Ich betrachte diesen Bericht als Chance für die Mitgliedstaaten, eine selbstkritische Bestandsaufnahme vorzunehmen und sich einzugestehen, dass der Kampf gegen den Terrorismus häufig als Rechtfertigung für den Erlass einer Vielzahl von einschneidenden Gesetzen diente. Alle Anti-Terror-Gesetze müssen jetzt so schnell wie möglich auf den Prüfstand gestellt werden. Es ist an der Zeit, sicherzustellen, dass in allen Mitgliedstaaten Mechanismen der Überwachung und gerichtlichen Kontrolle eingesetzt werden und eine strenge parlamentarische Kontrolle der Sicherheitsdienste erfolgt. In Rumänien, wo derzeit neue gesetzliche Regelungen für die Geheimdienste verabschiedet werden, sollte dieses Gesetzespaket unter diesem speziellen Gesichtspunkt überprüft werden. Es werden neue Einrichtungen zur zentralen Verwaltung von geheimdienstlichen Erkenntnissen geschaffen, um eine bessere Koordinierung der Geheimdienste zu ermöglichen. Wir müssen wachsam sein und diese zentralen Einrichtungen einer verstärkten parlamentarischen Kontrolle unterstellen. Dieser Bericht ist sehr wichtig, weil er deutlich macht, dass die Haltung „Sicherheit um jeden Preis“ mehr und mehr die Oberhand gewinnt. Es ist unsere Aufgabe, die Bürgerrechte stärker in den Vordergrund zu stellen und das Vertrauen unserer Bürger zu gewinnen."@de9
"Κύριε Πρόεδρε, από το 2001 η ισορροπία μεταξύ της διατήρησης των θεμελιωδών αξιών και της ανάγκης για ασφάλεια έχει υποστεί βαθιές αλλαγές. Βλέπω την έκθεση αυτή ως μια ευκαιρία για τα κράτη μέλη να αναλογιστούν και να αναγνωρίσουν το γεγονός ότι η μάχη κατά της τρομοκρατίας έχει συχνά χρησιμοποιηθεί ως δικαιολογία για τη υιοθέτηση πολλών παρεμβατικών νόμων. "Señor Presidente, desde 2001 el equilibrio entre la preservación de los valores fundamentales y la necesidad de seguridad se ha alterado profundamente. Considero este informe una oportunidad para que los Estados miembros hagan examen de conciencia y reconozcan que es un hecho que la lucha contra el terrorismo ha justificado a menudo la adopción de numerosas leyes intrusivas. Actualmente es urgente que evaluemos toda la legislación antiterrorista. Romaniassa, jossa ollaan juuri vahvistamassa salaiselle palvelulle uutta lainsäädäntöä, olisi hyvä tarkastella kyseistä lainsäädäntöpakettia juuri tästä näkökulmasta. Maan salaisen palvelun koordinointia halutaan parantaa perustamalla uusia elimiä, joilla tiedustelutoimintaa keskitetään. Je vois en ce rapport l’occasion pour les États membres de se livrer à un exercice d’introspection et de reconnaître que la lutte contre le terrorisme a souvent justifié l’adoption de lois empiétant sur les libertés. Il est devenu urgent de réaliser une évaluation de l’ensemble de la législation antiterroriste. Il est temps de mettre en place des mécanismes de contrôle judiciaire et soumettre les services de sécurité de l’ensemble des États membres à un contrôle parlementaire strict. En Roumanie, où une nouvelle législation sur le fonctionnement des services secrets est en cours d’adoption, il serait recommandé d’examiner cet ensemble de législation sous cet angle particulier. De nouveaux organes ayant pour fonction de centraliser les renseignements sont créés en vue d’améliorer la coordination des services secrets. Nous devons être circonspects et soumettre ces organismes centraux à un contrôle parlementaire renforcé. "Herr talman! Sedan år 2001 har balansen mellan ett bevarande av grundläggande värderingar och behovet av säkerhet genomgått genomgripande förändringar. Jag ser detta betänkande som ett tillfälle för medlemsstaterna att ta en ordentlig titt på sig själva och erkänna att det är ett faktum att kampen mot terrorismen ofta har fått rättfärdiga antagandet av många olämpliga lagar. Nu är det brådskande att göra en utvärdering av all lagstiftning som rör bekämpningen av terrorism. Det är på tiden att garantera rättsliga kontrollmekanismer och noggrann parlamentarisk granskning av underrättelsetjänsten i alla medlemsstater. I Rumänien, där man håller på att anta en ny lagstiftning för underrättelsetjänsten, är det klokt att ur denna speciella synvinkel titta på detta lagstiftningspaket. Nya organ som centraliserar underrättelseväsendet skapas för att man ska få en bättre samordning av underrättelsetjänsten. Vi måste vara försiktiga och placera dessa centrala organ under en bättre parlamentarisk kontroll.
