The Commission has been informed about the alleged destruction of artefacts in the Julfa Cemetery, in the Azerbaijani Autonomous Republic of Nakhichevan. Both Armenia and Azerbaijan delivered a statement at the 586th Meeting of the OSCE Permanent Council of 22 December 2005 and the issue was also discussed in the Council of Europe on 1 February 2006. The protection of World Cultural Heritage sites in third countries is not within the Commission’s competences. We understand, however, that Armenia appealed to UNESCO, asking for a mission to be sent to Nakhichevan as rapidly as possible. The Commission is well aware of the fact that episodes like the destruction in the Julfa Cemetery, if confirmed by independent sources, have a direct link with and are symptomatic of the long-standing conflict over Nagorno-Karabakh, which has caused mistrust and destruction and claimed victims on both the Armenian and the Azerbaijani sides since the early 1990s. The Commission will continue to use all the means at its disposal to persuade the parties to find a quick settlement to the conflict and, once a peace deal is hopefully reached, assist in the reconstruction and the rehabilitation of the region. The conflict over Nagorno-Karabakh particularly unacceptable today in that both Armenia and Azerbaijan are part of the European Neighbourhood Policy, which aims, as a priority, to build confidence in the South Caucasus region, encouraging regional cooperation in as many sectors as possible and contributing to peace, stability and prosperity at the borders of an enlarged European Union. It is an ambitious objective that we will try to achieve, including through the implementation of the action plans that the Commission is currently discussing with Armenia, Azerbaijan and Georgia. In these documents we ask the three South Caucasus countries to undertake a number of steps in order to come closer to Europe. The documents cover a very wide range of subjects, including cooperation on education and culture and the protection of cultural heritage. Implementation of the ENP action plans will be monitored closely by the Commission and the benefits which flow from these will of course be conditional on their achievements."@en4

Kommissionen er blevet underrettet om den påståede ødelæggelse af kulturværdier på kirkegården i Julfa, i den aserbajdsjanske selvstændige republik Nakhitjevan. Die Kommission ist über die mutmaßliche Zerstörung von Kunstwerken auf dem Friedhof von Dschulfa in der aserbaidschanischen Autonomen Republik Nachitschewan informiert. Sowohl Armenien als auch Aserbaidschan gaben auf dem 586. Treffen des Ständigen Rates der OSZE am 22. Dezember 2005 eine Erklärung ab, und am 1. Februar 2006 wurde die Frage auch im Europarat diskutiert. Der Schutz der Stätten des Weltkulturerbes in Drittländern gehört nicht in den Zuständigkeitsbereich der Kommission. Wir haben jedoch Verständnis für den armenischen Appell an die UNESCO, möglichst rasch eine Mission nach Nachitschewan zu entsenden. Die Kommission ist sich wohl bewusst, dass Geschehnisse wie die Zerstörung auf dem Dschulfa-Friedhof, wenn sie denn von unabhängigen Quellen bestätigt werden, mit dem seit langem währenden Konflikt um Berg-Karabach, der seit Anfang der 1990er Jahre Misstrauen und Zerstörung verursacht und auf armenischer wie auf aserbaidschanischer Seite Opfer gefordert hat, im Zusammenhang stehen und symptomatisch für ihn sind. Die Kommission wird auch weiterhin alle ihr zur Verfügung stehenden Mittel nutzen, um die Parteien zu einer raschen Beilegung des Konflikts zu veranlassen und, wenn man dann hoffentlich zu einem Friedensabkommen gelangt, beim Wiederaufbau und der Wiederherstellung der Region Hilfe leisten. ". Señor Presidente, en primer lugar quiero dar las gracias a sus Señorías por sus intervenciones. La Comisión ha sido informada de la supuesta destrucción de monumentos en el cementerio de Djulfa, en la república autónoma azerbaiyana de Najicheván. Tanto Armenia como Azerbaiyán presentaron el 22 de diciembre de 2005 una declaración en la 586Ş reunión del Consejo Permanente de la OSCE y también se discutió la cuestión en el Consejo de Europa del 1 de febrero de 2006. La protección del Patrimonio Cultural Mundial situado en terceros países no entra dentro de las competencias de la Comisión. Pero entendemos que Armenia acudió a la UNESCO pidiendo que se enviara una misión a Najicheván lo más rápidamente posible. La commission a été informée de la destruction présumée d’artéfacts dans le cimetière de Julfa, situé dans la république