Mr President, I wish to begin by thanking the rapporteur, Mr Ó Neachtain, and the Committee on Fisheries for the constructive report on more environmentally friendly fishing methods and for the interest they have shown in the communication from the Commission. I cannot agree more with what the rapporteur has just said regarding the honesty and integrity of fishermen; the abuses of the few should not be blamed on everyone at large and we need to clamp down strongly on the real culprits.
Turning to the amendments: with regard to Amendment 1 on centralisation and co-management, the Commission would like to see substantial RAC involvement in the elaboration of technical measures without, however, any change to the decision-making process. The Commission agrees with taking into account initiatives of RACs so as to improve fisheries management and can accept that point on condition that the positive effects of such measures are confirmed by scientific assessment. I would like to emphasise that we already have examples to illustrate that the Commission takes into account proposals from the RACs, such as the case of the French square-meshed panel, the Swedish grid and the proposed new rule under which – for safety reasons – the cod line is to be placed as far as ten metres, instead of one metre, away from the meshes of the cod end when using an onboard pump system in pelagic fisheries.
It is premature to give a definitive reaction to Amendment 2, since discussions on depleted fish stocks are still under way. They will hopefully be concluded by April. However, the draft proposal from the Commission already provides for socio-economic compensation linked to recovery plans, and I can assure you that this topic will be given the necessary attention.
The Commission attaches great importance to the development of more environmentally friendly fishing methods. Improving selectivity is one of the objectives of the technical measures that we propose in that context. In that regard, I am pleased to note that some progress has been achieved on the technical measures in the Baltic that were adopted by the Council in December, and the Commission intends to increase selectivity and the new technical measures to be proposed for the Mediterranean Sea, the Atlantic and North Sea.
I have noted your interest in combating ghost fishing. The Commission is prepared to be at the forefront of this battle. Following the Deepnet report, measures were decided, in the last TAC and in the quota regulation for 2006, to ban temporarily deepwater gillnet fishery in the areas covered by the report and concerned by this activity until such time as permanent measures – also applicable to other areas, in lieu of a complete ban – are adopted, hopefully, during this year. I have also reserved funds to support retrieval surveys of ghost nets. The Commission will continue to follow these issues with particular attention.
The reduction of discards will be a major objective of the new technical measures for the Atlantic and the North Sea. It needs to be underscored that, due to the variety of the catch composition and the level of discards in European Union waters, the regional aspects of the different fisheries will be taken into account. The various areas to be considered will correspond to the spheres of influence of the different RACs, thereby incorporating more easily the proposals made by those councils, a positive evaluation being made by the relevant RAC.
The Commission is encouraging the industry to engage in pilot programmes by making use of the RACs for this purpose. Two such pilot projects have already been carried out in France and Sweden. Further pilot projects, in full cooperation with the industry, will allow us to test on a case-by-case basis possible measures to reduce discards effectively.
The Commission is also encouraging the development of efforts in fisheries management in the Kattegat in cooperation with Denmark, Sweden and Germany. This will hopefully lead to positive results later this year. This kind of management, among other objectives, is aimed at reducing or eliminating discards.
Bycatch reduction is linked to selectivity and discard issues and, at international level, the Commission has promoted a global approach for bycatch issues within the FAO. This could result in an international plan of action on bycatch reduction and/or technical guidelines elaborated by the FAO.
Most of the measures to promote environmentally friendly fishing methods will be included in the new technical measures for the Atlantic and the North Sea. As you know, technical measures are considered as a complement to effort limitations, TACs and quotas, long-term management and recovery plans, and as part of the overall package of management measures.
I have noted your request to simplify the regulatory system and can inform you that these new technical measures will be a fundamental test case in the simplification programme led by the Commission. They are one of the principal points of the action plan on simplification."@en4

"Hr. formand, først vil jeg gerne takke ordføreren hr. Ó Neachtain og Fiskeriudvalget for den konstruktive betænkning om mere miljøvenlige fangstmetoder samt for deres interesse i Kommissionens meddelelse. Jeg er helt enig i ordførerens bemærkninger vedrørende fiskernes ærlighed og integritet. Nogle få personers misbrug skal ikke gå ud over alle andre, og vi er nødt til at slå hårdt ned på de virkelige syndere.
Jeg vil nu fortsætte med ændringsforslagene. Med hensyn til ændringsforslag 1 om centralisering og medforvaltning vil Kommissionen gerne se et betydeligt engagement fra de regionale rådgivende råd i udarbejdelsen af tekniske foranstaltninger men uden ændringer i beslutningsprocessen. Kommissionens forslag omfatter allerede økonomisk kompensation i forbindelse med genopretningsplaner, og jeg kan forsikre Dem om, at dette emne vil få den nødvendige opmærksomhed.
Kommissionen lægger stor vægt på udviklingen af mere miljøvenlige fangstmetoder. Forbedret selektivitet er et af målene med de tekniske foranstaltninger, vi foreslår i den forbindelse. Begrænsningen af genudsætninger bliver et væsentligt mål med de nye tekniske foranstaltninger for Atlanterhavet og Nordsøen. Det skal understreges, at der også vil blive taget hensyn til de regionale aspekter af de forskellige fiskeriformer på grund af de forskelligartede fangstsammensætninger og genudsætningsniveauet i EU-farvandene. De forskellige områder, der tages i betragtning, vil svare til de forskellige regionale rådgivende råds influensområder, hvorved disse råds forslag lettere optages, når de relevante regionale rådgivende råd foretager en positiv vurdering.
Kommissionen opfordrer branchen til at engagere sig i pilotprogrammer ved at benytte de regionale rådgivende råd til dette formål. Der er allerede gennemført to sådanne pilotprojekter i Frankrig og Sverige. Yderligere pilotprojekter i fuldt samarbejde med branchen vil sætte os i stand til fra sag til sag at afprøve mulige foranstaltninger til begrænsning af genudsætninger.

Begrænsning af bifangster er forbundet med selektivitets- og genudsætningsspørgsmål, og Kommissionen har på internationalt plan fremmet en global tilgang til bifangster inden for FAO. Det kan føre til en international handlingsplan om begrænsning af bifangster og/eller tekniske retningslinjer udarbejdet af FAO.
