"Mr President, the smooth successive waves of EU enlargement are a magnificent achievement of the EU. The fifth wave, which enlarged the Union to 25 Member States two years ago, has actually been a great success, in spite of warnings that the Union would be paralysed without a constitution and that countries such as my own would suffer unsustainable immigration flows, including from the Roma population. Regrettably, the Brok report seeks again to link further enlargement to the absolute need for an EU Constitution, whereas British Conservatives, whom I represent, would argue that this is not the case and that what we really need are Treaty adjustments, via an amended Nice Treaty, to reflect the new voting strength in the Council, the number of MEPs and Commissioners, after the expected relatively painless accession of Croatia in the next couple of years. I am of the personal opinion that we now also need to look seriously at the top-heavy Commission. However, I believe we should not rotate Commissioners absolutely equally amongst all Member States, but some mathematical formula must be found to preserve, at least in a semi-permanent presence, the Commissioners of the big Member States – but I know this is controversial. The new Member States have, broadly speaking, been more Atlanticist: they believe in freer markets and competitive rates of low taxation, which is an approach I welcome. I believe that the accession of Romania and Bulgaria on 1 January 2007 will also prove to be a great success. As rapporteur, I believe that the European Neighbourhood Policy must be split into a southern EuroMed dimension through the Barcelona Process and a new eastern concept of an enhanced free-trade and visa-facilitated EU-Black Sea community to further strengthen our ties with European countries such as Ukraine, Moldova and the three Caucus republics. I call on the Member States to inform Moldova and Ukraine that they are in the longer term entitled, in my view, in the same way as all the countries in the Western Balkans are entitled, to become potential candidates for EU membership."@en4

"Hr. formand! De bølger af EU-udvidelser, der har fulgt hinanden uden problemer, er en storslået præstation af EU. Den femte bølge, som udvidede EU til 25 medlemsstater for to år siden, har faktisk været en stor succes trods advarsler om, at EU ville blive lammet uden en forfatning, og at lande som mit eget ville komme til at lide under uholdbare mængder af indvandrere, herunder romaer. "Herr Präsident! Die ohne nennenswerte Probleme vollzogenen Erweiterungsrunden der EU sind ein großartiger Erfolg für die EU. Die fünfte Erweiterungsrunde, mit der die Union vor zwei Jahren auf 25 Mitgliedstaaten ausgedehnt worden ist, war ein großer Erfolg, trotz aller Warnungen, dass die Union ohne eine Verfassung handlungsunfähig werden und auf Länder wie mein Heimatland nicht zu bewältigende Zuwanderungsströme, unter anderem von der Roma-Bevölkerung, zukommen würden. Es ist bedauerlich, dass im Bericht von Herrn Brok nun erneut der Eindruck erweckt werden soll, dass die EU-Verfassung eine unverzichtbare Notwendigkeit für eine künftige Erweiterung ist. Die britischen Konservativen, die ich vertrete, sind jedoch der Auffassung, dass dies nicht der Fall ist und dass das, was wir wirklich brauchen, Änderungen am Vertrag sind. Das heißt, dass der Vertrag von Nizza geändert werden muss, um die neuen Abstimmungsverhältnisse im Rat, die Anzahl der Abgeordneten des Europäischen Parlaments und der Kommissare nach dem als relativ problemlos eingeschätzten Beitritt Kroatiens in den nächsten Jahren zu regeln. Meiner Ansicht nach müssen wir nun aber auch ernsthaft über die kopflastige Kommission nachdenken. Ein Rotationssystem bei den Kommissaren, bei dem alle Mitgliedstaaten in genau dem gleichen Umfang berücksichtigt werden, halte ich aber nicht für sinnvoll. Vielmehr muss eine mathematische Formel gefunden werden, die zumindest in Teilbereichen eine dauerhafte Präsenz der Kommissare der großen Mitgliedstaaten gewährleistet. Ich weiß natürlich, dass eine