Five years after the UN programme of action was agreed, the forthcoming review conference must not just review: it must act. "Hr. formand! Der produceres 80 millioner våben hvert år, og hvert minut dræbes én person med et våben. Den ulovlige handel med håndvåben og lette våben giver således næring til konflikt, kriminalitet og terrorisme i hele verden. Da der nu er gået fem år, siden staterne nåede til enighed om FN's handlingsprogram, skal formålet med den kommende konference ikke blot være revision. Det er nødvendigt at handle. "Herr Präsident! Alljährlich werden 80 Millionen neue Schusswaffen hergestellt, und jede Minute wird ein Mensch mit einer solchen Waffe getötet. Der illegale Handel mit Klein- und Leichtwaffen trägt damit weltweit zu Konflikten, Verbrechen und Terrorismus bei. Fünf Jahre nach Annahme des UN-Aktionsprogramms kann es auf der anstehenden Überprüfungskonferenz nicht nur um eine Überprüfung gehen, vielmehr sind Taten gefragt. Man muss grundlegende Probleme, wie beispielsweise die Verbringung von Kleinwaffen an nichtstaatliche Akteure, sowie letztendlich Möglichkeiten einer Reduzierung der Nachfrage nach Kleinwaffen aufzeigen. Πέντε χρόνια μετά τη συμφωνία για το πρόγραμμα δράσης των ΗΕ, η προσεχής αναθεωρητική διάσκεψη δεν πρέπει απλά να αναθεωρήσει: πρέπει να δράσει. "Arvoisa puhemies, vuosittain valmistetaan 80 miljoonaa uutta taskuasetta, ja niillä tapetaan yksi ihminen joka minuutti. Näin ollen voidaan todeta, että pien- ja kevytaseiden laiton kauppa ruokkii konflikteja, rikollisuutta ja terrorismia kaikkialla maailmassa. "Signor Presidente, il traffico illecito di armi leggere e di piccolo calibro − che vede una produzione di ottanta milioni di armi l’anno, e una vittima da arma da fuoco al minuto, − alimenta i conflitti, la criminalità e il terrorismo in tutto il mondo. Med 80 miljoner nytillverkade pistoler varje år och en person som dödas med pistol varje minut underblåser den olagliga handeln med handeldvapen och lätta vapen konflikter, brottslighet och terrorism över hela världen. Fem år efter överenskommelsen om FN:s handlingsprogram räcker det inte med bara en översyn vid den kommande översynskonferensen: det krävs att man agerar. Man bör identifiera nyckelklyftor, såsom transport av handeldvapen till icke-statliga aktörer, och slutligen olika sätt att minska efterfrågan på handeldvapen.
