Mr President, the temperature in this Chamber definitely rose when our new colleagues from Romania and Bulgaria entered the Chamber, and they were helped by a proud and warm feeling. However, we have also felt a rather chilling wind from nationalistic extremists and xenophobic forces that, unfortunately, exist throughout Europe.
The first of January this year was a truly historic moment for all of us, not only for you, the 53 new Members of the European Parliament, who finally saw your countries join the European family, but also for all of us, because the accession of Bulgaria and Romania completed the fifth enlargement of the European Union, which has contributed to peace, prosperity, stability and democracy throughout Europe.
Let me now turn to you, President Borrell Fontelles. During this legislature, you have played a significant role in ensuring the smooth integration of the 162 Members from the 10 new Member States into the working procedures of the European Parliament. You have also helped the Romanian and Bulgarian observers find their way and feel at ease both in Brussels and Strasbourg. In the name of President Barroso and the whole Commission, I would like to thank you for the excellent cooperation our two institutions have had under your presidency, starting with the renegotiation and updating of the framework agreement, and also for your very strong personal commitment, your strong political commitment and tireless efforts to increase the responsibilities of this House to move our common European project forward and to defend our shared values. Whether it has been your important role in finding an agreement on the financial perspective, as chairman of the temporary committee, your personal initiative to reform the working methods of the European Parliament or your visits to third countries, where you relentlessly pleaded the cause of pluralism and democracy, you have left a crucial fingerprint on this House. You will pass on to your successor an assembly which, in the past two and a half years, has successfully demonstrated that it is a reliable and competent partner and which assumed its role as co-legislator with responsibility and authority, be it when finding a compromise on the Services Directive or when the institutions negotiated the important agreement on new chemicals legislation.
In your inaugural speech in 2004, you said that, as President of the European Parliament, your passion for democracy would now be united with your passion for Europe.
On a personal note, let me say that I hope that this marriage of passions will continue for many more years. Let me also say, on a very personal note, how proud I was to be with you on several occasions when we met with young people and how impressed I was by the way you handled those situations. Like everybody else, I have also taken Spanish lessons with varied results, so I would like to say:
Thank you for everything, and I wish you good luck in performing your new tasks.
This reminds us of the basic common task that we all have, despite party affiliations, to defend and deepen European democracy.