De fleste af foranstaltningerne til fremme af miljøvenlige fangstmetoder vil være medtaget i de nye tekniske foranstaltninger for Atlanterhavet og Nordsøen. Som De ved, betragtes tekniske foranstaltninger som et supplement til begrænsninger af fiskeriindsatsen, samlede tilladte fangstmængder og kvoter samt langsigtede forvaltnings- og genopretningsplaner og som en del af den samlede pakke med forvaltningsforanstaltninger.

Herr Präsident! Mein Dank gilt eingangs dem Berichterstatter, Herrn Ó Neachtain, und dem Fischereiausschuss für den konstruktiven Bericht über umweltschonende Fangmethoden sowie für das an der Mitteilung der Kommission gezeigte Interesse. Ich kann den Ausführungen des Berichterstatters über die Ehrlichkeit und Integrität der Fischer nur zustimmen. Es darf nicht sein, dass alle unter dem Fehlverhalten weniger leiden, und wir müssen gegen die wahren Schuldigen scharf vorgehen.
Nun zu den Änderungsanträgen: Bei Änderungsantrag 1 zu Zentralisierung und Ko-Management möchte die Kommission eine wesentliche Mitwirkung der RAC bei der Erarbeitung der technischen Maßnahmen erreichen, jedoch ohne Änderung des Entscheidungsprozesses. Die Kommission ist damit einverstanden, dass Initiativen der RAC berücksichtigt werden sollten, um das Fischereimanagement zu verbessern, und kann diesen Punkt unter der Voraussetzung akzeptieren, dass die positiven Auswirkungen derartiger Maßnahmen durch eine wissenschaftliche Beurteilung zu bestätigen sind. Ich möchte betonen, dass es bereits Beispiele gibt, die belegen, dass die Kommission Vorschläge von RAC berücksichtigt. Dazu zählen die französischen Quadratmaschen-Netzblätter, das schwedische Netz und die vorgeschlagene neue Regelung, wonach – aus Sicherheitsgründen – die Steertleine zehn und nicht einen Meter von den Maschen des Steerts entfernt sein muss, wenn bei der pelagischen Fischerei ein Pumpensystem an Bord verwendet wird.
Es ist noch zu früh, eine definitive Antwort auf Änderungsantrag 2 zu geben, da die Diskussionen über stark dezimierte Bestände noch im Gange sind. Sie finden hoffentlich bis April ihren Abschluss. Der Vorschlagsentwurf der Kommission sieht jedoch sozioökonomische Ausgleichszahlungen in Verbindung mit Wiederauffüllungsplänen vor, und ich kann Ihnen versichern, dass diesem Gesichtspunkt die notwendige Aufmerksamkeit geschenkt wird.
Die Kommission misst der Entwicklung umweltschonenderer Fangmethoden große Bedeutung bei. Die Verbesserung der Selektivität ist eines der Ziele der technischen Maßnahmen, die wir in diesem Zusammenhang vorschlagen. Mit Freude stelle ich fest, dass in Bezug auf die in der Ostsee vom Rat im Dezember eingeleiteten technischen Maßnahmen gewisse Fortschritte erzielt wurden. Die Kommission beabsichtigt, die Selektivität zu erhöhen und weitere technische Maßnahmen für das Mittelmeer, den Atlantik und die Nordsee vorzuschlagen.
Ich habe Ihr Interesse am Kampf gegen Geisternetze zur Kenntnis genommen. Die Kommission ist bereit, sich in diesem Kampf an die Spitze zu stellen. Nach dem Bericht über Tiefseefischerei mit Stellnetzen wurde hinsichtlich der letzten TAC und der Quotenregelung für 2006 beschlossen, in den im Bericht behandelten und von dieser Tätigkeit betroffenen Gebieten die Tiefseefischerei mit Stellnetzen vorübergehend zu verbieten, bis dauerhafte Maßnahmen – die auch in anderen Gebieten anstelle eines vollständigen Verbots anwendbar sind – beschlossen werden, was hoffentlich noch in diesem Jahr geschieht. Ich habe ferner Mittel für Untersuchungen zur Bergung von Geisternetzen vorgesehen. Die Kommission wird diese Angelegenheit weiterhin sehr aufmerksam verfolgen.
Die Verringerung von Rückwürfen gehört zu den Zielvorgaben der neuen technischen Maßnahmen für den Atlantik und die Nordsee. Hierbei muss betont werden, dass aufgrund der unterschiedlichen Zusammensetzung der Fänge und des Umfangs der Rückwürfe in Gewässern der Europäischen Union die regionalen Gesichtspunkte der verschiedenen Fischereigebiete zu berücksichtigen sind. Die zu betrachtenden Gebiete stehen in Einklang mit der Zuständigkeit der verschiedenen Regionalen Beiräte (RAC), so dass die von diesen Räten eingebrachten Vorschläge leichter zu verwirklichen sind und von dem jeweiligen RAC eine positive Evaluierung vorgenommen werden kann.
Die Kommission fordert die Fischwirtschaft auf, Pilotprogramme in Angriff zu nehmen und die RAC mit einzubeziehen. In Frankreich und Schweden wurden bereits zwei solche Pilotprojekte durchgeführt. Weitere solche Vorhaben, die in Zusammenarbeit mit dem Sektor erfolgen, werden es uns ermöglichen, von Fall zu Fall mögliche Maßnahmen zur effektiven Verringerung der Rückwürfe zu erproben.
Ferner unterstützt die Kommission Bemühungen auf dem Gebiet der Fischereibewirtschaftung im Kattegat in Zusammenarbeit mit Dänemark, Schweden und Deutschland. Wir hoffen, im Laufe des Jahres positive Ergebnisse erzielen zu können. Durch diese Art von Fischereimanagement sollen unter anderen Rückwürfe verringert oder ganz vermieden werden.
Die Verringerung der Beifänge steht in engem Zusammenhang mit Fragen der Selektivität und der Rückwürfe. Auf internationaler Ebene hat die Kommission in der FAO ein globales Konzept für das Problem der Beifänge auf den Weg gebracht. Das könnte zu einem internationalen Aktionsplan für die Verringerung der Beifänge und/oder zu technischen Leitlinien führen, die von der FAO erarbeitet werden.
Der Großteil der Maßnahmen zur Förderung umweltschonender Fangmethoden findet Eingang in die neuen technischen Maßnahmen für den Atlantik und die Nordsee. Wie Ihnen bekannt ist, werden technische Maßnahmen als Ergänzung zu Fangbeschränkungen, TAC und Quoten, langfristigen Bewirtschaftungs- und Wiederauffüllungsplänen sowie als Teil des Gesamtpakets von Bewirtschaftungsmaßnahmen angesehen.