autonome azerbaïdjanaise de Nakhitchevan. L’Arménie et l’Azerbaïdjan ont tous deux fait une déclaration à l’occasion de la 586e réunion du Conseil permanent de l’OSCE du 22 décembre 2005 et le problème a également été abordé lors du Conseil de l’Europe le 1er février 2006. La protection des sites appartenant au patrimoine culturel mondial dans des pays tiers ne relève pas des compétences de la Commission. Nous comprenons toutefois que l’Arménie ait lancé un appel à l’Unesco pour demander l’envoi d’une mission au Nakhitchevan au plus vite. La Commission est bien consciente du fait que des événements tels que la destruction du cimetière de Julfa, s’ils sont confirmés par des sources indépendantes, ont un lien direct avec le conflit de longue date autour du Nagorno-Karabakh, dont ils sont symptomatiques et qui sont une source de défiance et de destruction, ainsi que de victimes du côté tant arménien qu’azerbaïdjanais depuis le début des années 90. La Commissione è stata informata della presunta distruzione di manufatti nel cimitero di Giulfa, nella Repubblica autonoma azerbaigiana di Nakhichevan. Sia l’Armenia che l’Azerbaigian hanno rilasciato il 22 dicembre 2005 una dichiarazione in occasione della 586a riunione del Consiglio permanente dell’OSCE e l’argomento è stato anche discusso in seno al Consiglio d’Europa il 1° febbraio 2006. La protezione dei siti che rappresentano un patrimonio culturale mondiale nei paesi terzi esula dalle competenze della Commissione. Sappiamo tuttavia che l’Armenia si è appellata all’UNESCO chiedendo che venga inviata quanto prima una missione nel Nakhichevan. La Commissione è perfettamente consapevole del fatto che episodi come la distruzione del cimitero di Giulfa, se confermati da fonti indipendenti, sono sintomatici e direttamente legati al perdurante conflitto sul Nagorno-Karabakh, che ha causato sfiducia e distruzione, oltre a mietere vittime da parte sia armena che azerbaigiana sin dall’inizio degli anni ’90. La Commissione continuerà a utilizzare tutti i mezzi a sua disposizione per persuadere le parti a ricercare una rapida composizione del conflitto e, una volta auspicabilmente raggiunto un accordo di pace, assisterle nella ricostruzione e nel risanamento della regione. In tali documenti, chiediamo ai tre paesi del Caucaso meridionale di intraprendere una serie di passi per avvicinarsi all’Europa, e i documenti trattano un ampio ventaglio di temi, tra cui la cooperazione in materia di istruzione e cultura, nonché la salvaguardia del patrimonio culturale. ". Herr talman! Jag vill börja med att tacka parlamentsledamöterna för deras inlägg. Kommissionen har informerats om den påstådda vandaliseringen av konstföremål på kyrkogården i staden Djulfa i den azerbajdzjanska autonoma republiken Nachitjevan. Armenien och Azerbajdzjan gjorde båda ett uttalande vid det 586:e mötet i Europeiska säkerhets- och samarbetsorganisationens (OSSE) ständiga råd den 22 december 2005, och frågan diskuterades också i Europarådet den 1 februari 2006. Skyddet av de platser i tredjeländer som utsetts till världskulturarv ingår inte i kommissionens behörighet. Vi har emellertid förståelse för Armeniens vädjan till FN:s organisation för utbildning, vetenskap och kultur (UNESCO) om att en delegation snarast ska skickas till Nachitjevan. Kommissionen är väl medveten om att incidenter som vandaliseringen av kyrkogården i Djulfa – om den bekräftas av oberoende källor – står i direkt samband med och är ett utslag av den långvariga konflikten om Nagorno-Karabach som dels har bidragit till att föda misstro och orsaka vandalisering, dels har skördat offer på både den armeniska och azerbajdzjanska sidan sedan början av 1990-talet. Kommissionen kommer även i fortsättningen att utnyttja alla till buds stående medel för att övertala parterna att komma fram till en snabb lösning av konflikten och kommer, när en fredsöverenskommelse förhoppningsvis väl har uppnåtts, att hjälpa till vid återuppbyggnaden och återupprustningen av regionen. Konflikten om Nagorno-Karabach ter sig särskilt stötande i dagsläget, eftersom både Armenien och Azerbajdzjan ingår i den europeiska grannskapspolitiken som i första hand syftar till att bygga upp förtroendet i Sydkaukasien genom att främja regionalt samarbete inom så många sektorer som möjligt och därmed bidra till fred, stabilitet och välstånd vid det utvidgade EU:s gränser. Det mål som vi kommer att försöka uppnå är långtgående och innefattar genomförandet av de handlingsplaner som kommissionen för närvarande diskuterar med Armenien, Azerbajdzjan och Georgien.