"Hr. formand! Stemningen i mødesalen blev helt klart bedre, da vores nye kolleger fra Rumænien og Bulgarien trådte ind i salen, og de blev båret frem af en stolt og varm følelse. Vi har dog også mærket en mere ubehagelig stemning fra de nationalistiske ekstremister og de xenofobiske kræfter, som desværre eksisterer rundt omkring i Europa.
Den 1. januar 2007 var et historisk øjeblik for os alle, ikke blot for Dem, de 53 nye medlemmer af Europa-Parlamentet, som endelig kunne opleve, at Bulgarien og Rumænien tiltrådte EU, men også for os andre, idet EU's femte udvidelse, som har bidraget til fred, fremgang, stabilitet og demokrati i Europa, blev afsluttet med Bulgariens og Rumæniens tiltrædelse.
De har under denne lovgivende forsamling spillet en betydelig rolle i indsatsen for at sikre integrationen af de 162 medlemmer fra de 10 nye medlemsstater i Europa-Parlamentets arbejdsprocedurer. De har endvidere hjulpet de rumænske og bulgarske observatører med at finde sig til rette både i Bruxelles og Strasbourg. Jeg ønsker på vegne af Kommissionens formand, hr. Barroso, og den øvrige kommission at takke Dem for Deres fantastiske samarbejde med vores to institutioner under Deres formandskab, som startede med genforhandlingen og opdateringen af rammeaftalen, samt Deres stærke personlige engagement, Deres stærke politiske engagement og utrættelige bestræbelser på at øge Parlamentets ansvar for at fremme det europæiske projekt og forsvare vores fælles værdier. Mange af de nye medlemmer har allerede deltaget i Parlamentets møder som observatører i over et år, og jeg er sikker på, at De hurtigt vil blive fortrolig med den måde, som Parlamentet fungerer på. Die Temperatur in diesem Saal stieg definitiv an, als unsere neuen Kolleginnen und Kollegen aus Rumänien und Bulgarien den Plenarsaal betraten, und sie wurden von einem Gefühl des Stolzes und der Warmherzigkeit begleitet. Doch uns wehte auch ein eher frostiger Wind von nationalistischen Extremisten und fremdenfeindlichen Kräften entgegen, den es leider in ganz Europa gibt.
Der erste Januar dieses Jahres war ein wahrhaft historischer Moment für uns alle, nicht nur für Sie, die 53 neuen Mitglieder des Europäischen Parlaments, die nun miterlebten, wie ihre Länder der europäischen Familie beitraten, sondern auch für uns alle, denn der Beitritt Bulgariens und Rumäniens bildete den Abschluss der fünften Erweiterungsrunde der Europäischen Union, die zu Frieden, Wohlstand, Stabilität und Demokratie in ganz Europa beigetragen hat.
Lassen Sie mich nun ein paar Worte an Sie richten, Herr Präsident Borrell Fontelles. In dieser Wahlperiode haben Sie eine entscheidende Rolle dabei gespielt, die reibungslose Integration der 162 Mitglieder aus den zehn neuen Mitgliedstaaten in die Arbeitsabläufe des Europäischen Parlaments zu gewährleisten. Sie haben zudem den rumänischen und bulgarischen Beobachtern dabei geholfen, ihren Weg zu finden und sich sowohl in Brüssel als auch in Straßburg wohlzufühlen. Im Namen von Präsident Barroso und der gesamten Kommission möchte ich mich für die ausgezeichnete Zusammenarbeit unserer beiden Institutionen während Ihrer Amtszeit bedanken, angefangen bei den Neuverhandlungen und der Aktualisierung der Rahmenvereinbarung bis hin zu Ihrem sehr persönlichen Engagement, Ihrem starken politischen Einsatz und dem unermüdlichen Bemühen um mehr Verantwortung für dieses Hohe Haus, um unser gemeinsames europäisches Projekt voranzubringen und unsere gemeinsamen Werte zu verteidigen. In Ihrer Antrittsrede sagten Sie 2004, mit Ihrer Tätigkeit als Präsident des Europäischen Parlaments werde sich nunmehr Ihre Leidenschaft für Demokratie mit Ihrer Leidenschaft für Europa vereinigen.
Ich persönlich hoffe, dass diese Vereinigung der Leidenschaften noch viele weitere Jahre Bestand haben wird. Lassen Sie mich außerdem ganz persönlich sagen, wie sehr es mich mit Stolz erfüllte, Sie bei verschiedenen Treffen mit jungen Menschen begleiten zu dürfen, und wie beeindruckt ich davon war, wie Sie mit solchen Situationen umgingen. Wie alle anderen habe auch ich Spanisch-Kurse besucht, mit unterschiedlichem Erfolg, und deshalb möchte ich sagen:
Danke für alles, und ich wünsche Ihnen viel Glück bei Ihren neuen Aufgaben.
Das erinnert uns an die grundlegende gemeinsame Aufgabe, dass wir alle trotz unterschiedlicher Parteizugehörigkeit die europäische Demokratie verteidigen und festigen müssen.

Sie leisten einen Beitrag zur Arbeit, bereichern die Diskussionen und Überlegungen in den Fraktionen, den Ausschüssen und auch hier im Plenum. Die Kommission und ihre Dienste freuen sich sehr auf die Zusammenarbeit mit Ihnen.
Wir, die Repräsentanten der Organe der Europäischen Union, haben eine enorme Verantwortung gegenüber den Menschen in Rumänien und Bulgarien und ihren Hoffnungen für die Zukunft. Wir müssen alles tun, um ihren Erwartungen gerecht zu werden und um zu beweisen, dass ihr Glaube an die europäische Integration Früchte tragen und Europa als Ganzes stärken wird.

"Κύριε Πρόεδρε, είναι σαφές ότι η θερμοκρασία στην αίθουσα ανέβηκε μόλις μπήκαν οι νέοι μας συνάδελφοι από τη Ρουμανία και τη Βουλγαρία, και έγιναν δεκτοί με αισθήματα υπερηφάνειας και ζεστασιάς. Ωστόσο, αισθανθήκαμε επίσης έναν μάλλον ψυχρό άνεμο από τις ακραίες εθνικιστές και ξενοφοβικές δυνάμεις που υπάρχουν, δυστυχώς, σε ολόκληρη την Ευρώπη.