Ich habe Ihre Forderung zur Vereinfachung des Regelungssystems zur Kenntnis genommen und kann Ihnen mitteilen, dass diese neuen technischen Maßnahmen in dem von der Kommission in Angriff genommenen Vereinfachungsprogramm einen Präzedenzfall darstellen, Sie sind einer der Hauptpunkte des Aktionsplans für eine Vereinfachung."@de9

Είναι νωρίς να δοθεί μια οριστική αντίδραση στην τροπολογία 2, καθώς οι συζητήσεις για τα ελαττωμένα ιχθυαποθέματα είναι ακόμα σε εξέλιξη. Ελπίζουμε ότι θα ολοκληρωθούν μέχρι τον Απρίλιο. Εντούτοις, το σχέδιο πρότασης της Επιτροπής ήδη προβλέπει κοινωνικά και οικονομικά αντισταθμιστικά μέτρα που συνδέονται με σχέδια αποκατάστασης, και μπορώ να σας βεβαιώσω ότι αυτό το θέμα θα αντιμετωπιστεί με τη δέουσα προσοχή.

Σημείωσα το ενδιαφέρον σας για την καταπολέμηση της άδηλης αλιείας. Η Επιτροπή προτίθεται να βρεθεί στην πρώτη γραμμή αυτής της μάχης. Μετά την έκθεση Deepnet, αποφασίστηκε η λήψη μέτρων, στα τελευταία TAC και στον κανονισμό για τις ποσοστώσεις για το 2006, προκειμένου να απαγορευθεί προσωρινά η αλιεία με δίχτυα σε βαθιά νερά στις περιοχές που καλύπτονται από την έκθεση και πλήττονται από αυτήν τη δραστηριότητα μέχρι να εγκριθούν μόνιμα μέτρα –τα οποία θα ισχύουν και σε άλλες περιοχές, αντί της πλήρους απαγόρευσης– κατά τη διάρκεια του τρέχοντος έτους. Έχω προβλέψει επίσης πόρους για την υποστήριξη ερευνών ανάκτησης για τα άδηλα δίχτυα. Η Επιτροπή θα συνεχίσει να παρακολουθεί αυτά τα θέματα με ιδιαίτερη προσοχή.
Η μείωση των απορρίψεων θα αποτελέσει σημαντικό στόχο των νέων τεχνικών μέτρων για τον Ατλαντικό και τη Βόρεια Θάλασσα. Πρέπει να γίνει κατανοητό ότι, λόγω της ποικιλίας της σύνθεσης των αλιευμάτων και του επιπέδου απορρίψεων στα ύδατα της Ευρωπαϊκής Ένωσης, θα πρέπει να ληφθούν υπόψη οι περιφερειακές πτυχές της διαφορετικής αλιείας. Οι διάφοροι τομείς που θα εξεταστούν θα αντιστοιχούν στις σφαίρες επιρροής των διαφορετικών γνωμοδοτικών συμβουλίων, ενσωματώνοντας με αυτόν τον τρόπο ευκολότερα τις προτάσεις που γίνονται από αυτά τα συμβούλια, καθώς θα γίνεται μια θετική αξιολόγηση από το σχετικό γνωμοδοτικό συμβούλιο.
Η Επιτροπή ενθαρρύνει τη βιομηχανία να συμμετάσχει σε πιλοτικά προγράμματα αξιοποιώντας τα γνωμοδοτικά συμβούλια για τον σκοπό αυτόν. Δύο από αυτά τα πιλοτικά έργα έχουν ήδη διεξαχθεί στη Γαλλία και στη Σουηδία. Περαιτέρω πιλοτικά έργα, σε πλήρη συνεργασία με τη βιομηχανία, θα μας επιτρέψουν να εξετάσουμε κατά περίπτωση τα πιθανά μέτρα για την αποτελεσματική μείωση των απορρίψεων.
Η Επιτροπή ενθαρρύνει επίσης την ανάπτυξη προσπαθειών στη διαχείριση της αλιείας στο Kattegat σε συνεργασία με τη Δανία, τη Σουηδία και τη Γερμανία. Αυτό ελπίζουμε ότι θα οδηγήσει σε θετικά αποτελέσματα εντός του έτους. Αυτού του είδους η διαχείριση αποσκοπεί, μεταξύ άλλων στόχων, στη μείωση ή την εξάλειψη των απορρίψεων.
Η μείωση της παρεμπίπτουσας αλιείας συνδέεται με τα θέματα της επιλεκτικότητας και της απόρριψης και, σε διεθνές επίπεδο, η Επιτροπή έχει προωθήσει μια γενική προσέγγιση για τα θέματα της παρεμπίπτουσας αλιείας στο πλαίσιο του FAO. Αυτό μπορεί να οδηγήσει σε ένα διεθνές σχέδιο δράσης για τη μείωση της παρεμπίπτουσας αλιείας ή/και σε τεχνικές κατευθυντήριες γραμμές καταρτισμένες από τον FAO.

Έλαβα υπόψη το αίτημά σας για απλοποίηση του ρυθμιστικού συστήματος και μπορώ να σας πληροφορήσω ότι αυτά τα νέα τεχνικά μέτρα θα αποτελέσουν μια ουσιαστική δοκιμή στο πρόγραμμα απλοποίησης που εφαρμόζει η Επιτροπή. Αποτελούν ένα από τα βασικά σημεία του σχεδίου δράσης για την απλοποίηση."@el10

Señor Presidente, quiero empezar agradeciendo al ponente, el señor Ó Neachtain, y a la Comisión de Pesca el informe constructivo sobre métodos de pesca más respetuosos con el medio ambiente y el interés que han mostrado por la Comunicación de la Comisión. No puedo estar más de acuerdo con lo que acaba de decir el ponente sobre la honestidad y la integridad de los pescadores; los abusos de unos pocos no deberían recaer sobre todos en general, y debemos tomar medidas drásticas contra los verdaderos culpables.
