Turquía en un lado y a Marruecos en el otro; todos se verían particularmente afectados por nuestras relaciones con China.

Je pense que c’est exactement ce que cette Assemblée voulait entendre et j’espère qu’il continuera de faire avancer les points qu’il a mentionnés aujourd’hui lors des négociations avec la Chine. C’est encourageant et il me semble qu’il a totalement compris la situation. Il ne s’attend pas à m’entendre dire cela, mais je le dis parce que je pense qu’il a fait exactement ce que nous voulions.
Je ne dirai qu’une chose, ou peut-être deux ou trois, très brièvement. Hier, j’ai entendu dans cette Assemblée un des meilleurs discours de la part d’un chef d’État. Il s’agit de celui du roi de Jordanie. Signor Presidente, mi permetto di far presente al Commissario che per una volta sono praticamente senza parole. Congratulazioni. Penso sia esattamente quello che quest’Aula desiderava sentire e mi auguro senz’altro che il Commissario nei suoi negoziati con la Cina non tralasci i punti che ha sollevato oggi. E’ incoraggiante e mi sembra come se lui avesse una totale e assoluta padronanza della situazione. Non si aspettava che lo dicessi, ma lo affermo perché ritengo che abbia fatto esattamente quello che voleva.
Vorrei solo aggiungere una riflessione, o due o tre riflessioni, molto brevemente. Ieri ho seguito in quest’Aula uno dei migliori interventi che abbia sentito pronunciare da un capo di Stato, il Re di Giordania. Uno degli aspetti che ha menzionato riguardava la situazione con Euromed, che riveste un’importanza specifica riguardo al settore tessile e, ovviamente, è di grande peso per la stabilità dell’intera regione europea/mediterranea. Forse il Commissario potrebbe appunto aggiungere le proprie osservazioni in merito, perché è tema di negoziati. Penso che sia di particolare importanza, particolare in quanto abbiamo la Turchia da una parte e il Marocco dall’altra; tutto verrebbe interessato in modo particolare dalla nostra relazione con la Cina.
Secondo, poiché sono uno che non crede negli strumenti di difesa degli scambi e crede più in un libero mercato, ma in un libero mercato equo in cui la concorrenza sia paritaria, sono lieto di sentire che sta seguendo queste impostazioni.

Thirdly, what exactly will happen after the Commission’s double checking finishes – I believe the Commissioner said at the end of 2008 – bearing in mind the United States has just put in place very strict import conditions? Will this mean more products coming on to the European market than we already have?

Mijnheer de Voorzitter, ik wil de commissaris graag zeggen dat ik bijna sprakeloos ben en dat gebeurt niet snel. Gefeliciteerd! Ik denk dat dit precies was wat het Parlement wilde horen en ik hoop zeker dat hij de punten die hij hier vandaag naar voren bracht in zijn onderhandelingen met China zal doorzetten. Dit is bemoedigend, en het schijnt mij toe dat hij de situatie volledig begrijpt en overziet. Hij zal niet van me verwacht hebben dat ik dit zeg, maar ik doe het omdat ik vind dat hij precies heeft gedaan wat gewenst is.
Ik zou slechts heel kort één ding, of misschien twee of drie dingen, willen zeggen. Gisteren heb ik in dit Parlement een van de beste toespraken gehoord die ik ooit een staatshoofd heb horen geven, en dat staatshoofd was de koning van Jordanië. Een van de zaken die hij noemde was de situatie rond Euromed, welke van bijzondere relevantie is voor de textielsector en natuurlijk van groot belang voor de stabiliteit van de gehele Euro-mediterrane regio. Misschien zou de commissaris zijn commentaar daar aan toe willen voegen, want de onderhandelingen over die kwestie komen eraan. Ik denk dat het bijzonder belangrijk is, vooral omdat we aan de ene kant Turkije hebben en aan de andere Marokko. Ten derde, wat gaat er precies gebeuren als de dubbele controle van de Commissie is afgelopen – ik meen dat de commissaris zei dat dit aan het eind van 2008 het geval zal zijn – wanneer we bedenken dat de Verenigde Staten zojuist zeer strenge invoervoorwaarden hebben ingesteld? Zal dit betekenen dat er nog meer producten op de Europese markt komen dan nu al het geval is?

