For procedural reasons, this report was approved in the Committee on Development on 19 December 2006 and the deadline was 15 January 2007. Most of the intervening period was taken up by the Christmas break. We have looked into the issues; we have had several meetings; we have opinions; and I would ask, as a delegation chair, that we have an opportunity to make our view heard. I would support referral back to committee. You cannot have a report without any debate or any vote. "Hr. formand! Som formand for SAARC-delegationen erkender jeg, at dette er en meget delikat betænkning. Men vi må også erkende, at der findes nogle faktuelle unøjagtigheder i den. Aus Verfahrensgründen wurde der Bericht am 19. Dezember 2006 im Entwicklungsausschuss angenommen, die Frist war auf den 15. Januar 2007 festgelegt. "Señor Presidente, en calidad de presidenta de la Delegación SAARC, reconozco que se trata de un informe muy delicado. Sin embargo, tenemos que reconocer también que contiene algunos datos inexactos. Por motivos de procedimiento, este informe fue aprobado en la Comisión de Desarrollo el 19 de diciembre de 2006 y la fecha límite era el 15 de enero de 2007. La mayor parte del período transcurrido coincidió con las vacaciones de Navidad. Hemos examinado las cuestiones; hemos mantenido varias reuniones; hemos emitido dictámenes; y pido, como presidenta de la delegación, que se nos dé la oportunidad de manifestar nuestra opinión. "Arvoisa puhemies, suhteista Etelä-Aasian maihin ja Etelä-Aasian alueellisen yhteistyön liittoon (SAARC) vastaavan valtuuskunnan puheenjohtajana myönnän, että tämä on erittäin arkaluonteinen päätöslauselma. "Monsieur le Président, comme présidente de la délégation de l’ASACR, je reconnais qu’il s’agit là d’un rapport très délicat. Toutefois, nous devons également reconnaître qu’il contient des inexactitudes factuelles. Pour des raisons de procédure, ce rapport a été adopté par la commission du développement le 19 décembre 2006, alors que l’échéance était fixée au 15 janvier 2007. "Mijnheer de Voorzitter, als voorzitter van de Delegatie voor de betrekkingen met de Zuid-Aziatische landen en de Associatie voor Regionale Samenwerking in Zuid-Azië (SAARC) onderken ik dat dit een uiterst gevoelig verslag is. Wij kunnen er echter niet omheen dat er van feitelijke onjuistheden sprake is. Om procedurele redenen is dit verslag in de Commissie ontwikkelingssamenwerking al op 19 december 2006 goedgekeurd; de deadline was eigenlijk 15 januari 2007. De tussenliggende periode viel voor het grootste gedeelte samen met het kerstreces. Wij hebben de kwestie grondig bestudeerd. Er is een aantal bijeenkomsten geweest en er zijn adviezen ingewonnen. Als Delegatievoorzitter zou ik nu graag ons standpunt in willen brengen. Daarom steun ik de terugverwijzing naar de commissie. Zonder een debat of een stemming kunnen wij een dergelijk verslag hier niet aannemen. Het democratische controleproces wordt op deze manier omzeild en ik vind het belangrijk dat wij de geloofwaardigheid van dit Parlement in stand houden."@nl3

"Senhor Presidente, falando na qualidade de Presidente da delegação SAARC (Associação Sul-Asiática para a Cooperação Regional), reconheço que estamos perante um relatório extremamente delicado. Contudo, também temos de reconhecer que há aqui imprecisões factuais. Por razões processuais, este relatório foi aprovada na Comissão do Desenvolvimento a 19 de Dezembro de 2006 e o prazo era 15 de Janeiro de 2007. Grande parte do período intermédio foi tomado pelas férias de Natal. Analisámos estas questões; tivemos várias reuniões; temos pareceres; e deixaria aqui um pedido, como Presidente de uma delegação, no sentido de termos oportunidade de fazer ouvir a nossa opinião. Eu apoiaria um reenvio à comissão. Não se pode ter um relatório sem um debate ou votação. É fazer um curto-circuito no processo de escrutínio democrático e penso que é importante que honremos esta Assembleia."@pt17

"Herr talman! I egenskap av ordförande för SAARC-delegationen inser jag att detta är ett mycket känsligt betänkande. Vi måste dock också erkänna att det finns sakfel i det. Av procedurmässiga skäl godkändes detta betänkande i utvecklingsutskottet den 19 december 2006 och tidsfristen var den 15 januari 2007. Största delen av den mellanliggande perioden upptogs av juluppehållet. Vi har tittat närmare på frågorna, vi har haft flera sammanträden och vi har bildat oss åsikter, och i egenskap av delegationsordförande skulle jag vilja att vi får tillfälle att delge våra åsikter. Jag stöder en återförvisning till utskottet. Man kan inte ta fram ett betänkande utan debatt och omröstning. Det är att kringgå den demokratiska granskningsprocessen och jag anser att det är viktigt att vi respekterar detta parlament."@sv22
