On women’s networks, let me state again that the European Fisheries Fund aims to support networking and the exchange of experience and best practice among organisations promoting equal opportunities. The European Fisheries Fund will also provide for educational and social needs in the fisheries sector, with particular emphasis on women.
Women’s networks in fisheries are already benefiting from Community funding under programmes such as EQUAL, and certainly this funding will be enhanced with the entry into force of the European Fisheries Fund. The focus in the fund on young fishers will also help in the field of equal opportunities.
An important milestone in the reform of the common fisheries policy was in the field of governance through the creation of the regional advisory councils. I can only express the hope that women’s organisations will take up their place in the regional advisory councils in the same way as they have already done in two out of the three existing regional advisory councils. Participation in such governance fora will see benefits for equal opportunities at various levels.
On the point raised with regard to shellfish gatherers, I would like to point out that they benefit from assistance from the FIFG under the Spanish operational programme. I trust that such funding may also be requested by the Spanish authorities under the European Fisheries Fund and I am confident that the Commission can continue to support such activities. In fact, such an example can certainly be promoted further.
In conjunction with the Commissioner responsible for equal opportunities, I will do my utmost constantly to underline to Member States the importance of promoting equal opportunities in the fisheries sector. As I stated before, there will be another conference in 2006, following the conference of 2003. The purpose behind that conference is to take stock of the situation concerning equal opportunities in the fisheries sector and then to consider what further initiatives can be taken in conjunction therewith. "Hr. formand, jeg takker igen ordføreren for hendes betænkning. Jeg vil også gerne takke talerne for deres bemærkninger, for den beslutsomhed, de har vist omkring emnet lige muligheder for kvinder inden for fiskeriet, og for de forslag, de har fremsat over for Kommissionen.
Hvad angår kvinders netværk, så lad mig igen sige, at Den Europæiske Fiskerifond sigter imod at støtte netværksarbejde og udvekslingen af bedste praksis blandt organisationer, der fremmer lige muligheder. Herr Präsident, ich danke der Berichterstatterin noch einmal für ihren Bericht und möchte auch allen Rednern für ihre Bemerkungen, für ihre Entschlossenheit in der Frage der Chancengleichheit für Frauen in der Fischerei und für ihre an die Kommission gerichteten Vorschläge danken.

Ich kann nur meiner Hoffnung Ausdruck verleihen, dass Frauenorganisationen ihren Platz in den Regionalen Beiräten einnehmen, so wie sie es in zwei der drei bestehenden Regionalen Beiräte bereits getan haben. Die Mitwirkung in solchen Regierungsforen bringt Nutzen für die Chancengleichheit auf mehreren Ebenen.
Zu der Frage der Muschelsammler möchte ich darauf hinweisen, dass diese in den Genuss der Unterstützung aus dem FIAF im Rahmen des spanischen operationellen Programms kommen. Ich gehe davon aus, dass die spanischen Behörden eine solche Finanzierung auch im Rahmen des Europäischen Fischereifonds beantragen können, und ich bin sicher, dass die Kommission solche Tätigkeiten weiterhin unterstützen kann. Und solch ein Beispiel kann durchaus weiter gefördert werden.
Gemeinsam mit dem für Chancengleichheit zuständigen Kommissionsmitglied werde ich mein Möglichstes tun, um gegenüber den Mitgliedstaaten stets die Wichtigkeit der Förderung von Chancengleichheit im Fischereisektor hervorzuheben. Wie ich bereits sagte, wird es 2006 nach der Konferenz von 2003 eine weitere Konferenz geben. Ihr Zweck wird darin bestehen, eine Bestandsaufnahme der Situation auf dem Gebiet der Chancengleichheit im Fischereisektor vorzunehmen und dann zu beraten, welche weiteren Initiativen in diesem Zusammenhang ergriffen werden können. Τα δίκτυα γυναικών στον αλιευτικό τομέα ήδη επωφελούνται από την κοινοτική χρηματοδότηση στο πλαίσιο προγραμμάτων όπως το EQUAL, και σίγουρα αυτή η χρηματοδότηση θα ενισχυθεί με τη θέσπιση του Ευρωπαϊκού Αλιευτικού Ταμείου. Η επικέντρωση στη χρηματοδότηση των νέων αλιέων θα βοηθήσει επίσης στον τομέα των ίσων ευκαιριών.
