"As you are aware, Member States are required to have fully transposed the third anti-money-laundering directive into national law by 15 December 2007 at the latest.
This directive reinforces our actions in the fight against terrorist financing. It provides for harmonised rules under which the obliged entities and persons can apply customer due diligence procedures, taking into account the risk of money laundering and terrorist financing. In order to help Member States ensure a timely and proper transposition of this directive, we are following a threefold strategy.

The objective of this task force is to enable the sharing of experience and best practices between financial services supervisors. Bekanntlich ist die dritte Richtlinie über Geldwäsche von den Mitgliedstaaten bis spätestens zum 15. Dezember 2007 vollständig in nationales Recht umzusetzen.
Diese Richtlinie verleiht unseren Maßnahmen im Kampf gegen die Finanzierung von Terroristen Nachdruck. Sie sieht einheitliche Vorschriften vor, nach denen die entsprechend verpflichteten Einrichtungen und Personen im Rahmen der Anwendung der Sorgfaltspflichten gegenüber Kunden das Risiko der Geldwäsche und der Terrorismusfinanzierung in Betracht ziehen. Wir verfolgen eine Dreifachstrategie, um die Mitgliedstaaten bei der fristgerechten und ordnungsgemäßen Umsetzung dieser Richtlinie zu unterstützen.
Erstens haben wir im November 2006 einen ersten Umsetzungs-Workshop durchgeführt. Ziel dieser Veranstaltung waren der Meinungsaustausch sowie die Klärung von Auslegungsfragen oder sonstiger Probleme im Zusammenhang mit der Umsetzung.

Όπως γνωρίζετε, τα κράτη μέλη οφείλουν να μεταφέρουν πλήρως την τρίτη οδηγία κατά της νομιμοποίησης εσόδων από παράνομες δραστηριότητες στην εθνική νομοθεσία έως τις 15 Δεκεμβρίου 2007 το αργότερο.
Με την εν λόγω οδηγία ενισχύονται οι παρεμβάσεις μας στον αγώνα κατά της χρηματοδότησης της τρομοκρατίας. Προβλέπονται εναρμονισμένοι κανόνες βάσει των οποίων οι υπόχρεες οντότητες και πρόσωπα μπορούν να εφαρμόσουν διαδικασίες δέουσας επιμέλειας ως προς τον πελάτη, λαμβάνοντας υπόψη τον κίνδυνο νομιμοποίησης εσόδων από παράνομες δραστηριότητες και χρηματοδότησης της τρομοκρατίας. Προκειμένου να βοηθήσουμε τα κράτη μέλη να διασφαλίσουν την έγκαιρη και ορθή μεταφορά αυτής της οδηγίας, ακολουθούμε στρατηγική τριών σημείων.
Πρώτον, τον Νοέμβριο του 2006 διοργανώσαμε ένα εργαστήριο για την αρχική μεταφορά. Σκοπός αυτής της συνάντησης ήταν η ανταλλαγή απόψεων και η παροχή διευκρινίσεων για θέματα ερμηνείας ή άλλα προβλήματα τα οποία συνδέονται με τη μεταφορά στην εθνική νομοθεσία.
Δεύτερον, έχουμε δημιουργήσει μια ευρωπαϊκή πλατφόρμα μεταξύ των μονάδων χρηματοπιστωτικών πληροφοριών. Αυτές είναι οι αρμόδιες εθνικές αρχές για την πρόληψη και την καταπολέμηση της νομιμοποίησης εσόδων από παράνομες δραστηριότητες και της χρηματοδότησης της τρομοκρατίας λαμβάνοντας και αναλύοντας εκθέσεις σχετικά με ύποπτες συναλλαγές από χρηματοπιστωτικά ιδρύματα, καθώς και από επιλεγμένες μη χρηματοπιστωτικές επιχειρήσεις και επαγγέλματα. Στόχος αυτής της ομάδας δράσης είναι η δυνατότητα ανταλλαγής εμπειριών και βέλτιστων πρακτικών μεταξύ των αρμοδίων εποπτικών αρχών για τις χρηματοπιστωτικές υπηρεσίες. Como saben, los Estados miembros tienen de plazo hasta el 15 de diciembre de 2007 para transponer plenamente la tercera Directiva sobre blanqueo de capitales a la legislación nacional.
Esta Directiva refuerza nuestra lucha contra la financiación del terrorismo. Dicta una serie de normas armonizadas que permiten que las entidades obligadas y los particulares apliquen procedimientos de diligencia debida a sus clientes teniendo en cuenta el riesgo de blanqueo de capitales y de financiación del terrorismo. A fin de ayudar a los Estados miembros a asegurar una transposición a tiempo y correcta de esta Directiva, seguimos una triple estrategia.
En primer lugar, en noviembre de 2006 tuvo lugar un seminario inicial sobre la transposición. El objetivo de esta reunión era intercambiar puntos de vista y aclarar cuestiones de interpretación o cualquier otro problema asociado a la transposición.
En segundo lugar, hemos creado una plataforma europea entre las Unidades de Inteligencia Financiera. Pour aider les États membres à garantir une transposition correcte en temps utile de cette directive, nous appliquons une triple stratégie.

