Απώτερη επιθυμία μου είναι το Ευρωπαϊκό Συμβούλιο αυτής της εβδομάδας να μην εστιαστεί αποκλειστικά στην Τουρκία. Αυτήν τη Δευτέρα, κατά τη συνάντηση των υπουργών Εξωτερικών, η φινλανδική Προεδρία χειρίστηκε με επιτυχία τα προβλήματα που δημιούργησε η άρνηση εφαρμογής του Πρωτοκόλλου της Άγκυρας. Μάλιστα, προκειμένου να επιλύσει τη σύγκρουση, το Συμβούλιο επιβεβαίωσε την πρόταση της Επιτροπής να ανασταλεί η διαπραγμάτευση οκτώ κεφαλαίων στο πλαίσιο των ενταξιακών διαπραγματεύσεων της Τουρκίας. Ωστόσο, τα υπόλοιπα 27 κεφάλαια θα παραμείνουν ανοικτά προκειμένου να πραγματοποιηθούν νέες συνομιλίες και να σημειωθεί πρόοδος. Integrationsprocessen i EU står vid en skiljeväg. Det är viktigt för Europas framtid att vi enas om utvidgningsstrategin under det europeiska toppmötet. I kommissionens betänkande som publicerades i november presenteras en bra struktur för detta. Jag stöder i hög grad kommissionens förslag och de två betänkanden av Elmar Brok och Alexander Stubb som antagits i dag. EU bör föra en bredare ideologisk debatt och engagera sig i en hållbar, långsiktig strategi. Vi borde inte tillåta att aktuella politiska frågor påverkar beslut som får följder för framtiden. Att förbli öppen innebär för EU att överleva. Det är min högsta önskan att Europeiska rådet inte fokuserar enbart på Turkiet den här veckan. I måndags när utrikesministrarna träffades hanterade Finlands ordförandeskap framgångsrikt de problem som har uppstått efter det misslyckade genomförandet av Ankaraprotokollet. Något som är ännu viktigare är att rådet för att lösa konflikten bekräftade kommissionens förslag om att stoppa åtta kapitel i Turkiets anslutningssamtal. De övriga 27 kapitlen kommer dock att förbli öppna för nya samtal och framsteg. Tvärtemot vad man kunde vänta sig har utrikesministrarnas beslut i måndags inte stoppat förhandlingarna med Turkiet, utan i själva verket påskyndat samtalsfasen. Om man på toppmötet fastställer beslutet kommer förhandlarna att ta upp arbetet igen – de stannar inte upp. Även den framtvingade fristen i Ankaraprotokollet har tagits bort. Detta ger öppnare förhandlingssamtal i en mindre pressad miljö. Precis som vi diskuterade tidigare i dag i det utmärkta betänkandet av min kollega Alexander Stubb är det inte kandidatländerna som måste hantera integrationskapaciteten, utan EU. Därför är det mycket viktigt att de konstitutionella frågorna diskuteras vid Europeiska rådets möte. Alla vet att det råder enighet om behovet av fördraget, Paula Lehtomäki, men vi behöver verkliga alternativ.
