"Mr President, this report on the Commission’s annual policy statements gives the members of this House the opportunity to remind the Commission of a number of points which we set out in the financial perspective. Firstly, we remind the Commission that achieving Lisbon Strategy objectives is, and must remain, the major priority. I believe that by stimulating job creation, by supporting economic growth and by encouraging global competitiveness, the European Union has the potential to make itself most relevant to the lives of the European citizens of today. Secondly, we must impress on the Commission the importance of ensuring that the budget delivers value for money. I stress our anxieties regarding the establishment of agencies: we have great concerns regarding the accountability of those bodies, as we do over the efficient and effective deployment of human resources throughout the institutions. In this report, Parliament is calling for greater transparency and the Commission needs to do far more to strengthen the link between its legislative work programme and the budget procedure. Finally, regarding the European Institute of Technology, I welcome the Commission’s determination to achieve its Lisbon goals and I admire its vision and initiative. However, there are two major anxieties which I wish to express. Firstly, this proposal was introduced after the Commission had set out its spending plans in the financial perspective and therefore, inevitably, the introduction of such a major project will have a significant knock-on effect on other priorities. Denne betænkning om Kommissionens årlige politiske erklæringer giver medlemmerne af Parlamentet mulighed for at gøre Kommissionen opmærksom på en række punkter, som vi fremlagde i de finansielle overslag. For det første gør vi Kommissionen opmærksom på, at opfyldelsen af de målsætninger, der blev fastlagt i Lissabon-strategien, er og fortsat skal være den vigtigste prioritet. Dieser Bericht zur jährlichen Strategieplanung der Kommission gibt den Abgeordneten dieses Hohen Hauses die Gelegenheit, der Kommission eine Reihe von Punkten ins Gedächtnis zu rufen, die wir in der Finanziellen Vorausschau niedergelegt haben. Erstens möchten wir die Kommission daran erinnern, dass die Verwirklichung der Zielsetzungen der Lissabon-Strategie oberste Priorität ist und bleiben muss. Ich betone hier unser Unbehagen hinsichtlich der Einrichtung von Agenturen: Wir haben große Bedenken in Bezug auf die Rechenschaftspflicht dieser Einrichtungen sowie hinsichtlich des effektiven und wirksamen Einsatzes von Humanressourcen in den Institutionen. Drittens muss sich die Kommission nach meiner Meinung mit viel mehr Nachdruck um eine positive Zuverlässigkeitserklärung bemühen. Im vorliegenden Bericht fordert das Parlament mehr Transparenz, und die Kommission muss wesentlich mehr tun, um die Verbindung zwischen ihrem Legislativ- und Arbeitsprogramm und dem Haushaltsverfahren zu verstärken. "Κύριε Πρόεδρε, η παρούσα έκθεση για τις ετήσιες δηλώσεις πολιτικής της Επιτροπής δίνει στους βουλευτές του ΕΚ την ευκαιρία να υπενθυμίσουν στην Επιτροπή αρκετά θέματα που προβάλαμε στις δημοσιονομικές προοπτικές. Πρώτον, υπενθυμίζουμε στην Επιτροπή ότι η επίτευξη των στόχων της στρατηγικής της Λισαβόνας είναι, και πρέπει να παραμείνει, η μείζων προτεραιότητα. Φρονώ ότι, τονώνοντας τη δημιουργία θέσεων απασχόλησης, υποστηρίζοντας την οικονομική ανάπτυξη και ενθαρρύνοντας την παγκόσμια ανταγωνιστικότητα, η Ευρωπαϊκή Ένωση έχει τις δυνατότητες να καταστεί ουσιαστικότερη για τις ζωές των σημερινών ευρωπαίων πολιτών. Δεύτερον, πρέπει να τονίσουμε στην Επιτροπή τη σημασία του να διασφαλίσει ότι ο προϋπολογισμός βελτιστοποιεί τους πόρους. Señor Presidente, este informe sobre las declaraciones políticas anuales de la Comisión ofrece a los diputados a esta Cámara la oportunidad de recordar a la Comisión varios puntos que fijamos en las perspectivas financieras. Primero, recordamos a la