". Mr President, first of all I would like to congratulate the rapporteur for her report. I welcome the initiative of the European Parliament and share the rapporteur’s commitment to equal opportunities in the fisheries sector. I also share her opinion that the participation of women’s networks is particularly important in this context. Women and their representatives are also encouraged to participate in the regional advisory councils, which are the cornerstone of the ‘governance’ pillar of the reformed common fisheries policy. For instance, women’s associations already have a seat in the North Sea RAC, which was the first to be created as a result of the common fisheries policy reform in 2002. Women are also represented in the North Western Waters RAC. Finally, following the conference on the role of women in fisheries organised in January 2003, I am pleased to inform you that the Commission is planning to organise another conference on equal opportunities in 2006. This conference will take stock of the situation of women in the fisheries sector and reflect on ways further to improve the situation and make further progress. I hope that the views of this Parliament will also find reflection in the proceedings of the conference. In conclusion, I would like to underline the Commission’s determination to attribute great importance to equal opportunities in our policy. However, in order to make equal opportunities a reality, all policy-making levels need to take responsibility: the Commission, and national as well as regional and local levels. Your own commitment to this objective will assist in keeping and furthering the importance given to equal opportunities at all levels. In the next programming period, 2007-2013, the Commission will attach great importance to promoting the role of women in the fisheries sector. The proposed European Fisheries Fund reflects the Commission’s commitment to equal opportunities. The future fund is even more specific about the role of women in fisheries than the current Financial Instrument for Fisheries Guidance. The integration of the gender perspective is promoted during the various stages of implementing the Fund. We will ask the Member States to ensure that operations to enhance the role of women in the fisheries sector are promoted. The report under consideration calls on the Commission to provide active support for existing women’s networks and the creation of new networks. I am very pleased to inform you that the European Fisheries Fund proposal will support specific actions like networking and the exchange of experience and best practice among organisations promoting equal opportunities between men and women. For the next programming period, the Commission suggests including the actions relating to networking and the exchange of experiences among organisations promoting equal opportunities in the Member States’ operational programmes. This replaces our past approach of launching calls for proposals for innovative actions directly managed by the Commission. We believe that this option will have more added value than funding small-scale projects, which was the case under the innovative actions formula. An ex-post evaluation of transnational projects for innovative actions was conducted in 2005. One of the main findings of the evaluation was that the operational programme projects were more highly performing than the innovative action projects. The evaluation also showed that the EU added value of the innovative actions, as well as the exchange of experiences and good practices were fairly limited. In your report you called on the Commission to promote more vocational training and education specifically geared to the activities of women working in the sector. I am pleased to announce that the European Fisheries Fund’s new priority – the sustainable development of fisheries areas – will make an important contribution to these needs. Support can be granted for the diversification of activities and the promotion of multiple employment opportunities for fishers outside the sector. Measures, such as the promotion and the improvement of professional skills, worker adaptability and access to employment, particularly in favour of women, are foreseen. The measures aimed at the diversification of economic activities, as well as education and professional training, will be of particular benefit for women in fisheries-dependent areas. The Commission also shares with you the concern about the difficulty in recruiting