Mr Lambsdorff has allowed me the opportunity of thanking Mr Van Orden for his dedicated and serious work, which has helped Bulgaria immensely to accede to the Union on this date.
Bulgaria’s accession process has not always been a smooth one. Mr Lambsdorff has empowered me to suggest that this is not entirely Bulgaria’s fault. Perhaps the Council and the Commission might care to introduce some reforms for future accessions. He recommends that the reform of the justice system should be observed more vigorously from the beginning of the accession process. The same recommendation applies to the fight against corruption. These are the only mechanisms we can use to guarantee effectiveness and transparency in such difficult areas before future candidates join the Union.
Of course, it is now important for Bulgaria to concentrate on the period after accession. Bulgaria must prove that she is able to implement the requirements the Commission has issued in its progress report in order to avoid any activation of safeguard clauses. It is clear, however, that Bulgaria is a pro-European country, as the recent elections proved, and it is now up to Bulgaria’s decision-makers to continue their efforts and to follow their words with concrete and credible actions.
I now turn to Romania, a country whose people have long been close to my mind and to my heart. What a pleasure it has been to be of small assistance to Romania in her move towards this wonderful accession moment. I congratulate most warmly my fellow rapporteur, and now
rapporteur, on his final report and on his previous work. It has also been a pleasure to work with him. This is a time of real celebration for all Romanians. Entry into the Union should trigger inward investment, which Romania badly needs. It will enhance workers’ rights and, over time, bring prosperity within the grasp of all Romania’s people: a true time of celebration.
It is a pleasure to have in the visitors’ gallery today Theodora Bertzi, the Minister for Adoptions, Alina Mandroiu, from the High-Level Group for Romanian Children, and Minister Bogdan Panait, who is in charge of child protection. I urge colleagues concerned about child protection and adoptions in Romania to go straight upstairs and speak to these experts. They have all the files, all the information, and you will be agreeably surprised. You will find that child health and welfare has progressed dramatically since the early 1990s. Indeed, as the Prime Minister said in his letter, Romania has vigorously addressed this issue.
As the noted children’s author J.K. Rowling said recently, ‘When you look at how far Romania has come, it is hard not to concede that a minor miracle has been achieved’. Romania is a model for other countries hoping to reform. Romania was the state that acknowledged that there was a problem and set out to do something about it.
Colleagues, vote for all of Mr Moscovici’s report, but reject the amendments. In the Foreign Affairs Committee we rejected not only those amendments but the offending clauses in the opinions of the Women’s Rights and Civil Liberties Committees as well. Romania has changed. These amendments reflect the old days and not the reality."@en4

"Hr. formand! Det er mig en stor glæde på ALDE-Gruppens vegne at kunne byde begge lande velkommen i EU.
Hr. Lambsdorff har givet mig mulighed for at takke hr. Van Orden for hans engagerede og seriøse arbejde, som har hjulpet Bulgarien kolossalt på vej mod landets kommende indtræden i Unionen.
Bulgariens tiltrædelsesproces har ikke altid været lige let. Hr. Lambsdorff har givet mig lov til at antyde, at det ikke udelukkende er Bulgariens egen fejl. Måske burde Rådet og Kommissionen indføre nogle reformer med henblik på kommende tiltrædelser. Han anbefaler, at reformen af retsvæsenet skal observeres mere energisk lige fra begyndelsen af tiltrædelsesprocessen. Den samme anbefaling gælder kampen mod korruption. Tiden er inde til at feste for alle rumænere. Landets indtræden i Unionen bør føre til udenlandske direkte investeringer, hvilket Rumænien har hårdt brug for. Der Beitrittsprozess ist in Bulgarien nicht immer reibungslos verlaufen. Herr Lambsdorff hat mich bevollmächtigt, darauf hinzuweisen, dass die Schuld nicht allein bei Bulgarien liegt. Vielleicht könnten der Rat und die Kommission bei künftigen Beitritten einige Reformen einführen. Herr Lambsdorff empfiehlt, die Reform des Justizsystems von Beginn des Beitrittsprozesses an genauer zu beobachten. Gleiches gilt auch für den Kampf gegen die Korruption. Dies sind die einzigen Mechanismen, die uns zur Verfügung stehen, um die Effektivität und Transparenz in solch komplizierten Bereichen zu gewährleisten, bevor die künftigen Kandidaten der Union beitreten.