Ένα σημαντικό ορόσημο στη μεταρρύθμιση της κοινής αλιευτικής πολιτικής υπήρξε στον τομέα της διαχείρισης μέσω της δημιουργίας των περιφερειακών γνωμοδοτικών συμβουλίων. Μπορώ απλά να εκφράσω την ελπίδα ότι οι γυναικείες οργανώσεις θα αποκτήσουν μια θέση στα περιφερειακά γνωμοδοτικά συμβούλια όπως ήδη έκαναν σε δύο από τα τρία υφιστάμενα περιφερειακά γνωμοδοτικά συμβούλια. Η συμμετοχή σε τέτοια φόρα διαχείρισης θα αποφέρει οφέλη για τον τομέα των ίσων ευκαιριών σε διάφορα επίπεδα.
Όσον αφορά τις γυναίκες που ασχολούνται με τη συλλογή οστρακοειδών, θα ήθελα να επισημάνω ότι γίνονται αποδέκτριες βοήθειας από το ΧΜΠΑ στο πλαίσιο του ισπανικού επιχειρησιακού προγράμματος. Πιστεύω ότι τέτοια χρηματοδότηση μπορεί επίσης να ζητηθεί από τις ισπανικές αρχές στο πλαίσιο του Ευρωπαϊκού Ταμείου Αλιείας και είμαι πεπεισμένος ότι η Επιτροπή μπορεί να συνεχίσει να στηρίζει τέτοιες δράσεις. Στην πραγματικότητα, ένα τέτοιο παράδειγμα μπορεί σίγουρα να προαχθεί ακόμη περισσότερο.
Σε συνεργασία με τον αρμόδιο Επίτροπο για τις ίσες ευκαιρίες, θα κάνω συνεχώς ό,τι μπορώ ώστε να τονίσω στα κράτη μέλη τη σημασία της προώθησης των ίσων ευκαιριών στον αλιευτικό τομέα. Όπως δήλωσα προηγουμένως, θα διεξαχθεί και άλλη διάσκεψη το 2006, μετά τη διάσκεψη του 2003. Στόχος αυτής της διάσκεψης είναι να αποτιμήσει την κατάσταση σχετικά με τις ίσες ευκαιρίες στον αλιευτικό τομέα και, εν συνεχεία, να μελετήσει ποιες περαιτέρω πρωτοβουλίες μπορούν να αναληφθούν σε συνεργασία με αυτόν. Señor Presidente, una vez más quisiera dar las gracias a la ponente por su informe. Asimismo quisiera dar las gracias a todos los oradores por sus comentarios, por la determinación que han mostrado sobre el tema de la igualdad de oportunidades para las mujeres en la pesca y por las propuestas que han planteado a la Comisión.
Respecto a las redes de mujeres, permítanme decir una vez más que el Fondo Europeo de Pesca pretende respaldar el trabajo en red y el intercambio de experiencias y mejores prácticas entre las organizaciones que promueven la igualdad de oportunidades. El Fondo Europeo de Pesca también responderá a las necesidades educativas y sociales en el sector pesquero, prestando especial atención a las mujeres.
Las redes de mujeres en la pesca ya se benefician de la financiación comunitaria conforme a programas como Equal y realmente la financiación mejorará con la entrada en vigor del Fondo Europeo de Pesca. La concentración del fondo en los jóvenes pescadores también será de ayuda en el campo de la igualdad de oportunidades.
