That is clearly unacceptable in modern society, just as it is completely unacceptable that people who commit serious offences in one country can avoid being penalised in another country. This proposal will gradually end that situation, but I regret that it will take so long, and I hope the process can be speeded up.
This proposal brings simplicity and transparency and cuts red tape, although I notice that Mr Nattrass has not bothered to stay to hear that observation. "Monsieur le Président, mon assistant est tombé récemment sur un site internet se vantant ostensiblement de pouvoir vous trouver, moyennant contribution financière, un permis de conduire ailleurs au cas où vous seriez interdit de conduite dans un pays. C’est tout à fait inacceptable dans une société moderne, de même qu’il est tout à fait inadmissible que des personnes qui se sont rendues coupables d’infractions graves dans un pays puissent éviter la sanction dans un autre. "Voorzitter, mijn assistent heeft onlangs een website ontdekt waarop openlijk wordt geadverteerd met de mogelijkheid om tegen betaling een rijbewijs elders te halen wanneer in het eigen land het rijbewijs is ingetrokken. Dat is duidelijk onacceptabel in een moderne maatschappij, even goed als het volstrekt onacceptabel is dat mensen die in het ene land zware overtredingen hebben begaan, in een ander land vervolging kunnen ontlopen. This proposal will gradually end that situation, but I regret that it will take so long, and I hope the process can be speeded up.
This proposal brings simplicity and transparency and cuts red tape, although I notice that Mr Nattrass has not bothered to stay to hear that observation. It is, in fact, a key element in better regulation. The original proposal was much more bureaucratic, and we in Parliament have done a good job of making it much simpler. It will improve road safety and combat fraud.
I particularly welcome something nobody else has mentioned yet: the emphasis in the report on the competences of driving examiners. We need to raise the general level of driver training throughout the European Union.

However, I recognise that there is no real support for this either in Parliament or the Council, so I must concede defeat. "Herr talman! Min assistent upptäckte nyligen en hemsida som ganska öppet annonserar om att ifall man har blivit av med körkortet i ett land så kan man mot en avgift erhålla ett körkort i ett annat land. Detta är självfallet fullständigt oacceptabelt i ett modernt samhälle, på samma sätt som det är fullständigt oacceptabelt att människor som begår grova brott i det ena landet kan undgå att bli straffade i det andra landet. Det här förslaget kommer gradvis att eliminera denna situation, men tyvärr tar det lång tid och jag hoppas att processen kan påskyndas.
Förslaget innebär enkelhet och öppenhet och minskar byråkratin, även om jag har lagt märke till att Michael Henry Nattrass inte har brytt sig om att stanna för att lyssna till denna iakttagelse. Det är i själva verket ett av de viktigaste villkoren för att få bättre bestämmelser. Det ursprungliga förslaget var mycket mer byråkratiskt och parlamentet har gjort ett bra jobb med att göra det betydligt enklare. Förslaget kommer att förbättra trafiksäkerheten och bekämpa bedrägerier.
Jag välkomnar i synnerhet något som ingen annan hittills har nämnt, nämligen att det i betänkandet läggs vikt vid förarprövarnas kompetens. Vi behöver öka den allmänna nivån på förarutbildningen i hela EU.
Jag är inte nöjd med förslagen om motorcyklismen. De är onödigt komplicerade och betonar inte nog vikten av att få utbildning från allra första början och kravet på obligatoriska prov. Jag inser emellertid att det inte finns något verkligt stöd för detta vare sig i Europaparlamentet eller i rådet, så jag måste se mig besegrad. Till skillnad från de skräckhistorier som några av mina kolleger har berättat finns det otroligt lite i förslaget som skiljer sig från befintlig tradition och praxis i Förenade kungariket."@sv21