young people in the fisheries sector. The sector suffers from a poor image with the younger generation and an effort has to be made to attract young people to join the profession. In this regard under the European Fisheries Fund, we are considering more incentives for young fishers, in addition to the measures already foreseen under the Financial Instrument for Fisheries Guidance such as training, including training on health and safety, and the upgrading of professional skills. There will also be limited assistance offered under the EFF for first-time young fishers entering the profession. In addition, there will be increased possibilities for the participation of women in the decision-making process. The new priority ‘sustainable development of fisheries areas’ will be implemented through a bottom-up approach. The local actors, including women’s associations, will be the motor in designing and implementing the local development strategies. This new approach is a further opportunity for women at local level to get involved in decision-making and to ensure that their specific concerns are taken into account in the local development strategies. Likewise, for the establishment of the National Strategic Plans, a wide partnership with all relevant actors, including women’s representatives, is foreseen. "Hr. formand, først og fremmest vil jeg gerne komplimentere ordføreren for hendes betænkning. Jeg glæder mig over det initiativ, Parlamentet har taget, og deler ordførerens engagement for lige muligheder inden for fiskerisektoren. Jeg mener også ligesom hun, at deltagelse af kvindenetværk er særlig vigtig i denne forbindelse. Kvinder og deres repræsentanter opfordres også til at deltage i de regionale rådgivende råd, som er hjørnestenen i "styringssøjlen" for den reviderede fælles fiskeripolitik. F.eks. har kvindeorganisationerne allerede en plads i det regionale rådgivende råd for Nordsøen, som var det første, der blev oprettet som resultat af reformen af den fælles fiskeripolitik i 2002. ". Herr Präsident, zunächst möchte ich der Berichterstatterin zu ihrem Bericht gratulieren. Ich begrüße die Initiative des Europäischen Parlaments und teile das Engagement der Berichterstatterin für die Chancengleichheit im Fischereisektor. Gleichermaßen teile ich ihre Auffassung, dass die Mitbestimmung von Frauennetzwerken in diesem Zusammenhang von besonderer Bedeutung ist. Frauen und ihre Vertreter sind auch aufgefordert, sich an den Regionalen Beiräten zu beteiligen, den Ecksteinen der Säule des guten Regierens in der reformierten gemeinsamen Fischereipolitik. So haben Frauenverbände bereits einen Sitz im Regionalen Beirat für die Nordsee, im ersten Beirat, der im Ergebnis der Reform der gemeinsamen Fischereipolitik im Jahr 2002 gegründet wurde. Frauen sind auch im Regionalen Beirat für die Nordwest-Gewässer vertreten. Schließlich freue ich mich, Ihnen mitteilen zu können, dass die Kommission nach der im Januar 2003 veranstalteten Konferenz über die Rolle von Frauen in der Fischerei für 2006 eine weitere Konferenz über Chancengleichheit plant. Auf dieser Konferenz soll eine Bestandsaufnahme der Lage der Frauen im Fischereisektor vorgenommen und über Wege zur weiteren Verbesserung der Lage und weitere Fortschritte nachgedacht werden. Abschließend möchte ich die Entschlossenheit der Kommission unterstreichen, in unserer Politik der Chancengleichheit große Bedeutung beizumessen. Um jedoch die Chancengleichheit Wirklichkeit werden zu lassen, müssen alle Entscheidungsebenen Verantwortung übernehmen: die Kommission sowie die Entscheidungsgremien auf nationaler, regionaler und lokaler Ebene. Ihr eigenes Engagement für dieses Ziel wird zur Wahrung und Erhöhung der Bedeutung beitragen, die der Chancengleichheit auf allen Ebenen zuteil wird. Im kommenden Programmplanungszeitraum 2007-2013 wird die Kommission großen Wert auf die Förderung der Rolle von Frauen im Fischereisektor legen. Der vorgeschlagene europäische Fischereifonds widerspiegelt den Einsatz der Kommission für die Chancengleichheit. Der künftige Fonds wendet sich der Rolle von Frauen in der Fischerei noch konkreter zu als das derzeitige Finanzinstrument für die Ausrichtung der Fischerei. Die Einbeziehung der Geschlechterperspektive wird während der verschiedenen Phasen der Umsetzung des Fonds gefördert. Wir werden die Mitgliedstaaten auffordern sicherzustellen, dass Maßnahmen zur Stärkung der Rolle der Frauen im Fischereisektor gefördert werden. Der vorliegende Bericht ruft die Kommission