Political agreement was reached on the draft regulation establishing the European Institute for Gender Equality, and conclusions on the review of the implementation by the Member States and the EU institutions of the Beijing Platform for Action and on women’s health have been adopted. On the eve of the World Cup I handed over the final list of signatures to the anti-trafficking campaign to Commissioner Frattini. The largest trade union in Denmark handed over a similar petition with 80 000 signatures. The PSE Group collected 23 000 signatures calling for action by EU Member States to prevent the trafficking of women into Germany to work as prostitutes during the World Cup. Commissioner Frattini was asked to report back after the World Cup with an assessment of the scale of the problem and a summary of the actions taken. There is need for a real debate across Europe on tackling the root causes of trafficking for sexual exploitation, and that means looking for ways to reduce the demand for prostitution. "Hr. formand! Det østrigske formandskab har været kendetegnet ved adskillige initiativer og udfordringer om ligestillingsspørgsmål. Man nåede frem til en politisk aftale om udkastet til forordning om oprettelse af det europæiske ligestillingsinstitut, og konklusionerne om medlemsstaternes og EU-institutionernes gennemførelse af Beijing-handlingsprogrammet og programmet om kvinders sundhed er blevet vedtaget. Køreplanen for ligestilling blev fremlagt og kan udgøre en milepæl og en konkret tidsplan for centrale foranstaltninger om ligestilling i perioden 2006-2010. Jeg glæder mig navnlig over forpligtelsen om at udarbejde en meddelelse om kønsbetingede lønforskelle til næste år. Det er et område, som PSE for kvinder, som jeg er formand for, har arbejdet meget med. Vi har brug for konkrete foranstaltninger. Lovgivningen går tilbage til 1970'erne, men der er ikke sket de store fremskridt. Den gennemsnitlige forskel i EU er stadig 16 %. Den alvorlige situation vedrørende kvindehandel er kommet i fokus i forbindelse med VM i fodbold. "Herr Präsident! Der österreichische Ratsvorsitz hat sich durch zahlreiche Initiativen und Maßnahmen im Bereich der Geschlechtergleichstellung ausgezeichnet. Politische Übereinstimmung wurde beim Entwurf einer Verordnung für die Einrichtung des Instituts für Gleichstellungsfragen erzielt, und es wurden Schlussfolgerungen für die Überprüfung der Umsetzung der Pekinger Aktionsplattform in Bezug auf die Gesundheit der Frauen angenommen. Weiterhin wurde der Fahrplan für die Gleichstellung der Geschlechter vorgelegt, der als ein Meilenstein und konkreter Zeitplan für Schlüsselaktionen in Sachen Gleichstellung der Geschlechter im Zeitraum 2006-2010 angesehen werden kann. Vor allem begrüße ich die Verpflichtung, im nächsten Jahr eine Mitteilung über das Lohngefälle zwischen den Geschlechtern zu veröffentlichen. In diesem Bereich haben die PSE-Frauen, deren Vorsitzende ich bin, viel getan. Wir brauchen konkrete Maßnahmen. Die Rechtsvorschriften gehen auf die 1970er Jahre zurück, aber es wurden noch keine großen Fortschritte gemacht. Das durchschnittliche Lohngefälle liegt in der EU nach wie vor bei 16 %. Die größte dänische Gewerkschaft übergab eine ähnliche Petition mit 80 000 Unterschriften. Die PSE-Fraktion sammelte 23 000 Unterschriften und forderte Maßnahmen seitens der EU-Mitgliedstaaten, um die Verschleppung von Frauen nach Deutschland zu verhindern, die dort während der Weltmeisterschaft als Prostituierte arbeiten sollen. Und wir werden nicht aufhören, die EU nachdrücklich aufzufordern, dieses Problem ernst zu nehmen. Επιτεύχθηκε πολιτική συμφωνία για το σχέδιο κανονισμού περί ίδρυσης του Ευρωπαϊκού Ινστιτούτου για την Ισότητα των Φύλων, ενώ εγκρίθηκαν συμπεράσματα όσον αφορά την επανεξέταση της εφαρμογής εκ μέρους των κρατών μελών και των ευρωπαϊκών θεσμικών οργάνων της πλατφόρμας δράσης του Πεκίνου και όσον αφορά την υγεία των γυναικών. Παρουσιάστηκε ο