Un importante hito en la reforma de la política pesquera común se produjo en el campo de la gobernanza mediante la creación de los consejos consultivos regionales. Solamente puedo expresar la esperanza de que las organizaciones de mujeres asuman su lugar en los consejos consultivos regionales del mismo modo que ya lo han hecho en dos de los tres consejos consultivos regionales existentes. La participación en estos foros de gobernanza favorecerá la igualdad de oportunidades en diversos niveles.
Respecto a la cuestión planteada con relación a las mariscadoras, quisiera señalar que se benefician de ayudas del IFOP conforme al programa operativo español. Confío en que esta financiación también pueda ser solicitada por las autoridades españolas conforme al Fondo Europeo de Pesca y confío en que la Comisión pueda respaldar estas actividades. De hecho, realmente puede promocionarse más un ejemplo así.
Conjuntamente con el Comisario responsable de la igualdad de oportunidades, constantemente haré lo que esté en mi mano por subrayar a los Estados miembros la importancia de promover la igualdad de oportunidades en el sector pesquero. Como he dicho antes, en 2006 habrá otra conferencia, como continuación de la de 2003. El objetivo de dicha conferencia consiste en evaluar la situación relativa a la igualdad de oportunidades en el sector pesquero y posteriormente considerar qué iniciativas adicionales pueden tomarse conjuntamente. Espero con interés la aportación constructiva del Parlamento a esta conferencia."@es20

Arvoisa puhemies, kiitän esittelijää jälleen mietinnöstä. Haluan kiittää myös kaikkia puhujia huomioista, määrätietoisuudesta naisten tasa-arvon edistämiseksi kalatalousalalla ja komissiolle esitetyistä ehdotuksista.
Saanen todeta vielä naisverkostoista, että Euroopan kalatalousrahaston tarkoituksena on tukea verkottumista ja kokemusten ja hyvien käytäntöjen vaihtoa tasa-arvojärjestöjen kesken. Euroopan kalatalousrahastosta tuetaan kalatalousalan koulutuksellisia ja sosiaalisia tarpeita keskittyen erityisesti naisiin.
Kalatalousalan naisverkostot saavat jo yhteisön rahoitusta esimerkiksi EQUALin tyyppisistä ohjelmista, ja rahoitusta varmasti lisätään Euroopan kalatalousrahaston tultua käyttöön. Rahoituksen painottuminen nuoriin kalastajiin edistää niin ikään tasa-arvon toteutumista.
Yhteisen kalastuspolitiikan uudistamisen tärkeä virstanpylväs hallintotavan osalta oli alueellisten neuvoa-antavien toimikuntien perustaminen. Voin vain toivoa, että naisjärjestöt ottavat oman paikkansa näissä alueellisissa neuvoa-antavissa toimikunnissa samaan tapaan kuin ne ovat jo tehneet kahdessa kolmesta nykyisestä toimikunnasta. Osallistuminen tällaisiin hallintofoorumeihin edistää tasa-arvoa monilla eri tasoilla.
Esille tuodusta simpukankerääjien tilanteesta tahtoisin todeta, että kyseiset henkilöt saavat tukea kalatalouden ohjauksen rahoitusvälineestä Espanjan toimenpideohjelman kautta. Uskon, että Espanjan viranomaiset voivat pyytää tällaista rahoitusta myös Euroopan kalatalousrahastosta, ja luotan siihen, että komissio voi jatkaa toiminnan tukemista. Tällaista esimerkkiä voidaan nimittäin varmasti viedä eteenpäin.
Aion tehdä parhaani yhteistyössä tasa-arvokysymyksistä vastaavan komission jäsenen kanssa ja teroittaa jäsenvaltioille tasa-arvon edistämisen merkitystä kalatalousalalla. Kuten edellä totesin, vuonna 2006 järjestetään toinen konferenssi vuoden 2003 konferenssin jatkoksi. Monsieur le Président, je remercie encore une fois le rapporteur pour son rapport. Je voudrais également remercier tous les orateurs pour leurs remarques, la détermination dont ils font preuve en matière d’égalité des chances des femmes dans le secteur de la pêche et pour leurs propositions adressées à la Commission.
