"Mr President, if we are describing the changes in our societies in the European Union as threats, of course the citizens will listen and be afraid. I am surprised to see that my Danish colleague Mr Rasmussen is not here, considering his comments earlier. However, if we describe the changes we are making as a way of meeting the challenges we face – the global challenge and security threats – that is another matter.
I believe that one of the responsibilities of the Finnish Presidency and of the Commission is to underline what we have achieved this autumn under the Finnish Presidency. We have a new seventh Framework Programme, we have finalised our decision-making with regard to REACH and the Services Directive. That is a change of some magnitude and it is making Europe better. We have prepared enlargement for Romania and Bulgaria and have appointed new Commissioners. Slovenia will enter the euro cooperation. It is a significant moment in the development of the European Union. Does that make Europe worse? Does that make people feel threatened? Of course not. It makes Europe better for its citizens. That is the situation. If we say that clearly and loudly people will also see the rationality of the changes we are making. That should be the responsibility not only of Mr Rasmussen but also of the European Council and the summit meeting.
Regarding enlargement, let us say loudly and clearly that we are laying down tough criteria while making it credible that those who fulfil them can be members. The Presidency should lay the groundwork for a new policy with Russia – firm but open, open but firm. We need Russia for energy security but we also need to apply stringent rules and a firm policy regarding democracy and respect for fundamental human rights. That is the way it should be and that is what we should hope for in this final meeting with the Finnish Presidency.

"Hr. formand! Hvis vi beskriver forandringerne i vores samfund i Den Europæiske Union som trusler, vil borgerne naturligvis lytte og blive bange. Jeg er forbavset over at se, at min danske kollega hr. Rasmussen ikke er her i lyset af hans tidligere bemærkninger. Men hvis vi beskriver de ændringer, vi foretager, som en måde at løse de udfordringer, vi møder - den globale udfordring og sikkerhedstruslerne - er det en anden sag.
Jeg mener, at det finske formandskab og Kommissionen har ansvaret for at fremhæve, hvad vi har nået i løbet af efteråret under det finske formandskab. Vi har et nyt syvende rammeprogram, vi har færdiggjort beslutningen om Reach og servicedirektivet. Det er en stor ændring, og det gør Europa bedre. "Herr Präsident! Wenn wir die Veränderungen in unseren Gesellschaften in der Europäischen Union als Gefahren darstellen, werden unsere Bürger natürlich zuhören und Angst bekommen. In Anbetracht der Äußerungen meines dänischen Kollegen Rasmussen überrascht es mich, dass er nicht hier ist. Wenn wir die Veränderungen, die wir durchmachen, jedoch als Möglichkeit zur Bewältigung unserer Herausforderungen darstellen – der globalen Herausforderung und der sicherheitspolitischen Gefahren –, ist das etwas anderes.
Meines Erachtens ist es eine der Aufgaben des finnischen Ratsvorsitzes und der Kommission, herauszustreichen, was wir in diesem Herbst unter finnischer Leitung erreicht haben. Es gab ein neues Siebtes Rahmenprogramm, wir haben unsere Beschlussfassung in Bezug auf REACH und die Dienstleistungsrichtlinie abgeschlossen. Das ist eine Veränderung von ziemlich großem Ausmaß, durch die Europa besser wird. Wir haben die Erweiterung um Rumänien und Bulgarien vorbereitet und neue Kommissionsmitglieder ernannt. Dafür sollten nicht nur Herr Rasmussen, sondern auch der Europäische Rat und der Gipfel zuständig sein.
Bezüglich der Erweiterung müssen wir klar und deutlich sagen, dass wir strenge Kriterien festlegen und es zugleich glaubhaft machen, dass diejenigen, die sie erfüllen, Mitglieder werden können. Der Ratsvorsitz sollte die Grundlage für eine neue Russlandpolitik schaffen – streng, aber offen, offen, aber streng. Wir brauchen Russland für die Energiesicherheit, müssen aber auch strikte Regeln anwenden und einen harten Kurs einschlagen, was die Demokratie und die Achtung der grundlegenden Menschenrechte angeht. "Κύριε Πρόεδρε, αν χαρακτηρίζουμε απειλές τις αλλαγές που συμβαίνουν εντός των κοινωνιών μας στην Ευρωπαϊκή Ένωση, ασφαλώς οι πολίτες θα ακούσουν και θα φοβηθούν. Με έκπληξη διαπιστώνω ότι δεν είναι παρών ο κ. Rasmussen, ο συνάδελφός μου από τη Δανία, ενόψει των σχολίων του νωρίτερα. Εντούτοις, αν περιγράφουμε τις αλλαγές τις οποίες επιφέρουμε ως τρόπο ανταπόκρισης στις προκλήσεις που αντιμετωπίζουμε –την πρόκληση της παγκοσμιότητας και τις απειλές ως προς την ασφάλεια– το πράγμα αλλάζει.
