Mr President, I would like to make clear that I read this report as an expression of concern about the need to maintain or, indeed, improve the effectiveness of European cohesion policy while implementing the EU’s enlargement strategy. Your debate has also provided many ideas which I will take back with me. I would like to stress three issues that we must remember when having a discussion on cohesion policy in the context of enlargement. Firstly, the financial framework and eligibility rules for 2007-2013 have been decided and they will be applied throughout this period, irrespective of any further enlargement. Secondly, in 2008-2009, in accordance with the European Council conclusions, there will be a review covering all aspects of EU spending and resources. This review will be carried out in close cooperation with Parliament and there will also be a broad consultation process. Thirdly, on enlargement, I would like to reiterate that the Commission – in its communication on enlargement strategy – and the December 2006 European Council confirmed that the enlargement strategy is combined with the EU’s capacity to integrate new members. Also, the pace of the accession process will depend on the results of the reforms in the negotiating country. The entry of new Member States will always be based on their merits. This principle will be respected. We also agreed that the Union will refrain from setting any target dates for accession until negotiations are close to completion. The Commission will provide impact assessments on the key policy areas in the course of the negotiations. I am open to new ideas, especially with regard to the need for new delivery mechanisms to improve the responsiveness of cohesion policy to a rapidly changing environment and the need for new ways of achieving further synergies between development strategies implemented at Community, national and regional level. We must ensure that our cohesion policy ties in with this favourable sustainable national growth policy, the Lisbon Strategy and the integrated guidelines for growth and jobs. I fully agree with you that we have to explore all those links further. Finally, I would like to say that you should not expect my support for any ideas that tend to weaken the Community aspect of cohesion policy."@en4

Jeg vil gerne gøre det klart, at jeg tolker denne betænkning som udtryk for et ønske om at fastholde, eller endog forbedre, den europæiske samhørighedspolitiks indvirkning i forbindelse med gennemførelsen af EU's udvidelsesstrategi. Der er ligeledes blevet fremlagt en række idéer under debatten, som jeg vil tage med mig. Jeg vil gerne understrege tre punkter, som vi skal være opmærksom på, når vi drøfter samhørighedspolitik og udvidelse. Ich würde gern klarstellen, dass ich diesen Bericht als Plädoyer für die Notwendigkeit verstanden habe, bei gleichzeitiger Umsetzung der Erweiterungsstrategie der Union die Wirksamkeit der europäischen Kohäsionspolitik zu erhalten bzw. sogar zu verbessern. Ihre Debatte hat viele weitere Ideen geliefert, die ich von hier mitnehme. Ich möchte drei Punkte herausstellen, an die wir denken müssen, wenn wir über Kohäsionspolitik im Rahmen der Erweiterung diskutieren. Erstens – der Finanzrahmen und die Regeln zur Förderfähigkeit für 2007-2013 sind beschlossen und werden in diesem gesamten Zeitraum angewendet, ungeachtet etwaiger weiterer Erweiterungen. Zweitens – im Zeitraum 2008-2009 wird gemäß den Schlussfolgerungen des Europäischen Rates eine Überprüfung aller Aspekte der Gemeinschaftsausgaben und -ressourcen erfolgen. Diese Überprüfung wird in enger Zusammenarbeit mit dem Parlament stattfinden, und es wird auch einen breiten Konsultationsprozess geben. Über den Beitritt eines neuen Mitgliedstaates wird stets nach individueller Sachlage entschieden. Dieser Grundsatz wird eingehalten. Außerdem haben wir zugestimmt, dass die Union keine Zieltermine für den Beitritt mehr festlegen wird, ehe nicht die Verhandlungen kurz vor dem Abschluss stehen. Die Kommission wird während des Verhandlungsverlaufs