One example of these threats: in paragraph 10 the report stresses a need for a major EU contribution to promote regional disarmament.
I would like to draw attention to the Kaliningrad area, a heavily militarised Russian enclave within the EU. To continue pretending that this last vestige of the Cold War and Soviet expansion is something with which we have to accommodate would be dangerous and absurd. Therefore the demilitarisation of this area, which should be followed by making Kaliningrad a pilot project and opening it up to free trade, should be one of the topics to be raised at the forthcoming EU-Russia Summit. The von Wogau report clearly presents our final objective. We are on our way to a Security and Defence Union. However, it also reminds us that the EU is still a long way from this goal. We are just noting progress, increasing capacities and looking for additional money.

"Señora Presidenta, me gustaría dar las gracias al ponente por presentar un análisis exhaustivo de los problemas actuales de la Estrategia Europea de Seguridad y por evaluar las amenazas a las que está expuesto el mundo moderno. Un ejemplo de estas amenazas: en el apartado 10 del informe se destaca que la UE debe hacer una importante contribución al fomento del desarrollo regional.
Me gustaría llamar la atención sobre la región de Kaliningrado, un enclave ruso dentro de la UE con una fuerte presencia militar rusa. Seguir fingiendo que este último vestigio de la Guerra Fría y de la expansión soviética es algo que tenemos que asimilar podría ser peligroso y absurdo. "Mevrouw de Voorzitter, ik wil de rapporteur graag bedanken voor zijn uitvoerige analyse van de huidige problemen van de Europese Veiligheidsstrategie en voor zijn inschatting van de bedreigingen voor de moderne wereld. De demilitarisatie van dit gebied, waarna Kaliningrad een proefproject zou moeten worden en zou moeten worden opengesteld voor vrijhandel, zou een van de onderwerpen moeten zijn die ter sprake moeten komen tijdens de komende Top tussen de EU en Rusland. Het verslag-Von Wogau geeft duidelijk aan wat ons einddoel is. Wij werken toe naar een Veiligheids- en Defensie-Unie. Het herinnert er ons echter ook aan dat de EU nog ver verwijderd is van dit doel. We bespeuren alleen vooruitgang, zien de toenemende mogelijkheden en zoeken naar extra geld.
Over een aantal problemen dient geen misverstand te bestaan. Wij moeten een gemeenschappelijke markt tot stand brengen op het gebied van defensie, zorgen voor een Europese begroting waarmee zowel de militaire als de civiele aspecten van de veiligheid gedekt kunnen worden en de samenwerking tussen de EU-ministers van Defensie versterken, met als einddoel het creëren van de post van EU-onderminister van Buitenlandse Zaken belast met het EVDB. Daartoe is het van wezenlijk belang dat wij dubbele inspanningen vermijden en al deze activiteiten coördineren binnen de NAVO. One example of these threats: in paragraph 10 the report stresses a need for a major EU contribution to promote regional disarmament.
I would like to draw attention to the Kaliningrad area, a heavily militarised Russian enclave within the EU. To continue pretending that this last vestige of the Cold War and Soviet expansion is something with which we have to accommodate would be dangerous and absurd. Therefore the demilitarisation of this area, which should be followed by making Kaliningrad a pilot project and opening it up to free trade, should be one of the topics to be raised at the forthcoming EU-Russia Summit. The von Wogau report clearly presents our final objective. We are on our way to a Security and Defence Union. However, it also reminds us that the EU is still a long way from this goal. We are just noting progress, increasing capacities and looking for additional money.
There are some problems we need to be very clear about. We need to establish a common market in the field of defence, to provide for a European budget to cover both the military and the civil aspects of security and to intensify cooperation between the EU Defence Ministers, with the final goal of creating the post of Deputy EU Foreign Minister in charge of the ESDP. To that end, it is essential to avoid duplication of efforts and to coordinate all these activities with NATO. There is an urgent need to provide the same access to space-based intelligence systems for all Member States on a common basis."@pl16
"Senhora Presidente, gostaria de agradecer ao relator o facto de ter apresentado uma análise abrangente dos problemas actuais da Estratégia Europeia de Segurança e de fazer uma avaliação das ameaças que se colocam ao mundo moderno. Gostaria de chamar a atenção para a região de Calininegrado, um enclave russo intensamente militarizado no seio da UE. Portanto, a desmilitarização desta região, a que se deveria seguir a transformação de Calininegrado num projecto-piloto e a sua abertura ao comércio livre, deveria ser um dos tópicos a abordar na próxima Cimeira UE-Rússia. O relatório von Wogau apresenta claramente o nosso objectivo final. Estamos a caminho de uma União da Segurança e da Defesa. No entanto, também nos recorda de que a UE ainda está muito longe de atingir esse objectivo. Estamos apenas a registar progressos, a aumentar as capacidades e a procurar verbas adicionais.
Há alguns problemas acerca dos quais temos de ser muito claros. Jag vill tacka föredraganden för att han lägger fram en heltäckande analys av de nuvarande problemen med den europeiska säkerhetsstrategin och utvärderar de hot som den moderna världen står inför. Ett exempel på dessa hot ges i punkt 10 i betänkandet. Där understryks behovet av ett betydande bidrag från EU för att främja den regionala nedrustningen.
Jag vill göra er uppmärksamma på Kaliningradområdet, en tungt militariserad rysk enklav inom EU. Det vore farligt och absurt att fortsätta att låtsas att det här sista spåret efter det kalla kriget och Sovjets utvidgning är någonting som vi måste anpassa oss till. Det finns en del problem som vi måste vara mycket tydliga med. Vi måste inrätta en gemensam marknad på försvarsområdet, skapa förutsättningar för en europeisk budget som täcker både säkerhetens militära och civila aspekter samt fördjupa samarbetet mellan EU:s försvarsministrar i syfte att till slut tillsätta en biträdande EU-utrikesminister med ansvar för den europeiska säkerhets- och försvarspolitiken. För att åstadkomma detta är det oerhört viktigt att undvika dubbelarbete och samordna alla dessa insatser med Nato.
