"Todos sabemos que los precios internacionales de la itinerancia son sumamente elevados. El Parlamento y las autoridades reguladoras nacionales han puesto de relieve este hecho en varias ocasiones. Han pedido que se actúe a escala comunitaria para resolver este problema y con toda la razón, porque el alto coste de la itinerancia impide que los ciudadanos y las empresas que realizan actividades transfronterizas se beneficien plenamente del mercado interior. ". Nous savons tous que les tarifs internationaux de l’itinérance sont très élevés. Le Parlement et les autorités de régulation ont attiré notre attention sur ce fait à plusieurs reprises. Il Parlamento e le autorità nazionali di regolamentazione hanno richiamato la nostra attenzione su tale fatto molte volte, chiedendo un intervento a livello di UE per risolvere il problema, com’è giusto che sia, in quanto i costi elevati del impediscono a cittadini e imprese che svolgono attività transfrontaliere di trarre pieno vantaggio dal mercato interno. "Todos nós sabemos que as tarifas da itinerância internacional são muito elevadas. O Parlamento e as autoridades reguladoras nacionais chamaram a nossa atenção para esse facto diversas vezes. Eles apelaram a uma acção a nível comunitário com vista a resolver o problema, e muito bem, porque as tarifas de itinerância elevadas impedem os cidadãos e as empresas com actividades transnacionais de tirar todo o partido do mercado interno. "We all know that the international roaming prices are very high. Parliament and the national regulatory authorities have drawn our attention to that fact several times. They have called for action at EU level to solve the problem, and rightly so, because the high roaming costs prevent citizens and businesses conducting cross-border activities from benefiting fully from the internal market. As a first step, in October 2005 I launched a website to provide consumers with transparency on prices. At the same time I publicly declared that six months later I would benchmark the progress. Should there not be a drastic price reduction, I would regulate. In March 2006 we compared the roaming prices to their level of autumn 2005. We saw that in 19 Member States the prices were more or less stable, in four Member States they had gone up. On that basis I announced a regulation and we started public consultation. The public consultation came to an end on 12 May. We had 150 contributions. My services and I are now analysing those contributions, and will draw our conclusions and present them together with an impact assessment before summer 2006. ". Vi vet alla att de internationella roamingpriserna är mycket höga. Parlamentet och de nationella tillsynsmyndigheterna har gjort oss uppmärksamma på detta flera gånger. De har uppmanat till åtgärder på EU-nivå för att lösa problemet, vilket är riktigt eftersom de höga roamingkostnaderna hindrar medborgare och företag med gränsöverskridande verksamhet från att fullt ut gynnas av den inre marknaden. I oktober 2005, som ett första steg, startade jag en webbplats för att ge konsumenterna pristransparens. Vid samma tid gjorde jag ett offentligt uttalande om att jag sex månader senare skulle kartlägga framgångarna. Om det inte hade skett en drastisk prisminskning skulle jag reglera. I mars 2006 jämförde vi roamingpriserna med nivån under hösten 2005. Vi såg att i 19 av medlemsstaterna var priserna mer eller mindre stabila. I fyra medlemsstater hade de stigit.