"Panie przewodniczący! Pragnę powiedzieć panu komisarzowi, że w końcu choć raz zaniemówiłem z wrażenia. Moje gratulacje! Myślę, że Izba chciała usłyszeć właśnie to i mam nadzieję, że nie straci zainteresowania podniesionymi dzisiaj kwestiami podczas negocjacji z Chinami. Wygląda to zachęcająco. Wydaje się, że pan komisarz w pełni i całkowicie panuje nad sytuacją. Nie spodziewałby się on po mnie takich słów, ale wypowiadam je, bo myślę, że dokonał dokładnie tego, co trzeba.
Bardzo krótko omówię jeszcze jedną, czy dwie, trzy rzeczy. Usłyszałem wczoraj w Izbie jedno z najlepszych przemówień, jakie kiedykolwiek wygłosiła głowa państwa. Było to przemówienie króla Jordanii. Wspominał między innymi o sytuacji w sprawie Euromed, która w sposób szczególny odnosi się do wyrobów włókienniczych i jest rzecz jasna istotna dla stabilności całego regionu Europy/Morza Śródziemnego. Być może pan komisarz mógłby jedynie dodać do tego swoje uwagi w tej sprawie w związku ze zbliżającymi się negocjacjami. Myślę, że ma to szczególne znaczenie, zwłaszcza gdy Turcja znajduje się po jednej stronie, a Maroko po drugiej. Nasze relacje z Chinami będą miały wpływ na wszystko.
Po drugie, jako osoba niewierząca w instrumenty ochrony handlu, a wierząca raczej w wolny rynek, wolny i uczciwy rynek, gdzie konkurencja ma równe prawa, cieszę się, że wybrał on tę drogę.

Penso que isso é exactamente o que este Parlamento queria ouvir e espero, como é evidente, que continue a abordar, nas suas negociações com a China, os pontos que referiu hoje. É encorajador e parece-me que entendeu perfeitamente a situação. Ele não estava à espera que eu dissesse isto, mas digo-o porque penso que fez exactamente o que se pretendia.
Gostaria apenas de dizer uma coisa, ou mesmo duas ou três, muito brevemente. Ontem, ouvi neste Hemiciclo um dos melhores discursos que já ouvi a um chefe de estado, o discurso do Rei da Jordânia. Uma das coisas que mencionou foi a situação do Euromed, que é particularmente importante para o sector dos têxteis e, obviamente, para a estabilidade de toda a região euromediterrânica. Talvez o Senhor Comissário possa acrescentar os seus comentários a este respeito, dado que as negociações sobre o tema estão a aproximar-se. Penso que é particularmente importante, especialmente porque temos a Turquia de um lado e Marrocos do outro; todos seriam particularmente afectados pelas nossas relações com a China.
Em segundo lugar, na condição de alguém que não acredita em instrumentos de defesa comercial, mas num mercado livre, num mercado livre e justo, onde existe igualdade na concorrência, fico satisfeito por saber que está a seguir por esta via.