S’agissant des réseaux de femmes, permettez-moi de signaler encore une fois que le Fonds européen pour la pêche vise à soutenir la mise en réseau et l’échange des meilleures pratiques parmi les organisations de promotion de l’égalité des chances. Le Fonds européen pour la pêche répondra également aux besoins sociaux et en matière de formation dans le secteur de la pêche, en mettant tout particulièrement l’accent sur les femmes.
Les réseaux de femmes dans ce secteur bénéficient déjà de fonds communautaires dans le cadre de programmes tels que EQUAL, et il ne fait aucun doute que ce financement sera augmenté avec l’entrée en vigueur du Fonds européen pour la pêche. La priorité donnée par le Fonds aux jeunes pêcheurs contribuera également à améliorer l’égalité des chances en la matière.
Un jalon important de la réforme de la politique commune de la pêche a trait à la gouvernance: il s’agit de la création des conseils consultatifs régionaux. Je ne peux que formuler l’espoir que les associations de femmes occuperont leur place dans les conseils consultatifs régionaux comme elles le font déjà dans deux des trois conseils existants. Leur participation dans des forums de ce type sur la gouvernance permettra de faire progresser l’égalité des chances à divers niveaux.
Concernant le point soulevé à propos des pêcheuses de coquillages, je voudrais souligner qu’elles bénéficient d’une aide de l’IFOP dans le cadre du programme opérationnel espagnol. J’espère que les autorités espagnoles peuvent également demander ce type de financement au titre du Fonds européen pour la pêche et je suis sûr que la Commission est en mesure de continuer de soutenir ce type d’activités. Il est en effet certainement possible de promouvoir davantage un tel exemple.
En coordination avec le commissaire en charge de l’égalité des chances, je ferai mon possible sans relâche pour faire valoir aux États membres l’importance de la promotion de l’égalité des chances dans le secteur de la pêche. Comme je l’ai déjà dit, une autre conférence se tiendra en 2006 dans la droite ligne de la conférence de 2003. Son objectif est de faire le bilan de la situation de l’égalité des chances dans le secteur de la pêche et d’examiner les initiatives éventuelles à prendre dans le domaine. "Signor Presidente, ringrazio nuovamente l’onorevole Attwooll per la relazione. Desidero altresì ringraziare tutti gli oratori per le loro osservazioni, per la determinazione che hanno dimostrato sulla questione delle pari opportunità per le donne nel settore della pesca, e per le proposte che hanno avanzato alla Commissione.
Per quanto riguarda le reti di donne, vorrei ribadire che il Fondo europeo per la pesca è volto a sostenere la creazione di reti e lo scambio di esperienze e migliori prassi tra le organizzazioni che promuovono le pari opportunità. Il FEP risponderà anche ad esigenze formative e sociali nel settore della pesca, incentrandosi in particolar modo sulle donne.
Le reti di donne nel settore della pesca beneficiano già di stanziamenti comunitari a titolo di programmi quali EQUAL, e sicuramente questi finanziamenti verranno rafforzati dall’entrata in vigore del Fondo europeo per la pesca. L’attenzione riservata dal Fondo ai giovani pescatori offrirà altresì un contributo nell’ambito delle pari opportunità.

Quanto alla questione delle raccoglitrici di frutti di mare, vorrei segnalare che questa categoria riceve aiuti a titolo dello SFOP nell’ambito del programma operativo spagnolo. Sono certo che le autorità spagnole potranno richiedere tale finanziamento anche nell’ambito del Fondo europeo per la pesca; la Commissione, inoltre, può sicuramente continuare a sostenere tali attività. In realtà, un simile esempio può senza dubbio essere promosso ulteriormente.