Θεωρώ ότι ένα από τα καθήκοντα της φινλανδικής Προεδρίας και της Επιτροπής είναι να υπογραμμίσουν όσα επιτύχαμε εφέτος το φθινόπωρο υπό τη φινλανδική Προεδρία. Εγκρίναμε ένα νέο έβδομο πρόγραμμα πλαίσιο για την έρευνα, ενώ ολοκληρώσαμε τις διαδικασίες λήψης αποφάσεων σχετικά με το REACH και την οδηγία για τις υπηρεσίες. Πρόκειται για σημαντικές αλλαγές οι οποίες αναβαθμίζουν την Ευρώπη. Προετοιμάσαμε την ένταξη της Ρουμανίας και της Βουλγαρίας και εγκρίναμε τον διορισμό των νέων Επιτρόπων. Η Σλοβενία θα ενταχθεί στη συνεργασία για το ευρώ. Διανύουμε μια σημαντική περίοδο στην εξέλιξη της Ευρωπαϊκής Ένωσης. Χειροτερεύει μήπως έτσι η Ευρώπη; Μήπως όλα αυτά κάνουν τους πολίτες να αισθάνονται ότι απειλούνται; Ασφαλώς και όχι. Η Ευρώπη βελτιώνεται προς όφελος των πολιτών. Αυτή είναι η κατάσταση. Αν το δηλώσουμε με απόλυτη σαφήνεια, οι πολίτες θα κατανοήσουν επίσης ότι οι αλλαγές που επιφέρουμε είναι εύλογες. Αυτό πρέπει να είναι το καθήκον όχι μόνο του κ. Rasmussen αλλά και του Ευρωπαϊκού Συμβουλίου στη διάσκεψη κορυφής.
Σχετικά με τη διεύρυνση, πρέπει να διακηρύξουμε σαφώς ότι εφαρμόζουμε αυστηρά κριτήρια, πείθοντας όμως συγχρόνως ότι όσοι τα εκπληρώνουν μπορούν να ενταχθούν. Η Προεδρία πρέπει να προετοιμάσει το έδαφος για μια νέα πολιτική έναντι της Ρωσίας – αυστηρή αλλά ανοικτή, ανοικτή αλλά αυστηρή. Χρειαζόμαστε τη Ρωσία για την ασφάλεια του ενεργειακού μας εφοδιασμού, αλλά οφείλουμε επίσης να εφαρμόζουμε αυστηρότερους κανόνες και αυστηρή πολιτική όσον αφορά τη δημοκρατία και τον σεβασμό των θεμελιωδών ανθρωπίνων δικαιωμάτων. Έτσι πρέπει να λειτουργούμε και αυτό πρέπει να ελπίζουμε ότι θα ισχύσει κατά τη διάρκεια αυτής της τελευταίας συνεδρίασης με τη φινλανδική Προεδρία.

"Señor Presidente, si calificamos de amenazas los cambios que tienen lugar en las sociedades de la Unión Europea, no cabe duda de que los ciudadanos sentirán miedo al escucharnos. Me sorprende que mi homólogo danés, el señor Rasmussen, no esté aquí en vista de los comentarios que ha hecho. Sin embargo, si decimos que los cambios que llevamos a cabo son una forma de hacer frente a los retos que tenemos ante nosotros –el reto de la globalización y las amenazas a la seguridad–, la cosa cambia.
Creo que una de las responsabilidades de la Presidencia finlandesa y de la Comisión es poner de relieve lo que hemos logrado este otoño bajo la Presidencia finlandesa. Hemos adoptado un nuevo Séptimo Programa marco, hemos adoptado una decisión respecto a REACH y a la Directiva sobre servicios. Se trata de cambios de envergadura que hacen que Europa mejore. Hemos preparado la adhesión de Rumanía y Bulgaria, y hemos nombrado nuevos Comisarios. Eslovena entrará en la zona del euro. Este es un momento importante en la evolución de la Unión Europea. ¿Hace todo esto que Europa sea peor? ¿Hace que la población se sienta amenazada? Por supuesto que no. Hace que Europa sea mejor para sus ciudadanos. Esa es la situación. Si lo decimos con claridad y firmeza, los ciudadanos verán que los cambios que estamos introduciendo son racionales. Esa debe ser la responsabilidad no solo del señor Rasmussen, sino también del Consejo Europeo y de su reunión.
