"Fru formand! Ud fra et beskæftigelsesmæssigt og socialt synspunkt er arbejdsprogrammet efter min opfattelse meget skuffende. Der er endnu en gang ikke tale om meget andet end løfter om grøn- og hvidbøger og meddelelser, som er genbrug af det samme gamle materiale. Vi vil snart modtage en grønbog om arbejdsret, hvori der stilles spørgsmål, som blev stillet og besvaret for 10 år siden af Allan Larsson, da han var Kommissionens generaldirektør for beskæftigelse.

Εν τω μεταξύ, η κοινωνική Ευρώπη παραμένει στάσιμη. Το πιο πρόσφατο νομοθέτημα της ΕΕ στον κοινωνικό τομέα εγκρίθηκε πριν από τρία και πλέον χρόνια. Η έλλειψη φιλοδοξίας που επιδεικνύει η Επιτροπή αντικατοπτρίζει την έλλειψη ισορροπίας στην πολιτική της οπτική. Η βελτίωση του ρυθμιστικού πλαισίου συνεπάγεται τη μη θέσπιση νομοθεσίας στον κοινωνικό τομέα, αλλά αντικατοπτρίζει επίσης τις αποθαρρυντικές προοπτικές κάθε πρότασης που μπορεί να κατατεθεί στο Συμβούλιο Απασχόλησης. Οι Υπουργοί Απασχόλησης πρέπει να αρχίσουν να διαδραματίζουν θετικό ρόλο, και μπορούν να ξεκινήσουν κάνοντας κάτι θετικό όσον αφορά τον χρόνο εργασίας και τους εργαζόμενους σε εταιρείες προσωρινής απασχόλησης. "Desde el punto de vista social y del empleo, este programa de trabajo me parece muy decepcionante. Una vez más se nos promete poco más que un conjunto de Libros Verdes y Blancos y de comunicaciones que reciclan el mismo material antiguo. Estamos a punto de que nos den un Libro Verde sobre Derecho laboral que enumera cuestiones que se plantearon y fueron contestadas hace diez años por Allan Larsson, cuando era Director General de Empleo de la Comisión.
La comunicación considera que la flexiguridad es un medio para aprovechar las oportunidades ofrecidas por los mercados de trabajo europeos. En realidad, se ha demostrado que no tiene significado positivo alguno para los trabajadores. "Dal punto di vista sociale e dell’occupazione, considero il programma molto deludente. Per l’ennesima volta, ci viene promesso poco più di una serie di Libri verdi e bianchi e di comunicazioni, che riciclano lo stesso vecchio materiale. Er komt binnenkort een groenboek over de arbeidswetgeving waarin vragen staan opgesomd die tien jaar geleden zijn gesteld en zijn beantwoord door Allan Larsson, toen hij directeur-generaal van DG Werkgelegenheid van de Commissie was.
De mededeling verwelkomt ‘flexicurity’ als een instrument om de kansen te benutten die de Europese arbeidsmarkten bieden. In feite is aangetoond dat het geen positieve betekenis heeft voor de beroepsbevolking. Voor miljoenen mensen is ‘flexicurity’ een verdoezelende term, een eufemisme voor uitbuiting, onveiligheid en onzekerheid. We moeten een Europees wetgevingskader hebben om oneerlijke en uitbuitende arbeids- en schijnarbeidsbetrekkingen aan te pakken. Alle werkenden in alle regio’s hebben recht op toegang tot behoorlijk werk om zichzelf en hun gezin een kans te geven op een behoorlijk leven.
Intussen staat Europa sociaal gezien stil. De laatste Europese wet op sociaal vlak is meer dan drie jaar geleden aangenomen. Het gebrek aan ambitie van de Commissie weerspiegelt haar eigen onevenwichtige beleidsperspectief. Beter wetgeven betekent geen wetgeven op sociaal vlak, maar weerspiegelt tevens de bedroevende vooruitzichten voor elk voorstel in de Werkgelegenheidsraad. De ministers die over werkgelegenheid gaan, dienen een positieve rol te gaan spelen, en ze zouden een eerste stap in die richting kunnen zetten door iets positiefs te doen met betrekking tot arbeidstijd en uitzendwerk. Lissabon beloofde meer en betere banen. Wat is er ondernomen om die belofte na te komen voor de beroepsbevolking? Zeer weinig.

