However, I want to challenge the assumption in recital A that security in the European neighbourhood, particularly the Balkans, should come first. Of course the neighbourhood is crucial, but with Balkan countries moving towards accession and stabilisation, we should be talking about fewer EU troops, not maintaining them at current levels.

"Hr. formand, i dette beslutningsforslag som afslutning på forhandlingen er det rigtigt, at vi lægger vægt på en integreret strategi for missionen i Den Demokratiske Republik Congo, en klar tidsfrist for indsættelse af tropper sammen med en strategi for tilbagetrækningen, samt at vi lægger vægt på behovet for beskyttelse af tropperne selv. Men jeg vil gerne anfægte antagelsen i betragtning A om, at sikkerheden i det europæiske naboområde, navnlig på Balkan, bør komme i første række. Es ist richtig, dass wir in unserem Entschließungsantrag zum Abschluss dieser Aussprache das Gewicht auf eine integrierte Strategie für die Mission in der Demokratischen Republik Kongo sowie auf eine klare zeitliche Begrenzung der Militäroperation in Verbindung mit einer Nachfolgeregelung legen und unterstreichen, dass die Truppen selbst auch geschützt werden müssen. Ich möchte jedoch die in Erwägung A gemachte Aussage in Frage stellen, dass die Sicherheit in der Nachbarschaft und insbesondere auf dem Balkan Priorität hat. Natürlich ist die Nachbarschaft von entscheidender Bedeutung, aber nun, da sich die Balkanländer in Richtung Beitritt und Stabilisierung bewegen, sollten wir über eine Verringerung der EU-Truppen reden und sie nicht auf dem derzeitigen Niveau halten.

"Κύριε Πρόεδρε, είναι σωστό στο ψήφισμά μας για την περάτωση αυτής της συζήτησης να δώσουμε έμφαση σε μια ολοκληρωμένη στρατηγική για την αποστολή στη Λαϊκή Δημοκρατία του Κονγκό, σε μια σαφή προθεσμία για την ανάπτυξη στρατευμάτων, μαζί με μια στρατηγική αποχώρησης, καθώς και να τονίσουμε την ανάγκη για προστασία για τις ίδιες τις δυνάμεις. Λέμε ότι η τρομοκρατία στους δρόμους μας προέρχεται από ευαίσθητα κράτη σε όλον τον κόσμο· γιατί λοιπόν προσπαθούμε να περιορίσουμε τις φιλοδοξίες μας στην ευρωπαϊκή περιοχή άμεσης γειτονίας; Εγκρίνουμε ψηφίσματα για την καταπολέμηση της παγκόσμιας φτώχιας, είμαστε όμως έτοιμοι να τα εφαρμόσουμε στην ένατη φτωχότερη χώρα στον κόσμο, με ένα από τα υψηλότερα ποσοστά βρεφικής θνησιμότητας; Όπως λέει η Διεθνής Ομάδα Κρίσης, «όλα, από τις εκλογές μέχρι την ανθρωπιστική βοήθεια και την οικονομική δραστηριότητα, εξαρτώνται από την εδραίωση ενός ασφαλούς περιβάλλοντος».
Μια δεκαετία πολέμου στη ΛΔΚ κόστισε τέσσερα εκατομμύρια ζωές, ενώ χιλιάδες άνθρωποι συνεχίζουν να πεθαίνουν κάθε ημέρα από αιτίες που σχετίζονται με τον πόλεμο. Λαμβάνουμε καθημερινά αναφορές για σφαγές, για δολοφονίες πολιτών, για εκτεταμένους βιασμούς και σεξουαλική βία.