Comisión que lograr los objetivos de la Estrategia de Lisboa es y debe seguir siendo la principal prioridad. Creo que al fomentar la creación de empleo, apoyando el crecimiento económico y alentando la competitividad global, la Unión Europea puede incrementar su importancia en la vida de los ciudadanos europeos de hoy. Segundo, debemos convencer a la Comisión de la importancia que tiene garantizar que el presupuesto garantice unos resultados que valgan la inversión. Hago hincapié en nuestras preocupaciones en relación con la creación de agencias: estamos muy inquietos con respecto a la rendición de cuentas de estos órganos, al igual que nos preocupa la reasignación eficiente y efectiva de recursos humanos en las instituciones. "Arvoisa puhemies, komission vuotuista toimintastrategiaa koskevan mietinnön ansiosta parlamentin jäsenille tarjoutuu tilaisuus muistuttaa komissiolle useista kohdista, joista on sovittu rahoituskehyksessä. Ensinnäkin komissiolle muistutetaan, että Lissabonin strategian tavoitteiden saavuttamisen on oltava myös jatkossa ensisijainen painopiste. Edistämällä työpaikkojen syntymistä, tukemalla talouskasvua ja vahvistamalla globaalia kilpailukykyä Euroopan unioni voi mielestäni saada keskeisen merkityksen nykypäivän Euroopan unionin kansalaisten elämässä. "Monsieur le Président, ce rapport sur la stratégie politique annuelle de la Commission donne l’occasion à notre Parlement de rappeler à la Commission un certain nombre de points qui ont été précisés dans les perspectives financières. Premièrement, nous rappelons à la Commission que la réalisation des objectifs de la stratégie de Lisbonne est, et doit rester, la principale priorité. Je pense qu’en stimulant la création d’emplois, en soutenant la croissance économique et en encourageant la compétitivité mondiale, l’Union européenne a le potentiel de devenir extrêmement importante pour la vie des citoyens européens d’aujourd’hui. Deuxièmement, nous devons bien faire comprendre à la Commission l’importance de s’assurer du retour sur investissement du financement attribué au budget. Je reviens à cet égard sur nos inquiétudes concernant la création d’agences: nous sommes très préoccupés par la responsabilité assumée par ces organismes, de même que par le déploiement efficace et performant des ressources humaines dans les institutions. Troisièmement, selon moi, il est capital que la Commission intensifie d’urgence ses efforts pour parvenir à une déclaration d’assurance positive. Signor Presidente, questa relazione sulla strategia politica annuale della Commissione offre ai deputati di quest’Assemblea l’opportunità di rammentare alla Commissione stessa alcuni temi che abbiamo già messo in rilievo nelle prospettive finanziarie. Ricordiamo anzitutto alla Commissione che la realizzazione degli obiettivi di Lisbona è, e deve rimanere, la priorità più importante. Sono convinto che stimolando l’occupazione, sostenendo la crescita economica e incoraggiando la competitività globale l’Unione europea possa trovare il potenziale per influire in maniera significativa sulla vita quotidiana dei cittadini europei di oggi. In secondo luogo, dobbiamo far comprendere alla Commissione quanto sia importante che il bilancio giustifichi con risultati validi il denaro stanziato. Ribadisco le preoccupazioni suscitate in noi dall’istituzione delle agenzie: ci inquieta molto l’affidabilità di questi organismi, al pari della possibilità di destinare le risorse umane con efficienza ed efficacia in tutto l’ambito delle Istituzioni. In terzo luogo giudico importantissimo che la Commissione intensifichi gli sforzi per ottenere una dichiarazione di verifica positiva. Con questa relazione il Parlamento invoca maggiore trasparenza e la Commissione non può limitarsi a rafforzare il nesso tra il proprio programma di lavoro legislativo e la procedura di bilancio; deve fare ben di più. Per quanto riguarda infine l’Istituto europeo di tecnologia, sono lieto che la