Selbstverständlich kommt es jetzt darauf an, dass sich Bulgarien auf die Zeit nach dem Beitritt konzentriert. Das Land muss beweisen, dass es in der Lage ist, die Bedingungen zu erfüllen, die die Kommission in ihrem Fortschrittsbericht genannt hat, um die Aktivierung der Schutzklausel zu vermeiden. Außer Zweifel steht jedoch, dass sich Bulgarien zu Europa bekennt, was auch die jüngsten Wahlen bewiesen haben, und es ist jetzt Aufgabe der bulgarischen Entscheidungsträger, in ihren Bemühungen nicht nachzulassen und den Worten konkrete und glaubhafte Taten folgen zu lassen.
Ich möchte mich nun Rumänien zuwenden, einem Land, dessen Menschen ich mich seit Langem verbunden fühle und die mir am Herzen liegen. Es war für mich eine große Freude, Rumänien auf seinem Weg zu diesem wunderbaren Moment des Beitritts ein wenig behilflich zu sein. Ich beglückwünsche von ganzem Herzen den anderen und jetzt
Berichterstatter zu seinem abschließenden Bericht und zu der diesem vorausgegangenen Arbeit. Es war mir ein großes Vergnügen, mit ihm zusammenzuarbeiten. Dies ist ein Zeitpunkt, den alle Rumänen wirklich feiern können. Der Beitritt zur Union dürfte Inlandsinvestitionen auslösen, die Rumänien dringend benötigt. Er wird die Rechte der Arbeitnehmer stärken und im Laufe der Zeit der gesamten rumänischen Bevölkerung Wohlstand bringen – es gibt also wirklich einen Grund zum Feiern.
Mit großer Freude begrüßen wir heute auf der Zuschauertribüne Theodora Bertzi, die für Adoptionen zuständige Ministerin, Alina Mandroiu von der Hochrangigen Gruppe für Rumänische Kinder und Minister Bogdan Panait, der für den Kinderschutz verantwortlich ist. Ich ersuche die sich mit dem Schutz der Kinder und Adoptionen in Rumänien befassenden Kollegen, nach oben zu gehen und mit diesen Experten zu sprechen. Sie haben alle Akten und alle Informationen, und Sie werden angenehm überrascht sein. Sie werden feststellen, dass die Gesundheit und das Wohlergehen der Kinder seit Anfang der 1990er-Jahre enorme Fortschritte gemacht haben. Wie der Ministerpräsident in seinem Schreiben versicherte, hat sich Rumänien ernsthaft dieses Problems angenommen.

Rowling erklärte unlängst: „Wenn man sieht, wie weit Rumänien gekommen ist, kann man kaum umhin, zuzugeben, dass ein kleines Wunder geschehen ist.“ Rumänien ist ein Vorbild für andere Länder, die sich reformieren wollen. Rumänien hat als Staat anerkannt, dass es ein Problem gab, und hat sich daran gemacht, Abhilfe zu schaffen.
Kolleginnen und Kollegen, stimmen Sie für den Bericht von Herrn Moscovici in seiner Gesamtheit, aber lehnen Sie die Änderungsanträge ab. Im Ausschuss für auswärtige Angelegenheiten haben wir nicht nur die Änderungsanträge abgelehnt, sondern auch die ärgerlichen Klauseln in den Stellungnahmen der Ausschüsse für die Rechte der Frau und für bürgerliche Freiheiten. Rumänien hat sich verändert. Diese Änderungsanträge spiegeln längst vergangene Tage und nicht die Realität wider."@de9

Εξ ονόματος της Ομάδας της Συμμαχίας Φιλελευθέρων και Δημοκρατών για την Ευρώπη, καλωσορίζω με μεγάλη χαρά τη Βουλγαρία και τη Ρουμανία στην Ευρωπαϊκή Ένωση.
