"Mr President, it is obvious that the European Union has two major headaches today: one is the Constitutional Treaty and the other is enlargement. On the issue of the Constitutional Treaty, we have to admit that we did not make much of it – we failed to achieve positive and tangible results. We have to work harder so that we will soon have a constitutional charter for the European Union. With regard to enlargement, unfortunately, whenever we speak about this, we refer to Turkey, and the situation is aggravated when we take into consideration the lenient position of the European Union towards Turkey. "Hr. formand! Det er klart, at Den Europæiske Union har to store hovedpiner i dag: Den ene er forfatningstraktaten, den anden udvidelsen. Med hensyn til forfatningstraktaten må vi indrømme, at vi ikke fik meget ud af den - vi opnåede ikke positive og konkrete resultater. "Κύριε Πρόεδρε, είναι προφανές ότι η Ευρωπαϊκή Ένωση έχει δύο μεγάλους πονοκεφάλους σήμερα: ο ένας είναι η Συνταγματική Συνθήκη και ο άλλος η διεύρυνση. Ως προς το θέμα της Συνταγματικής Συνθήκης, οφείλουμε να παραδεχτούμε ότι δεν κάναμε αρκετά – δεν μπορέσαμε να πετύχουμε θετικά και απτά αποτελέσματα. Πρέπει να εργαστούμε σκληρότερα, έτσι ώστε να αποκτήσει σύντομα η Ευρωπαϊκή Ένωση έναν συνταγματικό χάρτη. Όσον αφορά τη διεύρυνση, δυστυχώς, κάθε φορά που μιλάμε για αυτό το θέμα αναφερόμαστε στην Τουρκία, και η κατάσταση επιδεινώνεται ακόμη περισσότερο όταν λαμβάνουμε υπόψη την επιείκεια την οποία επιδεικνύει η Ευρωπαϊκή Ένωση έναντι της Τουρκίας. Η Τουρκία πρέπει να απαλλαγεί από τον πονοκέφαλο του κυπριακού προβλήματος επιτρέποντας την εξεύρεση μιας κοινά αποδεκτής λύσης και για τις δύο κοινότητες, αποσύροντας τα στρατεύματά της και τερματίζοντας την απομόνωση των Τουρκοκυπρίων, διότι η απομόνωση οφείλεται στην κατοχή. "Señor Presidente, es evidente que la Unión Europea tiene dos grandes problemas en estos momentos: uno es el Tratado Constitucional y el otro es la ampliación. En cuanto al Tratado Constitucional, tenemos que admitir que no le hemos sacado mucho provecho, pues no hemos logrado resultados positivos y tangibles. Tenemos que redoblar nuestros esfuerzos para que pronto contemos con una carta constitucional para la Unión Europea. Por lo que respecta a la ampliación, por desgracia cada vez que hablamos de este tema nos referimos a Turquía y la situación se agrava cuando observamos la actitud de indulgencia de la Unión Europea hacia este país. Apoyamos firmemente la europeización de Turquía. En cuanto al incumplimiento por parte turca de los compromisos que ha asumido con la Unión Europea, esperamos que pronto se haga entender a Turquía que fue ella la que solicitó la adhesión a la Unión Europea y no al revés. Tendremos que esperar y ver qué pasa. El método basado en el compromiso es bueno, pero cuando rebasa los límites de los principios y valores, no lo es. Turquía debe acabar con el dolor de cabeza que representa el problema de Chipre encontrando una solución equitativa y aceptable para ambas comunidades, mediante la retirada de sus tropas y poniendo fin al aislamiento de los turcochipriotas, porque la causa d este asilamiento es la ocupación. "Monsieur le Président, l’Union européenne est clairement confrontée à deux casse-tête aujourd’hui: d’une part, le traité constitutionnel et, d’autre part, l’élargissement. Concernant le traité constitutionnel, nous devons admettre que nous n’en avons pas tiré le maximum - mais nous n’avons pas obtenu des résultats concrets et positifs. Nous devons nous retrousser les manches si nous voulons disposer prochainement d’une charte constitutionnelle pour l’Union européenne. Sur le plan de l’élargissement, malheureusement, à chaque fois que ce sujet est remis sur le tapis, la Turquie s’invite dans le débat, et la situation est pire encore lorsque nous tenons compte du laxisme de l’Union européenne vis-à-vis de cette dernière. Nous sommes de fervents partisans de l’européanisation de la Turquie. Pour ce qui est du non-respect par la Turquie de ses engagements à l’égard de l’Union européenne, nous espérons qu’on lui fera clairement comprendre que c’est elle qui a déposé sa demande d’adhésion à l’Union européenne, et pas l’inverse. Reste à attendre de voir comment les choses vont évoluer. La méthode du compromis est efficace, mais c’est également un mauvais choix si elle sort du cadre de nos principes et valeurs. La Turquie doit résoudre le casse-tête qu’est le problème chypriote en donnant son feu vert à une solution acceptable pour les deux communautés, en retirant ses troupes et en mettant un terme à l’isolement des Chypriotes turcs, la cause de cet isolement étant l’occupation. "Signor Presidente, è ovvio che oggi l’Unione europea ha due grattacapi principali: uno è il Trattato costituzionale e l’altro è l’allargamento. Per quanto concerne il Trattato costituzionale, dobbiamo ammettere che non ne abbiamo ricavato molto; non siamo riusciti a ottenere risultati concreti e tangibili. Dobbiamo lavorare di più in modo da avere presto una Carta costituzionale per l’Unione europea. Dobbiamo stare a vedere. Il metodo del compromesso è valido, ma quando oltrepassa i limiti dei principi e dei valori è