The communication hails flexicurity as a means of realising opportunities offered by European labour markets. In reality, it has been shown to have no positive meaning for working people. For millions flexicurity is a weasel word, a codeword for exploitation, insecurity and uncertainty. We need an EU legislative framework to tackle unfair and exploitative employment and quasi-employment relationships. All workers in all regions deserve access to decent work to give them and their families the chance of a decent life.
In the meantime, social Europe is at a standstill. The last piece of EU legislation in the social field was adopted over three years ago. The Commission’s lack of ambition reflects its own imbalanced policy perspective. Better regulation means no legislation in the social field but also reflects the poor prospects for any proposal in the Employment Council. Employment ministers need to begin to play a positive role and they could start by doing something positive on working time and temporary agency work. Lisbon promised more and better quality jobs. What has been done to deliver that promise for working people? Precious little.
So my message to both the Commission and Council is this: let us stop the rhetoric and start to deliver."@pl16

Uma vez mais, prometem-nos pouco mais do que um conjunto de Livros verdes e Brancos e comunicações, reciclando o mesmo material antigo. Estamos prestes a ser presenteados com um Livro Verde sobre direito laboral, que enumera as mesmas questões colocadas e respondidas, há dez anos, por Allan Larsson, então Director-Geral do Emprego da Comissão.
A comunicação apregoa a flexi-segurança como forma de concretizar as oportunidades proporcionadas pelos mercados de trabalho europeus. Na realidade, provou-se não ter qualquer significado positivo para os trabalhadores. Para milhões de pessoas a expressão “flexi-segurança” é enganosa, uma expressão codificada para dizer exploração, insegurança e incerteza. Precisamos de um quadro legislativo na UE que permita fazer face ao emprego em condições de injustiça e exploração e às relações de quase-emprego. Todos os trabalhadores de todas as regiões merecem ter acesso a um emprego condigno que lhes proporcione, assim como às suas famílias, a oportunidade de terem uma vida decente.
Entretanto, a Europa social vive um impasse. O último texto legislativo da UE no campo social foi aprovado há três anos. A falta de ambição da Comissão reflecte a sua própria perspectiva política desequilibrada. Legislar melhor significa a inexistência de legislação no campo social, mas reflecte também as fracas perspectivas de apresentação de qualquer proposta no Conselho “Emprego”. É preciso que os Ministros do Emprego comecem a desempenhar um papel positivo, e poderiam começar por fazer algo de positivo relativamente ao tempo de trabalho e às agências de trabalho temporário. Lisboa prometia mais e melhor emprego. E que foi efectivamente feito para cumprir essa promessa aos trabalhadores? Praticamente nada.
Por isso, a minha mensagem tanto para a Comissão como para o Conselho é a seguinte: acabem com a retórica e passem aos actos."@pt17

"Utifrån en sysselsättningsståndpunkt och en social ståndpunkt anser jag att detta arbetsprogram är en stor besvikelse. Vi utlovas återigen inte mycket mer än en rad grön- och vitböcker och meddelanden där samma gamla material återanvänds. Vi ska få en grönbok om arbetsrätt där frågor listas som ställdes och besvarades för tio år sedan av Allan Larsson, medan han var kommissionens generaldirektör för sysselsättning.
I meddelandet hyllas konceptet

är för miljontals människor ett halt ord, ett kodord för utnyttjande, osäkerhet och ovisshet. Det behövs en europeisk ramlagstiftning för hantering av orättvis sysselsättning, utnyttjande på arbetsmarknaden och förhållanden med skenbar anställning. Alla arbetstagare i alla regioner förtjänar tillgång till ett anständigt arbete som ger dem och deras familjer möjligheten till ett anständigt liv.
Under tiden är det sociala Europa paralyserat. Den senaste gemenskapslagstiftningen på det sociala området antogs för mer än tre år sedan. Kommissionens brist på ambition speglar dess eget obalanserade politiska perspektiv. Bättre lagstiftning innebär ingen lagstiftning på det sociala området, men speglar dessutom de dåliga utsikterna för alla slags förslag inom rådet (sysselsättning). Arbetsmarknadsministrarna måste börja spela en positiv roll, och de kan börja med att uträtta någonting positivt på områdena för arbetstider och personaluthyrningsföretag. I Lissabonmålen utlovades fler och mer kvalificerade arbeten. Vad har gjorts för att detta löfte ska uppfyllas gentemot människor som arbetar? Mycket lite.
Mitt meddelande till såväl kommissionen som rådet är följaktligen detta: låt oss upphöra med retorik och börja leverera."@sv21