En relación con la ampliación, debemos decir con claridad y firmeza que estamos estableciendo criterios estrictos y creíbles para que aquellos que los cumplan sepan que pueden convertirse en Estados miembros. La Presidencia debe echar los fundamentos para una nueva política con Rusia que sea firme pero abierta, abierta pero firme. Necesitamos a Rusia para nuestra seguridad energética, pero también tenemos que aplicar normas estrictas y una política firme en materia de democracia y respeto de los derechos humanos fundamentales. Es así como debe ser y eso es lo que debemos esperar de esta última reunión con la Presidencia finlandesa.

"Arvoisa puhemies, jos kutsumme EU:ssa yhteiskunnissamme tapahtuvia muutoksia uhkiksi, kansalaiset tietenkin kuuntelevat meitä ja ovat peloissaan. Mielestäni on yllättävää, ettei tanskalainen kollegani Rasmussen ole täällä paikalla, hänen aikaisemmat kommenttinsa huomioon ottaen. Jos kuitenkin sanomme, että toteuttamamme muutokset ovat tapa kohdata edessämme olevat haasteet – globalisaation haaste ja turvallisuusuhat – tilanne on jo toinen.
Katson, että puheenjohtajavaltio Suomen ja komission yhtenä tehtävänä on korostaa sitä, mitä olemme saavuttaneet tänä syksynä Suomen puheenjohtajuuskauden aikana. Meillä on uusi, seitsemäs puiteohjelma, ja REACH-asetusta ja palveludirektiiviä koskevat päätöksentekomenettelyt on saatu vihdoinkin päätökseen. Nämä eivät ole mitään mitättömiä muutoksia, vaan ne muuttavat EU:ta parempaan suuntaan. Olemme valmistelleet laajentumista Romaniaan ja Bulgariaan sekä nimenneet komission uudet jäsenet. Slovenia liittyy euroalueen yhteistyöhön. Se on merkittävä hetki Euroopan unionin kehityksen kannalta. Tekeekö se EU:sta huonomman? Saako se ihmiset tuntemaan itsensä uhatuiksi? Ei tietenkään. Laajentumisesta voimme sanoa ääneen ja selvästi, että asetamme tiukat kriteerit ja että teemme kaikille selväksi, että jäseniksi otetaan vain maat, jotka täyttävät kaikki kriteerit. Puheenjohtajavaltion pitäisi luoda pohja uudelle Venäjän-politiikalle. Sen on oltava tiukkaa mutta avointa, avointa mutta tiukkaa. "Monsieur le Président, il va de soi que si nous qualifions de menaces les changements qui surviennent au sein de la société européenne, les citoyens prendront peur. Je suis surpris par l’absence de mon collègue danois M. Rasmussen, au vu des propos qu’il a tenus plus tôt. Néanmoins, si nous présentons les modifications que nous apportons comme faisant partie d’une stratégie visant à relever les défis auxquels nous sommes confrontés - le défi de la mondialisation et les menaces pour la sécurité -, nous changeons de registre.
Selon moi, l’une des responsabilités de la présidence finlandaise et de la Commission est de mettre en évidence ce que nous sommes parvenus à réaliser cet automne sous la présidence finlandaise. Nous disposons d’un nouveau septième programme-cadre, nous avons achevé le processus décisionnel concernant REACH et la directive sur les services. Il s’agit là de changements considérables qui rendent l’Europe meilleure. Nous avons préparé l’élargissement à la Roumanie et à la Bulgarie et avons nommé de nouveaux commissaires. La Slovénie va adopter la monnaie unique. Autant de jalons importants sur le chemin de l’évolution de l’Union européenne. L’Europe s’en trouve-t-elle moins bien qu’avant? Cela fait-il peur aux citoyens? Non, bien entendu! Ces changements permettent à l’Europe de mieux les servir. Voilà la vérité. Si nous le disons haut et fort, les citoyens constateront eux aussi le bien-fondé des changements que nous opérons. Telle est la tâche qui devrait incomber non seulement à M. Rasmussen, mais également au Conseil européen et au sommet européen.
Sur le plan de l’élargissement, disons haut et fort que nous imposons des critères sévères, tout en garantissant que ceux qui les remplissent pourront devenir membres. La présidence devrait jeter les bases d’une nouvelle politique avec la Russie - une politique ferme mais ouverte, ouverte mais ferme. Nous avons besoin de la Russie pour la sécurité de notre approvisionnement énergétique, mais il nous faut également appliquer des règles strictes et une politique ferme pour ce qui est de la démocratie et du respect des droits fondamentaux de la personne humaine. Voilà pour les mesures qui devraient être prises. Et espérons qu’elles le seront lors de cette dernière réunion avec la présidence finlandaise.

"Signor Presidente, se definiamo come minacce i cambiamenti nelle nostre società nell’Unione europea, senza dubbio i cittadini, ascoltandoci, si spaventeranno. Mi sorprende vedere che il mio collega danese, onorevole Rasmussen, non è presente, considerati i suoi precedenti commenti. Se tuttavia descriviamo i cambiamenti che operiamo come un modo di rispondere alle sfide che abbiamo di fronte – la sfida della globalizzazione e le minacce alla sicurezza – la questione è diversa.