negativo. La Turchia deve sbarazzarsi del grattacapo rappresentato dal problema di Cipro consentendo una soluzione equa accettabile a entrambe le comunità, ritirando i soldati e ponendo fine all’isolamento dei turcociprioti, perché la causa dell’isolamento è l’occupazione. "Mijnheer de Voorzitter, het is duidelijk dat de Europese Unie op dit moment twee pijnpunten heeft: de een is het Grondwettelijk Verdrag en de ander de uitbreiding. Voor wat betreft het Grondwettelijk Verdrag moeten we toegeven dat we er niet veel van gemaakt hebben. We zijn er niet in geslaagd tot positieve en tastbare resultaten te komen. We moeten er harder aan trekken zodat we binnenkort een grondwettelijk handvest voor de Europese Unie hebben. Het is jammer dat we het steeds over Turkije hebben wanneer we over uitbreiding spreken en dat de situatie verergert door de milde opstelling van de Europese Unie jegens Turkije. We steunen de Europeanisering van Turkije ten zeerste. Wat betreft het falen van Turkije om aan zijn verplichtingen jegens de Europese Unie te voldoen, hopen we dat Turkije zich zal realiseren dat het land zelf in aanmerking wilde komen voor toetreding tot de Europese Unie en niet andersom. "Senhor Presidente, é óbvio que a União Europeia tem duas grandes dores de cabeça nos tempos que correm: uma é o Tratado Constitucional e a outra é o alargamento. Relativamente ao tema do Tratado Constitucional, temos de admitir que não fizemos muito por ela – não conseguimos atingir resultados positivos e palpáveis. Temos de trabalhar mais para podermos, dentro em breve, ter uma Carta Constitucional para a União Europeia. Relativamente ao alargamento, infelizmente, sempre que se fala sobre este tema, estamos a referir-nos à Turquia, e a situação agrava-se quando tomamos em conta a posição indulgente da União Europeia em relação à Turquia. Nós apoiamos fortemente a europeização da Turquia. No que se refere à Turquia não ter conseguido implementar aos seus compromissos em relação à União Europeia, esperamos a Turquia que compreenda que foi este país que solicitou a adesão à União Europeia e não o contrário. Vamos ter de esperar para ver. O método do compromisso é bom, mas também é mau quando viola as fronteiras dos princípios e dos valores. A Turquia tem de se livrar da dor de cabeça que o problema cipriota constitui, e, para tal, tem de permitir uma solução justa e que possa ser aceite por ambas as comunidades, tendo de retirar as suas forças e pôr fim ao isolamento dos cipriotas turcos, pois a causa do isolamento é a ocupação. On the issue of the Constitutional Treaty, we have to admit that we did not make much of it – we failed to achieve positive and tangible results. We have to work harder so that we will soon have a constitutional charter for the European Union. With regard to enlargement, unfortunately, whenever we speak about this, we refer to Turkey, and the situation is aggravated when we take into consideration the lenient position of the European Union towards Turkey. We strongly support the Europeanisation of Turkey. On the issue of the failure of Turkey to implement its commitments towards the European Union, we hope that Turkey will be made to understand that it was Turkey that applied for accession to the European Union and not the other way round. We will have to wait and see. The method of compromise is good, but, when it violates the boundaries of principles and values, it is bad. Turkey has to get rid of the headache that is the Cyprus problem by allowing a fair solution acceptable to both communities, by withdrawing its forces and by ending the isolation of the Turkish Cypriots, because the cause of isolation is the occupation. The European Union has to play a decisive role in finding a solution to the Cyprus problem based on European values and principles."@sl19
"Herr talman! Det är uppenbart att Europeiska unionen idag huvudsakligen har två stora problem: det första är konstitutionsfördraget och det andra är frågan om utvidgning. När det gäller konstitutionsfördraget måste vi erkänna att vi inte lyckades speciellt bra med det. Vi misslyckades med att uppnå positiva och påtagliga resultat. Vi måste anstränga oss ännu mer så att vi snart har en konstitutionell stadga för Europeiska unionen. Vad gäller utvidgning handlar tyvärr de flesta diskussionerna om Turkiet, och situationen förvärras om vi beaktar den överseende hållning som Europeiska unionen intagit gentemot Turkiet. Europeiseringen av Turkiet har vårt fulla stöd. Vad gäller Turkiets misslyckande att uppfylla sina åtaganden gentemot Europeiska unionen hoppas vi att Turkiet kommer att inse att det var landet självt som ansökte om medlemskap i Europeiska unionen och inte tvärtom. Vi måste vänta och se. Kompromisser är bra men när de överskrider gränserna för principer och värderingar är det inte bra. Turkiet måste lösa sina problem med Cypern och tillåta en rättvis lösning som godkänns av båda länderna genom att dra tillbaka sina trupper och avbryta isoleringen av turkcyprioterna, för isoleringen beror på ockupationen. EU måste vara delaktigt i arbetet med att hitta en lösning på Cypernproblemet med grund i europeiska värderingar och principer."@sv21