Κατά τη διάρκεια της τρέχουσας κοινοβουλευτικής περιόδου διαδραματίσατε σημαντικό ρόλο στη διασφάλιση της ομαλής ένταξης των 162 βουλευτών από τα 10 νέα κράτη μέλη στις διαδικασίες λειτουργίας του Ευρωπαϊκού Κοινοβουλίου. Βοηθήσατε επίσης τους παρατηρητές από τη Ρουμανία και τη Βουλγαρία να βρουν τον δρόμο τους και να νιώσουν άνετα τόσο στις Βρυξέλλες όσο και στο Στρασβούργο. Θα παραδώσετε στον διάδοχό σας μια συνέλευση που κατά τα τελευταία δυόμισι χρόνια απέδειξε με επιτυχία ότι αποτελεί αξιόπιστο και ικανό εταίρο και η οποία ανέλαβε τον ρόλο της ως συννομοθέτη με υπευθυνότητα και κύρος, τόσο κατά την αναζήτηση συμβιβαστικής λύσης σχετικά με την οδηγία για τις υπηρεσίες όσο και όταν τα θεσμικά μας όργανα διαπραγματεύονταν τη σημαντική συμφωνία σχετικά με τη νέα νομοθεσία για τις χημικές ουσίες.
Στην εναρκτήρια ομιλία σας το 2004 είπατε ότι, ως Πρόεδρος του Ευρωπαϊκού Κοινοβουλίου, το πάθος σας για τη δημοκρατία θα ενωνόταν πλέον με το πάθος σας για την Ευρώπη.
Προσωπικά, επιτρέψτε μου να πω ότι ελπίζω ότι αυτή η ένωση των παθών θα συνεχιστεί για πολλά ακόμα χρόνια. Επιτρέψτε μου ακόμα να προσθέσω κάτι πολύ προσωπικό, πόσο υπερήφανη είμαι που βρέθηκα μαζί σας σε αρκετές περιπτώσεις όταν συναντούσαμε νέους ανθρώπους και πόσο με εντυπωσίαζε ο τρόπος που χειριζόσαστε τις καταστάσεις εκείνες. Όπως και όλοι οι άλλοι, παρακολούθησα και εγώ μαθήματα ισπανικών με ποικίλα αποτελέσματα, και θα ήθελα να πω:

Αυτό μας θυμίζει τον βασικό κοινό στόχο που έχουμε όλοι, παρά τους κομματικούς δεσμούς, για την υπεράσπιση και την εμβάθυνση της ευρωπαϊκής δημοκρατίας.