auf, bestehende Frauennetzwerke und die Neugründung von Netzwerken aktiv zu unterstützen. Ich freue mich, Sie darüber informieren zu können, dass der Vorschlag zum Europäischen Fischereifonds konkrete Aktionen wie die Arbeit von Netzwerken sowie den Austausch von Erfahrungen und bester Praktiken im Rahmen von Organisationen zur Förderung der Chancengleichheit von Männern und Frauen unterstützen wird. Für den kommenden Programmplanungszeitraum schlägt die Kommission vor, die Aktionen in Bezug auf die Arbeit in Netzwerken und den Erfahrungsaustausch zwischen Organisationen zur Förderung der Chancengleichheit in die Arbeitsprogramme der Mitgliedstaaten aufzunehmen. Das ersetzt unsere in der Vergangenheit angewendete Methode des Aufrufs zur Einreichung von Vorschlägen für direkt von der Kommission geleitete innovative Aktionen. Wir meinen, dass diese Option mehr Mehrwert birgt als die Finanzierung von kleinen Projekten, wie es die Praxis im Rahmen der Formel für innovative Aktionen war. Im Jahr 2005 wurde eine nachträgliche Bewertung transnationaler Projekte für innovative Aktionen vorgenommen. Ein wesentliches Ergebnis der Bewertung bestand darin, dass die Projekte im Rahmen der operationellen Programme effizienter waren als die Projekte im Rahmen der innovativen Aktionen. In Ihrem Bericht riefen Sie die Kommission auf, mehr Weiter- und Ausbildungsmaßnahmen zu fördern, die gezielt auf die Tätigkeiten von Frauen ausgerichtet sind, die im Fischereisektor arbeiten. Ich freue mich ankündigen zu können, dass durch die neue Priorität des Europäischen Fischereifonds – die nachhaltige Entwicklung von Fischereigebieten – ein wesentlicher Beitrag zu diesen Bedürfnissen geleistet wird. Unterstützung kann für die Diversifizierung von Tätigkeiten und die Förderung zahlreicher Beschäftigungsmöglichkeiten für Fischer außerhalb des Sektors gewährt werden. Es sind Maßnahmen wie die Förderung und Verbesserung beruflicher Fähigkeiten, der Anpassungsfähigkeit der Arbeitnehmer und des Zugangs zu Beschäftigung, insbesondere für Frauen, vorgesehen. Die Maßnahmen zur Diversifizierung der wirtschaftlichen Tätigkeit sowie Bildung und Berufsausbildung werden für Frauen in Gegenden, die von der Fischerei abhängig sind, von besonderem Nutzen sein. Die Kommission ist ebenso besorgt wie Sie über die Schwierigkeit, im Fischereisektor junge Menschen zu gewinnen. Der Sektor leidet an einem schlechten Image bei der jungen Generation, und es muss etwas getan werden, um junge Menschen für den Beruf zu interessieren. In dieser Hinsicht denken wir an mehr Anreize für junge Fischer im Rahmen des Europäischen Fischereifonds, zusätzlich zu den Maßnahmen, die bereits im Finanzinstrument für die Ausrichtung der Fischerei vorgesehen sind wie Ausbildung, einschließlich Ausbildung auf dem Gebiet der Gesundheit und der Sicherheit am Arbeitsplatz, und Weiterbildung. In begrenztem Umfang wird auch Hilfe aus dem EFF für den Berufseinstieg junger Fischer angeboten. Κατά τη επόμενη περίοδο προγραμματισμού, 2007-2013, η Επιτροπή θα δώσει μεγάλη σημασία στην προώθηση του ρόλου των γυναικών στον αλιευτικό τομέα. Το προτεινόμενο Ευρωπαϊκό Αλιευτικό Ταμείο απεικονίζει τη δέσμευση της Επιτροπής για ίσες ευκαιρίες. Το μελλοντικό ταμείο είναι ακόμη πιο συγκεκριμένο όσον αφορά τον ρόλο των γυναικών στον αλιευτικό τομέα από ό,τι το σημερινό Χρηματοδοτικό Μέσο Προσανατολισμού της Αλιείας. Η ενσωμάτωση της διάστασης του φύλου προωθείται στα διάφορα στάδια της υλοποίησης του ταμείου. Θα ζητήσουμε από τα κράτη μέλη να εξασφαλίσουν την προώθηση δράσεων για την ενίσχυση του ρόλου των γυναικών στον αλιευτικό τομέα. Η έκθεση που εξετάζουμε καλεί την Επιτροπή να στηρίξει ενεργά τα υφιστάμενα δίκτυα γυναικών και τη δημιουργία νέων δικτύων. Με χαρά σας ενημερώνω ότι η πρόταση του Ευρωπαϊκού Αλιευτικού Ταμείου θα στηρίξει συγκεκριμένες δράσεις όπως η δικτύωση και η ανταλλαγή εμπειριών και βέλτιστων πρακτικών μεταξύ οργανώσεων που προωθούν τις ίσες ευκαιρίες μεταξύ ανδρών και γυναικών. Για την επόμενη περίοδο προγραμματισμού, η Επιτροπή προτείνει τη συμπερίληψη δράσεων σχετικά με τη δικτύωση και την ανταλλαγή εμπειριών μεταξύ οργανώσεων που προωθούν τις ίσες ευκαιρίες στα επιχειρησιακά προγράμματα των κρατών μελών. Αυτό αντικαθιστά την προηγούμενη προσέγγισή μας κατά την οποία ζητούσαμε προτάσεις για καινοτόμες δράσεις με την άμεση διαχείριση της Επιτροπής. Πιστεύουμε ότι αυτή η επιλογή θα έχει μεγαλύτερη προστιθέμενη αξία από τη χρηματοδότηση έργων μικρής κλίμακας, κάτι που συνέβη στο πλαίσιο καινοτόμων δράσεων. Το 