"Come sapete, gli Stati membri sono tenuti a recepire pienamente la terza direttiva sul riciclaggio dei proventi di attività illecite nell’ordinamento interno al più tardi entro il 15 dicembre 2007.
La direttiva in questione rafforza l’azione di lotta contro il finanziamento del terrorismo. Prevede norme armonizzate nell’ambito delle quali gli enti e le persone interessate possano applicare misure inerenti alla diligenza nei rapporti con la clientela, tenendo conto dei rischi di riciclaggio di denaro e di finanziamento del terrorismo. Per aiutare gli Stati membri a trasporre la direttiva in maniera adeguata e puntuale, stiamo seguendo una triplice strategia.
Innanzi tutto nel novembre 2006 abbiamo organizzato un primo seminario sul recepimento. Obiettivo dell’incontro era fornire un’opportunità di scambio di opinioni e chiarimenti su questioni di interpretazione e altri problemi legati al recepimento.

It provides for harmonised rules under which the obliged entities and persons can apply customer due diligence procedures, taking into account the risk of money laundering and terrorist financing. Within the European platform, regular meetings are organised to exchange information, notably on the provision of feedback to reporting entities.
Thirdly, we support the work carried out by the joint Anti-Money-Laundering Task Force which the Committee of European Banking Supervisors has created in association with the European insurance supervisors and the securities markets supervisors. The objective of this task force is to enable the sharing of experience and best practices between financial services supervisors. This is crucial for a consistent implementation of the directive across the European Union. The Commission participates as an observer."@mt15

