That duty will fall to Ireland and possibly Denmark and you – nearly all of you in this room, all the EU institutions – will do everything they can with taxpayers’ money to bully those small countries into submission. In Britain it will not wash. We have already gone a treaty too far and the voice of the people will be heard.

"Hr. formand! Jeg lykønsker hr. Vanhanen og det finske formandskab. De har bestået prøven. De har vist, at De er gode europæere, og det har De gjort ved at ratificere EU-forfatningen gennem Deres eget parlament og ignorere, at kun hver fjerde af de finske borgere ifølge en opinionsundersøgelse for nylig støttede den fremgangsmåde. Derfor må hr. Barroso være meget tilfreds med Dem.
Deres formandskab opsummerer hele EU-projektet, for det er en demonstration af politisk uærlighed, hvor almindelige menneskers synspunkter tæller meget lidt. Forfatningen er muligvis død, men det er dens indhold så sandelig ikke, og i formandskabets konklusioner tales der om nødvendigheden af yderligere udvidelser. På området for retlige og indre anliggender taler De - vi hørte hr. Barroso tidligere - om nødvendigheden af at
beslutningstagningen. Det ord betyder mere magt til EU. De hylder idéen om en fælles energipolitik og flere aktiviteter på det udenrigspolitiske område.

Sie haben sich als gute Europäer erwiesen, indem Sie die EU-Verfassung in Ihrem Parlament ratifiziert und dabei die Tatsache ignoriert haben, dass bei einer kürzlichen Umfrage nur jeder vierte Ihrer Landsleute dieses Vorgehen unterstützt hat. Herr Barroso dürfte also sehr zufrieden mit Ihnen sein.
Ihr Ratsvorsitz ist ein Sinnbild für das gesamte EU-Projekt: ein Paradebeispiel für politische Unehrlichkeit, bei dem die Ansichten der Bürger wenig zählen. Nun, die Verfassung mag dahin sein, ihr Inhalt ist es auf keinen Fall, und in den Schlussfolgerungen Ihres Vorsitzes ist von der Notwendigkeit der Fortsetzung der Erweiterung die Rede. In Bezug auf Justiz und Inneres sprechen Sie – wie vorhin auch Herr Barroso – davon, dass die Beschlussfassung
werden müsse. Nun, das Wort bedeutet mehr Macht für die Europäische Union. Sie loben den Gedanken einer gemeinsamen Energiepolitik und von mehr Aktivismus im Bereich der Außenpolitik.
Augen zu und durch! Das war das Motto des finnischen Ratsvorsitzes, und jetzt übergeben Sie an Angela Merkel und den deutschen Ratsvorsitz, die noch ehrgeiziger sind als Sie. Klar ist jetzt, dass man einen neuen Vertrag vorlegen will. Das gefürchtete Wort „Verfassung“ werden Sie fallen lassen. Wird man die Franzosen und Holländer erneut zur Abstimmung auffordern? Nein, natürlich nicht. Diese Aufgabe wird Irland und möglicherweise Dänemark zufallen, und Sie – fast alle in diesem Saal und jede EU-Institution – werden mit den Steuergeldern alles tun, um diese kleinen Länder durch Einschüchterung fügsam zu machen. In Großbritannien wird das nicht funktionieren. Für uns ist das jetzt schon ein Vertrag zuviel, und das Volk wird sich Gehör verschaffen.