Credo che una delle responsabilità della Presidenza finlandese e della Commissione sia sottolineare i risultati ottenuti questo autunno con la Presidenza finlandese. Abbiamo il nuovo settimo programma quadro, abbiamo portato a termine il processo decisionale in merito a REACH e alla direttiva sui servizi. Si tratta di un cambiamento di una certa portata che sta migliorando la situazione in Europa. Abbiamo preparato l’allargamento per Romania e Bulgaria e abbiamo nominato i nuovi Commissari. Per quanto riguarda l’allargamento, diciamo forte e chiaro che stiamo fissando criteri rigorosi rendendo credibile che coloro che li rispettino possano diventare Stati membri. La Presidenza deve gettare le basi di una nuova politica con la Russia – decisa ma aperta, aperta ma decisa. Abbiamo bisogno della Russia per la sicurezza energetica, ma dobbiamo anche applicare norme precise e una politica decisa in merito alla democrazia e al rispetto dei diritti umani fondamentali. E’ così che dev’essere ed è in questo che dovremmo sperare in quest’ultima riunione con la Presidenza finlandese.

"Mijnheer de Voorzitter, als we de veranderingen in onze samenleving in de Europese Unie als bedreigingen presenteren, zullen de burgers daar natuurlijk naar luisteren en bang worden. Het verbaast me dat mijn Deense collega Rasmussen er niet is, gezien zijn eerdere opmerkingen. Als we de veranderingen die we doormaken daarentegen presenteren als een manier om de uitdagingen die op ons af komen aan te gaan - de mondiale situatie en veiligheidsvraagstukken - dan is het wat anders.
Een van de verantwoordelijkheden van het Finse voorzitterschap en de Commissie is te onderstrepen wat we dit najaar onder het Finse voorzitterschap hebben bereikt. "Senhor Presidente, se descrevermos como ameaças as mudanças que ocorrem nas nossas sociedades, na União Europeia, claro que os cidadãos vão ouvir e vão ter medo. Admira-me que o meu colegas dinamarquês, senhor deputado Rasmussen, não se encontre aqui, dado o teor dos seus comentários de há pouco. No entanto, se descrevermos as alterações que estamos a realizar como um meio para satisfazer os desafios que enfrentamos – o desafio à escala global e as ameaças à segurança – então o caso muda de figura.
Creio que um das responsabilidades da Presidência finlandesa e da Comissão é salientar aquilo que conseguimos fazer neste Outono no âmbito da Presidência finlandesa. Temos um novo 7º Programa-Quadro, concluímos o nosso processo de tomada de decisão relativamente ao REACH e à Directiva “Serviços”. "Herr talman! Om vi beskriver förändringarna i våra samhällen inom Europeiska unionen som hot så kommer givetvis medborgarna att lyssna och bli rädda. Jag förvånas över att min danska kollega Poul Nyrup Rasmussen inte är här med tanke på hans kommentarer tidigare. Om vi däremot beskriver de förändringar vi genomför som ett sätt att möta våra nuvarande utmaningar, den globala utmaningen och hoten mot säkerheten, är saken annorlunda.
Jag anser att en av det finländska ordförandeskapets och kommissionens förpliktelser är att understryka vad vi har uppnått den här hösten under det finländska ordförandeskapet. Vi har ett nytt sjunde ramprogram och vi har tagit ett slutgiltigt beslut om Reach och tjänstedirektivet. Det är en stor förändring och det förbättrar Europa. Vi har förberett utvidgningen för Rumänien och Bulgarien och utsett nya kommissionsledamöter. Slovenien kommer att ansluta sig till eurosamarbetet. Det är en viktig fas i utvecklingen av Europeiska unionen. Försämrar detta Europa? Bidrar det till att människor känner sig hotade? Självklart inte, det förbättrar Europa för dess medborgare. Så ser situationen ut. Om vi säger det högt och tydligt kommer människorna också att se att de förändringar vi gör är rationella. Detta bör vara Poul Nyrup Rasmussens och även rådets och toppmötets ansvar.
Angående utvidgning bör vi högt och tydligt säga att vi fastställer tuffa kriterier samtidigt som de som uppfyller dem troligen blir medlemmar. Ordförandeskapet bör lägga grunden för en ny politik med Ryssland som är bestämd men öppen, öppen men bestämd. Vi behöver Ryssland för energisäkerheten men vi måste också fastställa stringenta regler och en bestämd politik när det gäller demokrati och respekt för de grundläggande mänskliga rättigheterna. Så här bör det vara och det är detta vi bör hoppas på under detta sista möte med det finländska ordförandeskapet.