Zoals u weet, moeten de lidstaten de derde witwasrichtlijn uiterlijk op 15 december 2007 volledig hebben omgezet in nationale wetgeving.
Deze richtlijn versterkt ons optreden in de strijd tegen de financiering van terroristische activiteiten. Hij voorziet in geharmoniseerde regels aan de hand waarvan de daartoe verplichte instellingen en personen klantenonderzoeksprocedures kunnen toepassen om op te treden tegen het witwassen van geld en de financiering van terroristische activiteiten. Om de lidstaten te steunen bij het tijdig en op de juiste manier omzetten van deze richtlijn voeren we een strategie op drie terreinen.
In de eerste plaats hebben we in november 2006 een workshop georganiseerd over de aanloopproblemen van de omzetting. Het doel van die bijeenkomst was het uitwisselen van gedachten en het verschaffen van duidelijkheid over interpretatiekwesties of eventuele andere problemen die verband houden met de omzetting.
In de tweede plaats hebben we een Europees platform opgezet voor de financiële inlichtingendiensten. Dat zijn de nationale autoriteiten die belast zijn met het voorkomen en bestrijden van witwaspraktijken en de financiering van terroristische activiteiten en die meldingen van verdachte transacties ontvangen en analyseren, die worden gedaan door kredietinstellingen en financiële instellingen, en ook door een selectie van bedrijven en professionals voor financiële dienstverlening. De financiële inlichtingendiensten zijn direct betrokken bij de handhaving van de richtlijn. Op het Europese platform worden regelmatig bijeenkomsten georganiseerd voor het uitwisselen van informatie, met name over het terugrapporteren aan de instanties die meldingen doen.
In de derde plaats ondersteunen we het werk dat wordt uitgevoerd door de Taakgroep voor de bestrijding van het witwassen van geld, die het Comité van Europese bankentoezichthouders heeft ingesteld in samenwerking met de Europese toezichthouders op verzekeringen en de toezichthouders op de effectenmarkten. De doelstelling van deze taakgroep is de uitwisseling van ervaringen en beste praktijken tussen toezichthouders van financiële diensten. "Como é do conhecimento da senhora deputada, os Estados-Membros estão obrigados a transpor integralmente para o seu direito interno a terceira directiva relativa ao branqueamento de capitais, o mais tardar, até 15 de Dezembro de 2007.
Esta directiva reforça as nossas acções de combate ao financiamento do terrorismo. Prevê normas harmonizadas em cujos termos as entidades e pessoas abrangidas podem aplicar à respectiva clientela procedimentos de vigilância adequados, em função do risco de branqueamento de capitais e de financiamento do terrorismo. Para auxiliar os Estados-Membros a assegurar uma transposição tempestiva e adequada da directiva, estamos a seguir uma estratégia com três vertentes.
Em primeiro lugar, em Novembro de 2006 promovemos um primeiro seminário relativo à transposição. Esta reunião teve por objectivo a troca de pontos de vista e a elucidação de questões de interpretação e de quaisquer outros problemas ligados à transposição.
Em segundo lugar, criámos uma plataforma europeia das unidades de informação financeira. Trata-se das autoridades nacionais que estão incumbidas de prevenir e combater o branqueamento de capitais e o financiamento do terrorismo mediante a recolha e análise da informação referente a transacções financeiras suspeitas remetida pelas instituições de crédito e financeiras, bem como por empresas e profissionais de outros sectores. As UIF estão directamente envolvidas na aplicação desta directiva. No quadro da plataforma europeia, são organizadas reuniões regulares para intercâmbio de informação, nomeadamente, sobre o retorno de informação às entidades autoras de participações.
Em terceiro lugar, apoiamos o trabalho levado a cabo pelo Grupo de missão conjunto contra o branqueamento de capitais criado pelo Comité Europeu de Supervisores Bancários em associação com os supervisores europeus dos seguros e dos mercados de títulos. O objectivo deste grupo de missão consiste em possibilitar a partilha de experiências e de melhores práticas entre os supervisores do mercado de serviços financeiros. Medlemsstaterna måste, som ni vet, ha införlivat det tredje direktivet mot penningtvätt i den nationella lagstiftningen till fullo senast den 15 december 2007.
Med detta direktiv förstärks våra åtgärder i kampen mot finansiering av terrorism. I direktivet föreskrivs harmoniserade regler, inom ramen för vilka de förpliktigade enheterna och personerna kan tillämpa kravet på kundkontroll med hänsyn till risken för penningtvätt och finansiering av terrorism. För att hjälpa medlemsstaterna att säkerställa ett punktligt och korrekt införlivande av detta direktiv följer vi en tredelad strategi.
Först och främst höll vi ett seminarium om införlivande i november 2006. Syftet med detta möte var att utbyta åsikter och bringa klarhet i tolkningsfrågor och andra problem i samband med införlivandet.
För det andra har vi upprättat en europeisk plattform mellan finansunderrättelseenheterna. De är de nationella myndigheter som kan förebygga och vidta åtgärder mot penningtvätt och finansiering av terrorism genom att ta emot och analysera rapporter om misstänkta överföringar som lämnats av hypoteksinstitutioner och finansiella institutioner och av vissa icke-finansiella företag och yrkeskårer. Finansunderrättelseenheterna är direkt involverade i genomförandet av direktivet. Inom den europeiska plattformen anordnas regelbundna möten för utbyte av information, i synnerhet om gensvar till rapporterande enheter.
För det tredje stöder vi det arbete som utförs av den gemensamma arbetsgruppen för finansiella åtgärder mot penningtvätt, som upprättats av Europeiska banktillsynskommittén i samarbete med europeiska tillsynsmyndigheter för försäkringar och tillsynsmyndigheter för värdepappersmarknaderna. Målet för denna arbetsgrupp är att möjliggöra utbyte av erfarenheter och bästa metoder mellan tillsynsmyndigheter för finansiella tjänster.