Αυτό το καθήκον θα πέσει στους ώμους της Ιρλανδίας και ίσως της Δανίας, ενώ εσείς –σχεδόν όλοι όσοι βρίσκεστε σε αυτήν την αίθουσα, όλα τα θεσμικά όργανα της ΕΕ– θα κάνετε ό,τι μπορείτε με τα χρήματα των φορολογουμένων, προκειμένου να εκφοβίσετε και να υποχρεώσετε αυτές τις μικρές χώρες να υποταχθούν. Αυτό, όμως, δεν θα πετύχει στη Βρετανία. Έχουμε ήδη ανεχθεί μια απαράδεκτη συνθήκη, και η φωνή του λαού θα ακουστεί.
Σήμερα το πρωί, σε αυτό το Κοινοβούλιο της ΕΕ, είδαμε πολλούς να συγχαίρουν εαυτούς και αλλήλους. Θα έπρεπε να είστε όλοι ευγνώμονες, επειδή η δημοσιότητα που λαμβάνουν οι δραστηριότητες αυτού του Σώματος είναι τόσο μικρή. Νομίζω ότι η κοινή γνώμη στην Ευρώπη θα αισθανόταν φρίκη απέναντι σε αυτό το θέαμα!

Señor Presidente, mi enhorabuena al señor Vanhanen y a la Presidencia finlandesa. Han superado el examen. Han demostrado ser buenos europeos y lo han hecho mediante la ratificación de la Constitución de la UE por su propio Parlamento, haciendo caso omiso del hecho de que en una reciente encuesta de opinión, solamente uno de cada cuatro individuos de su población apoyaba esa forma de proceder. Así que el señor Barroso tiene que estar muy complacido con ustedes.
Su Presidencia resume todo el proyecto de la UE: un ejercicio de falta de honradez política, en el que la opinión del pueblo llano apenas cuenta nada. Bien, tal vez la Constitución esté muerta, pero su contenido ciertamente no lo está y las conclusiones de su Presidencia hablan de la necesidad de una ulterior ampliación. En el apartado de justicia y asuntos de interior, usted –y se lo hemos oído antes al señor Barroso– habla de la necesidad de
la toma de decisiones. Pues bien, esa palabra significa más poder para la Unión Europea. Usted patrocina la idea de una política energética común y de aumentar la actividad en asuntos exteriores.
¡Tire por la calle de en medio! Esa ha sido la política de la Presidencia finlandesa y ahora le pasa el testigo a Angela Merkel y a la Presidencia alemana, que son aún más ambiciosos que usted. Resulta evidente que el plan consiste en volver a la carga con un nuevo tratado. Usted va a abandonar la temida palabra «c». ¿Se va a volver a llamar a las urnas a los franceses y los neerlandeses? No, por supuesto que no. Esa responsabilidad le corresponderá a Irlanda y posiblemente a Dinamarca, y ustedes –prácticamente la totalidad de los presentes en esta sala, todas las instituciones de la UE– harán cuanto puedan con el dinero del contribuyente para someter a esos pequeños países. En Gran Bretaña no va a colar. Ya nos hemos propasado con el Tratado y se va a escuchar la voz del pueblo.
Esta mañana hemos presenciado en este Parlamento de la UE gestos de autocomplacencia y palmadas en la espalda. Todos ustedes deberían sentirse agradecidos de que los trámites en esta Cámara merezcan tan escasa cobertura por parte de los medios. Creo que el público europeo en general se sentiría aterrorizado.

"Arvoisa puhemies, haluan esittää onnitteluni pääministeri Vanhaselle ja puheenjohtajavaltio Suomelle. Olette selviytyneet kokeesta. Olette osoittaneet olevanne hyviä eurooppalaisia. Ratifioitte EU:n perustuslain omassa parlamentissanne ja jätitte huomiotta sen, että äskettäisessä mielipidetutkimuksessa vain neljännes Suomen kansasta kannatti tätä tekoa. Puheenjohtaja Barroso on varmasti hyvin tyytyväinen teihin.
Puheenjohtajakautenne perusteella voi tehdä yhteenvedon koko EU:sta. Kyse on epärehellisestä poliittisesta hankkeesta, jossa tavallisten kansalaisten mielipiteillä ei juuri ole merkitystä. No, perustuslaki saattaa olla kuollut, mutta sen sisältö on aivan varmasti yhä elossa. Puheenjohtajan päätelmissänne todetaankin, että laajentuminen on tarpeen vastaisuudessa. Päätelmissä todetaan, että on
päätöksentekoa oikeus- ja sisäasioiden alalla, samoin totesi puheenjohtaja Barroso aikaisemmin. Tämä tarkoittaa kuitenkin Euroopan unionin vallan lisäämistä. Ylistätte ajatusta yhteisestä energiapolitiikasta ja yhteisten toimien lisäämisestä ulkoasiain alalla.