Folgenabschätzungen zu den politischen Schlüsselbereichen vorlegen. Ich bin offen für neue Ideen, besonders für neue Umsetzungsmechanismen, die gebraucht werden, um die Fähigkeit zur Anpassung an ein sich rasch veränderndes Umfeld zu verbessern, und für neue Wege, die gefunden werden müssen, um weitere Synergien zwischen Entwicklungsstrategien auszumachen, die auf gemeinschaftlicher, nationaler und regionaler Ebene durchgeführt werden. "Κύριε Πρόεδρε, θέλω να καταστήσω σαφές ότι εκλαμβάνω αυτήν την έκθεση ως έκφραση ανησυχίας για την ανάγκη διατήρησης ή και βελτίωσης της αποτελεσματικότητας της ευρωπαϊκής πολιτικής συνοχής κατά την εφαρμογή της στρατηγικής διεύρυνσης της ΕΕ. Señor Presidente, me gustaría dejar claro que he leído este informe como una expresión de preocupación sobre la necesidad de mantener o, de hecho, mejorar la eficacia de la política de cohesión europea, mientras se aplica la estrategia de ampliación de la UE. El debate del Parlamento ha aportado muchas ideas que tendré en cuenta. Me gustaría destacar tres cuestiones que debemos recordar al debatir la política de cohesión en el contexto de la ampliación. Primero, el marco financiero y los criterios de eligibilidad para 2007-2013 se han decidido y se aplicarán en todo este periodo, al margen de cualquier futura ampliación. Arvoisa puhemies, haluan tehdä selväksi, että pidän tätä mietintöä huolenilmauksena siitä, että Euroopan unionin koheesiopolitiikan tehokkuus on säilytettävä tai sitä on jopa parannettava EU:n laajentumisstrategiaa toteutettaessa. "Monsieur le Président, je tiens à préciser que ce rapport est pour moi l’expression de préoccupations relatives à la nécessité de préserver, ou même d’améliorer, l’efficacité de la politique européenne de cohésion dans le contexte de la mise en œuvre de la politique d’élargissement de l’UE. Votre débat m’a également fourni de nombreuses idées que j’emporterai avec moi. Permettez-moi de souligner trois points à garder en mémoire lors des discussions sur la politique de cohésion dans le contexte de l’élargissement. Premièrement, le cadre financier et les règles d’éligibilité pour la période 2007-2013 ont été adoptés et seront appliqués durant toute cette période, qu’il y ait ou non un nouvel élargissement. Deuxièmement, en 2008-2009, conformément aux conclusions du Conseil européen, il y aura une révision de tous les aspects du système des dépenses et des ressources de l’UE. Cette révision se fera en étroite coopération avec le Parlement et il y aura également un vaste processus de consultation. Je me rallie également aux avis qui expriment la nécessité de trouver de nouvelles voies pour créer d’autres synergies entre les stratégies de développement mises en œuvre aux niveaux communautaire, national et régional. Nous devons veiller à ce que notre politique de cohésion soit en harmonie avec cette politique favorable de croissance nationale durable, avec la stratégie de Lisbonne et avec les lignes directrices intégrées pour la croissance et l’emploi. Comme vous, je pense qu’il faut sur explorer davantage tous ces liens. Signor Presidente, vorrei precisare subito che interpreto questa relazione come una prova di ansioso interesse per la necessità di mantenere, o piuttosto migliorare, l’efficacia della politica europea di coesione durante la realizzazione della strategia di allargamento dell’Unione europea. Dal vostro dibattito sono poi scaturite numerose idee di cui farò certamente tesoro. Vorrei soffermarmi su tre punti di cui dobbiamo tener conto, quando discutiamo della politica di coesione nel contesto dell’allargamento. In primo luogo, il quadro finanziario e le norme di ammissibilità per il 2007-2013 sono già state decise, e verranno applicate in tutto questo periodo, indipendentemente da qualsiasi ulteriore allargamento. In secondo luogo, nel 2008-2009, conformemente alle conclusioni del Consiglio europeo, si effettuerà una revisione estesa a tutti gli aspetti delle spese e delle risorse dell’Unione europea; tale revisione sarà realizzata in stretta collaborazione con il