Ο κ. Lambsdorff μου προσέφερε την ευκαιρία να ευχαριστήσω τον κ. Van Orden για τη σοβαρότητα και την αφοσίωση που επέδειξε κατά τη διεκπεραίωση των καθηκόντων του, γεγονός που συνέβαλε σε πολύ μεγάλο βαθμό στο να μπορέσει να ενταχθεί η Βουλγαρία στην Ένωση την προγραμματισμένη ημερομηνία.
Η διαδικασία ένταξης της Βουλγαρίας δεν ήταν εύκολη σε όλα της τα στάδια. Ο κ. Lambsdorff με εξουσιοδότησε να επισημάνω ότι γι’ αυτό δεν ευθύνεται αποκλειστικά η Βουλγαρία. Το Συμβούλιο και η Επιτροπή θα πρέπει ίσως να εισάγουν ορισμένες μεταρρυθμίσεις όσον αφορά τις μελλοντικές διαδικασίες ένταξης. Συνιστά να παρακολουθείται πιο προσεκτικά η μεταρρύθμιση του δικαστικού συστήματος από την έναρξη της ενταξιακής διαδικασίας. Το ίδιο ισχύει και για τις προσπάθειες καταπολέμησης της διαφθοράς. Μόνον έτσι μπορούμε να διασφαλίσουμε την αποτελεσματικότητα και τη διαφάνεια σε τέτοιους δύσκολους τομείς πριν από την ένταξη των υποψηφίων χωρών στην Ένωση.
Βεβαίως, σημασία τώρα έχει να εστιάσει η Βουλγαρία την προσοχή της στην περίοδο μετά την ένταξη. Πρέπει να αποδείξει ότι είναι σε θέση να εφαρμόσει τις προϋποθέσεις που όρισε η Επιτροπή στην έκθεση προόδου της προκειμένου να αποφευχθεί η ενεργοποίηση των ρητρών διασφάλισης. Είναι, ωστόσο, σαφές ότι η Βουλγαρία είναι φιλοευρωπαϊκή χώρα, όπως απέδειξαν οι πρόσφατες εκλογές, και εναπόκειται τώρα στους πολιτικούς υπευθύνους της Βουλγαρίας να συνεχίσουν την προσπάθεια και να συνοδεύουν τις διαβεβαιώσεις τους με συγκεκριμένες και αξιόπιστες ενέργειες.
Στρέφομαι τώρα στην περίπτωση της Ρουμανίας, μιας χώρας τον λαό της οποίας αντιμετώπιζα από παλιά με ιδιαίτερη συμπάθεια. Χαίρομαι πολύ που μπόρεσα να προσφέρω έστω και την ελάχιστη βοήθεια στη Ρουμανία στην πορεία της προς αυτή τη θαυμάσια στιγμή της ένταξης. Συγχαίρω θερμότατα τον άλλοτε συνεισηγητή μου, και τώρα μοναδικό εισηγητή, για την τελική του έκθεση και για το έργο που επιτέλεσε στο παρελθόν. Η συνεργασία μαζί του ήταν επίσης πολύ ευχάριστη. Όλοι οι Ρουμάνοι έχουν τώρα κάθε δικαίωμα να πανηγυρίζουν. Η ένταξη στην Ένωση αναμένεται να ενισχύσει τις εσωτερικές επενδύσεις, τις οποίες η Ρουμανία έχει μεγάλη ανάγκη. Θα ενισχύσει τα δικαιώματα των εργαζομένων και, με την πάροδο του χρόνου, θα προσφέρει ευκαιρίες ευημερίας σε όλους τους ρουμάνους πολίτες: αξίζει πραγματικά να πανηγυρίζουμε.