"Vážený pán predsedajúci, rád by som povedal pánovi komisárovi, že tentokrát skoro nenachádzam slov. Blahoželám! Myslím, že presne toto chcel tento Parlament počuť, a určite dúfam, že pán komisár bude vo svojich rokovaniach s Čínou pokračovať v smere, ktorý dnes popísal. Je to povzbudzujúce a moje presvedčenie je také, že má nad situáciou úplnú a vyslovenú kontrolu. Pán komisár by nečakal, že budem takto rozprávať, ale hovorím to, pretože si myslím, že robí presne to, čo sa žiada.
Chcel by som len veľmi stručne povedať jednu vec, alebo možno dve či tri veci. Včera som si v tomto Parlamente vypočul jeden z najlepších prejavov hlavy štátu, ktorý som kedy počul, a išlo o prejav jordánskeho kráľa. Jedna z vecí, ktorú spomenul, bola situácia okolo partnerstva Euromed, ktoré má osobitný význam pre textil a je samozrejme veľmi dôležité pre stabilitu celého euro-stredomorského regiónu. Možno by sa pán komisár mohol s nami podeliť ešte o svoj komentár k tejto téme, pretože sa blížia rokovania. Domnievam sa, že to je nanajvýš dôležité, najmä vzhľadom na to, že máme na jednej strane Turecko a na druhej Maroko – na všetky tieto krajiny budú mať naše vzťahy s Čínou mimoriadny vplyv.
Po druhé, pretože som z tých, kto neveria v nástroje na ochranu trhu, ale v slobodný trh – avšak slobodný a spravodlivý trh, kde prebieha rovná hospodárska súťaž – som potešený, že pán komisár sleduje rovnakú líniu.
Po tretie, čo presne sa stane, keď skončia dvojité kontroly dohodnuté Komisiou? Myslím, že pán komisár povedal, že sa tak stane koncom roka 2008, pričom musíte mať na pamäti, že Spojené štáty práve zaviedli veľmi prísne dovozné podmienky. Bude to znamenať, že na európsky trh bude prichádzať ešte viac výrobkov, než je ich tu teraz?

Menim, da je ta parlament želel slišati prav to, in upam, da bo v svojih pogovorih s Kitajsko nadaljeval s točkami, ki jih je izpostavil danes. To je spodbudno in zdi se mi, da popolnoma in dokončno razume te razmere. Od mene ne bi pričakoval, da bom dejal to, vendar menim, da je naredil točno to, kar je bilo potrebno.
Rad bi pripomnil eno, dve ali tri stvari, zelo na kratko. Včeraj sem bil v tem parlamentu poslušal enega od najboljših govorov, ki sem jih kadar koli slišal od voditelja države, in to je bil govor jordanskega kralja. Ena od stvari, ki jih je omenil, zadeva Euromed, ki je posebno pomemben za tekstil, in seveda zelo pomemben za stabilnost celotnega evropsko-sredozemskega območja. "Herr talman! Jag vill säga till kommissionsledamoten att jag för en gångs skull saknar ord. Gratulerar! Jag tror att det var precis detta som parlamentet ville höra och jag hoppas verkligen att han går vidare med de punkter han har tagit upp i dag i förhandlingarna med Kina. Det är hoppingivande och jag tycker att han helt och hållet verkar ha kontroll över situationen. Han skulle inte vänta sig dessa ord från mig, men jag säger dem eftersom jag anser att han har gjort precis det som behövs.
Jag vill bara ta upp en eller ett par, tre saker mycket kortfattat. I går lyssnade jag här i kammaren till ett av de bästa anföranden av en statschef som jag någonsin har hört, nämligen den jordanske kungens tal. En av de saker han nämnde var situationen för Europa–Medelhavspartnerskapet, vilket har särskild relevans för textilier och givetvis är mycket viktigt för stabiliteten i hela Europa–Medelhavsområdet. Kommissionsledamoten kanske bara skulle kunna ta med sina synpunkter på denna fråga, eftersom den snart kommer upp till förhandling. Jag anser att den är särskilt viktig, framför allt eftersom vi har Turkiet på ena sidan och Marocko på den andra. Våra förbindelser med Kina skulle i hög grad påverka allt detta.
För det andra välkomnar jag att han följer dessa linjer, eftersom jag inte tror på handelspolitiska skyddsinstrument utan mer på en fri marknad, med fri och rättvis konkurrens.
