"Senhor Presidente, existem neste momento amplas provas de que um determinado número de elementos das forças de manutenção da paz das Nações Unidas esteve, nos últimos anos, envolvido em crimes hediondos contra as populações civis vulneráveis que supostamente tinha por missão proteger. "Herr talman! Vi har nu omfattande bevis för att anställda inom FN:s fredsbevarande styrkor under de senaste åren har varit inblandade i fruktansvärda brott mot de utsatta civilbefolkningar som de har till uppdrag att skydda. Brotten består bland annat av avskyvärda handlingar som våldtäkt och sexuellt utnyttjande av barn. Det finns tre aspekter av detta som är ytterst oroande och beklämmande. För det första är det nästan helt säkert att de fall som har rapporterats och utretts bara är toppen av ett isberg. Dessa skamliga, förfärliga och avskyvärda kriminella gärningar som begås av FN-personal får inte ske ostraffat, och FN-hierarkins yttersta politiska ansvar får inte heller sopas under mattan.
