Over-regulation closes businesses and the EU paper wet blanket is putting out the fire of enterprise and the ember of innovation. Certain EU states treat EU papers as joke sheets enforced by paper tigers with paper teeth, but they still sit on committees like nodding paper dogs generating more crazy paper regulations for the rest of us and filling in paper forms for expenses, while not enforcing simple rules about crash helmets. It is now only a matter of time until such a paper dictates that the British will drive on the right hand side!
In this report, the EU has ignored its own research paper, according to the British Motorcyclists Federation, which says that these proposals are inept and ill-conceived. The BMF has pointed to the motorcycle accidents in-depth study showing that most motorcycle accidents are the result of low-speed urban collisions, usually the fault of the car driver. It was funded by EU taxpayers at EUR 2.5 million and this directive will now be a EUR 2.5 million waste of paper.
The BMF says that motorcycling elements in the directive are diametrically opposed to the UK Government’s own motorcycling strategy, do nothing to improve road safety, and lead to poor compliance with a possible negative effect on safety. BMF government relations executive Trevor Magnus said this is typical of the lack of democracy in the EU, treating citizens with contempt.

"Arvoisa puhemies, kun eilen puhuttiin direktiivistä, jolla pyritään paperittomaan ympäristöön, puhemies kuiskasi "tuskinpa vain!". EU on paperiesiripun takana, se on varsinainen paperijalkainen jättiläinen. Ylisääntely sulkee yrityksiä, ja EU-jätti talloo yritteliäisyyden ja innovaation jalkoihinsa. "Signor Presidente, ieri il Presidente, di fronte a una direttiva su un ambiente privo di supporti cartacei, ha mormorato “Continuate a sognare”. L’Unione europea è nascosta dietro una montagna di carta o, in altri termini, è sommersa da un’enorme valanga di carta. Un eccesso di regolamentazione costringe le imprese a chiudere i battenti e la valanga di carta che è l’Unione europea sta soffocando lo spirito imprenditoriale e qualsiasi afflato innovativo. Ci è stato detto che il mercato interno è stato creato per favorire il commercio, non per avere nuove regolamentazioni su come guidare un motorino. O avete forse paura di un’invasione di motorini britannici, che potrebbero sbarcare sulla spiaggia di Dunkerque? Continuate a sognare!
Alcuni paesi dell’UE trattano i documenti comunitari come se fossero carta straccia, prodotta da tigri di carta con denti di carta; però continuano a occupare le loro poltrone nelle varie commissioni, come tanti accondiscendenti cani di carta che producono altri folli documenti, altre montagne di carta per tutti noi e riempiono moduli di carta per farsi rimborsare le spese, invece di applicare norme semplici e comprensibili sull’uso dei caschi protettivi. Ormai non ci vorrà molto prima che un pezzo di carta imponga ai britannici di adottare d’ora in avanti la guida a destra!

Overregulering sluit bedrijven en de grote natte papieren deken van de EU dooft het vuur van de ondernemingszin en de gloeiende kool van de innovatie. Alguns Estados da UE tratam os documentos (papéis) da UE como livros de anedotas, de cuja aplicação se encarregam tigres de papel com dentes de papel, sentados e sossegados em comissões especializadas e abanando a cabeça como cãezinhos de papel, gerando regulamentos de papel para todos nós e preenchendo impressos de despesas em papel, em vez de providenciarem a aplicação de umas simples normas sobre capacetes de protecção. Deste modo, é uma mera questão de tempo até que um papel desses venha impor aos britânicos a condução pela direita!

"Herr talman! När talmannen igår fick ett direktiv om en papperslös miljö framför sig viskade han ”dröm vidare”. EU befinner sig bakom en ”pappersridå” eller rent ut sagt bakom en stor våt EU-filt av papper. Alltför många bestämmelser gör att företag läggs ner och den stora våta EU-filten av papper släcker företagens glöd och innovationslusten. Det sades att den inre marknaden handlade om handel, inte om skriftliga bestämmelser om hur man ska åka moped. Eller tål ni en invasion av brittiska mopeder på Dunkirks stränder? Dröm vidare!
Vissa av EU:s medlemsstater behandlar EU:s handlingar som skämt framtvingade av papperstigrar med papperständer. Trots detta sitter de kvar i utskotten som nickedockor och genererar fler galna skriftliga bestämmelser för oss andra och fyller i blanketter för utgifter, samtidigt som de inte driver igenom enkla regler om störthjälmar. Det är nu bara en tidsfråga innan man i en sådan handling kommenderar britterna att införa högertrafik!

BMF menar att direktivets villkor för motorcyklismen är en diametral motsats till den brittiska regeringens egen strategi för motorcyklism, att direktivets villkor inte gör något alls för att förbättra trafiksäkerheten och att det leder till att man efterlever bestämmelserna dåligt, vilket kan få en negativ inverkan på säkerheten. BMF:s chefstjänsteman för regeringsförbindelser, Trevor Magnus, menar att detta är typiskt för EU:s brist på demokrati där medborgarna behandlas med förakt.