Commissione persegua in maniera così determinata la realizzazione degli obiettivi di Lisbona, e ne ammiro la lungimirante visione e lo spirito d’iniziativa. Vi sono però due motivi di forte inquietudine, che vorrei illustrare. In primo luogo, questa proposta è stata avanzata dopo che la Commissione aveva definito i propri piani di spesa nelle prospettive finanziarie, e quindi l’introduzione di un progetto così vasto avrà inevitabilmente significative ripercussioni su altre priorità. Mijnheer de Voorzitter, dit verslag over de jaarlijkse beleidsverklaringen van de Commissie biedt de leden van dit Parlement de gelegenheid om de Commissie te herinneren aan een aantal punten die wij in het financiële vooruitzicht hebben uiteengezet. Senhor Presidente, o presente relatório sobre as declarações políticas anuais da Comissão dá aos deputados desta Câmara a oportunidade de lembrar à Comissão uma série de pontos por nós expostos nas Perspectivas Financeiras. Em primeiro lugar, recordamos à Comissão que a consecução dos objectivos de Lisboa é e tem de continuar a ser a prioridade máxima. Creio que, ao estimular a criação de emprego, ao apoiar o crescimento económico e ao encorajar a competitividade global, a União Europeia tem o potencial necessário para se tornar muitíssimo relevante na vida dos cidadãos europeus da actualidade. Segundo, temos de fazer sentir à Comissão a importância de assegurar que o orçamento tem uma boa relação custo/benefício. Saliento as nossas preocupações relativamente à criação de agências: suscita-nos grande preocupação a prestação de contas desses organismos, do mesmo modo que a utilização eficaz e eficiente dos recursos humanos em todas as instituições. Em terceiro lugar, quanto a mim, um tema da maior importância: a Comissão tem de incutir uma muito maior urgência aos seus esforços no sentido obter uma declaração positiva de fiabilidade. No presente relatório, o Parlamento pede que haja uma maior transparência e a Comissão precisa de se esforçar muito mais para reforçar a ligação entre o programa de trabalho legislativo e o processo orçamental. Por último, em relação ao Instituto Europeu de Tecnologia, saúdo a determinação da Comissão em atingir os objectivos de Lisboa e admiro a sua visão e iniciativa. "Herr talman! Detta betänkande om kommissionens årliga politiska förklaringar ger ledamöterna här i parlamentet chansen att påminna kommissionen om ett antal punkter som vi fastställde i budgetramen. För det första vill vi påminna kommissionen om att uppnåendet av Lissabonstrategins mål är och måste förbli den främsta prioriteringen. Jag anser att det viktigaste EU kan göra för EU-medborgarnas liv i dag är att stimulera sysselsättning, stödja ekonomisk tillväxt och uppmuntra till global konkurrenskraft. För det andra vill vi påminna kommissionen om vikten av att garantera att budgeten ger valuta för pengarna. Jag vill lyfta fram vår oro för inrättandet av gemenskapsorgan. Vi hyser stora farhågor för dessa organs ansvarsskyldighet, vilket även gäller frågan om hur personalomplaceringarna inom institutionerna ska kunna genomföras på ett snabbt och effektivt sätt. För det tredje anser jag att det är ytterst viktigt att kommissionen skyndar på sina insatser för att uppnå en positiv revisionsförklaring. I detta betänkande uppmanar parlamentet till större öppenhet, och kommissionen måste göra mycket mer för att stärka kopplingarna mellan sitt lagstiftnings- och arbetsprogram och budgetförfarandet. Slutligen, och när det gäller Europeiska tekniska institutet, ser jag positivt på kommissionens beslutsamhet att uppnå Lissabonstrategins mål, och jag beundrar kommissionens vision och initiativ. Det finns dock två stora orosmoment som jag vill ta upp. För det första lades detta förslag fram efter det att kommissionen fastställt sin utgiftsplan i budgetramen, och därför kommer införandet av ett sådant stort projekt oundvikligen att ha en stor dominoeffekt på andra prioriteringar.