Voy a centrarme ahora en las enmiendas: en cuanto a la enmienda 1 sobre centralización y codirección, la Comisión quisiera ver una implicación considerable de los CCR en la elaboración de medidas técnicas, pero sin ningún cambio en el proceso de toma de decisiones. La Comisión está de acuerdo en tener en cuenta las iniciativas de los CCR para mejorar la gestión de las pesquerías y puede aceptar este punto a condición de que los efectos positivos de dichas medidas se confirmen en una evaluación científica. Quiero resaltar que ya tenemos ejemplos que ilustran que la Comisión tiene en cuenta las propuestas de los CCR, como es el caso del paño de malla cuadrado francés, la rejilla sueca y la nueva propuesta de reglamento según el cual, por motivos de seguridad, el estrobillo se situará a diez metros de distancia, en vez de a un metro, de las redes del copo cuando se utilice un sistema de bombeo de a bordo en la pesca pelágica.
Es prematuro responder de forma definitiva a la enmienda 2, dado que todavía no han terminado las conversaciones sobre las poblaciones de peces diezmadas. Esperemos que terminen en abril. Sin embargo, el proyecto de propuesta de la Comisión ya ofrece una compensación socioeconómica vinculada a los planes de recuperación, y puedo asegurarles que se prestará la atención necesaria a este tema.
La Comisión otorga gran importancia al desarrollo de métodos de pesca más respetuosos con el medio ambiente. Mejorar la selectividad es uno de los objetivos de las medidas técnicas que proponemos en este contexto. En este sentido, me complace informar de que se ha conseguido un cierto progreso con respecto a las medidas técnicas en el Báltico que se adoptaron en el Consejo de diciembre, y de que la Comisión tiene intención de incrementar la selectividad y las nuevas medidas técnicas que se propondrán para el Mediterráneo, el Atlántico y el Mar del Norte.
He tomado nota de su interés por la lucha contra la pesca fantasma. La Comisión está dispuesta a ponerse al frente de esta batalla. Después del informe Deepnet, se decidió tomar medidas, en el último TAC y en el reglamento de cuotas para 2006, para prohibir temporalmente la pesca con redes de enmalle en aguas profundas de las zonas cubiertas por el informe y afectadas por esta actividad hasta que se adopten medidas permanentes –también aplicables a otra zonas, en vez de una prohibición completa–, esperemos que en el curso de este año. También he reservado fondos para apoyar los estudios sobre la retirada de redes fantasma. La Comisión seguirá prestando especial atención a estos temas.
La reducción de los descartes será un objetivo importante en las nuevas medidas técnicas para el Atlántico y el Mar del Norte. Hay que poner de relieve que debido a la variedad en la composición de las capturas y el nivel de descarte en las aguas de la Unión Europea, se tendrán en cuenta los aspectos regionales de las diversas pesquerías. Las diferentes zonas que se van a considerar corresponderán a las esferas de influencia de los diversos CCR, incorporando así más fácilmente las propuestas presentadas por dichos consejos, y el CCR competente realizará una evaluación positiva.
La Comisión anima al sector a comprometerse en programas piloto utilizando los CCR para este fin. Ya se han realizado dos proyectos piloto de ese tipo en Francia y Suecia. Otros proyectos piloto, con plena colaboración del sector, nos permitirán probar caso por caso posibles medidas para reducir los descartes de forma eficaz.
La Comisión también fomenta el desarrollo de nuevos esfuerzos en la gestión de la pesca en el Kattegat, con la colaboración de Dinamarca, Suecia y Alemania. Esperemos que a finales de este año hayamos conseguido resultados positivos. Este tipo de gestión pretende, entre otros objetivos, reducir o eliminar los descartes.
La reducción de las capturas accesorias está relacionada con el tema de la selectividad y los descartes y, a escala internacional, la Comisión ha promovido en el seno de la FAO un enfoque mundial de la cuestión de las capturas accesorias. Esto podría llevarnos a un plan internacional de acción para la reducción de las capturas accesorias o a unas directrices técnicas elaboradas por la FAO.
La mayor parte de las medidas de fomento de métodos de pesca respetuosos con el medio ambiente se incluirán en las nuevas medidas técnicas para el Atlántico y el Mar del Norte. Como saben, las medidas técnicas se consideran un complemento de las limitaciones del esfuerzo pesquero, los TAC y los planes de recuperación y gestión a largo plazo, y parte del paquete global de medidas de gestión.
He tomado nota de su petición de simplificar el sistema regulador y puedo informarles de que esas nuevas medidas técnicas serán un antecedente fundamental en el programa de simplificación dirigido por la Comisión. "Mr President, I wish to begin by thanking the rapporteur, Mr Ó Neachtain, and the Committee on Fisheries for the constructive report on more environmentally friendly fishing methods and for the interest they have shown in the communication from the Commission. I cannot agree more with what the rapporteur has just said regarding the honesty and integrity of fishermen; the abuses of the few should not be blamed on everyone at large and we need to clamp down strongly on the real culprits.
Turning to the amendments: with regard to Amendment 1 on centralisation and co-management, the Commission would like to see substantial RAC involvement in the elaboration of technical measures without, however, any change to the decision-making process. The Commission agrees with taking into account initiatives of RACs so as to improve fisheries management and can accept that point on condition that the positive effects of such measures are confirmed by scientific assessment. I would like to emphasise that we already have examples to illustrate that the Commission takes into account proposals from the RACs, such as the case of the French square-meshed panel, the Swedish grid and the proposed new rule under which – for safety reasons – the cod line is to be placed as far as ten metres, instead of one metre, away from the meshes of the cod end when using an onboard pump system in pelagic fisheries.
It is premature to give a definitive reaction to Amendment 2, since discussions on depleted fish stocks are still under way. They will hopefully be concluded by April. However, the draft proposal from the Commission already provides for socio-economic compensation linked to recovery plans, and I can assure you that this topic will be given the necessary attention.
The Commission attaches great importance to the development of more environmentally friendly fishing methods. Improving selectivity is one of the objectives of the technical measures that we propose in that context. In that regard, I am pleased to note that some progress has been achieved on the technical measures in the Baltic that were adopted by the Council in December, and the Commission intends to increase selectivity and the new technical measures to be proposed for the Mediterranean Sea, the Atlantic and North Sea.
I have noted your interest in combating ghost fishing. The Commission is prepared to be at the forefront of this battle. Following the Deepnet report, measures were decided, in the last TAC and in the quota regulation for 2006, to ban temporarily deepwater gillnet fishery in the areas covered by the report and concerned by this activity until such time as permanent measures – also applicable to other areas, in lieu of a complete ban – are adopted, hopefully, during this year. I have also reserved funds to support retrieval surveys of ghost nets. The Commission will continue to follow these issues with particular attention.