solche Regelung umstritten ist. Die neuen Mitgliedstaaten sind im Allgemeinen amerikafreundlicher eingestellt: Sie glauben an freiere Märkte und wettbewerbsfähige niedrige Steuersätze. Das ist ein Ansatz, den ich begrüße. Ich glaube, dass auch der Beitritt Rumäniens und Bulgariens am 1. Januar 2007 ein großer Erfolg sein wird. Als Berichterstatter für diesen Bereich bin ich der Auffassung, dass die Europäische Nachbarschaftspolitik über den Barcelona-Prozess in eine südliche Euromed-Dimension und ein neues Konzept für den Osten in Gestalt einer erweiterten EU-Schwarzmeer-Gemeinschaft mit Freihandel und Visaerleichterungen gegliedert werden muss, um unsere Beziehungen zu europäischen Ländern wie der Ukraine, der Republik Moldau und den drei Kaukasusrepubliken weiter zu stärken. Ich fordere die Mitgliedstaaten auf, der Republik Moldau und der Ukraine ein Signal zu geben, dass sie längerfristig, zumindest ist dies meine Meinung, ebenso wie alle westlichen Balkanländer potenzielle Kandidaten für einen EU-Beitritt werden können."@de9
"Κύριε Πρόεδρε, τα ομαλά διαδοχικά κύματα διεύρυνσης της ΕΕ αποτελούν θαυμάσιο επίτευγμα της Ένωσης. Το πέμπτο κύμα, με το οποίο η Ένωση διευρύνθηκε σε 25 κράτη μέλη πριν από δύο χρόνια, υπήρξε ουσιαστικά εξαιρετικά επιτυχημένο, παρά τις προειδοποιήσεις ότι η Ένωση θα παρέλυε χωρίς σύνταγμα και ότι χώρες όπως η δική μου θα δέχονταν κατακλυσμιαία κύματα μεταναστών, περιλαμβανομένων ατόμων από τον πληθυσμό των Ρομ. Ωστόσο, δεν θεωρώ ότι η εναλλαγή των Επιτρόπων πρέπει να γίνεται με εντελώς ίσους όρους για όλα τα κράτη μέλη, αλλά να αναζητηθεί κάποιος μαθηματικός τύπος μέσω του οποίου θα διατηρούνται, τουλάχιστον σε κάποιο επίπεδο οιονεί μονιμότητας, οι Επίτροποι των μεγάλων κρατών μελών – αν και γνωρίζω ότι αυτό είναι αμφιλεγόμενο. Ως εισηγητής, θεωρώ ότι η ευρωπαϊκή πολιτική γειτονίας πρέπει να χωριστεί στη νότια ευρωμεσογειακή διάσταση μέσω της διαδικασίας της Βαρκελώνης και σε μια νέα ανατολική διάσταση προώθησης μιας κοινότητας ΕΕ-Ευξείνου Πόντου, με καθεστώς ελευθέρου εμπορίου και διευκόλυνσης θεωρήσεων, προκειμένου να ενισχύσουμε περαιτέρω τους δεσμούς μας με ευρωπαϊκές χώρες όπως η Ουκρανία, η Μολδαβία και οι τρεις δημοκρατίες του Καυκάσου. Καλώ τα κράτη μέλη να δηλώσουν στη Μολδαβία και την Ουκρανία ότι, σε μακροπρόθεσμο ορίζοντα, έχουν το δικαίωμα, κατά τη γνώμη μου, όπως άλλωστε και οι χώρες των Δυτικών Βαλκανίων, να επιδιώξουν την ένταξή τους στην ΕΕ."@el10
"Señor Presidente, las sucesivas y tranquilas olas de ampliaciones de la UE son un logro magnífico de la UE. La quinta ola, que amplió la Unión a 25 Estados miembros hace dos años, ha sido realmente un gran éxito, a pesar de las advertencias de que la Unión se paralizaría sin una constitución y que países como el mío sufrirían una afluencia de inmigrantes insostenible, incluso de la etnia romaní. Lamentablemente, el informe Brok vuelve a intentar vincular las futuras ampliaciones a la necesidad absoluta de una Constitución de la UE, mientras que los conservadores británicos, a los que represento, defendemos que este no es el caso y que lo que realmente necesitamos son ajustes del Tratado, a través de la modificación del Tratado de Niza para reflejar la nueva ponderación de votos en el Consejo, el número de diputados al PE y de Comisarios, tras la esperada adhesión relativamente indolora de Croacia en los próximos años. Personalmente opino que tendríamos que abordar seriamente la cuestión de la Comisión hipertrofiada. "Arvoisa puhemies, laajentuminen toisiaan seuraavina tasaisina aaltoina on suurenmoinen suoritus EU:lta. Viides aalto, jossa laajennuttiin pari vuotta sitten 25 jäsenvaltion unioniksi, on itse asiassa ollut suuri menestys huolimatta varoituksista, joiden mukaan perustuslain puute lamaannuttaisi unionin ja kotimaani kaltaiset maat joutuisivat kärsimään kestämättömiin mittasuhteisiin laajenevista siirtolaisaalloista, joihin kuuluisi myös romaniväestöä. Valitettavasti lisälaajentuminen yritetään Brokin mietinnössä taas yhdistää ehdottomaan tarpeeseen saada EU:lle perustuslaki. Yhdistyneen kuningaskunnan