Συμβάλλετε στο έργο του και εμπλουτίζετε τις συζητήσεις και τους προβληματισμούς στις πολιτικές ομάδες, τις επιτροπές καθώς και εδώ στην ολομέλεια. Η Επιτροπή και οι υπηρεσίες της ανυπομονούν να συνεργασθούν μαζί σας.
Εμείς, οι εκπρόσωποι των θεσμικών οργάνων της Ευρωπαϊκής Ένωσης, έχουμε τεράστια ευθύνη έναντι των λαών της Ρουμανίας και της Βουλγαρίας και των ελπίδων τους για το μέλλον. "Señor Presidente, sin lugar a dudas la temperatura en esta Cámara se ha elevado cuando nuestros nuevos colegas de Rumanía y Bulgaria han hecho su entrada en ella, rodeados de un sentimiento de orgullo y cordialidad. No obstante, también se ha podido sentir un aire bastante frío procedente de extremistas nacionalistas y fuerzas xenófobas que, lamentablemente, existen en toda Europa.
El primer día de enero de este año ha marcado un momento histórico para todos nosotros. No solo para ustedes, los 53 nuevos diputados al Parlamento Europeo, quienes han presenciado finalmente la incorporación de sus países a la familia europea, sino también para todos los demás, porque con la adhesión de Bulgaria y Rumanía se ha completado la quinta ampliación de la Unión Europea, un proceso que ha contribuido a la paz, la prosperidad, la estabilidad y la democracia en toda Europa.
Permítame dirigirme ahora a usted, Presidente Borrell Fontelles. Durante esta legislatura ha desempeñado usted un papel significativo al asegurar la incorporación sin problemas de 162 diputados de los 10 nuevos Estados miembros a los procedimientos de trabajo del Parlamento Europeo. Asimismo, ha ayudado a que los observadores rumanos y búlgaros se adapten y se sientan cómodos tanto en Bruselas como en Estrasburgo. "Mr President, the temperature in this Chamber definitely rose when our new colleagues from Romania and Bulgaria entered the Chamber, and they were helped by a proud and warm feeling. However, we have also felt a rather chilling wind from nationalistic extremists and xenophobic forces that, unfortunately, exist throughout Europe.
The first of January this year was a truly historic moment for all of us, not only for you, the 53 new Members of the European Parliament, who finally saw your countries join the European family, but also for all of us, because the accession of Bulgaria and Romania completed the fifth enlargement of the European Union, which has contributed to peace, prosperity, stability and democracy throughout Europe.
Let me now turn to you, President Borrell Fontelles. During this legislature, you have played a significant role in ensuring the smooth integration of the 162 Members from the 10 new Member States into the working procedures of the European Parliament. You have also helped the Romanian and Bulgarian observers find their way and feel at ease both in Brussels and Strasbourg. In the name of President Barroso and the whole Commission, I would like to thank you for the excellent cooperation our two institutions have had under your presidency, starting with the renegotiation and updating of the framework agreement, and also for your very strong personal commitment, your strong political commitment and tireless efforts to increase the responsibilities of this House to move our common European project forward and to defend our shared values. Whether it has been your important role in finding an agreement on the financial perspective, as chairman of the temporary committee, your personal initiative to reform the working methods of the European Parliament or your visits to third countries, where you relentlessly pleaded the cause of pluralism and democracy, you have left a crucial fingerprint on this House. You will pass on to your successor an assembly which, in the past two and a half years, has successfully demonstrated that it is a reliable and competent partner and which assumed its role as co-legislator with responsibility and authority, be it when finding a compromise on the Services Directive or when the institutions negotiated the important agreement on new chemicals legislation.

We, the representatives of the European Union’s institutions, have an enormous responsibility vis-à-vis the people in Romania and Bulgaria and their hopes for the future. We must do our utmost to live up to their expectations and to prove that their belief in European integration will bear fruit and make Europe stronger as a whole.
Your role as parliamentarians is crucial in making your countries’ membership a success, and communication is key to everything. Therefore, please go local and talk to your constituents, listen to your citizens and show them how you can take their views and concerns into account. Monsieur le Président, il est indéniable que la température est montée d’un cran dans cette Assemblée lorsque nos nouveaux collègues de Roumanie et de Bulgarie sont entrés et ils ont été encouragés par un sentiment de fierté et de chaleur. Toutefois, nous avons également ressenti un vent glacial venant d’extrémistes nationalistes et de forces xénophobes, qui, malheureusement, existent dans toute l’Europe.
Le 1er janvier de cette année était une vraie date historique pour nous tous, non seulement pour vous, les 53 nouveaux députés du Parlement européen, qui avez enfin assisté à l’adhésion de vos pays au sein de la famille européenne, mais aussi pour nous tous, car cette adhésion de la Bulgarie et de la Roumanie vient clôturer le cinquième élargissement de l’Union européenne, qui a contribué à la paix, à la prospérité, à la stabilité et à la démocratie à travers toute l’Europe.
Permettez-moi à présent de me tournez vers vous, Monsieur le Président Borrell Fontelles. Au cours de cette législature, vous avez joué un rôle important en assurant une intégration harmonieuse des 162 députés des 10 nouveaux États membres dans les procédures de travail du Parlement européen. Vous avez également aidé les observateurs roumains et bulgares à trouver leur voie et à se sentir à l’aise à Bruxelles et à Strasbourg. "Signor Presidente, la temperatura in quest’Aula è decisamente salita quando sono entrati i nuovi colleghi romeni e bulgari, che sono stati accolti con orgoglio e calore. Ma l’Aula è stata anche attraversata da un vento freddo che soffiava dai nazionalisti appartenenti ai movimenti estremisti e xenofobi i quali, purtroppo, sono presenti in tutta Europa.
Il 1° gennaio di quest’anno è stato un momento di importanza storica per tutti noi, e non solo per voi 53 nuovi deputati al Parlamento europeo che avete visto i vostri paesi unirsi alla famiglia europea; è stato importante anche per tutti noi, perché con l’adesione di Bulgaria e Romania si è concluso il quinto allargamento dell’Unione europea, che ha portato pace, prosperità, stabilità e democrazia in tutta Europa.