The reduction of discards will be a major objective of the new technical measures for the Atlantic and the North Sea. It needs to be underscored that, due to the variety of the catch composition and the level of discards in European Union waters, the regional aspects of the different fisheries will be taken into account. The various areas to be considered will correspond to the spheres of influence of the different RACs, thereby incorporating more easily the proposals made by those councils, a positive evaluation being made by the relevant RAC.
The Commission is encouraging the industry to engage in pilot programmes by making use of the RACs for this purpose. Two such pilot projects have already been carried out in France and Sweden. Further pilot projects, in full cooperation with the industry, will allow us to test on a case-by-case basis possible measures to reduce discards effectively.
The Commission is also encouraging the development of efforts in fisheries management in the Kattegat in cooperation with Denmark, Sweden and Germany. This will hopefully lead to positive results later this year. This kind of management, among other objectives, is aimed at reducing or eliminating discards.
Bycatch reduction is linked to selectivity and discard issues and, at international level, the Commission has promoted a global approach for bycatch issues within the FAO. This could result in an international plan of action on bycatch reduction and/or technical guidelines elaborated by the FAO.
Most of the measures to promote environmentally friendly fishing methods will be included in the new technical measures for the Atlantic and the North Sea. As you know, technical measures are considered as a complement to effort limitations, TACs and quotas, long-term management and recovery plans, and as part of the overall package of management measures.

Arvoisa puhemies, haluan aluksi kiittää esittelijä Ó Neachtainia ja kalatalousvaliokunnan jäseniä rakentavasta mietinnöstä, jossa käsitellään ympäristöystävällisempiä kalastusmenetelmiä, sekä siitä kiinnostuksesta, jota he ovat osoittaneet komission tiedonantoa kohtaan. Käsittelen seuraavaksi tarkistuksia. Näitä pysyviä toimenpiteitä toteutetaan myös muilla alueilla, ja ne korvaavat täyden kalastuskiellon. Olen lisäksi varannut määrärahat sellaisten tutkimusten toteuttamista varten, joissa selvitetään, kuinka kadonneet pohjaan ankkuroidut verkot saataisiin korjattua pois. Komissio seuraa tilanteen kehitystä tarkkaan.
Poisheitettyjen saalismäärien vähentäminen on yksi tärkeimpiä Atlantin ja Pohjanmeren uusien teknisten toimenpiteiden tavoitteita. On painotettava, että EU:n vesialueiden alueelliset erot on huomioitava saaliin koostumusta ja poisheittojen määrää koskevien erojen vuoksi. Eri alueilla toimivat eri alueelliset neuvoa-antavat toimikunnat, joten näiden toimikuntien ehdotukset ovat helpommin toteutettavissa, kun kyseisen alueen toimikunta antaa myönteisen arvion tilanteesta.
Komissio kehottaa kalastusalaa toteuttamaan kokeiluohjelmia alueellisten neuvoa-antavien toimikuntien avulla. Kaksi tällaista kokeiluhanketta on jo toteutettu Ranskassa ja Ruotsissa. Tulevilla kokeiluhankkeilla, jotka toteutetaan täydessä yhteistyössä kalastusalan kanssa, voidaan testata tapauskohtaisesti mahdollisia keinoja, joilla saaliin poisheittoa saadaan vähennettyä tehokkaasti.
Komissio edistää myös kalastuksenhoitotoimien kehittämistä Kattegatissa yhteistyössä Tanskan, Ruotsin ja Saksan kanssa. Tämä johtaa toivon mukaan myönteisiin tuloksiin myöhemmin tänä vuonna. Tällaisten hoitotoimien tarkoituksena on muun muassa vähentää saaliin poisheittoa tai estää se kokonaan.

"Signor Presidente, desidero innanzi tutto ringraziare il relatore, onorevole Ó Neachtain, e la commissione per la pesca per la costruttiva relazione su metodi di pesca più rispettosi dell’ambiente e per l’interesse dimostrato nei confronti della comunicazione della Commissione. Non potrei essere più d’accordo su quanto il relatore ha appena affermato a proposito dell’onestà e dell’integrità dei pescatori; la colpa degli abusi commessi da uno sparuto numero di persone non deve ricadere su tutti indistintamente e dobbiamo dare uno stretto giro di vite ai veri responsabili.
Passando agli emendamenti, per quanto riguarda l’emendamento n. 1 sul decentramento e la cogestione, la Commissione è favorevole a un’effettiva partecipazione ai CCR nell’elaborazione delle misure tecniche, senza che però vengano apportate modifiche al processo decisionale. La Commissione intende tenere conto delle iniziative dei CCR in modo da migliorare la gestione della pesca e può accogliere questo punto a patto che gli effetti positivi di tali misure vengano confermati da studi scientifici. Desidero rilevare che disponiamo già di esempi che dimostrano che la Commissione tiene conto delle proposte avanzate dai CCR, come nel caso delle pezze a maglie quadrate utilizzate dalla Francia, delle grate svedesi e della nuova norma proposta per cui – per motivi di sicurezza – la maglia iniziale del sacco deve essere posta a dieci metri di distanza dalla sagola di chiusura quando si utilizza un sistema di ittiopompe nella pesca pelagica.
E’ prematuro dare una risposta definitiva all’emendamento n. 2, in quanto le discussioni sulla ricostituzione degli
ittici sono ancora in corso, ma dovrebbero auspicabilmente concludersi entro aprile. Comunque, la proposta della Commissione prevede già indennizzi socioeconomici collegati ai piani di ricostituzione degli
e posso assicurarvi che verrà prestata la debita attenzione a questo argomento.
La Commissione attribuisce grande importanza allo sviluppo di metodi di pesca più rispettosi dell’ambiente. Una migliore selettività è uno degli obiettivi delle misure tecniche che proponiamo in tale contesto. A questo proposito, rilevo con piacere i progressi compiuti in relazione alle misure tecniche nel Baltico, adottate dal Consiglio a dicembre; la Commissione intende inoltre aumentare la selettività e le nuove misure tecniche che verranno proposte per il Mediterraneo, l’Atlantico e il Mare del Nord.
