". – The current Community regulatory framework drawn up back in 1969 was designed for a public transport industry not yet facing the challenges and opportunities of a single European market in the sector. It is therefore obsolete. In spite of the failure to reform in 2000, this new proposal is to be understood as a genuine step forward for the public transport sector. The recent opening of the sector to competition needs to be tackled definitively on an EU-wide basis. It is indeed high time to secure clear Community rules to ensure fair and transparent competition for a modernised rail and road transport sector. With the harmonisation of key aspects and the protection of both operators’ and passengers’ interests, we should allow the sector to become more competitive. Trods de mislykkede reformforsøg i 2000 skal dette nye forslag ses som et skridt i den rigtige retning for den offentlige transportsektor. Den nylige indførelse af konkurrence i denne sektor skal bestemt håndteres på EU-plan. Ο εν λόγω τομέας δεν πρέπει να καταστεί απλώς πιο ανταγωνιστικός· μέσω του εκσυγχρονισμού του ρυθμιστικού πλαισίου, στόχος μας πρέπει να είναι η ενίσχυση της ποιότητας και της ελκυστικότητας των δημοσίων μεταφορών στην Ένωση συνολικά, εισάγοντας τον ελεγχόμενο ανταγωνισμό. El actual marco jurídico comunitario, establecido en 1969, se diseñó para un sector del transporte público que todavía no se enfrentaba a los retos y oportunidades de un mercado único europeo. Por lo tanto, es obsoleto. A pesar de la ausencia de reformas en el año 2000, esta nueva propuesta ha de entenderse como un verdadero paso adelante para el sector del transporte público. La reciente apertura del sector a la competencia ha de abordarse definitivamente en el conjunto de la UE. De hecho, ya iba siendo hora de garantizar unas normas comunitarias claras para garantizar una competencia justa y transparente para un sector del transporte por carretera y por ferrocarril modernizado. Il est donc dépassé. En dépit de l’impossibilité d’opérer des réformes en 2000, cette nouvelle proposition doit être perçue en tant que réelle avancée pour le secteur des transports publics. Gemenskapens befintliga regelverk som upprättades 1969 var utformat för en kollektivtrafik som ännu inte stod inför de utmaningar och möjligheter som en inre europeisk marknad inom sektorn innebär. Regelverket är därför förlegat. Trots att man inte lyckades genomföra reformer 2000 ska detta nya förslag ses som ett verkligt steg framåt för kollektivtrafiksektorn. Det faktum att sektorn nyligen har öppnats för konkurrens måste bemötas på ett konkret sätt på EU-nivå. Det är hög tid att vi fastställer tydliga gemenskapsregler för en rättvis och öppen konkurrens inom en moderniserad järnvägs- och vägtransportsektor. Genom att harmonisera viktiga delar och skydda både operatörernas och passagerarnas intressen kan vi tillåta en ökad konkurrens. Det är inte bara konkurrensen som bör öka, utan genom att uppdatera regelverket bör vi också sträva efter att öka kvaliteten och efterfrågan på kollektivtrafiken inom hela unionen genom en kontrollerad konkurrens. Därför ger jag mitt fulla stöd till kommissionens förslag och till de förbättringar som har lagts fram genom ändringsförslagen från utskottet för transport och turism."@sv22