konservatiivit, joita itse edustan, ovat puolestaan sitä mieltä, ettei näin ole ja että se, mitä todella tarvitsemme, on perustamissopimuksen tarkistaminen Nizzan sopimukseen tehtävin muutoksin. Tarkoituksena on esittää uudet valtasuhteet neuvoston äänestyksissä sekä Euroopan parlamentin ja komission jäsenten lukumäärä muutaman vuoden kuluttua, kun Kroatian odotetaan liittyvän unioniin suhteellisen kivuttomasti. Olen henkilökohtaisesti sitä mieltä, että meidän on tällä hetkellä tarkasteltava vakavissamme myös liian johtajavaltaista komissiota. Mielestäni meidän ei kuitenkaan pidä kierrättää komission jäseniä ehdottoman tasapuolisesti kaikkien jäsenvaltioiden kesken, vaan pitäisi löytää jonkinlainen matemaattinen kaava, jonka avulla suuria jäsenvaltioita edustavat komission jäsenet voisivat toimia virassaan ainakin vähän muita pitempään – joskin tiedän tämän olevan kiistanalainen kysymys. Uudet jäsenvaltiot ovat yleisesti ottaen suhtautuneet muita myönteisemmin atlanttiseen yhteistyöhön: ne uskovat nykyistä vapaampiin markkinoihin ja alhaisen verotuksen kilpailukykyä nostattavaan vaikutukseen. Nämä ovat omasta mielestänikin myönteisiä asioita. Uskon, että Romanian ja Bulgarian liittyminen unioniin 1. tammikuuta 2007 osoittautuu myös suureksi menestykseksi. Euroopan naapuruuspolitiikkaa koskevien asioiden esittelijänä olen sitä mieltä, että naapuruuspolitiikka on jaettava eteläiseen EU:n ja Välimeren maiden ulottuvuuteen, joita hoidetaan Barcelonan prosessin välityksellä, sekä uuteen ajatukseen itäiseen EU:n ja Mustanmeren maiden yhteisöstä, jonka tarkoituksena on lisätä vapaakauppaa ja helpottaa viisumipolitiikkaa, jotta voimme vahvistaa edelleen siteitämme Ukrainan, Moldovan ja kolmen Kaukasian tasavallan kaltaisiin eurooppalaisiin maihin. "Monsieur le Président, les vagues successives et sans heurts de l’élargissement de l’UE sont une formidable réussite de l’UE. La cinquième vague, qui a élargi l’UE à 25 États membres il y a deux ans, a en fait été un véritable succès, malgré les avertissements qui prédisaient une paralysie de l’Union sans une constitution et qui prévoyaient que des pays comme le mien seraient victimes de flux d’immigration ingérables, y compris de la population rom. Malheureusement, le rapport Brok cherche encore à faire le lien entre de futurs élargissements et la nécessité absolue d’adopter une Constitution européenne, alors que les conservateurs britanniques, que je représente, soutiennent que ce n’est pas le cas et que ce dont nous avons réellement besoin, ce sont des ajustements du Traité, par l’intermédiaire d’un traité de Nice modifié, afin de traduire la nouvelle répartition des votes au Conseil, le nombre de députés et de commissaires européens, après l’adhésion prévue de la Croatie dans quelques années, qui devrait se faire relativement sans douleur. Je pense personnellement que nous devons également désormais nous pencher sérieusement sur cette lourde Commission. Je pense cependant que nous ne devrions pas faire une rotation des commissaires de façon absolument égale entre tous les États membres, mais que l’on doit trouver une formule mathématique qui préserverait, au moins par une présence semi-permanente, les commissaires des grands États membres - mais je sais que cela est sujet à controverse. Les nouveaux États membres sont, en général, plutôt atlantistes: ils croient en des marchés plus libres et des taux compétitifs de faible taxation, une approche que j’accueille favorablement. Je pense que l’adhésion de la Roumanie et de la Bulgarie le 1er janvier 2007 sera également une grande réussite. En tant que rapporteur, je pense que la politique européenne de voisinage doit être divisée en une dimension EuroMed méridionale par l’intermédiaire du processus de Barcelone et un nouveau concept oriental de communauté UE-mer Noire de libre marché amélioré et d’octroi de visas facilité pour renforcer davantage nos liens avec des pays européens comme l’Ukraine, la Moldova et les trois républiques caucasiennes. "Signor Presidente, le successive, regolari ondate di allargamento sono un