οδικός χάρτης για την ισότητα των φύλων, ο οποίος μπορεί να θεωρηθεί ότι αποτελεί ακρογωνιαίο λίθο και συγκεκριμένο χρονοδιάγραμμα για καίριες δράσεις στον τομέα της ισότητας των φύλων κατά την περίοδο 2006-2010. Υποστήριξα θερμά την εκστρατεία που ξεκίνησαν γυναίκες από τη Γερμανία, δείχνοντας κόκκινη κάρτα στην αναγκαστική πορνεία και απευθύνοντας έκκληση για διασυνοριακή συνεργασία με στόχο την προώθηση της εκστρατείας με την κόκκινη κάρτα, προάγοντας έτσι την ιδέα της μηδενικής ανοχής απέναντι στην εμπορία σε ολόκληρη την Ευρώπη. Τις παραμονές του Παγκοσμίου Κυπέλλου παρέδωσα τον τελικό κατάλογο με τις υπογραφές για την εκστρατεία κατά της εμπορίας στον Επίτροπο Frattini. Το μεγαλύτερο συνδικάτο της Δανίας παρέδωσε παρόμοια αίτηση με 80 000 υπογραφές. "Señor Presidente, la Presidencia austriaca ha estado marcada por numerosas iniciativas y desafíos relacionados con las cuestiones de género. Se ha alcanzado un acuerdo político sobre la propuesta de Reglamento por el que se crea el Instituto Europeo para la Igualdad de Género y se han aprobado las conclusiones sobre la revisión de la aplicación por parte de los Estados miembros y las instituciones de la UE de la Plataforma para la Acción de Beijing y sobre la salud de las mujeres. Se ha presentado el plan de trabajo para la igualdad de género, que puede considerarse un hito, y se han fijado plazos para actividades prioritarias en el ámbito de la igualdad de género durante el período 2006-2010. Celebro en particular el compromiso de elaborar el año que viene una comunicación sobre las diferencias salariales entre hombres y mujeres. Eso es algo en lo que han trabajado mucho las mujeres del PSE, de las que soy Presidenta. Necesitamos medidas concretas. La legislación data del decenio de 1970 y no se han conseguido grandes avances. La diferencia media en la UE sigue siendo del 16 %. La grave situación en lo que respecta al tráfico de mujeres ha ocupado el centro de atención en relación con la Copa Mundial de la FIFA. Celebro en gran medida la campaña lanzada por mujeres alemanas para sacar tarjeta roja a la prostitución forzosa y exigir la cooperación internacional en la promoción de esa campaña de la tarjeta roja para difundir la idea de tolerancia cero al tráfico en toda Europa. "Arvoisa puhemies, Itävallan puheenjohtajakautta ovat leimanneet lukuisat aloitteet ja haasteet, jotka liittyvät sukupuolien väliseen tasa-arvoon. "Monsieur le Président, la présidence autrichienne a été marquée par de nombreuses initiatives et actions sur les questions de l’égalité des sexes. Un accord politique a été trouvé sur la proposition de règlement établissant l’Institut européen pour l’égalité entre les femmes et les hommes, et les conclusions sur l’étude de la mise en œuvre par les États membres et les institutions européennes de la plate-forme d’action de Pékin et sur la santé des femmes ont été adoptées. La feuille de route pour l’égalité des chances - ce que l’on peut considérer comme un jalon essentiel - et le calendrier concret pour les grandes actions en matière d’égalité des chances pour la période 2006-2010 ont été présentés. Je me réjouis en particulier de la promesse de présenter une communication sur l’écart de rémunération entre les sexes l’année prochaine. C’est un sujet sur lequel les femmes du PSE, dont je suis la présidente, ont accompli un travail de grande envergure. Il nous faut des actions tangibles. J’ai accueilli avec plaisir la campagne lancée par des femmes allemandes montrant le carton rouge à la prostitution forcée et appelant à la coopération transfrontalière en la matière, mettant en avant l’idée d’une tolérance zéro contre le trafic partout en Europe. À la veille de la Coupe du monde, j’ai transmis la liste finale des signatures au commissaire Frattini. Le principal syndicat danois a remis une pétition similaire signée par 80 000 personnes. Le groupe du PSE a collecté 23 000 signatures appelant à une action des