Rowling, «Αν κοιτάξει κανείς πόσα έχει καταφέρει μέχρι στιγμής η Ρουμανία, είναι δύσκολο να μην παραδεχτεί ότι έχει συντελεστεί ένα μικρό θαύμα». Η Ρουμανία είναι πρότυπο για άλλες χώρες οι οποίες έχουν ανάγκη μεταρρυθμίσεων. Η Ρουμανία ήταν η χώρα που αναγνώρισε ότι υπάρχει πρόβλημα και αποφάσισε να ασχοληθεί ενεργά με την επίλυσή του.
Κυρίες και κύριοι συνάδελφοι, υπερψηφίστε συνολικά την έκθεση του κ. Moscovici, αλλά απορρίψτε τις τροπολογίες. Στην Επιτροπή Εξωτερικών Υποθέσεων απορρίψαμε όχι μόνον αυτές τις τροπολογίες, αλλά και τις προσβλητικές ρήτρες που περιλαμβάνονταν στις γνωμοδοτήσεις των Επιτροπών Δικαιωμάτων των Γυναικών και Πολιτικών Ελευθεριών. El señor Lambsdorff me ha brindado la oportunidad de agradecer al señor Van Orden su dedicada y seria labor, que ha ayudado muchísimo a Bulgaria a adherirse a la Unión en esta fecha.
El proceso de adhesión de Bulgaria no ha siempre un camino de rosas. El señor Lambsdorff me ha autorizado a señalar que esto no es exclusivamente culpa de Bulgaria. Quizás el Consejo y la Comisión podrían introducir algunas reformas para futuras adhesiones. Recomienda que la reforma del sistema judicial se controle más estrictamente desde el inicio del proceso de adhesión. La misma recomendación se aplica a la lucha contra la corrupción. Estos no son los únicos mecanismos que podemos emplear para garantizar la efectividad y transparencia en ámbitos tan difíciles antes de que los futuros candidatos se unan a la Unión.

M. Lambsdorff m’a donné l’occasion de remercier M. Van Orden pour son travail dévoué et sérieux, qui a beaucoup aidé la Bulgarie à entrer dans l’Union à cette date.
Le processus d’adhésion de la Bulgarie ne s’est pas toujours déroulé sans heurts. M. Lambsdorff m’a autorisé à insinuer que cela n’avait pas toujours été entièrement la faute de la Bulgarie. Peut-être le Conseil et la Commission devraient-ils veiller à introduire certaines réformes en vue des adhésions futures. J’en viens à présent à la Roumanie, un pays proche de mon esprit et de mon cœur depuis longtemps. Quel plaisir cela a été de pouvoir soutenir un tant soit peu la Roumanie et de lui permettre de connaître ce moment merveilleux de l’adhésion. Je voudrais remercier chaleureusement mon collègue rapporteur, qui est désormais
rapporteur, pour son rapport final et ses précédents travaux. Cela a également été un plaisir de travailler avec lui. L’heure est à la fête pour tous les Roumains. L’entrée dans l’Union devrait entraîner des investissements étrangers, dont la Roumanie a désespérément besoin. "Het doet me veel plezier om namens de ALDE-Fractie beide landen in de Europese Unie te mogen verwelkomen.
De heer Lambsdorff heeft me de gelegenheid gegeven om de heer Van Orden te bedanken voor zijn toegewijde en serieuze werk, dat Bulgarije enorm heeft geholpen bij het toetreden tot de Unie op deze datum.