magnifico risultato dell’Unione. La quinta ondata, che due anni fa ha allargato l’Unione a 25 Stati membri, di fatto è stata un grande successo, nonostante i moniti che l’Unione rischiava la paralisi senza la Costituzione e i paesi come il mio avrebbero subito flussi immigratori insostenibili, compresa la popolazione . I nuovi Stati membri, in generale, sono più filoatlantici: credono in mercati più liberi e in tassi competitivi di bassa imposizione fiscale, un orientamento che apprezzo. Sono certo che anche l’adesione della Romania e della Bulgaria il 1° gennaio 2007 si rivelerà un grande successo. In veste di relatore, ritengo che la politica europea di vicinato debba essere suddivisa in una dimensione meridionale euromediterranea, tramite il processo di Barcellona, e in un nuovo concetto orientale di comunità UE-Mar Nero, fondata sul libero scambio e sulla facilitazione dei visti, per rafforzare i nostri legami con paesi europei come l’Ucraina, la Moldavia e le tre Repubbliche del Caucaso. Invito gli Stati membri a informare la Moldavia e l’Ucraina che nel lungo periodo hanno diritto, a mio parere allo stesso modo di tutti i paesi dei Balcani occidentali, di diventare candidati potenziali all’adesione all’Unione."@it12

"Mijnheer de Voorzitter, met de probleemloze opeenvolging van diverse uitbreidingsgolven heeft de Europese Unie een schitterende prestatie geleverd. De vijfde golf, die het ledental van de Unie twee jaar geleden naar vijfentwintig landen bracht, is een groot succes gebleken, ondanks alle waarschuwingen dat de Unie zonder Grondwet verlamd zou raken en dat landen als het mijne zouden bezwijken onder een stroom van immigranten, waaronder de Roma met name genoemd werden. Helaas doet het verslag-Brok opnieuw een poging om verdere uitbreiding te koppelen aan de absolute noodzaak van een Europese Grondwet, terwijl de Britse conservatieven, die ik vertegenwoordig, een dergelijk verband ontkennen en veeleer Verdragswijzigingen dringend noodzakelijk achten, in de vorm van een aangepast Verdrag van Nice. "Senhor Presidente, as suaves vagas sucessivas de alargamento da UE são uma conquista brilhante da União. A quinta vaga, o alargamento da União para 25 Estados-Membros, há dois anos atrás, foi efectivamente um grande sucesso, apesar dos avisos de que a União paralisaria sem uma Constituição e de que países como o meu sofreriam fluxos imigratórios insustentáveis, incluindo da população romanichel. "Herr talman! De smidigt återkommande omgångarna i EU:s utvidgning är en storslagen prestation av EU. Den femte omgången, då unionen utvidgades till 25 medlemsstater för två år sedan, har faktiskt varit en stor framgång, trots varningarna om att unionen skulle bli paralyserad utan en konstitution och att länder som mitt eget skulle drabbas av ohållbara invandringsflöden, inklusive från den romska befolkningen. Tyvärr görs i Elmar Broks betänkande ett nytt försök att koppla ytterligare utvidgning till ett absolut behov av en EU-konstitution. De brittiska konservativa som jag företräder menar att något sådant behov inte finns och att vad vi verkligen behöver är en justering av fördragen, genom ett ändrat Nicefördrag, för att avspegla den nya röststyrkan i rådet samt antalet parlamentsledamöter och kommissionsledamöter efter Kroatiens anslutning under de kommande två åren. Denna anslutning förväntas bli relativt smärtfri. Min personliga åsikt är att vi nu också allvarligt behöver överväga den topptunga kommissionen. Emellertid tror jag inte att vi bör låta kommissionsledamöter rotera helt jämt mellan alla medlemsstaterna. Någon matematisk formel måste hittas för att, åtminstone med en halvpermanent närvaro, behålla kommissionsledamöterna från de stora medlemsstaterna – men jag vet att detta är kontroversiellt. De nya medlemsstaterna har i stora drag varit mer Amerikavänliga. De tror på friare marknader och låga, konkurrenskraftiga beskattningsnivåer, vilket är ett synsätt som jag välkomnar. Jag tror att Rumäniens och Bulgariens anslutning den 1 januari 2007 också kommer att visa sig vara en stor framgång.