A nome del Presidente Barroso e dell’intera Commissione, desidero ringraziarla per l’eccellente cooperazione che ha caratterizzato i rapporti tra le nostre due Istituzioni sotto la sua Presidenza – a partire dalla rinegoziazione e dall’aggiornamento dell’accordo quadro – nonché per il suo forte e personale impegno e per i suoi instancabili sforzi tesi ad accrescere le responsabilità di questa Assemblea per la realizzazione del nostro comune progetto europeo e la difesa dei nostri valori comuni. Lei lascia in quest’Aula un segno indelebile, per il suo ruolo determinante nella conclusione di un accordo sulle prospettive finanziarie, la sua presidenza della commissione temporanea, la sua personale iniziativa di riforma dei metodi di lavoro del Parlamento europeo o le sue visite nei paesi terzi, durante le quali ha sostenuto con forza la causa del pluralismo e della democrazia. Al suo successore lascia in eredità un’Assemblea che, negli ultimi due anni e mezzo, si è dimostrata un
affidabile e capace e ha assunto il proprio ruolo di colegislatore con autorevolezza e senso di responsabilità, sia nella ricerca di un compromesso nella direttiva sui servizi, sia nei negoziati sull’importante accordo concernente la nuova legislazione sui prodotti chimici.
Nel 2004, nel suo discorso inaugurale, lei dichiarò che, in qualità di Presidente del Parlamento europeo, la sua passione per la democrazia si sarebbe coniugata alla passione per l’Europa.
A titolo personale, mi auguro che questa fusione di passioni continui ancora per molti anni. Vorrei dire altresì, sempre a titolo personale, che in diverse occasioni, durante gli incontri con i giovani, sono stata orgogliosa di essere al suo fianco e sono rimasta colpita dal modo in cui affrontava tali situazioni. Come tutti, anch’io ho preso lezioni di spagnolo con risultati alterni, e quindi dirò:
La ringrazio di tutto, e le auguro buona fortuna nello svolgimento dei suoi nuovi compiti.
Questo ci ricorda il comune compito che attende noi tutti, indipendentemente dalle affiliazioni di partito: la difesa e il consolidamento della democrazia europea.