Parlamento e comprenderà anche un ampio processo di consultazione. Mijnheer de Voorzitter, ik wil erop wijzen dat ik dit verslag als een aansporing beschouw om de effectiviteit van het Europese cohesiebeleid tijdens de uitvoering van de uitbreidingsstrategie van de EU te handhaven of zelfs te verbeteren. In uw debat zijn veel ideeën naar voren gebracht die ik zal meenemen. Ik wil drie zaken benadrukken die we niet moeten vergeten bij het voeren van een discussie over het cohesiebeleid in de context van de uitbreiding. In de eerste plaats zijn er besluiten genomen over het financiële kader en de subsidiëringsregels voor 2007-2013 en die zullen gedurende deze hele periode, ongeacht verdere uitbreidingen, worden uitgevoerd. In de tweede plaats zal er in 2008-2009, conform de conclusies van de Europese Raad, een evaluatie komen waarin alle aspecten van de EU-inkomsten en uitgaven aan bod komen. "Senhor Presidente, queria deixar claro que, na minha leitura, o presente relatório é uma expressão de preocupação com a necessidade de manter ou, mesmo, melhorar a eficiência da política europeia de coesão, em simultaneidade com a execução da estratégia de alargamento da UE. O vosso debate forneceu também muitas ideias, que levarei comigo. Gostaria de destacar três questões que temos de ter presentes ao discutir a política de coesão no contexto do alargamento. Primeira, o quadro financeiro e os critérios de elegibilidade para 2007-2013 foram decididos e serão aplicados ao longo de todo esse período, independentemente de qualquer eventual novo alargamento. Segunda, em 2008-2009, nos termos das conclusões do Conselho Europeu, haverá uma revisão que abrangerá todos os aspectos da despesa e dos recursos da UE. Essa revisão será efectuada em regime de cooperação estreita com o Parlamento e haverá também um processo de consulta alargado. Terceira, quanto ao alargamento, gostaria de reiterar que a Comissão – na sua comunicação sobre a estratégia de alargamento – e o Conselho Europeu de Dezembro de 2006 confirmaram a correlação entre a estratégia de alargamento e a capacidade de absorção de novos membros da UE. E o ritmo do processo de adesão dependerá dos resultados das reformas empreendidas no país candidato. O ingresso de novos Estados-Membros basear-se-á sempre nos respectivos méritos. Este princípio será respeitado. Acordámos também que a União se absteria de estabelecer quaisquer metas em matéria de datas de adesão enquanto as negociações não estiverem quase concluídas. A Comissão disponibilizará avaliações de impacto nas áreas das diferentes políticas-chave no decurso das negociações. Estou aberta a novas ideias, sobretudo no que respeita à necessidade de novos mecanismos que melhorem a capacidade de resposta da política de coesão a um ambiente em mutação acelerada, e de novos meios de obter sinergias adicionais entre as estratégias de desenvolvimento aplicadas aos níveis comunitário, nacional e regional. Jag vill klargöra att jag läste detta betänkande eftersom jag var bekymrad över behovet av att bibehålla eller till och med effektivisera EU:s sammanhållningspolitik när EU:s utvidgningsstrategi genomförs. Diskussionen med er har också gett mig många idéer som jag kommer att ta med mig härifrån. Jag vill lyfta fram tre frågor som vi måste ha i åtanke när vi diskuterar sammanhållningspolitiken i utvidgningssammanhanget. För det första har budgetramen och kvalifikationsreglerna för 2007–2013 beslutats, och de kommer att tillämpas under hela denna period, oavsett eventuella ytterligare utvidgningar. För det andra kommer det 2008–2009 enligt Europeiska rådets beslut att göras en översyn av allt som rör EU:s utgifter och tillgångar. Denna översyn kommer att genomföras i nära samarbete med parlamentet, och det kommer också att bli ett brett samrådsförfarande. För det tredje vill jag när det gäller utvidgningen upprepa att kommissionen – i vårt meddelande om utvidgningsstrategin – och Europeiska rådet från december 2006 bekräftade att utvidgningsstrategin hänger ihop med EU:s kapacitet att integrera nya medlemmar.