2005 πραγματοποιήθηκε μια εκ των υστέρων αξιολόγηση διεθνικών έργων για καινοτόμες δράσεις. Ένα από τα βασικά ευρήματα της αξιολόγησης ήταν ότι τα έργα του επιχειρησιακού προγράμματος είχαν πολύ μεγαλύτερη απόδοση από τα έργα καινοτόμου δράσης. Η αξιολόγηση απέδειξε επίσης ότι η ευρωπαϊκή προστιθέμενη αξία των καινοτόμων δράσεων, καθώς και η ανταλλαγή εμπειριών και ορθών πρακτικών ήταν αρκετά περιορισμένη. Στην έκθεσή σας καλείτε την Επιτροπή να προωθήσει περισσότερα προγράμματα επαγγελματικής κατάρτισης και εκπαίδευσης που θα προσαρμόζονται ειδικότερα στις δραστηριότητες των γυναικών που απασχολούνται στον αλιευτικό τομέα. Με χαρά σας ανακοινώνω ότι η νέα προτεραιότητα του Ευρωπαϊκού Αλιευτικού Ταμείου –η αειφόρος ανάπτυξη των αλιευτικών τομέων– θα συμβάλει σημαντικά σε αυτές τις ανάγκες. Μπορούμε να στηρίξουμε τη διαφοροποίηση των δραστηριοτήτων και την προώθηση πολλαπλών ευκαιριών απασχόλησης για τους αλιείς εκτός του τομέα. Προβλέπονται μέτρα, όπως η προώθηση και η βελτίωση των επαγγελματικών δεξιοτήτων, η προσαρμοστικότητα των εργαζομένων και η πρόσβαση στην απασχόληση, ιδιαίτερα υπέρ των γυναικών. Τα μέτρα με στόχο τη διαφοροποίηση των οικονομικών δραστηριοτήτων, καθώς επίσης η εκπαίδευση και η επαγγελματική κατάρτιση, θα έχουν ιδιαίτερο όφελος για τις γυναίκες στους τομείς που συνδέονται με την αλιεία. Η Επιτροπή συμμερίζεται επίσης την ανησυχία σας για τις δυσκολίες προσέλκυσης νέων ανθρώπων στον αλιευτικό τομέα. Η νεότερη γενιά έχει αρνητική εικόνα για τον τομέα και πρέπει να γίνει προσπάθεια προσέλκυσης των νέων ανθρώπων ώστε να κάνουν αυτό το επάγγελμα. Από αυτήν την άποψη, στο πλαίσιο του Ευρωπαϊκού Αλιευτικού Ταμείου, μελετούμε την ύπαρξη περισσότερων κινήτρων για νέους αλιείς, πέρα από τα μέτρα που έχουν ήδη προβλεφθεί στο πλαίσιο του Χρηματοδοτικού Μέσου Προσανατολισμού της Αλιείας όπως η κατάρτιση, συμπεριλαμβανομένης της κατάρτισης για την υγεία και την ασφάλεια, και η αναβάθμιση των επαγγελματικών δεξιοτήτων. Θα υπάρξει επίσης περιορισμένη βοήθεια που θα δοθεί στο πλαίσιο του Ευρωπαϊκού Αλιευτικού Ταμείου για αλιείς που για πρώτη φορά μπαίνουν στο επάγγελμα. Επιπλέον, θα υπάρξουν αυξημένες δυνατότητες για τη συμμετοχή των γυναικών στη διαδικασία λήψης αποφάσεων. Η νέα προτεραιότητα «αειφόρος ανάπτυξη των αλιευτικών τομέων» θα υλοποιηθεί μέσω μιας προσέγγισης από κάτω προς τα πάνω. Οι τοπικοί φορείς, μεταξύ αυτών οι γυναικείες ενώσεις, θα είναι η κινητήριος δύναμη στον σχεδιασμό και την υλοποίηση των στρατηγικών της τοπικής ανάπτυξης. Αυτή η νέα προσέγγιση είναι μία ακόμη ευκαιρία για τις γυναίκες σε τοπικό επίπεδο ώστε να συμμετάσχουν στη λήψη αποφάσεων και να εξασφαλίσουν ότι λαμβάνονται υπόψη οι ιδιαίτερες ανησυχίες τους στις στρατηγικές τοπικής ανάπτυξης. Κατά τον ίδιο τρόπο, για τη θέσπιση των Εθνικών Στρατηγικών Σχεδίων, προβλέπεται ευρεία εταιρική σχέση με όλους τους σχετικούς φορείς, συμπεριλαμβανομένων των εκπροσώπων των γυναικών. ". Señor Presidente, en primer lugar quisiera felicitar a la ponente por su informe. Celebro la iniciativa del Parlamento Europeo y comparto el compromiso de la ponente con la igualdad de oportunidades en el sector pesquero. También comparto su opinión de que la participación de las redes de mujeres es especialmente importante en este contexto. También se anima a las mujeres y a sus representantes a participar en los consejos consultivos regionales, que constituyen la piedra angular del pilar de «gobernanza» de la reformada política pesquera común. Por ejemplo, las asociaciones de mujeres ya cuentan con un asiento en los consejos consultivos regionales del Mar del Norte, los primeros en crearse a raíz de la reforma de la política pesquera común de 2002. Las mujeres cuentan asimismo con representación en los consejos consultivos regionales de las aguas noroccidentales. Por último, tras la conferencia organizada en enero de 2003 sobre el papel de las mujeres en la pesca, me complace informarles de que la Comisión prevé organizar en 2006 otra conferencia sobre la igualdad de oportunidades. Esta conferencia hará un balance de la situación de las mujeres en el sector pesquero y reflexionará sobre la forma de mejorar aún más la situación y hacer nuevos avances. Espero que los puntos de vista de este Parlamento también se vean reflejados en las actas de la conferencia. En conclusión, quisiera destacar la determinación de la Comisión de dar gran importancia a la igualdad de oportunidades en nuestra política. Sin embargo, para hacer que la igualdad de oportunidades se haga realidad, los