"Mijnheer de Voorzitter, de temperatuur in dit Parlement is ongetwijfeld een paar graden gestegen toen onze nieuwe collega’s uit Roemenië en Bulgarije binnenkwamen. Zij kunnen op een waardig en warm welkom rekenen. Tegelijkertijd hebben wij echter ook een behoorlijk kille wind kunnen voelen vanuit nationaal-extremistische en xenofobische hoek, een wind die helaas overal in Europa waait.
1 januari van dit jaar was waarlijk een historische moment voor ieder van ons, niet alleen voor u – de 53 nieuwe afgevaardigden in dit Europees Parlement die er eindelijk getuige van konden zijn dat hun landen tot de Europese familie toetraden – maar ook voor ons. Door de toetreding van Bulgarije en Roemenië is immers de vijfde uitbreidingsronde van de Europese Unie voltooid. Daardoor wordt een bijdrage geleverd aan vrede, welvaart, stabiliteit en democratie in heel Europa.
Sta mij toe om mijn aandacht nu op u te richten, Voorzitter Borrell Fontelles. Tijdens deze zittingsperiode heeft u een significante rol gespeeld bij de soepele integratie van 162 afgevaardigden uit de tien nieuwe lidstaten in de werkprocedures van dit Parlement. U hebt daarnaast de Roemeense en Bulgaarse waarnemers niet alleen ondersteund bij het vinden van de weg in zowel Brussel als Straatsburg, maar u hebt hen ook op het gemak gesteld. Namens president Barroso en de voltallige Commissie wil ik u bedanken voor de uitstekende samenwerking tussen onze twee instellingen gedurende uw Voorzitterschap, een samenwerking die toentertijd begonnen is met de hervatting van de onderhandelingen over en het herzien van de kaderovereenkomst. Ik dank u ook voor uw grote persoonlijke en politieke betrokkenheid bij en nimmer aflatende inzet voor het vergroten van de verantwoordelijkheden van dit Parlement ter bevordering van ons gemeenschappelijke Europese project en met het oog op het beschermen van onze gezamenlijke normen en waarden. U hebt een essentiële stempel op dit Parlement gedrukt. Dat geldt niet alleen voor uw belangrijke rol bij het tot stand brengen van een akkoord over de financiële vooruitzichten als voorzitter van de tijdelijke commissie, maar ook voor uw persoonlijke initiatief om de werkmethoden van het Europees Parlement te hervormen en voor uw bezoeken aan derde landen, waar u zich een onvermoeibare pleitbezorger voor pluralisme en democratie hebt betoond. U zult aan uw opvolger een Parlement overdragen dat in de afgelopen tweeënhalf jaar met succes heeft aangetoond dat het een betrouwbare en competente partner is, die zijn rol als medewetgever op verantwoorde en gezaghebbende wijze heeft ingevuld. Dat geldt zowel voor bijvoorbeeld het zoeken naar een compromis over de dienstenrichtlijn als voor de onderhandelingen tussen de instellingen over belangrijke nieuwe wetgeving met betrekking tot chemicaliën.
In uw inaugurele rede in 2004 zei u dat u als Voorzitter van het Europees Parlement uw passie voor democratie nu kon combineren met uw passie voor Europa.
Op persoonlijke titel zou ik daaraan toe willen voegen dat ik hoop dat dit huwelijk tussen beide passies nog jaren stand zal houden. Uit de grond van mijn hart wil ik daarnaast graag zeggen dat ik een aantal keren samen met u op bijeenkomsten ben geweest met jonge mensen en dat ik bijzonder trots ben op de manier waarop u die situaties heeft aangepakt. Net als iedereen heb ook ik Spaanse les gevolgd, zij het met wisselend resultaat. Ik wil dan ook graag met de volgende opmerking besluiten:
Bedankt voor alles, en ik wens u veel succes bij de uitvoering van uw nieuwe taken.
Dat herinnert ons aan de fundamentele gemeenschappelijke taak waar wij allen, ongeacht onze partijpolitieke afkomst, voor staan, namelijk het beschermen en versterken van de Europese democratie.
Het is mij een eer en een genoegen om namens de Europese Commissie een bijzonder hartelijk woord welkomstwoord te richten tot de 53 nieuwe leden van het Europees Parlement uit Bulgarije en Roemenië die vanaf vandaag deel uit maken van deze Vergadering.

