Det måste erkännas att det faktiskt finns ett genuint europeiskt mervärde i att föra samman universitet, forskningscenter och kluster, näringslivet, små och medelstora företag och andra juridiska personer för samarbete och deltagande i forskningsprojekt kring avgränsade prioriteringar inom en unik förvaltningsram på flerårsbasis. Det sjunde ramprogrammet måste naturligtvis genomföras i synergi med andra gemenskapsåtgärder, såsom sammanhållningspolitiken och strukturfonderna, som i viss mån stödjer forskning och utveckling. Genomförandet av det sjunde ramprogrammet kommer att få stort inflytande på målen för andra gemenskapsåtgärder som tillväxt, sysselsättning och konkurrenskraft. Det kommer att säkerställa att kunskap, kapacitet och innovativ teknik blir kända, spridda, införlivade och utnyttjade av företag i hela unionen."@sv²¹