Het toetredingsproces van Bulgarije is niet altijd van een leien dakje gegaan. Namens de heer Lambsdorff mag ik zeggen dat dit niet geheel en al de fout van Bulgarije is. Wellicht zouden de Raad en de Commissie bij volgende toetredingsprocedures enkele wijzigingen kunnen doorvoeren. Hij adviseert om de hervorming van het gerechtelijk stelsel intensiever te volgen vanaf het begin van het toetredingsproces. Dezelfde aanbeveling geldt voor de strijd tegen corruptie. Dit zijn de enige mechanismen die wij kunnen gebruiken om de effectiviteit en transparantie op dergelijke lastige terreinen te waarborgen, voordat toekomstige kandidaten toetreden tot de Unie.
Uiteraard is het nu voor Bulgarije van belang om zich te concentreren op de periode na de toetreding. Het land moet bewijzen dat het in staat is om aan de vereisten te voldoen die de Commissie in haar voortgangsrapport heeft gesteld, om te voorkomen dat er vrijwaringsclausules in werking moeten worden gesteld. Het is echter duidelijk dat Bulgarije, zoals uit de recente verkiezingen bleek, een pro-Europees land is, en het is nu aan de Bulgaarse politiek om haar inspanningen voort te zetten en op haar woorden concrete en geloofwaardige daden te laten volgen.
Nu een opmerking over Roemenië, een land waarvan de bevolking mij al lang na aan het hart ligt. Wat een genoegen om Roemenië een klein beetje te kunnen helpen op de weg naar dit schitterende moment van toetreding. Ik complimenteer mijn mederapporteur, nu dé rapporteur, van harte met zijn slotverslag en met het werk dat hij daarvoor heeft verzet. Het was een genot om met hem te werken. Dit is een feestelijk ogenblik voor alle Roemenen. Toetreding tot de Unie moet leiden tot het binnenkomen van de investeringen die het land zo nodig heeft. De werknemersrechten zullen worden verbeterd en, na verloop van tijd, zal de welvaart binnen het bereik van alle Roemenen komen. Echt een feestelijk moment, dus.
Het doet me deugd dat vandaag op onze de bezoekerstribune aanwezig zijn de minister van Adoptiezaken Theodora Bertzi, Alina Mandroiu van de Werkgroep van hoge ambtenaren voor Roemeense kinderen, en minister Bogdan Panait die verantwoordelijk is voor kinderbescherming. Ik roep de afgevaardigden die zich zorgen maken over de kinderbescherming en adoptie in Roemenië op om naar boven te gaan en met deze deskundigen te praten. Entry into the Union should trigger inward investment, which Romania badly needs. It is a pleasure to have in the visitors’ gallery today Theodora Bertzi, the Minister for Adoptions, Alina Mandroiu, from the High-Level Group for Romanian Children, and Minister Bogdan Panait, who is in charge of child protection. I urge colleagues concerned about child protection and adoptions in Romania to go straight upstairs and speak to these experts. They have all the files, all the information, and you will be agreeably surprised. You will find that child health and welfare has progressed dramatically since the early 1990s. Indeed, as the Prime Minister said in his letter, Romania has vigorously addressed this issue.
As the noted children’s author J.K. Rowling said recently, ‘When you look at how far Romania has come, it is hard not to concede that a minor miracle has been achieved’. Romania is a model for other countries hoping to reform. Romania was the state that acknowledged that there was a problem and set out to do something about it.

In the Foreign Affairs Committee we rejected not only those amendments but the offending clauses in the opinions of the Women’s Rights and Civil Liberties Committees as well. Romania has changed. O processo de adesão da Bulgária nem sempre foi fácil. O senhor deputado Lambsdorff autorizou-me a sugerir que isso nem sempre se ficou a dever inteiramente à Bulgária. Talvez o Conselho e a Comissão queiram introduzir algumas reformas com vista a futuras adesões. Recomenda que a reforma do sistema judicial seja observada de forma mais rigorosa, desde o início do processo de adesão. A mesma recomendação se aplica à luta contra a corrupção. Estes são os únicos mecanismos que podemos utilizar para garantir a eficácia e a transparência nestas áreas tão difíceis, antes de futuros candidatos poderem aderir à União.
