lpv:spoken text	". Madam President, this is a good day for Parliament, with a good consensus to get rid of market failure and to guarantee consumer protection. Permit me to respond briefly to the questions that have been raised. Allow me to conclude with an appeal to telephone operators: I should like to ask them not to wait any longer and to enter into a genuine competition to offer the best roaming tariff to their consumers, a tariff below the ceilings on which Parliament is going to decide today. The first thing is that we are not fixing prices; we are setting ceilings under which competition will have ample room to offer attractive price packages. I would also underline that the consensus reached today is very close to the Commission’s original proposal but with the flexibility, which the Commission welcomes, for customers to choose other packages when they wish. There has been some criticism of the regulation of prices at retail level. It is true that this is a very exceptional circumstance, which has to be taken into consideration when there is a market failure. Here we have a market failure at European level. We very often have market failure at national level, and then the national regulators regulate retail prices. So what we are doing at European level is also done regularly at national level. There was a question as to why the Commission is doing nothing against cartels. The Commission is acting; my colleague Mrs Kroes has investigated them under competition rules. In the case of roaming, it is much more efficient to work with ex ante regulation, and that this is effective has been shown by the fact that it has been possible to come up with a piece of legislation after just 10 months of work. Many colleagues also raised the question of regulating roaming data communications. I can assure Parliament that during the next 18 months the national regulators will monitor the price of data communications and they will report to the Commission. I hope that today will be a wake-up call for operators also in terms of data roaming, and I hope that they will bring down those prices so that we will not have to intervene on that issue. Madam President, I will say just a few words in German. I am delighted that Mr Langen has abandoned his resistance and at last agreed to a compromise, something that he found difficult but has nevertheless – I think – managed to accomplish. To my friend Mr Wuermeling I would like to say that I really do ask the Council to get its skates on and get the regulation published in the Official Journal as soon possible – by which I do not mean only at the end of June, but a good deal earlier. Ladies and gentlemen, this is a great day for Parliament, for a Parliament that is united in defending Europeans beyond the usual political divisions. It is an excellent thing and, as a former MEP, I am pleased to see it. It is also a great day for the European institutions, which are demonstrating their ability to act in the common interest, quickly, effectively and as one. It is a great day for Europeans, who are seeing the Europe of the people and the Europe of practical projects in operation. Finally, it is of course a great day for consumers, whether they be tourists or business travellers: they have seen their European institutions right the failure of the roaming market with capped Eurotariffs and price transparency. They will be able to see the effect of this action because their telephone bills are going to decrease greatly. With today’s decision, one of the last barriers of Europe has come down, that of overbilling, which penalises those citizens who exercise their right to free movement."@en⁴

Ich kann dem Parlament zusichern, dass die Preise für Datenkommunikationsdienste in den kommenden 18 Monaten von den nationalen Regulierungsbehörden beobachtet werden. Diese werden der Kommission Bericht erstatten. Ich hoffe, die heutige Entscheidung wird die Betreiber wachrütteln und auch im Bereich der Datenkommunikation zu entsprechenden Maßnahmen veranlassen, und ich hoffe, dass sie diese Preise senken werden, damit hier kein Eingreifen von unserer Seite notwendig sein wird. Εκφράστηκαν ορισμένες επικρίσεις όσον αφορά τη ρύθμιση των τιμών στο επίπεδο της αγοράς λιανικής. Είναι αλήθεια ότι πρόκειται για πολύ ειδικές περιστάσεις, οι οποίες πρέπει να λαμβάνονται υπόψη όταν εμφανίζεται κάποια δυσλειτουργία της αγοράς. Το συγκεκριμένο θέμα συνιστά δυσλειτουργία της αγοράς σε ευρωπαϊκό επίπεδο. Πολύ συχνά παρουσιάζονται δυσλειτουργίες της αγοράς σε εθνικό επίπεδο, οπότε οι εθνικές ρυθμιστικές αρχές θεσπίζουν τιμές λιανικής. Αυτό, λοιπόν, που κάνουμε σε ευρωπαϊκό