Αυτές οι εκλογές είναι μια στιγμή ελπίδας. Η Ευρώπη παρέχει τη μεγαλύτερη ενίσχυση που έχει προσφέρει ποτέ για να στηρίξει την εκλογική διαδικασία. Το αίτημα να συνοδεύονται από δυνάμεις ασφαλείας προέρχεται από όλες τις ομάδες της μεταβατικής εθνικής κυβέρνησης. Πρόκειται για ένα αίτημα στο οποίο θα πρέπει να συμφωνήσουμε."@el10
"Señor Presidente, en la resolución que hemos presentado nosotros y que ha motivado este debate hacemos hincapié en la necesidad de una estrategia integrada para la misión de la República Democrática del Congo, de un claro límite de tiempo para el despliegue de las tropas y de una estrategia de salida, además de insistir en la necesidad de proteger nuestras propias fuerzas. No obstante, quiero cuestionar el supuesto que se hace en el considerando A de que debemos anteponer la seguridad en los países vecinos europeos, sobre todo en los Balcanes. Por supuesto que los países vecinos son cruciales, pero con los países balcánicos cada vez más cerca de la adhesión y la estabilización, deberíamos estar hablando de reducir las tropas de la UE, y no de mantenerlas en sus niveles actuales.
Una y otra vez, este Parlamento aprueba resoluciones para una política exterior y de seguridad común con Europa como líder en los asuntos mundiales. Si decimos que el terrorismo que actúa en nuestras calles tiene su origen en Estados frágiles de todo el mundo, ¿por qué debemos tratar de limitar nuestras aspiraciones a los países vecinos europeos? Aprobamos resoluciones para combatir la pobreza mundial, pero ¿estamos dispuestos a aplicarlas en los nueve países más pobres del mundo, con uno de los índices más elevados de mortandad infantil? Como dice el Grupo de Crisis Internacional, todo, desde las elecciones y la ayuda humanitaria hasta la actividad económica, depende de la creación de un entorno seguro.

"Arvoisa puhemies, keskustelun päätteeksi annettavassa päätöslauselmassa on painotettava yhdennettyä strategiaa Kongon demokraattisessa tasavallassa toteutettavalle operaatiolle, selvää aikarajaa joukkojen lähettämiselle ja poistumisstrategiaa. Samoin on painotettava itse joukkojen suojelun tarvetta. Kyseenalaistaisin kuitenkin johdanto-osan kappaleen A olettamuksen, jonka mukaan Euroopan unionin naapurialueiden – etenkin Balkanin alueen – turvallisuutta olisi pidettävä etusijalla. "Monsieur le Président, il est normal que, dans notre résolution pour clôturer ce débat, nous mettions l’accent sur l’élaboration d’une stratégie intégrée pour la mission en République démocratique du Congo, sur la fixation d’une limite temporelle claire pour le déploiement des troupes, ainsi que sur l’élaboration d’une stratégie de retrait, tout en insistant sur la nécessité de protéger les forces elles-mêmes. Je voudrais néanmoins contester l’affirmation du considérant A selon laquelle la sécurité dans le voisinage immédiat de l’Europe, et plus particulièrement les Balkans, doit se voir accorder la priorité. Le voisinage est évidemment crucial, mais les pays des Balkans étant en train de progresser vers l’adhésion et la stabilisation, nous devrions envisager une réduction des troupes européennes et ne pas les maintenir aux niveaux actuels.
Ce Parlement adopte régulièrement des résolutions en faveur d’une politique étrangère et de sécurité commune où l’Europe joue un rôle de leader sur la scène internationale. Nous déclarons que le terrorisme dans nos rues trouve son origine dans les États fragiles de par le monde. Alors pourquoi chercher à limiter nos ambitions au voisinage immédiat de l’Europe? "Signor Presidente, nella risoluzione che chiude questo dibattito, è giusto porre l’accento su una strategia integrata per la missione nella Repubblica democratica del Congo, su un chiaro limite temporale per il dispiegamento delle forze, su una strategia d’uscita, nonché sottolineare che occorre protezione per le forze militari stesse. Vorrei tuttavia contestare l’idea, espressa nel considerando A, secondo cui si dovrebbe accordare priorità alla sicurezza nei paesi immediatamente vicini, e in particolare nei Balcani. Senza dubbio i paesi vicini sono fondamentali, ma con l’avvicinamento dei paesi dei Balcani all’adesione e alla stabilizzazione, dovremmo parlare di riduzione delle truppe comunitarie, non di mantenerle ai livelli attuali.