Di concerto con il Commissario responsabile per le pari opportunità, farò costantemente tutto il possibile per ribadire agli Stati membri l’importanza di promuovere le pari opportunità nel settore della pesca. Come ho affermato prima, si terrà un’altra conferenza nel 2006, che farà seguito a quella del 2003. Scopo di tale conferenza è fare il punto sulla situazione delle pari opportunità nel settore della pesca, per poi valutare quali ulteriori iniziative possano essere conseguentemente avviate. Mijnheer de Voorzitter, ik dank de rapporteur nogmaals voor haar verslag. Ik wil ook dank betuigen aan de sprekers voor hun bijdragen, voor de betrokken wijze waarop zij zijn opgekomen voor gelijke rechten voor mannen en vrouwen in de visserijsector, en voor hun voorstellen aan de Commissie.
Staat u mij toe om inzake vrouwennetwerken nog eens te herhalen dat het Europees Visserijfonds gericht is op de ondersteuning van netwerken en de uitwisseling van ervaringen en beste praktijken tussen organisaties die gelijke kansen bevorderen. Ook zal het Europees Visserijfonds beantwoorden aan de noden van de visserijsector op maatschappelijk en onderwijsgebied, waarbij het accent vooral op de situatie van vrouwen zal liggen.
Vrouwennetwerken in de visserijsector profiteren nu reeds van communautaire financiering uit hoofde van programma's als Equal. Deze financiering zal zeker omhooggaan als het Europees Visserijfonds in werking treedt. De nadruk die in het fonds op jonge vissers wordt gelegd, zal ook een stimulans betekenen voor gelijke kansen.
Een mijlpaal inzake governance bij de hervorming van het gemeenschappelijk visserijbeleid was de oprichting van de regionale adviesraden. Ik kan enkel de hoop uitspreken dat vrouwenorganisaties hun plaats in de regionale adviesraden zullen innemen, zoals zij reeds hebben gedaan in twee van de drie bestaande regionale adviesraden. De deelname aan dergelijke raden schept op verschillende niveaus voordelen op het gebied van gelijke kansen.
Wat de kwestie inzake schelpdierenvissers betreft, wil ik erop wijzen dat zij in het kader van het Spaanse operationele programma steun ontvangen uit het Financieringsinstrument voor de Oriëntatie van de Visserij. Ik ga ervan uit dat ook de Spaanse autoriteiten een verzoek om soortgelijke financiering kunnen indienen uit hoofde van het Europees Visserijfonds. Ik vertrouw erop dat de Commissie de desbetreffende activiteiten kan blijven ondersteunen. In feite kan dit soort zaken zonder meer gesteund blijven worden.
In overleg met de commissaris die voor gelijke kansen verantwoordelijk is, zal ik mijn uiterste best blijven doen om de lidstaten te doordringen van het belang dat moet worden gehecht aan de bevordering van gelijke kansen in de visserijsector. Zoals ik al zei, zal er in vervolg op de conferentie van 2003 een nieuwe conferentie worden gehouden in 2006. Op deze conferentie wordt de situatie van vrouwen in de visserijsector tegen het licht gehouden, waarna men zich zal beraden over nieuwe initiatieven in dit verband. "Senhor Presidente, agradeço uma vez mais à relatora o seu relatório. Gostaria de agradecer a todos os oradores os seus comentários, a determinação que demonstraram a respeito da questão da igualdade de oportunidades para as mulheres no sector das pescas e as propostas feitas à Comissão.
No que se refere às redes de mulheres, permitam-me que reitere que o Fundo Europeu para as Pescas (FEP) se destina a apoiar a criação de redes e o intercâmbio de experiências e boas práticas entre as organizações que promovem a igualdade de oportunidades. O Fundo Europeu para as Pescas provirá igualmente às necessidades educativas e sociais no sector das pescas, com particular ênfase nas mulheres.
