Herrn Solana bitte ich, sich durch den Kopf gehen zu lassen, wie einfach es war, den – angeblich von der EU garantierten – Grenzübergang von Rafah während der jüngsten israelischen Aktionen zu schließen, und dass es in Verbindung damit zulässig war, dass Israel die Zolleinnahmen an die palästinensische Autonomiebehörde, die durch das Pariser Abkommen garantiert sind, einzubehalten. "Κύριε Πρόεδρε, θα ήθελα να ξεκινήσω εκφράζοντας τα συγχαρητήριά μου στο Εργατικό Κόμμα του Ισραήλ για την είσοδό του στην κυβέρνηση. Είναι σοσιαλιστές, είναι αδελφό κόμμα, και χαιρετίζω τη διακήρυξή τους ότι «η κατοχή διαβρώνει τον ηθικό ιστό της ισραηλινής κοινωνίας», παράλληλα με την ομιλία του κ. Από τον κ. Σολάνα ζητώ να αναλογιστεί πόσο εύκολο ήταν να κλείσει η διάβαση της Ράφας –για την οποία υποτίθεται ότι παρείχε εγγυήσεις η ΕΕ– κατά τη διάρκεια των πρόσφατων ισραηλινών δράσεων, παράλληλα με τη νομιμότητα της παρακράτησης τελωνειακών εισφορών από το Ισραήλ προς την Παλαιστινιακή Αρχή, τις οποίες εγγυάται η Συμφωνία του Παρισιού. "Señor Presidente, quiero empezar felicitando al Partido Laborista Israelí por su entrada en el Gobierno. "Mijnheer de Voorzitter, ik wil om te beginnen de Israëlische Arbeiderspartij feliciteren met haar deelname aan de regering. Zij zijn socialisten, zij zijn onze zusterpartij en ik juich de verklaring uit hun manifest toe dat ‘de bezetting de ruggengraat van de Israëlische samenleving aantast’. Het is volkomen terecht dat u voorwaarden verbindt aan de Europese financiële bijstand aan de Palestijnse Autoriteit, maar dan moet ik u wel vragen om plannen te maken teneinde een humanitaire ramp in de Palestijnse gebieden te voorkomen indien Hamas niet zo snel handelt als wij allemaal hopen.
De heer Solana vraag ik om nog eens goed na te denken over het gemak waarmee de grensovergang bij Raffa dichtging - die zogenaamd gegarandeerd wordt door de EU - gedurende de recente Israëlische acties, en over de wetmatigheid van het achterhouden door Israël van voor de Palestijnse Autoriteit bestemde douanegelden, die gewaarborgd worden door het Verdrag van Parijs. "Herr talman! Jag vill inleda med att gratulera Israels arbetarparti till deras plats i regeringen. De är socialdemokrater, de är vårt systerparti och jag välkomnar påståendet i deras partiprogram att ”ockupationen urholkar det israeliska samhällets moral”, tillsammans med Amir Peretz tal i Herzliya till stöd för respekt för internationella gränser. I båda uttrycks ett engagemang som är mycket viktigt för att göra framsteg.
Jag tackar både kommissionsledamoten och den höge representanten för att de denna eftermiddag har upprepat EU:s engagemang för en framförhandlad, inte en ensidig, lösning. Till kommissionsledamoten upprepar jag vad vi sagt i våra privata diskussioner. Medan det är helt rätt av henne att ställa upp villkor för EU-stöd till den palestinska myndigheten, ber jag henne att utarbeta planer för att undvika en humanitär katastrof på de palestinska territorierna om Hamas inte agerar så snabbt som vi alla hoppas.
Jag ber Javier Solana att tänka på hur lätt det var att stänga gränsövergången i Raffa – som skulle garanteras av EU – under de insatser som Israel nyligen genomförde. Jag ber honom också fundera över lagligheten i Israels innehållande av tullavgifter till den palestinska myndigheten, som garanteras enligt Parisavtalet. Dessa är rättsliga förpliktelser som EU och kvartetten har en skyldighet att uppfylla."@sv21