Di volta in volta il Parlamento approva risoluzioni in materia di PESC in cui l’Europa si erge a guida degli affari del mondo. Diciamo che il terrorismo sulle nostre strade nasce da Stati fragili in tutto il mondo, ma allora perché dovremmo tentare di limitare le nostre ambizioni ai paesi vicini all’Unione? Approviamo risoluzioni per la lotta alla povertà nel mondo, ma siamo disposti a metterle in pratica nel nono paese al mondo per povertà, con uno dei tassi di mortalità infantile più alti? Come afferma il gruppo per le crisi internazionali, “tutto, dalle elezioni all’assistenza umanitaria, all’attività economica dipende dall’istituzione di un ambiente sicuro”.

"Mijnheer de Voorzitter, terecht leggen we in onze ontwerpresolutie tot besluit van het debat de nadruk op een geïntegreerde strategie voor de missie in de Democratische Republiek Congo, en op de noodzaak van een duidelijke tijdslimiet voor de inzet van troepen, gekoppeld aan een exit-strategie. Terecht ook wijzen we op de noodzaak van bescherming van de troepen zelf. Ik vind echter de bewering in overweging A aanvechtbaar dat veiligheid in Europa’s nabuurschap, met name op de Balkan, voorop zou moeten staan. Natuurlijk is nabuurschap van het grootste belang, maar nu de Balkanlanden zich richting toetreding en stabilisatie bewegen, zouden we het over vermindering van de EU-troepen moeten hebben, in plaats van over handhaving in hun huidige sterkte.
Keer op keer dringt dit Parlement met resoluties aan op een gemeenschappelijk buitenlands en veiligheidsbeleid, opdat Europa een leidersrol op het internationale toneel op zich kan nemen. We zeggen dat het terrorisme in onze steden zijn wortels heeft in
overal ter wereld, dus waarom zouden we onze ambities dan beperken tot het Europese nabuurschap? We nemen resoluties ter bestrijding van de mondiale armoede aan, maar tegelijk deinzen we ervoor terug ze toe te passen op het land dat het op acht na armste ter wereld is en waar de kindersterfte ongeëvenaard groot is. Zoals de
stelt: ‘alles, van verkiezingen tot humanitaire hulp en normale economische activiteiten, hangt af van de vraag of er een veilige omgeving geschapen kan worden.’
Tien jaar oorlog heeft in de Democratische Republiek Congo vier miljoen mensenlevens gekost en nog altijd overlijden er duizend mensen per dag ten gevolge van de oorlog. Dagelijks komen er berichten binnen over slachtingen, burgerslachtoffers, verkrachtingen en seksueel geweld op grote schaal.
Deze verkiezingen zijn een moment van hoop. Nooit tevoren in zijn geschiedenis heeft Europa zoveel hulp uitgetrokken voor het organiseren van verkiezingen. "Senhor Presidente, é correcto que na nossa resolução de encerramento deste debate coloquemos a ênfase numa estratégia integrada para a missão na República Democrática do Congo, com um calendário claro para a presença das tropas, juntamente com uma estratégia de retirada, salientando ainda a necessidade de protecção das próprias forças. No entanto, gostaria de contestar a afirmação constante do considerando A de que deverá ser atribuída a primazia à segurança na vizinhança da Europa, particularmente nos Balcãs. Evidentemente que a nossa vizinhança é crucial, mas com o percurso dos países dos Balcãs rumo à adesão e à estabilização, deveríamos estar a falar de uma redução das tropas da UE no terreno, e não na manutenção das mesmas ao nível actual.