Ho constatato il vostro interesse per la lotta alla pesca fantasma. La Commissione è pronta a schierarsi in prima linea in questa battaglia. A seguito della relazione
nell’ultimo regolamento TAC e contingenti per il 2006 sono state adottate misure volte a vietare temporaneamente, anziché definitivamente, la pesca d’altura con reti da imbrocco nelle aree coperte dalla relazione e interessate da questa attività finché non verranno adottate, auspicabilmente entro quest’anno, misure permanenti applicabili anche ad altre aree. Ho inoltre stanziato fondi per finanziare studi sul recupero di reti fantasma. La Commissione continuerà a seguire questi problemi con particolare attenzione.
La riduzione dei rigetti sarà uno dei principali obiettivi delle nuove misure tecniche per l’Atlantico e il Mare del Nord. Va sottolineato che, considerata la varietà della composizione delle catture e il livello di rigetti nelle acque dell’Unione europea, si terrà conto degli aspetti regionali delle diverse modalità di pesca. Le varie aree da prendere in considerazione corrisponderanno alle sfere d’influenza dei diversi consigli consultivi regionali (CCR); in questo modo, incorporando più facilmente le proposte avanzate da tali consigli, sarà possibile ottenere una valutazione positiva dai CCR pertinenti.
La Commissione incoraggia l’industria a partecipare a programmi pilota avvalendosi a tal fine dei CCR. In Francia e Svezia sono già stati portati a termine due progetti pilota di questo tipo. Altri progetti pilota, condotti in piena collaborazione con l’industria, ci permetteranno di sperimentare caso per caso eventuali misure volte a ridurre efficacemente i rigetti.
La Commissione incoraggia inoltre il potenziamento degli sforzi nella gestione delle zone di pesca nel Kattegat in cooperazione con Danimarca, Svezia e Germania. Mijnheer de Voorzitter, allereerst wil ik de rapporteur, de heer Ó Neachtain, en de Commissie visserij bedanken voor het opbouwende verslag over milieuvriendelijker visserijmethoden en voor de door hen getoonde belangstelling voor de mededeling van de Commissie. Ik ben het volledig eens met wat de rapporteur zojuist heeft gezegd over de eerlijkheid en integriteit van vissers. We mogen niet de hele beroepsgroep stigmatiseren wegens het wangedrag van enkelen en we moeten de echte boosdoeners flink aanpakken.
Ten slotte de amendementen: met betrekking tot het eerste amendement betreffende centralisatie en cobeheer zou de Commissie graag zien dat de regionale adviesraden in hoge mate betrokken worden bij het opstellen van technische maatregelen zonder dat echter sprake is van een verandering in de besluitvorming. De Commissie is het ermee eens dat rekening moet worden gehouden met de initiatieven van de raden om het visserijbeheer te verbeteren en kan hiermee instemmen op voorwaarde dat de positieve effecten van genoemde maatregelen worden gestaafd met een wetenschappelijke evaluatie. Ik wil benadrukken dat er al voorbeelden kunnen worden aangehaald die illustreren dat de Commissie rekening houdt met voorstellen van de adviesraden, zoals het geval van het Franse paneel met vierkante mazen, het Zweedse rooster en de voorgestelde nieuwe regel die - uit oogpunt van veiligheid - voorschrijft de pooklijn niet op één meter maar op tien meter te plaatsen van de mazen van de kuil wanneer bij pelagische visserij een pompsysteem aan boord wordt gebruikt.
Het is nu nog te vroeg om een definitieve reactie op het tweede amendement te geven, aangezien de besprekingen over uitgeputte visbestanden nog gaande zijn. Hopelijk worden ze in april afgerond. Het concept-voorstel van de Commissie voorziet al in sociaal-economische compensatie in verband met herstelplannen, en ik kan u verzekeren dat dit onderwerp de nodige aandacht zal krijgen.

Naar aanleiding van het zogeheten Deepnet report zijn in de laatste TAC en in de quotaverordening voor 2006 maatregelen vastgesteld om het vissen met kieuwnetten in diep water tijdelijk - in plaats van volledig - te verbieden in de in het verslag behandelde gebieden waar zulks plaatsvindt tot het moment waarop, ook voor andere gebieden, permanente maatregelen worden genomen. Hopelijk gebeurt dat dit jaar nog. Verder heb ik fondsen gereserveerd om de opsporing van spooknetten te ondersteunen. De Commissie zal deze kwesties nauwlettend blijven volgen.
Het verminderen van de teruggooi is een belangrijke doelstelling van de nieuwe technische maatregelen voor de Atlantische Oceaan en de Noordzee. Met nadruk zij gezegd dat in verband met de gevarieerde samenstelling van de vangst en het niveau van teruggooi in Europese wateren rekening zal worden gehouden met de regionale aspecten van de verschillende vormen van visserij. De uiteenlopende, te behandelen gebieden komen overeen met de invloedssferen van de verschillende regionale adviesraden, zodat het eenvoudiger is de voorstellen van die raden mee te nemen, waarbij een positieve evaluatie wordt gemaakt door de betreffende adviesraad.
De Commissie moedigt de visserijsector aan om proefprogramma's op te zetten via de adviesraden. Twee proefprojecten zijn al uitgevoerd in Frankrijk en Zweden. Aan de hand van verdere projecten, die in volle samenwerking met de sector worden uitgevoerd, kunnen we per geval nagaan met welke maatregelen we de teruggooi doelmatig zouden kunnen verminderen.
Voorts stimuleert de Commissie de ontwikkeling van inspanningen gericht op het beheer van de visserij in het Kattegat in samenwerking met Denemarken, Zweden en Duitsland. Hopelijk komen hier later dit jaar positieve resultaten uit voort. Dit soort beheer is onder meer bedoeld om de teruggooi te verminderen of te elimineren.
De vermindering van bijvangst is gerelateerd aan kwesties op het gebied van selectiviteit en teruggooi en de Commissie heeft op internationaal niveau gepleit voor een mondiale aanpak van bijvangstkwesties binnen de Voedsel- en Landbouworganisatie van de Verenigde Naties (FAO). Dat zou kunnen uitmonden in een internationaal actieplan ter vermindering van bijvangsten en/of door de FAO opgestelde technische richtlijnen.