Evidentemente, é agora importante que a Bulgária se concentre no período pós adesão. A Bulgária tem de provar ser um país capaz de cumprir os requisitos impostos pela Comissão no seu relatório de acompanhamento, a fim de evitar qualquer recurso às cláusulas de salvaguarda. No entanto, é claro que a Bulgária é um país pró-europeu, como o demonstraram as recentes eleições, cabendo agora aos decisores búlgaros prosseguir os seus esforços e fazer acompanhar as suas palavras de actos concretos e credíveis.
Volto-me agora para a Roménia, um país cujo povo há muito que está presente no meu espírito e próximo do meu coração. Foi um enorme prazer poder ter dado um pequeno contributo à Roménia no seu caminho para este extraordinário momento de adesão. Felicito muito calorosamente o meu colega relator, actualmente

"Det gläder mig verkligen att för ALDE-gruppen välkomna båda länderna till Europeiska unionen.
Alexander Graf Lambsdorff har gett mig tillfälle att tacka Geoffrey Van Orden för sitt målmedvetna och betydande arbete, vilket har hjälpt Bulgarien oerhört mycket att ansluta sig till EU detta datum.
Bulgariens anslutningsprocess har inte alltid varit lätt. Alexander Graf Lambsdorff har bett mig framföra att detta inte helt och hållet är Bulgariens fel. Kanske rådet och kommissionen skulle kunna införa vissa reformer inför kommande anslutningar. Han rekommenderar att reformen av rättssystemet borde beaktas mer kraftfullt redan i början av anslutningsprocessen. Samma rekommendation gäller bekämpningen av korruption. Dessa är de enda mekanismer vi kan använda för att garantera effektiviteten och insynen på så komplicerade områden innan framtida kandidater går med i EU.
Naturligtvis är det nu viktigt för Bulgarien att koncentrera sig på tiden efter anslutningen. Bulgarien måste bevisa att landet kan fullfölja de krav som kommissionen har ställt i sin lägesrapport för att undvika tillgripandet av skyddsklausuler. Det är dock uppenbart att Bulgarien är ett europavänligt land, vilket de nyligen genomförda valen visat, och det är nu Bulgariens beslutsfattare som får bestämma hur man ska fortsätta sina insatser och hålla sitt löfte med konkreta och trovärdiga handlingar.
Jag går nu vidare till Rumänien, som är ett land vars folk länge har betytt mycket för mig. Vilket nöje det har varit att få hjälpa Rumänien lite grand i landets strävan mot detta underbara anslutningsögonblick. Jag gratulerar så hjärtligt min medföredragande, och nu fördraganden, till sitt slutliga betänkande och till sitt tidigare arbete. Det har också varit ett nöje att få arbeta med honom. Detta är en tid av verkligt firande för alla rumäner. Inträdet i EU borde sätta fart på de utländska investeringarna i landet, något som Rumänien verkligen behöver. Det kommer att förbättra arbetstagarnas rättigheter och så småningom göra välståndet tillgängligt för hela Rumäniens folk: det är verkligen något att fira.
Det är ett nöje att idag på åhörarläktaren ha Theodora Bertzi, adoptionsministern, Alina Mandroiu, från högnivågruppen för de rumänska barnen, samt minister Bogdan Panait, som är ansvarig för skydd av barn. Kära kollegor! Rösta för Pierre Moscovicis hela betänkande, men förkasta ändringsförslagen. I utskottet för utrikesfrågor förkastade vi inte bara dessa ändringsförslag, utan också de kränkande klausulerna i yttrandena från utskottet för kvinnors rättigheter och utskottet för medborgerliga rättigheter. Rumänien har förändrats. Dessa ändringsförslag återspeglar svunna tider och inte dagens verklighet."@sv21
