"Mr President, I wish to congratulate the President-in-Office on the way in which, with characteristic Finnish honesty but uncharacteristic Presidency bluntness, he has described the difficulties in the Council of getting Member States to agree on things, and how impossible it is to make progress in certain areas where we have unanimity. It is very important that the EU delivers in areas like justice and home affairs and immigration policy, and we must ensure that we make progress for the benefit of our citizens. I would hope that in areas where we have almost reached agreement, such as prisoner transfers and the possibility of a rapid response instrument for emergencies, we will be able to carry these through in a summit.
We can also apply the same principle to Member States in other areas as the Commission did yesterday in taking action about opening up energy markets and on economic reform. Let us not lose sight of the importance of getting Member States to deliver on what they promised to do on the whole Lisbon Strategy.
However, enlargement is clearly the big issue. We seem to have avoided a train crash with Turkey, but that does not guarantee the train is not going to come grinding to a halt, because if that train does come to a halt, the consequences will be very severe not only for the European Union but also for the Balkans. "Κύριε Πρόεδρε, θέλω να συγχαρώ τον Προεδρεύοντα του Συμβουλίου για τον τρόπο με τον οποίο, με χαρακτηριστική φινλανδική ειλικρίνεια αλλά ασυνήθιστη προεδρική ευθύτητα, περιέγραψε τα προβλήματα που εμφανίζονται στο Συμβούλιο προκειμένου να πεισθούν τα κράτη μέλη να συμφωνήσουν σε διάφορα θέματα, αλλά και το γεγονός ότι είναι αδύνατον να σημειωθεί πρόοδος σε ορισμένους τομείς στους οποίους εφαρμόζεται η ομοφωνία. Είναι πολύ σημαντικό να υλοποιήσει η ΕΕ τις πολιτικές της σε τομείς όπως η δικαιοσύνη και οι εσωτερικές υποθέσεις, καθώς και η μεταναστευτική πολιτική, και οφείλουμε να διασφαλίσουμε την επίτευξη προόδου προς όφελος των πολιτών μας. Ευελπιστώ ότι σε τομείς στους οποίους έχουμε σχεδόν καταλήξει σε συμφωνία, όπως οι μεταφορές κρατουμένων και η δυνατότητα δημιουργίας ενός μέσου ταχείας αντίδρασης για καταστάσεις έκτακτης ανάγκης, οι συμφωνίες αυτές θα επικυρωθούν επίσης από κάποια διάσκεψη κορυφής.
Μπορούμε άλλωστε να εφαρμόσουμε την ίδια αρχή στα κράτη μέλη σε άλλους τομείς, όπως έκανε εχθές η Επιτροπή ως προς την ανάληψη δράσης για το άνοιγμα των ενεργειακών αγορών και τις οικονομικές μεταρρυθμίσεις. Δεν πρέπει να λησμονούμε πόσο σημαντικό είναι να υλοποιήσουν τα κράτη μέλη τις υποσχέσεις τους στο πλαίσιο της στρατηγικής της Λισαβόνας.
Ωστόσο, είναι σαφές ότι το μείζον θέμα των ημερών είναι η διεύρυνση. Φαίνεται ότι αποφύγαμε τη σιδηροδρομική σύγκρουση με την Τουρκία, αλλά αυτό δεν εγγυάται ότι η αμαξοστοιχία δεν θα σταματήσει να κινείται, διότι, αν όντως σταματήσει αυτή η αμαξοστοιχία, οι συνέπειες θα είναι πολύ σοβαρές όχι μόνο για την Ευρωπαϊκή Ένωση αλλά και για τα Βαλκάνια. Πρέπει να προωθήσουμε τη διεύρυνση. Δεν πρέπει να μας αποσπούν την προσοχή έννοιες όπως η ικανότητα απορρόφησης, διότι όλοι γνωρίζουμε ότι, αν η Νορβηγία επιθυμούσε να ενταχθεί στην ΕΕ, κανείς δεν θα μιλούσε για ικανότητα απορρόφησης. Πρόκειται για έναν ευφημισμό που υποκρύπτει κάτι διαφορετικό. Πρέπει, λοιπόν, να σημειώσουμε πρόοδο ως προς τη διεύρυνση· πρέπει να συνεχίσουμε την πορεία μας ακάθεκτοι."@el10
"Señor Presidente, quiero felicitar a la Presidenta en ejercicio por la forma en que descrito –con la honestidad finlandesa y una franqueza poco habitual en una Presidencia– las dificultades que ha tenido el Consejo para alcanzar acuerdos entre los Estados miembros, y lo difícil que resulta avanzar en determinados ámbitos cuando las decisiones deben tomarse por unanimidad. Es sumamente importante que la UE ofrezca resultados en ámbitos como la justicia y los asuntos de interior, al igual que la política de inmigración, y tenemos que avanzar en beneficio de nuestros ciudadanos. Espero que en los ámbito en que casi hemos llegado a un acuerdo, como en la transferencia de presos y la posibilidad de crear un instrumento de respuesta rápida en caso de emergencia, estas decisiones se adopten en el Consejo Europeo.
Podemos aplicar igualmente este principio a las Estados miembros en otros ámbitos, como lo hizo ayer la Comisión en relación con la liberalización de los mercados energéticos y la reforma económica. No debemos perder de vista la importancia de que los Estados miembros cumplan las promesas que hicieron en el marco de la Estrategia de Lisboa.