Velen van u hebben als waarnemers al meer dan een jaar deelgenomen aan onze parlementaire handelingen. Ik ben ervan overtuigd dat u zeer snel gewend zult zijn aan het fascinerende ritme van dit Huis. U zult een positieve bijdrage leveren aan ons werk en een verrijking vormen voor de discussies en bespiegelingen in en tussen de politieke Fracties in de parlementaire commissies en ook hier in de plenaire vergadering. Wij hebben als vertegenwoordigers van de Europese instellingen een enorme verantwoordelijkheid ten opzichte van de mensen in Roemenië en Bulgarije en ten aanzien van de hoopvolle verwachtingen die zij van de toekomst hebben. Wij moeten alles in het werk stellen om aan die verwachtingen te beantwoorden en te bewijzen dat hun vertrouwen in de Europese integratie zijn vruchten zal afwerpen en Europa als geheel sterker zal maken.
Als Parlementsledenhebt u een cruciale taak om het lidmaatschap van uw land tot een succes te maken; communicatie speelt daarbij op alle fronten een sleutelrol. Ga dan ook het veld in en praat met uw kiezers, luister naar de burgers en laat merken hoe u met hun standpunten en zorgen om zult gaan. Neem de tijd om hen uit te leggen hoe Europa functioneert en op welke manier ons beleid van invloed is op hun dagelijks leven. O dia 1 de Janeiro deste ano foi um momento verdadeiramente histórico para todos nós, não só para vós, 53 novos Deputados ao Parlamento Europeu que finalmente viram os vossos países juntar-se à família europeia, mas também para todos nós, pois a adesão da Bulgária e da Roménia veio completar o quinto alargamento da União, que contribuiu para a paz, a prosperidade, a estabilidade e a democracia em toda a Europa.
Senhor Presidente Borrell Fontelles, dirijo-me agora a V. Exa. Ao longo desta legislatura desempenhou um papel significativo para garantir uma integração serena dos 162 membros dos 10 novos Estados-Membros nos trabalhos do Parlamento Europeu. Ajudou os observadores romenos e búlgaros a encontrar o seu caminho e a sentir-se à vontade tanto em Bruxelas como em Estrasburgo. Em nome do Presidente Barroso e de toda a Comissão queria agradecer-lhe a excelente cooperação desenvolvida pelas nossas duas instituições durante a sua Presidência, a começar pela renegociação e actualização do acordo-quadro, e agradeço igualmente o seu forte empenhamento pessoal, o seu forte empenhamento político e esforços incansáveis para aumentar as responsabilidades deste Parlamento no sentido de fazer avançar o nosso projecto europeu comum e para defender os valores que partilhamos. Fosse no importante papel que desempenhou para chegar a acordo sobre as perspectivas financeiras, a cuja comissão temporária presidiu, pela sua iniciativa pessoal para reformar os métodos de trabalho do Parlamento Europeu ou nas suas visitas a países terceiros, onde incansavelmente defendeu a causa do pluralismo e da democracia, deixou nesta Casa uma marca indelével. Deixa ao seu sucessor uma Assembleia que, nos últimos dois anos e meio, conseguiu demonstrar que é um parceiro fiável e competente e que assumiu o seu papel de co-legislador de forma responsável e com autoridade, quer quando se tratou de chegar a compromisso sobre a Directiva “Serviços” quer quando as Instituições negociaram o importante acordo sobre legislação relativa a novas substâncias químicas.
No seu discurso inaugural, em 2004, afirmou que, como Presidente do Parlamento Europeu, a sua paixão pela democracia se uniria a partir de então à sua paixão pela Europa.
Permita-me, a título pessoal, expressar a esperança de que esse casamento de paixões se mantenha por muitos anos. Queria também, a título ainda mais pessoal, dizer-lhe quão orgulhosa me senti por o acompanhar em diversas ocasiões em que nos encontrámos com jovens e quão impressionada fiquei com a forma como lidava com essas situações. Como os outros oradores, também eu tive aulas de Espanhol, embora o resultado possa não ser o melhor, pelo que gostaria de lhe dizer:

Assim nos é recordada a tarefa básica comum que a todos incumbe, para lá das filiações partidárias, de defender e aprofundar a democracia europeia.

A Comissão e seus serviços aguardam com o maior interesse o momento em que poderão trabalhar convosco.
A nossa responsabilidade como representantes das Instituições da União Europeia relativamente aos povos da Roménia e da Bulgária e às suas expectativas para o futuro é enorme. However, we have also felt a rather chilling wind from nationalistic extremists and xenophobic forces that, unfortunately, exist throughout Europe.
The first of January this year was a truly historic moment for all of us, not only for you, the 53 new Members of the European Parliament, who finally saw your countries join the European family, but also for all of us, because the accession of Bulgaria and Romania completed the fifth enlargement of the European Union, which has contributed to peace, prosperity, stability and democracy throughout Europe.
Let me now turn to you, President Borrell Fontelles. During this legislature, you have played a significant role in ensuring the smooth integration of the 162 Members from the 10 new Member States into the working procedures of the European Parliament. You have also helped the Romanian and Bulgarian observers find their way and feel at ease both in Brussels and Strasbourg. In the name of President Barroso and the whole Commission, I would like to thank you for the excellent cooperation our two institutions have had under your presidency, starting with the renegotiation and updating of the framework agreement, and also for your very strong personal commitment, your strong political commitment and tireless efforts to increase the responsibilities of this House to move our common European project forward and to defend our shared values. Whether it has been your important role in finding an agreement on the financial perspective, as chairman of the temporary committee, your personal initiative to reform the working methods of the European Parliament or your visits to third countries, where you relentlessly pleaded the cause of pluralism and democracy, you have left a crucial fingerprint on this House. You will pass on to your successor an assembly which, in the past two and a half years, has successfully demonstrated that it is a reliable and competent partner and which assumed its role as co-legislator with responsibility and authority, be it when finding a compromise on the Services Directive or when the institutions negotiated the important agreement on new chemicals legislation.