επίπεδο γίνεται επίσης κατά κόρον σε εθνικό επίπεδο. Τέθηκε το ερώτημα γιατί η Επιτροπή δεν παρεμβαίνει κατά των καρτέλ. Η Επιτροπή παρεμβαίνει· η συνάδελφός μου κ. Kroes έχει πραγματοποιήσει σχετικές έρευνες βάσει των κανόνων περί ανταγωνισμού. Στην περίπτωση της περιαγωγής, είναι πολύ πιο πρόσφορο να επιλέξουμε την εκ των προτέρων ρύθμιση, και η αποτελεσματικότητα αυτής της προσέγγισης αποδεικνύεται από το γεγονός ότι κατέστη δυνατή η έγκριση ενός νομοθετήματος μετά από επεξεργασία 10 μόλις μηνών. Ευελπιστώ ότι το σημερινό μέτρο θα αφυπνίσει τους παρόχους –ευαισθητοποιώντας τους εξίσου για το θέμα της περιαγωγής δεδομένων– και ότι θα τους ωθήσει να μειώσουν τις τιμές αυτών των υπηρεσιών, έτσι ώστε να μην χρειαστεί να παρέμβουμε και σε αυτό το θέμα. Κυρία Πρόεδρε, θα κάνω μερικές παρατηρήσεις στα γερμανικά. Χαίρομαι γιατί ο κ. Langen έπαψε να αντιδρά και τελικά συναίνεσε σε έναν συμβιβασμό, πράγμα που ήταν δύσκολο γι’ αυτόν, ωστόσο πιστεύω ότι τελικά το κατάφερε. Θα ήθελα επίσης να πω στον φίλο μου κ. Wuermeling ότι τώρα παρακαλώ πολύ το Συμβούλιο να κινηθεί γρήγορα και να δημοσιεύσει το συντομότερο δυνατό τον κανονισμό στην Επίσημη Εφημερίδα – δηλαδή όχι στο τέλος Ιουνίου, αλλά πολύ ενωρίτερα. Κυρίες και κύριοι, αυτή είναι μια μεγάλη ημέρα για το Κοινοβούλιο, για ένα Κοινοβούλιο που είναι ενωμένο για την υπεράσπιση των Ευρωπαίων πέραν των συνήθων πολιτικών διαιρέσεων. Αυτό είναι θαυμάσιο και, ως πρώην μέλος του ΕΚ, είμαι ευτυχής που το διαπιστώνω. Είναι επίσης μια μεγάλη ημέρα για τα ευρωπαϊκά θεσμικά όργανα, που αποδεικνύουν την ικανότητά τους να δρουν προς το κοινό συμφέρον, γρήγορα, αποτελεσματικά και σαν ένα σώμα. Permítanme responder brevemente a las preguntas que se han formulado. Mi consenta di rispondere brevemente alle questioni che sono state sollevate. Det har funnits viss kritik mot regleringen av priser på slutkundsnivå. Det är sant att detta är en mycket exceptionell omständighet som måste beaktas när det finns en störning på marknaden. Här har vi en marknadsstörning på EU-nivå. Vi har mycket ofta marknadsstörningar på nationell nivå, och då reglerar de nationella tillsynsmyndigheterna slutkundspriserna. Så vad vi gör på EU-nivå görs också regelbundet på nationell nivå. Det ställdes en fråga om varför kommissionen inte gör något åt karteller. Kommissionen agerar och min kollega Neelie Kroes har utrett dem i enlighet med konkurrensreglerna. I fallet med roaming är det mycket mer effektivt att arbeta med reglering på förhand, och att detta är effektivt har framgått av det faktum att vi har kunnat utarbeta en rättsakt efter bara tio månaders arbete. Många kolleger tog också upp frågan om reglering av datakommunikation vid roaming. Jag kan försäkra parlamentet att under de kommande 18 månaderna kommer de nationella tillsynsmyndigheterna att se över priserna för datakommunikation och de kommer att rapportera om detta till kommissionen. Jag hoppas att dagens resultat kommer att fungera som en väckarklocka för operatörerna också när det gäller dataroaming, och jag hoppas att de kommer att sänka dessa priser så att vi inte måste ingripa på det området. Fru talman! Jag kommer att säga några ord på tyska. Det gläder mig att Werner Langen har övergett sitt motstånd och till sist gått med på en kompromiss, något som han tyckte var svårt men som han ändå – anser jag – har lyckats med. Till min vän Joachim Wuermeling vill jag säga att jag verkligen vill uppmana rådet att snabba på och se till att offentliggöra förordningen i Europeiska unionens officiella tidning så snart som möjligt – och då menar jag inte så sent som i slutet av juni, utan mycket tidigare. Mina damer och herrar! Detta är en stor dag för parlamentet, för ett parlament som står enat i sitt försvar av européerna, bortom de vanliga politiska meningsskiljaktigheterna. Det är en mycket bra sak och som f.d. ledamot av Europaparlamentet gläder det mig. Det är också en stor dag för EU:s institutioner som visar sin förmåga att handla på ett sätt som är bra för alla, snabbt, effektivt och samordnat. Det är en stor dag för européerna som får se folkets Europa och de praktiska projektens Europa i aktion. Det är slutligen naturligtvis en stor dag för konsumenterna, antingen de är turister eller affärsmän på tjänsteresa. De har fått se EU:s institutioner rätta till misslyckandet på roamingmarknaden med begränsade Eurotaxor och prisinsyn. De kommer att kunna se effekten av dessa åtgärder eftersom deras telefonräkningar kommer att bli mycket mindre. I och med dagens beslut har ett av de sista hindren i EU raserats, dvs. när det gäller överpriser som straffar de medborgare som utövar sin rätt till fri rörlighet."@sv²²