As redes de mulheres no sector das pescas estão já a beneficiar de financiamento comunitário ao abrigo de programas como o EQUAL, e esse financiamento será certamente reforçado com a entrada em vigor do Fundo Europeu para as Pescas (FEP). A incidência no financiamento aos jovens pescadores será também uma ajuda em matéria de igualdade de oportunidades.
Importante marco da reforma da política comum das pescas foi, no campo da governança, a criação dos Conselhos Consultivos Regionais (CCR). Não posso deixar de manifestar a esperança de que as organizações de mulheres assumam o lugar que lhes cabe nos Conselhos Consultivos Regionais, como já acontece em dois dos três CCR existentes. A participação nestes fóruns de governança trará benefícios a vários níveis em matéria de igualdade de oportunidades.
Quanto à questão levantada a respeito das apanhadoras de marisco, gostaria de salientar que estas beneficiam de ajuda do IFOP ao abrigo do programa operacional espanhol. Confio que esse financiamento possa também ser solicitado pelas autoridades espanholas ao abrigo do Fundo Europeu para as Pescas (FEP) e estou confiante de que a Comissão continuará a apoiar essas actividades. Com efeito, esse exemplo pode certamente ser mais valorizado.
Em conjugação com o Comissário responsável pela igualdade de oportunidades, farei o meu melhor para salientar aos Estados-Membros a importância da promoção da igualdade de oportunidades no sector das pescas. Como já referi, realizar-se-á uma nova conferência em 2006, na sequência da conferência de 2003. Herr talman! Jag tackar återigen föredraganden för hennes betänkande. Jag vill också tacka alla talare för deras inlägg, för den beslutsamhet de har visat i fråga om jämställdhet i fiskerisektorn och för de förslag som de har framfört till kommissionen.
När det gäller kvinnliga nätverk vill jag återigen upplysa om att Europeiska fiskerifonden syftar till att stödja nätverk och utbyte av erfarenheter och bästa metoder mellan organisationer som arbetar för jämställdhet. Europeiska fiskerifonden kommer också att sörja för att möta utbildningsbehov och sociala behov i fiskerisektorn, med särskild tyngdpunkt på kvinnor.
Kvinnliga nätverk i fisket åtnjuter redan stöd från gemenskapen inom program som Equal, och detta stöd kommer att förstärkas i och med att Europeiska fiskerifonden tas i bruk. Fonden fokuserar på unga fiskare, vilket också kommer att vara till hjälp på jämställdhetsområdet.
En viktig milstolpe i reformen av den gemensamma fiskeripolitiken gjordes på styrningsområdet genom inrättandet av regionala rådgivande nämnder. Jag kan bara uttrycka min förhoppning att kvinnoorganisationer kommer att ta sin plats i de regionala rådgivande nämnderna på samma sätt som de redan har gjort i två av de tre befintliga nämnderna. Deltagandet i sådana styrande organ kommer att gynna jämställdheten på olika nivåer.
Frågan om skaldjursfiskarna togs upp, och jag vill peka på att de får stöd från Fonden för fiskets utveckling inom det spanska operativa programmet. Jag är säker på att de spanska myndigheterna kommer att efterfråga sådan finansiering inom Europeiska fiskerifonden, och jag är säker på att kommissionen kan fortsätta stödja sådan verksamhet. Ett sådant exempel kan säkert stödjas ytterligare.
Jag kommer tillsammans med kommissionsledamoten med ansvar för jämställdhet att göra mitt yttersta för att fortlöpande betona för medlemsstaterna vikten av att främja jämställdhet i fiskerisektorn. Som jag sa tidigare kommer det att hållas ännu en konferens 2006, som uppföljare till konferensen 2003. Syftet med konferensen är att ge en överblick över jämställdheten i fiskerisektorn och därefter överväga vilka ytterligare initiativ som kan tas i anslutning till det.
