"Kyseessä on tärkeä mietintö, ja monet siinä ehdotetuista toimista ansaitsevat tulla toteutetuiksi. Perintäasteen parantamiseksi tarvitaan pikaisia toimia. Toutefois, mes collègues conservateurs britanniques et moi-même ne pouvons soutenir le rapport dans l’ensemble, car nous n’acceptons pas en principe que la solution à long terme à de nombreux problèmes dans ce domaine soit la mise en place d’un procureur européen, idée que réitère ce rapport (aux points 43 à 45). "Questa è una relazione importante e molti dei suoi punti meritano di essere applicati. E’ necessario intervenire con urgenza per migliorare i tassi di recupero. "Dit is een belangrijk verslag en veel van de voorstellen die hierin vervat zijn, verdienen het om ook ten uitvoer te worden gelegd. Er zijn dringend maatregelen noodzakelijk om het terugvorderingspercentage te verhogen. Mijn Britse conservatieve collega’s en ik kunnen het verslag als geheel echter niet steunen, omdat wij het er in beginsel niet mee eens zijn dat de oprichting van een Europees openbaar ministerie – zoals aangehaald in de punten 43 tot en met 45 van het verslag – de oplossing op lange termijn is voor veel van de problemen op dit gebied. Een dergelijk openbaar ministerie zou namelijk een onaanvaardbare inbreuk zijn op de constitutionele verantwoordelijkheid die lidstaten voor hun rechtsstelsel hebben. Aangezien er daarnaast een terechte brede weerstand tegen de oprichting van zo’n instantie bestaat, brengt het benadrukken van de noodzaak het grote risico met zich mee dat de echte problemen uit het oog worden verloren. No entanto, eu e os meus colegas conservadores britânicos não podemos dar o nosso apoio ao relatório na sua generalidade, devido ao facto de não aceitarmos em princípio que a solução a longo prazo para muitos dos problemas neste domínio seja a criação de um Ministério Público Europeu, uma ideia reiterada no presente relatório (nºs 43-45).