Gostaria de acentuar que já dispomos de exemplos para ilustrar o facto de que a Comissão tem em conta propostas dos CCR, como é o caso dos panos de malha quadrada franceses, das grelhas metálicas suecas e das novas medidas ao abrigo das quais – por razões de segurança – o estropo do cu do saco deve ser colocado à distância de dez metros, em vez de um metro, das malhas do saco, quando, nas pescas pelágicas, se usa um sistema de bombas integradas.
É prematuro dar uma resposta definitiva à alteração 2, uma vez que as discussões sobre as unidades populacionais de pescado que se encontram em situação de ruptura ainda estão em curso. Esperemos que estejam concluídas em Abril. O projecto de proposta da Comissão, porém, já proporciona compensação socio-económica associada a planos de recuperação. Posso garantir-lhes que iremos prestar a necessária atenção a este tópico.
A Comissão atribui grande importância ao desenvolvimento de métodos de pesca mais respeitadores do ambiente. Melhorar a selectividade constitui um dos objectivos das medidas técnicas que estamos a propor nesse contexto. A esse respeito, apraz-me fazer notar que foram registados alguns progressos no Báltico, em matéria das medidas técnicas que o Conselho adoptou em Dezembro, tencionando a Comissão incrementar a selectividade e as novas medidas técnicas a serem propostas para o mar Mediterrâneo, para o Atlântico e para o mar do Norte.
Notei o interesse dos senhores deputados em combater a pesca-fantasma. A Comissão está preparada para estar na linha da frente desta batalha. Na sequência do relatório Deepnet, foram decididas no último TAC e na regulamentação das quotas para 2006, medidas de proibição temporária da pesca com redes de emalhar em águas profundas nas zonas cobertas pelo relatório, relacionadas com esta actividade, até que sejam adoptadas como medidas permanentes – também aplicáveis em outros domínios, em vez de uma proibição total –, esperemos que no decurso deste ano. Reservei também fundos para apoiar a observação das devoluções das redes-fantasma. A Comissão vai continuar a acompanhar estes assuntos com particular atenção.
A redução das devoluções irá constituir um objectivo importante das novas medidas técnicas para o Atlântico e para o mar do Norte. Cumpre sublinhar que, em consequência da variedade da composição das capturas e do nível de devoluções nas águas da União Europeia, serão tidos em conta os aspectos regionais das diferentes pescas. As várias zonas a ser consideradas correspondem às esferas de influência dos diferentes CCR (Conselhos Consultivos Regionais), incorporando desse modo mais facilmente as propostas efectuadas por esses conselhos, com a elaboração de uma avaliação positiva pelo CCR relevante.
A Comissão está a encorajar a indústria a empreender programas-piloto, utilizando os CCR para o efeito. Dois desses projectos-piloto já foram levados a cabo em França e na Suécia. Mais projectos-piloto, em cooperação total com a indústria, irão permitir-nos pôr à prova, de forma casuística, possíveis medidas destinadas a reduzir eficazmente as devoluções.
A Comissão está igualmente a encorajar o desenvolvimento de esforços na gestão das pescas em Kattegat, em cooperação com a Dinamarca, a Suécia e a Alemanha. Esperamos que esses esforços conduzam a resultados positivos, nos finais deste ano. Este tipo de gestão visa, entre outros objectivos, a redução ou eliminação das devoluções.
A redução das capturas acessórias está associada às questões da selectividade e das devoluções, tendo a Comissão promovido, a nível internacional, uma abordagem para as questões das pescas acessórias no âmbito da FAO. Isso podia resultar num plano de acção internacional relativo à redução das pescas acessórias e/ou em orientações técnicas elaboradas pela FAO.
A maior parte das medidas destinadas a promover métodos de pesca respeitadores do ambiente irão ser incluídas nas novas medidas técnicas para o Atlântico e para o mar do Norte. Como sabem, as medidas técnicas são consideradas complemento das limitações do esforço de pesca, dos TAC e quotas, da gestão a longo prazo e dos planos de recuperação, e parte do pacote global das medidas de gestão.
Tomei nota do pedido se Vossas Excelências de simplificação do processo de regulamentação, podendo informá-los de que estas novas medidas técnicas irão constituir um precedente no programa de simplificação dirigido pela Comissão. Elas constituem um dos pontos principais do plano de acção sobre a simplificação."@pt17
"Mr President, I wish to begin by thanking the rapporteur, Mr Ó Neachtain, and the Committee on Fisheries for the constructive report on more environmentally friendly fishing methods and for the interest they have shown in the communication from the Commission. I cannot agree more with what the rapporteur has just said regarding the honesty and integrity of fishermen; the abuses of the few should not be blamed on everyone at large and we need to clamp down strongly on the real culprits.
Turning to the amendments: with regard to Amendment 1 on centralisation and co-management, the Commission would like to see substantial RAC involvement in the elaboration of technical measures without, however, any change to the decision-making process. The Commission agrees with taking into account initiatives of RACs so as to improve fisheries management and can accept that point on condition that the positive effects of such measures are confirmed by scientific assessment. I would like to emphasise that we already have examples to illustrate that the Commission takes into account proposals from the RACs, such as the case of the French square-meshed panel, the Swedish grid and the proposed new rule under which – for safety reasons – the cod line is to be placed as far as ten metres, instead of one metre, away from the meshes of the cod end when using an onboard pump system in pelagic fisheries.
It is premature to give a definitive reaction to Amendment 2, since discussions on depleted fish stocks are still under way. They will hopefully be concluded by April. However, the draft proposal from the Commission already provides for socio-economic compensation linked to recovery plans, and I can assure you that this topic will be given the necessary attention.

In that regard, I am pleased to note that some progress has been achieved on the technical measures in the Baltic that were adopted by the Council in December, and the Commission intends to increase selectivity and the new technical measures to be proposed for the Mediterranean Sea, the Atlantic and North Sea.
I have noted your interest in combating ghost fishing. The Commission is prepared to be at the forefront of this battle. Following the Deepnet report, measures were decided, in the last TAC and in the quota regulation for 2006, to ban temporarily deepwater gillnet fishery in the areas covered by the report and concerned by this activity until such time as permanent measures – also applicable to other areas, in lieu of a complete ban – are adopted, hopefully, during this year. I have also reserved funds to support retrieval surveys of ghost nets. The Commission will continue to follow these issues with particular attention.

It needs to be underscored that, due to the variety of the catch composition and the level of discards in European Union waters, the regional aspects of the different fisheries will be taken into account. The various areas to be considered will correspond to the spheres of influence of the different RACs, thereby incorporating more easily the proposals made by those councils, a positive evaluation being made by the relevant RAC.
