Doch das Problem dabei besteht darin, dass diese Streitkräfte nicht gut ausgebildet und zahlenmäßig zu schwach sind. Außerdem muss die Europäische Union eine Verschärfung der Sanktionen gegen die sudanesische Regierung in Betracht ziehen, die auch ein Einreiseverbot für wichtige Mitglieder der sudanesischen Regierung in die Europäische Union vorsieht und verhindert, dass Vertreter der sudanesischen Regierung Investitionen in Europa vornehmen."@de9
"Κύριε Πρόεδρε, ένα από τα θέματα που θα συζητηθούν στην προσεχή σύνοδο του Συμβουλίου ΑΚΕ-ΕΕ στη Γερμανία την ερχόμενη εβδομάδα θα είναι μια εκ νέου αξιολόγηση της κοινοτικής πολιτικής για το Σουδάν. Υπάρχει μια επιδεινούμενη κατάσταση ασφάλειας στο Νταρφούρ και δεν υπάρχει αμφιβολία γι’ αυτό. "Señor Presidente, uno de los asuntos que se tratarán en la próxima reunión del Consejo ACP-UE, la semana que viene en Alemania, será la revisión de la política de la UE sobre Sudán. La situación de la seguridad en Darfur se deteriora continuamente, que nadie se llame a engaño. Sin un entorno de seguridad no podemos llegar a los más necesitados. Más de cuatro millones de habitantes de Darfur afrontan actualmente una situación de crisis humanitaria absoluta. Solo en 2006, más de medio millón de personas fueron desplazadas fuera de Sudán.
La comunidad internacional no ha tenido la firmeza necesaria al tratar con el Gobierno sudanés sobre Darfur. "Monsieur le Président, l’une des questions qui vont être abordées lors de la réunion du Conseil ACP-UE, qui se tiendra en Allemagne la semaine prochaine, concernera une réévaluation de la politique de l’Union européenne sur le Soudan. La situation sécuritaire se détériore comme jamais au Darfour, et que surtout personne n’aille penser le contraire! Sans un environnement sûr, nous ne pourrons pas avoir accès aux populations qui se trouvent le plus dans le besoin. Plus de quatre millions de personnes vivant au Darfour sont actuellement confrontées à une crise humanitaire de grande ampleur. Plus d’un demi-million de personnes ont été déplacées du Soudan pour la seule année 2006.
La communauté internationale n’a tout simplement pas été assez ferme à propos du Darfour dans ses tractations avec le gouvernement soudanais, qui a joué au chat et à la souris, de telle sorte que l’Union européenne et les Nations unies jouent un rôle aussi faible que possible au Soudan.
Je me félicite des changements récents visant à augmenter la présence des forces de l’Union africaine au Soudan sous le nom de «Mission de l’Union africaine», mais pour ces troupes, le problème réside dans le fait qu’elles ne sont pas suffisamment entraînées, ni suffisamment nombreuses. De plus, l’Union européenne doit veiller à durcir le régime de sanctions imposé au gouvernement soudanais afin d’y incorporer une interdiction de voyage dans l’Union européenne pour les principaux membres du gouvernement et hauts fonctionnaires soudanais et d’empêcher les représentants du gouvernement soudanais d’effectuer des investissements financiers en Europe."@fr8

"Signor Presidente, uno dei temi che saranno discussi la settimana prossima durante la riunione del Consiglio ACP-UE in Germania sarà il riesame della politica dell’Unione europea nei confronti del Sudan. Nessuno può negare che la situazione in Darfur stia diventando sempre più insicura. In assenza di condizioni certe e sicure, non possiamo raggiungere le persone più bisognose. "Mijnheer de Voorzitter, een van de onderwerpen die volgende week ter tafel komt op de bijeenkomst van de Raad ACS-EU in Duitsland betreft een herbeoordeling van het EU-beleid inzake Soedan. De veiligheidssituatie in Darfoer wordt steeds slechter; laat daar geen misverstand over bestaan. Zonder een veilige omgeving kunnen wij niet de mensen bereiken die de hulp het meest nodig hebben. Meer dan vier miljoen mensen die in Darfoer leven, staan voor een grootschalige humanitaire ramp. Het aantal ontheemden uit Soedan bedroeg alleen al in 2006 meer dan een half miljoen.

"Senhor Presidente, entre as questões que vão ser tratadas na próxima reunião do Conselho ACP-UE a realizar na Alemanha na semana que vem, vai figurar uma reavaliação da política da UE em relação ao Sudão. A situação no Darfur em termos de segurança é cada vez mais grave e ninguém deve pensar o contrário. Sem condições de segurança, não podemos chegar às populações mais carenciadas. "Mr President, one of the issues that will be addressed at the forthcoming ACP-EU Council meeting in Germany next week will be a re-evaluation EU policy on Sudan. There is an ever-deteriorating security situation in Darfur, and let no one think otherwise. Without a safe and secure environment, we cannot access the people most in need. A full-scale humanitarian crisis is being faced by over four million people who are living in Darfur at this time. More than half a million people were displaced from Sudan in 2006 alone.
The international community has simply not been tough enough when dealing with the Sudanese Government over Darfur. The Sudanese Government has played a game of cat-and-mouse with the international community so that the European Union and the United Nations would have as weak a role as possible in Sudan.
I welcome recent moves to increase the presence of African Union forces in Sudan under what is known as the African Union Mission there, but the difficulty for these troops is that they are not well trained and there are not enough of them.