responsables políticos de todos los niveles deben asumir su responsabilidad: en la Comisión y en los ámbitos nacional, regional y local. Su compromiso con este objetivo ayudará a mantener y reforzar la importancia que se otorga a la igualdad de oportunidades en todos los niveles. En el próximo periodo de programación de 2007 a 2013, la Comisión otorgará gran importancia a la promoción del papel de las mujeres en el sector pesquero. El Fondo Europeo de Pesca propuesto refleja el compromiso de la Comisión con la igualdad de oportunidades. El futuro fondo es incluso más concreto respecto al papel de las mujeres en la pesca que el actual Instrumento Financiero de Orientación Pesquera. Durante las diversas fases de aplicación del Fondo se promueve la integración de la perspectiva de género. Pediremos a los Estados miembros que garanticen que se promuevan las operaciones destinadas a mejorar el papel de las mujeres en el sector pesquero. El informe en cuestión solicita a la Comisión que respalde activamente las redes de mujeres existentes y la creación de nuevas redes. Me complace enormemente informarles de que la propuesta del Fondo Europeo de Pesca respaldará acciones específicas como el trabajo en red y el intercambio de experiencias y mejores prácticas entre las organizaciones que promueven la igualdad de oportunidades entre hombres y mujeres. En 2005 se realizó una evaluación de los proyectos transnacionales para acciones innovadoras. Una de las principales averiguaciones de la evaluación fue que los proyectos de programa operativo contenían prestaciones mucho mayores que los proyectos de acciones innovadoras. La evaluación también demostró que el valor añadido comunitario de las acciones innovadoras, además del intercambio de experiencias y mejores prácticas, era bastante limitado. En su informe usted solicitó a la Comisión que promoviese una mayor formación vocacional y una educación específicamente destinada a las actividades de las mujeres que trabajan en el sector. Me complace anunciar que la nueva prioridad del Fondo Europeo de Pesca –el desarrollo sostenible de las zonas de pesca– contribuirá de forma importante a estas necesidades. Puede garantizarse el apoyo a la diversificación de actividades y la promoción de las múltiples oportunidades de empleo para los pescadores fuera del sector. Se prevén medidas como la promoción y la mejora de las habilidades profesionales, la capacidad de adaptación de los trabajadores y el acceso al empleo, especialmente a favor de las mujeres. Las medidas encaminadas a la diversificación de las actividades económicas, además de la educación y la formación profesional, serán especialmente beneficiosas para las mujeres de las zonas dependientes de la pesca. La Comisión también comparte con usted la preocupación relativa a la dificultad de contratar jóvenes en el sector pesquero. El sector tiene una mala imagen entre los jóvenes y es preciso hacer un esfuerzo por atraer a esta generación hacia la profesión. En este sentido, nos planteamos la concesión de más incentivos para los jóvenes pescadores al amparo del Fondo Europeo de Pesca, además de las medidas ya previstas en el marco del Instrumento Financiero de Orientación Pesquera como la formación, incluso en seguridad y salud, y la mejora de las cualificaciones profesionales. También se ofrecerá una ayuda limitada dentro del FEP a los jóvenes pescadores que se inicien en esta profesión. Además, aumentarán las posibilidades de participación de las mujeres en el proceso de toma de decisiones. La nueva prioridad «desarrollo sostenible de las pesquerías» se aplicará mediante un planteamiento ascendente. Los agentes locales, incluidas las asociaciones de mujeres, serán el motor del diseño y la aplicación de las estrategias de desarrollo local. "Mr President, first of all I would like to congratulate the rapporteur for her report. I welcome the initiative of the European Parliament and share the rapporteur’s commitment to equal opportunities in the fisheries sector. I also share her opinion that the participation of women’s networks is particularly important in this context. Women and their representatives are also encouraged to participate in the regional advisory councils, which are the cornerstone of the ‘governance’ pillar of the reformed common fisheries policy. For instance, women’s associations already have a seat in the North Sea RAC, which was the first to be created as a result of the common fisheries policy reform in 2002. Women are also represented