États membres pour prévenir la traite de femmes vers l’Allemagne, où elles doivent travailler en tant que prostituées pendant la Coupe du monde. Le commissaire Frattini a été invité à présenter après la compétition une évaluation de l’ampleur du problème et un résumé des actions entreprises. Il faut un vrai débat en Europe sur les causes profondes du trafic à des fins d’exploitation sexuelle, ce qui implique de chercher des façons de réduire la demande de prostitution. L’UE doit intensifier la lutte contre le trafic d’êtres humains. Nous ne cesserons de faire pression sur l’UE pour qu’elle prenne cette question au sérieux. "Signor Presidente, la Presidenza austriaca è stata caratterizzata da numerose iniziative e sfide sulle questioni di genere. Si è raggiunto un accordo politico sul progetto di regolamento che istituisce l’Istituto europeo per l’uguaglianza di genere, e si sono adottate le conclusioni sulla verifica dell’attuazione della piattaforma di Pechino e sulla salute della donna da parte degli Stati membri e delle istituzioni dell’UE. E’ stata presentata una per l’uguaglianza di genere, che può essere considerata una pietra miliare e una concreta tabella di marcia per iniziative fondamentali in materia di parità fra i sessi per il periodo 2006-2010. Alla vigilia del Campionato mondiale ho trasmesso al Commissario Frattini l’elenco finale delle firme a favore della campagna contro questi traffici. Il maggiore sindacato della Danimarca ha consegnato una petizione simile, con 80 000 firme. Il gruppo PSE ha raccolto 23 000 firme che auspicano l’intervento degli Stati membri dell’UE per impedire il traffico di donne introdotte in Germania per lavorare come prostitute durante il Campionato. Chegou-se a um acordo político referente ao projecto de regulamento que cria o Instituto Europeu da Igualdade entre Homens e Mulheres e foram adoptadas conclusões relativas à avaliação da aplicação da Plataforma de Acção de Pequim pelos Estados-Membros e pelas Instituições da UE e relativas à saúde das mulheres. Foi apresentado o roteiro para a igualdade entre homens e mulheres, que pode ser considerado como um marco e um calendário concreto para acções fundamentais em matéria de igualdade entre homens e mulheres para o período 2006-2010. Congratulo-me em especial com o compromisso de apresentar, no próximo ano, uma comunicação sobre o fosso salarial entre géneros. É um assunto em que o movimento "PSE Women", de que sou presidente, trabalhou bastante. Precisamos de acções concretas. A legislação remonta à década de 1970, mas não se têm feito grandes progressos. "Herr talman! Det österrikiska ordförandeskapet har präglats av en mängd initiativ och utmaningar i jämställdhetsfrågor. En politisk överenskommelse har nåtts om utkastet till förordning om inrättande av ett europeiskt jämställdhetsinstitut, och slutsatser har antagits om översyn av medlemsstaternas och EU-institutionernas genomförande av handlingsplanen från Peking och om kvinnors hälsa. Färdplanen för jämställdhet presenterades, vilken kan ses som en milstolpe och en konkret tidsplan för nyckelåtgärder för jämställdhet under perioden 2006–2010. Jag välkomnar framför allt åtagandet att lägga fram ett meddelande om löneskillnaderna mellan könen under nästa år. Detta är ett område där PES Women, där jag är ordförande, har lagt ned mycket arbete. Vi behöver konkreta åtgärder. PSE-gruppen samlade in 23 000 underskrifter för kravet på insatser från EU-medlemsstaternas sida för att förhindra handel med kvinnor till Tyskland för prostitution under VM. Kommissionsledamot Frattini ombads lägga fram en rapport efter VM med en bedömning av problemets omfattning och en sammanfattning av de åtgärder som vidtagits. Det finns behov av en verklig debatt i hela Europa om hur man ska komma till rätta med de bakomliggande orsakerna till människohandel för sexuella ändamål, och det handlar om att undersöka hur efterfrågan på prostituerade kan minskas.