Tämä velvollisuus jää irlantilaisille, ja mahdollisesti Tanska ja te eli lähes kaikki teistä tässä salissa ja kaikki EU:n toimielimet tekevät kaikkensa veronmaksajien rahoja käyttäen ja pelottelevat tällaisia pieniä maita alistumaan. Yhdistyneessä kuningaskunnassa tällainen ei mene läpi. Olemme jo edenneet sopimuksen verran liian pitkälle, ja kansalaisten mielipide otetaan huomioon.

Monsieur le Président, j’adresse mes félicitations à M. Vanhanen et à la présidence finlandaise. Vous avez réussi l’examen. Vous vous êtes prouvé à vous-mêmes que vous étiez de bons Européens en ratifiant la Constitution européenne par un vote au sein de votre parlement, en ignorant le fait qu’un récent sondage d’opinion montrait que seulement un quart de vos concitoyens y étaient favorables. M. Barroso doit donc être très fier de vous.
Votre présidence résume tout le projet européen: un exercice de mauvaise foi politique où l’opinion des citoyens ordinaires compte peu. Il se peut que la Constitution soit morte, mais son contenu ne l’est certainement pas et les conclusions de votre présidence parlent de la nécessité du futur élargissement. En matière de justice et d’affaires intérieures, vous - et nous avons entendu plus tôt la position de M. Barroso - avez parlé de la nécessité d’«améliorer» la prise de décision. Ce mot signifie qu’il faut donner plus de pouvoirs à l’Union européenne. Vous prônez l’idée d’une politique commune de l’énergie et d’un activisme accru dans le domaine des affaires étrangères.
Continuez les yeux fermés! Ce fut la politique de la présidence finlandaise et vous passez maintenant le relais à Angela Merkel et la présidence allemande. Ils sont encore plus ambitieux que vous ne l’êtes. Il est clair maintenant que l’idée est de revenir avec un nouveau traité. Vous allez laisser tomber le gros mot redouté commençant par C. Demandera-t-on aux Français et aux Néerlandais de voter une nouvelle fois? Non, bien sûr, ce ne sera pas le cas. Ce devoir incombera à l’Irlande et peut-être au Danemark et vous - presque tous dans cette Assemblée et toutes les institutions de l’UE - ferez tout ce que vous pourrez avec l’argent des contribuables pour contraindre ces petits pays à la soumission. Signor Presidente, desidero congratularmi con il Primo Ministro Vanhanen e con la Presidenza finlandese. Avete superato l’esame. Avete dimostrato di essere buoni europei, facendo ratificare la Costituzione dell’Unione europea dal vostro parlamento nazionale, ignorando il fatto che in un recente sondaggio di opinione, solo un finlandese su quattro si era espresso a favore di tale linea d’azione. Il Presidente Barroso deve davvero essere molto contento di voi.
La vostra Presidenza riassume tutto il progetto dell’Unione europea: un esercizio di disonestà politica, in cui il punto di vista dei cittadini comuni conta molto poco. D’accordo, la Costituzione forse è morta, ma il suo contenuto non lo è di certo e le conclusioni della vostra Presidenza parlano della necessità di portare avanti l’allargamento. Nel capitolo dedicato alla giustizia e agli affari interni, – e abbiamo anche sentito il Presidente Barroso – parlate della necessità di
il processo decisionale, significa dare più potere all’Unione europea. Sostenete l’idea di una politica energetica comune e di un maggiore attivismo in materia di affari esteri.
Andate avanti comunque! Questa è stata la politica della Presidenza finlandese che ora passa il testimone ad Angela Merkel e alla Presidenza tedesca che sono ancora più ambiziosi di voi. E’ ora evidente che il programma è quello di ripresentare un nuovo Trattato. Abbandonerete la temuta parola che comincia con la C. Si chiederà nuovamente ai francesi e agli olandesi di votare? Certamente non lo faranno. L’Irlanda e forse la Danimarca avranno questo compito e voi – quasi tutti voi presenti in Aula, tutte le Istituzioni europee – farete tutto quanto possibile con il denaro dei contribuenti per costringere con la forza questi piccoli paesi a sottomettersi. Nel Regno Unito non funzionerà. Abbiamo già un Trattato di troppo e la gente farà sentire la propria voce.
Questa mattina qui al Parlamento europeo abbiamo assistito a manifestazioni di autocompiacimento e grandi manate sulle spalle. Dovreste essere contenti che i verbali dei lavori di quest’Aula hanno così poca eco a livello di stampa. Credo che il grande pubblico europeo rimarrebbe allibito!

