Δεν με εξέπληξε η αναφορά του κ. Watson στον ανταγωνισμό. Με εκπλήσσει, όμως, το γεγονός ότι δεν γνώριζε τη θέση μας. Δεν διαφωνούμε με τον ανταγωνισμό αλλά με μια μονόπλευρη προσέγγιση του ανταγωνισμού. Η μόνη πρόσφορη προσέγγιση στη σύγχρονη εποχή είναι ο συνδυασμός της κοινωνικής ασφάλειας σε ένα νέο πλαίσιο με τον ανταγωνισμό. Αυτή είναι μια προσφορά την οποία δεν μπορείτε να αρνηθείτε, κύριε Πρόεδρε της Επιτροπής. No nos oponemos a la competencia, sino a un planteamiento unilateral de la competencia. La única manera en que funcionan las cosas en esta época moderna pasa por combinar la seguridad social en un nuevo marco con la competencia. Esa es una oferta que usted no puede rechazar, señor Presidente de la Comisión. La tengo aquí con mi firma y con saludos de mi buen amigo Martin Schulz, de Jacques Delors, uno de sus predecesores, y míos. ¿De qué se trata? Muy simple. Je voudrais juste vous rappeler ce que mon cher ami et collègue, le président du groupe socialiste, vous a présenté comme étant une offre que vous ne pouvez pas refuser - une offre sicilienne. Plus sérieusement, nous voulons continuer de progresser sur la question de la Turquie et ne voulons pas fermer la porte aux pays des Balkans. Cependant, nous devrons retrousser nos manches si nous voulons rallier davantage de personnes à notre cause. Les citoyens sont inquiets et anxieux. Ils sont dans le flou permanent pour ce qui est des offres d’emploi et des possibilités qui s’offrent à eux pour l’éducation de leurs enfants. Ces deux éléments sont-ils liés l’un à l’autre? Oui. Les citoyens européens ne savent que penser de l’élargissement. Dès lors, si nous voulons que l’élargissement débouche sur des résultats positifs, aujourd’hui comme demain, nous devons créer des emplois, combiner concurrence et sécurité sociale. Et c’est là que le PSE et le groupe socialiste au Parlement européen entrent en jeu. Je n’ai pas été surpris d’entendre M. Watson parler de concurrence. Par contre, j’ai été étonné de constater qu’il ignorait notre position. Nous ne sommes pas contre la concurrence, mais contre une approche unilatérale de la concurrence. La seule façon de s’en sortir aujourd’hui est de combiner la sécurité sociale et la concurrence en les intégrant dans un nouveau cadre. Il s’agit là d’une offre que vous ne pouvez pas refuser, Monsieur le Président de la Commission. La voici, signée par mes soins et comportant les salutations de mon cher ami Martin Schulz, de Jacques Delors - l’un de vos prédécesseurs -, ainsi que les miennes. De quoi s’agit-il? C’est très simple. On peut y lire: votre attention s’il vous plaît, l’Europe constitue une valeur ajoutée supplémentaire qui permet d’éviter à nos États-providence de devoir accepter, dans l’économie mondiale, une concurrence caractérisée par le dumping social, mais plutôt de privilégier une concurrence axée sur des qualifications accrues, une meilleure organisation de nos États-providence, et des réformes. Les citoyens redoutent les réformes qui risquent de les dépouiller de ce qu’ils ont. Ce ne sont pas des réformes de ce genre qui seront menées, mais bien des réformes sincères: nous allons lancer un processus de réforme. Ce ne sera plus comme avant. Ce sera mieux. Concrètement: unissons nos forces dès à présent et envoyons un message clair, non pas seulement lors du Conseil de printemps, mais lors de chaque Conseil européen, sans exception. Jag skulle vilja tacka rådets respektive kommissionens ordförande för ett utmärkt jobb. Listan är lång och ni har även förberett för Mellanöstern och för vidare utveckling.
