"PSE-gruppen stödde detta betänkande och gratulerar föredraganden till att ha uppnått ett brett samförstånd. Emellertid lade parlamentsledamöterna från det brittiska labourpartiet och andra ned sina röster när det gällde detta betänkande och flera av dess punkter. Anledningen är att samtliga åtgärder inte är förutsättningar för utvidgningen, trots att vi stöder flertalet av de föreslagna åtgärderna. Om man i betänkandet inte hade insisterat på att alla dessa reformer är förutsättningar som måste träda i kraft innan någon ytterligare utvidgning genomförs, så skulle det utan tvivel ha fått en större majoritet."@sv21