Sin embargo, no cabe duda que la ampliación es la cuestión más importante. Al parecer hemos evitado una colisión frontal con Turquía, pero eso no garantiza que el proceso no acabe por detenerse, porque si lo hace, las consecuencias serán sumamente graves, no solo para la Unión Europea, sino también para los Balcanes. Debemos proseguir con la ampliación. No debemos distraernos en aspectos como la capacidad de absorción, porque todos sabemos que si Noruega desease la adhesión, nadie hablaría de capacidad de absorción. "Monsieur le Président, je souhaite féliciter le président du Conseil pour la manière, empreinte de l’honnêteté finlandaise caractéristique, mais également du franc-parler de la présidence qui l’est moins, dont il a décrit les difficultés que le Conseil éprouve pour arracher un accord aux États membres et l’impossibilité d’effectuer des progrès dans certains domaines qui requièrent l’unanimité. Il est extrêmement important que l’Union progresse sur des points tels que la justice, les affaires intérieures et la politique d’immigration. "Signor Presidente, vorrei congratularmi con la Presidente in carica del Consiglio per il modo in cui, con tipica onestà finlandese, ma con insolita schiettezza per una Presidenza, ha descritto le difficoltà incontrate in seno al Consiglio nel portare gli Stati membri a mettersi d’accordo, e quanto sia impossibile progredire in alcuni settori in cui abbiamo l’unanimità. "Mijnheer de Voorzitter, ik wil de fungerend voorzitter gelukwensen met de wijze waarop zij met die typisch Finse oprechtheid en tegelijkertijd met die atypische resoluutheid die een goede voorzitter betaamt, de moeilijkheden heeft beschreven die zich hebben voorgedaan bij de pogingen om in de Raad een akkoord te bewerkstelligen tussen de lidstaten. Zij heeft duidelijk gemaakt dat het onmogelijk is vooruitgang te boeken op de terreinen waar unanimiteit voor nodig is. Het is van groot belang dat de EU resultaten boekt op gebieden als justitie, binnenlandse zaken en immigratie. We moeten in het belang van onze burgers vooruitgang boeken. Ik hoop dat we op een top alsnog verder kunnen komen op de terreinen waar we al bijna tot overeenstemming waren gekomen, zoals de overdracht van gevangenen en een mogelijk instrument voor snelle respons bij ernstige noodsituaties.
We kunnen op andere terreinen hetzelfde principe op de lidstaten toepassen als de Commissie gisteren deed toen ze actie ondernam ten aanzien van de liberalisering van de energiemarkten en economische hervorming. Laten we niet vergeten hoe belangrijk het is dat wij de lidstaten zover krijgen dat zij zich aan de beloften houden die zij in het kader van de gehele Lissabon-strategie hebben gedaan.
Uitbreiding is echter duidelijk het hete hangijzer. Het lijkt erop dat we een botsing met Turkije konden ontwijken, maar dat is geen garantie dat de trein straks niet alsnog met knarsende wielen tot stilstand komt. Als die trein tot stilstand komt, dan zijn de gevolgen enorm, niet alleen voor de Europese Unie, maar ook voor de Balkan. We moeten doorgaan met de uitbreiding en niet afgeleid raken door begrippen als opnamevermogen, want indien Noorwegen zou willen toetreden dan weten we allemaal dat we het niet over opnamevermogen zouden willen hebben. "Mr President, I wish to congratulate the President-in-Office on the way in which, with characteristic Finnish honesty but uncharacteristic Presidency bluntness, he has described the difficulties in the Council of getting Member States to agree on things, and how impossible it is to make progress in certain areas where we have unanimity. It is very important that the EU delivers in areas like justice and home affairs and immigration policy, and we must ensure that we make progress for the benefit of our citizens. I would hope that in areas where we have almost reached agreement, such as prisoner transfers and the possibility of a rapid response instrument for emergencies, we will be able to carry these through in a summit.
We can also apply the same principle to Member States in other areas as the Commission did yesterday in taking action about opening up energy markets and on economic reform. Let us not lose sight of the importance of getting Member States to deliver on what they promised to do on the whole Lisbon Strategy.
However, enlargement is clearly the big issue. We seem to have avoided a train crash with Turkey, but that does not guarantee the train is not going to come grinding to a halt, because if that train does come to a halt, the consequences will be very severe not only for the European Union but also for the Balkans. We must move ahead with enlargement. We must not become distracted by things like absorption capacity, because we all know that if Norway wanted to join, nobody would want to talk about absorption capacity. It is a code word for something else. Let us make progress on enlargement; let us keep the show on the road."@pl16
"Senhor Presidente, desejo felicitar a Senhora Presidente em exercício do Conselho pela forma como, na sua honestidade finlandesa, mas com a sua pouco característica franqueza presidencial, nos descreveu as dificuldades sentidas pelo Conselho ao tentar levar os Estados-Membros a chegarem a acordo sobre os assuntos e sobre como é impossível fazer progressos em certos domínios em que temos unanimidade. "Herr talman! Jag vill gratulera den tjänstgörande ordföranden till att han, med karakteristisk finländsk ärlighet men ett okarakteristiskt rättframt ordförandeskap, har beskrivit de svårigheter rådet har med att få medlemsstaterna att komma överens i olika frågor och hur omöjligt det är att göra framsteg inom vissa områden där vi har enhällighet. Det är väldigt viktigt att EU uppnår resultat inom områden som rättsliga och inrikes frågor och invandringspolitik, och vi måste se till att framstegen görs för våra medborgares bästa. Jag hoppas att vi inom områden där vi nästan nått en överenskommelse, till exempel fångtransporter och möjligheterna till snabbinsatsenheter vid nödlägen, kan genomdriva dem vid ett toppmöte.