"Herr talman! Temperaturen i parlamentet steg definitivt när våra nya kolleger från Rumänien och Bulgarien trädde in i kammaren, och det föranledde en stolt och varm känsla. Vi har emellertid känt en ganska kylig vind från nationalistiska extremister och främlingsfientliga krafter som tyvärr finns i Europa.
Den första januari i år var sannerligen ett historiskt ögonblick för oss alla, inte bara för er 53 nya parlamentsledamöter som äntligen kunde få se era länder ansluta sig till EU:s familj, utan för oss alla, eftersom Bulgariens och Rumäniens anslutning fullbordade EU:s femte utvidgning, vilket har bidragit till fred, välstånd, stabilitet och demokrati i hela Europa.
Låt mig nu vända mig till er, talman Borrell Fontelles. Ni har i den här lagstiftande församlingen spelat en betydande roll i att se till att de 162 ledamöterna från de 10 nya medlemsstaterna smidigt integrerades i Europaparlamentets arbetssätt. Ni har även hjälpt de bulgariska och rumänska observatörerna att lära sig hitta och att känna sig hemmastadda både i Bryssel och i Strasbourg. Jag skulle, på ordförande José Manuel Barrosos och hela kommissionens vägnar, vilja tacka er för det utmärkta samarbete som våra två institutioner har haft under ert ordförandeskap, från att omförhandla och uppdatera ramavtalen till ert mycket stora personliga engagemang, ert stora politiska engagemang och outtröttliga försök att utöka kammarens befogenheter för att föra vårt gemensamma EU-projekt framåt och försvara våra gemensamma värderingar. Ni har lämnat ett avgörande avtryck i kammaren, oavsett om det har handlat om er viktiga roll i att nå en överenskommelse ur ekonomiskt perspektiv, som ordförande för det tillfälliga utskottet, ert personliga initiativ för att reformera Europaparlamentets arbetsmetoder eller era besök i tredjeländer där ni obevekligen talade för mångfald och demokrati. Ni kommer att efterlämna till er efterträdare en församling som under de senaste två och ett halvt åren framgångsrikt har visat sig vara en pålitlig och kompetent partner, som tagit på sig rollen som andre lagstiftare med ansvar och pondus, oavsett om det gällde att nå en kompromiss i fråga om tjänstedirektivet eller då institutionerna skulle förhandla fram det viktiga avtalet om den nya kemikalielagstiftningen.

Personligen hoppas jag att detta äktenskap av passioner kommer att hålla i många år till. Låt mig också berätta en annan högst personlig sak, nämligen hur stolt jag kände mig när jag var med dig vid ett flertal tillfällen och vi mötte unga människor och hur imponerad jag var av det sätt som ni hanterade dessa situationer på. I likhet med alla andra har jag gått en kurs i spanska med varierande resultat, så jag skulle vilja säga:
Tack så mycket för allt, och jag önskar er lycka till med era nya uppgifter.
Det påminner oss om den grundläggande gemensamma uppgiften som vi alla har, trots partiindelningar, nämligen att försvara och fördjupa den europeiska demokratin.
På Europeiska kommissionens vägnar är jag hedrad och glad över att i synnerhet få rikta ett hjärtligt och varmt välkomnande till de 53 nya parlamentsledamöterna från Bulgarien och Rumänien som ansluter sig till denna församling i dag.

Många av er har redan deltagit i parlamentets förhandlingar som observatörer i mer än ett år nu, och jag är säker på att ni snabbt kommer att integreras i denna kammares fascinerande rytm. Ni bidrar till arbetet och berikar diskussionerna och betraktelserna i de politiska grupperna, i utskotten och även här i plenum. Kommissionen och dess förgreningar ser i högsta grad fram emot att arbeta tillsammans med er.
Vi, företrädarna för EU:s institutioner, har ett enormt ansvar gentemot Rumäniens och Bulgariens befolkning och deras förhoppningar inför framtiden. Vi måste göra vårt yttersta för att leva upp till deras förväntningar och för att bevisa att deras tro på europeisk integrering kommer att bära frukt och göra Europa starkare som helhet.
Er roll som parlamentariker är avgörande för att göra era länders medlemskap till en framgångssaga, och kommunikation är nyckeln till allt. Tala därför med era väljare på plats, lyssna på era medborgare och visa dem att ni kan ta hänsyn till deras åsikter och angelägenheter.