The Commission is encouraging the industry to engage in pilot programmes by making use of the RACs for this purpose. Two such pilot projects have already been carried out in France and Sweden. Further pilot projects, in full cooperation with the industry, will allow us to test on a case-by-case basis possible measures to reduce discards effectively.
The Commission is also encouraging the development of efforts in fisheries management in the Kattegat in cooperation with Denmark, Sweden and Germany. This will hopefully lead to positive results later this year. This kind of management, among other objectives, is aimed at reducing or eliminating discards.

Herr talman! Jag vill inleda med att tacka föredraganden, Seán Ó Neachtain, och fiskeriutskottet för det konstruktiva betänkandet om miljövänligare fiskemetoder och för det intresse de har visat för kommissionens meddelande. Jag kan inte instämma mer i vad föredraganden just har sagt angående fiskarnas hederlighet och integritet. Några få personers felsteg ska inte leda till att alla anklagas, och vi måste ta hårdare tag mot de verkliga brottslingarna.
Nu skulle jag vilja tala om ändringsförslagen. När det gäller ändringsförslag 1 om centralisering och samordnad förvaltning skulle kommissionen vilja att regionala rådgivande nämnder deltar i utvecklandet av tekniska åtgärder utan att därför processen för beslutsfattande förändras. Kommissionen går med på att ta hänsyn till initiativ från regionala rådgivande nämnder så att fiskeförvaltningen förbättras. Kommissionen kan acceptera den punkten på villkor att de positiva effekterna av sådana åtgärder bekräftas av vetenskapliga bedömningar. Jag skulle vilja betona att vi redan har exempel som visar att kommissionen tar hänsyn till de regionala rådgivande nämndernas förslag. Här kan nämnas fallet med de franska nätstyckena med kvadratiska maskor, det svenska gallret och den föreslagna nya regeln enligt vilken – av säkerhetsskäl – knytstroppen ska placeras så långt som tio meter, i stället för en meter, från nätsäckens maskor när man använder ett pumpsystem ombord vid pelagiskt fiske.
Det är för tidigt att ge ett slutgiltigt omdöme om ändringsförslag 2, eftersom diskussionerna om uttömda fiskbestånd fortfarande pågår. De kommer förhoppningsvis att slutföras senast i april. Den socioekonomiska kompensation som är knuten till återhämtningsplanerna behandlas emellertid redan i utkastet från kommissionen, och jag kan försäkra er om att detta ämne kommer att ges den uppmärksamhet som krävs.
Kommissionen lägger stor vikt vid utvecklingen av miljövänligare fiskemetoder. Att förbättra selektiviteten är ett av målen för de tekniska åtgärder som vi föreslår i detta sammanhang. I det avseendet är jag glad över att se att vissa framsteg har uppnåtts när det gäller de tekniska åtgärder i Östersjön som antogs av rådet i december. Kommissionen avser att öka selektiviteten och de nya tekniska åtgärder som ska föreslås för Medelhavet, Atlanten och Nordsjön.
Jag har märkt ert intresse för att bekämpa spökfiske. Kommissionen är beredd att stå i förgrunden i denna strid. Utifrån Deepnetrapporten beslutades vissa åtgärder, i den senast beslutade totala tillåtna fångstmängden och i kvotregleringen för 2006. Man beslutade att tillfälligt förbjuda djuphavsfiske med garn i de områden som innefattas av rapporten och som berörs av denna verksamhet till dess att permanenta åtgärder – även tillämpliga för andra områden, i stället för ett totalt förbud – antas, förhoppningsvis under detta år. Jag har också reserverat medel för att stödja insamling av spöknät. Kommissionen kommer att fortsätta att ägna dessa frågor särskild uppmärksamhet.
Minskningen av mängden fisk som kastas överbord kommer att vara ett viktigt mål för de nya tekniska åtgärderna för Atlanten och Nordsjön. Det måste understrykas att man, med tanke på variationen i fångstsammansättningen och mängden fisk som kastas på EU:s vatten, kommer att ta hänsyn till de olika fiskeriernas regionala aspekter. De olika områden som ska tas i beaktande kommer att motsvara de områden där de olika regionala rådgivande nämnderna har inflytande. Därmed kommer de förslag som läggs fram av dessa nämnder lättare att kunna införlivas, eftersom en positiv utvärdering görs av den relevanta regionala rådgivande nämnden.
Kommissionen uppmuntrar fiskenäringen att delta i pilotprogram genom att utnyttja de regionala rådgivande nämnderna. Två sådana pilotprojekt har redan genomförts i Frankrike och i Sverige. Ytterligare pilotprojekt, i fullt samarbete med fiskenäringen, kommer att tillåta oss att i varje enskilt fall prova möjliga åtgärder för att effektivt minska mängden fisk som kastas överbord.
Kommissionen uppmuntrar också utvecklingen av satsningar i fiskeförvaltningen i Kattegatt i samarbete med Danmark, Sverige och Tyskland. Detta kommer förhoppningsvis att leda till positiva resultat senare i år. Denna typ av förvaltning syftar bland annat till att minska eller eliminera mängden fisk som kastas överbord.
Minskning av bifångster är relaterat till frågan om selektivitet och vad som kastas överbord. Kommissionen har på ett internationellt plan gett sitt stöd till en global strategi för bifångstfrågor inom FN:s livsmedels- och jordbruksorganisation (FAO). Detta skulle kunna leda till en internationell handlingsplan för att minska bifångster och/eller tekniska riktlinjer utvecklade av FAO.
De flesta av åtgärderna för att främja miljövänliga fiskemetoder kommer att inkluderas i de nya tekniska åtgärderna för Atlanten och Nordsjön. Som ni vet övervägs tekniska åtgärder som ett komplement till fiskeansträngningen, total tillåten fångstmängd och fångstkvoter, långsiktig fiskeförvaltning och återhämtningsplaner, och som en del av det allmänna paketet med förvaltningsåtgärder.
Jag har observerat er förfrågan om att förenkla regelverket, och jag kan informera er om att dessa nya tekniska åtgärder kommer att vara ett grundläggande testfall i det förenklingsprogram som leds av kommissionen. De utgör en av de huvudsakliga punkterna i handlingsplanen för förenkling."@sv21
