Ein entscheidender Schritt wäre die Vereinfachung der derzeitigen Visabestimmungen in Ländern, die nicht dem Schengener Abkommen angehören. Viel zu oft müssen Austauschprogramme für Studenten oder Programme, bei denen die Teilnehmer im Ausland arbeiten, und Reisen von Schulklassen ausfallen, weil sich die Visabeschaffung als zu schwierig erweist. Manchmal verhindern die komplizierten Verfahren und hohen Kosten sogar den Beginn eines Projekts. Tilanteen helpottamiseksi vaadin, että kaikkien jäsenvaltioiden viisumihakemusasioissa otetaan käyttöön standardoidut asiakirjat. Meidän on pyrittävä tukemaan myös näkyvyyden lisäämiseen tarkoitettua Get Visible -kampanjaa, jossa esitetään kansalaisjärjestöjen edustajille perustettavaa erillistä viisumityyppiä. Je ne crois pas que nous devions nous concentrer sur un débat dont le but est de déterminer s’il convient de soutenir les jeunes par des programmes communautaires. Il est clairement démontré que les programmes destinés aux jeunes et aux étudiants constituent, dans le cadre de l’action de l’UE, le meilleur moyen de parvenir à une véritable intégration au niveau des citoyens. Néanmoins, je voudrais soulever quelques points. Premièrement, le budget attribué au programme semble encore insuffisant. Je suis consciente du travail difficile que le commissaire a réalisé, mais j’espère toujours que nous pourrons voir de meilleurs chiffres dans le budget final des années à venir. Deuxièmement, je soutiens fermement la baisse de l’âge minimal à 13 ans. Le fait de donner des chances à un jeune âge encourage les initiatives plus tard. Je ne pense pas que les personnes de 13 ans soient trop jeunes pour participer au programme «Jeunesse en action». Une autre mesure qui renforcerait le programme est l’extension de la liste des pays avec lesquels les organisations de jeunesse peuvent coopérer, afin d’inclure le plus grand nombre possible de pays. Des pays comme la Chine et la Russie sont des acteurs clés dans la politique et l’économie internationales. L’établissement de liens étroits avec ces pays à un jeune âge ne peut être que bénéfique. Un autre facteur à envisager est l’importance du renforcement de la mobilité. Il serait vital de faciliter les règlements en vigueur sur les visas dans les pays auxquels l’accord de Schengen ne s’applique pas. Bien trop souvent, les échanges d’étudiants, les programmes de travail à l’étranger et les voyages scolaires doivent être annulés en raison de la difficulté à obtenir des visas. Parfois, les procédures compliquées et les prix élevés découragent la mise sur pied d’un projet. Afin d’améliorer cela, je demande que de la documentation uniformisée sur l’obtention de visas soit disponible dans tous les pays de l’UE. Nous devrions également tâcher de soutenir la campagne «Get Visible» - soyez visibles -, qui propose un type de visa distinct pour les représentants d’ONG. Cette mesure augmenterait sensiblement la possibilité pour les jeunes de participer à des programmes de travail volontaire, à des programmes d’échange et au travail d’organisations de jeunesse. Jag är övertygad om att vi alla är överens om ungdomens betydelse när det gäller att forma Europas framtid. Jag anser inte att vi bör lägga ned tid och kraft på att diskutera om ungdomarna ska ges stöd genom olika EU-program.