Uw voorzitterschap is eigenlijk het hele EU-project in een notendop: een politiek onoprecht project waarin de mening van de gewone mensen nauwelijks meetelt. Welnu, de Grondwet is misschien dood, maar de inhoud daarvan is dat zeker niet, en in de conclusies van uw voorzitterschap wordt gesproken over de noodzaak van verdere uitbreiding. Het is nu wel duidelijk dat het plan is om met een nieuw verdrag op de proppen te komen. U laat daarbij het verafschuwde woord dat met een G begint, vallen. Zullen de Fransen en Nederlanders gevraagd worden om opnieuw naar de stembus te gaan? Nee, natuurlijk niet! Die taak zal Ierland te beurt vallen en eventueel ook Denemarken en u – en bijna iedereen hier in deze zaal, alle EU-instellingen – zult alles in het werk stellen om die kleine landen met het geld van de belastingbetalers net zolang te intimideren tot ze gehoorzamen. In Groot-Brittannië gaat die vlieger echter niet op. We zijn al een verdrag te ver gegaan en de stem van het volk zal gehoord worden.
We hebben vanmorgen de mensen in het Parlement zichzelf op de borst zien kloppen en elkaar schouderklopjes zien geven. Deram provas de ser bons Europeus e fizeram-no ratificando a Constituição da UE através do seu parlamento, ignorando o facto de, numa sondagem recente, apenas um em quatro finlandeses apoiarem essa linha de acção. Portanto, o Senhor Presidente Barroso deve estar muito satisfeito convosco.
A sua Presidência sintetiza todo o projecto da UE: um exercício de desonestidade política, em que as opiniões do cidadão comum contam muito pouco. Bem, a Constituição poderá ter morrido, mas não há dúvida de que o seu conteúdo não morreu e as conclusões da sua Presidência falam na necessidade de um maior alargamento. No domínio da justiça e assuntos internos - e ouvimos há pouco o que disse o Senhor Presidente Durão Barroso - fala-se da necessidade de
o processo de decisão. Ora, trata-se de uma palavra que significa mais poder para a União Europeia. As conclusões louvam a ideia de uma política energética comum e um maior activismo no domínio das relações externas.
O que importa é andar para a frente! Essa obrigação vai recair sobre a Irlanda e, possivelmente a Dinamarca e os senhores - quase todos os presentes neste Hemiciclo e todas as Instituições da UE - farão tudo o que puderem com o dinheiro dos contribuintes para intimidar os países pequenos e reduzi-los à submissão. Na Grã-Bretanha isso não vai resultar. Para nós já existe um tratado a mais e a voz dos cidadãos far-se-á ouvir.
Vimos neste Parlamento da UE, esta manhã, muita autocongratulação e muitas palmadinhas nas costas. Deveriam sentir-se muito gratos pelo facto de as actividades desta Assembleia terem uma cobertura tão reduzida na comunicação social. Creio que o grande público da Europa ficaria estarrecido!