in the North Western Waters RAC. Finally, following the conference on the role of women in fisheries organised in January 2003, I am pleased to inform you that the Commission is planning to organise another conference on equal opportunities in 2006. This conference will take stock of the situation of women in the fisheries sector and reflect on ways further to improve the situation and make further progress. I hope that the views of this Parliament will also find reflection in the proceedings of the conference. In conclusion, I would like to underline the Commission’s determination to attribute great importance to equal opportunities in our policy. However, in order to make equal opportunities a reality, all policy-making levels need to take responsibility: the Commission, and national as well as regional and local levels. Your own commitment to this objective will assist in keeping and furthering the importance given to equal opportunities at all levels. In the next programming period, 2007-2013, the Commission will attach great importance to promoting the role of women in the fisheries sector. The proposed European Fisheries Fund reflects the Commission’s commitment to equal opportunities. The future fund is even more specific about the role of women in fisheries than the current Financial Instrument for Fisheries Guidance. The integration of the gender perspective is promoted during the various stages of implementing the Fund. We will ask the Member States to ensure that operations to enhance the role of women in the fisheries sector are promoted. The report under consideration calls on the Commission to provide active support for existing women’s networks and the creation of new networks. I am very pleased to inform you that the European Fisheries Fund proposal will support specific actions like networking and the exchange of experience and best practice among organisations promoting equal opportunities between men and women. For the next programming period, the Commission suggests including the actions relating to networking and the exchange of experiences among organisations promoting equal opportunities in the Member States’ operational programmes. This replaces our past approach of launching calls for proposals for innovative actions directly managed by the Commission. We believe that this option will have more added value than funding small-scale projects, which was the case under the innovative actions formula. An ex-post evaluation of transnational projects for innovative actions was conducted in 2005. One of the main findings of the evaluation was that the operational programme projects were more highly performing than the innovative action projects. The evaluation also showed that the EU added value of the innovative actions, as well as the exchange of experiences and good practices were fairly limited. In your report you called on the Commission to promote more vocational training and education specifically geared to the activities of women working in the sector. I am pleased to announce that the European Fisheries Fund’s new priority – the sustainable development of fisheries areas – will make an important contribution to these needs. Support can be granted for the diversification of activities and the promotion of multiple employment opportunities for fishers outside the sector. Measures, such as the promotion and the improvement of professional skills, worker adaptability and access to employment, particularly in favour of women, are foreseen. The measures aimed at the diversification of economic activities, as well as education and professional training, will be of particular benefit for women in fisheries-dependent areas. The Commission also shares with you the concern about the difficulty in recruiting young people in the fisheries sector. The sector suffers from a poor image with the younger generation and an effort has to be made to attract young people to join the profession In this regard under the European Fisheries Fund, we are considering more incentives for young fishers, in addition to the measures already foreseen under the Financial Instrument for Fisheries Guidance such as training, including training on health and safety, and the upgrading of professional skills. There will also be limited assistance offered under the EFF for first-time young fishers entering the profession. In addition, there will be increased possibilities for the participation of women in the decision-making process. The new priority ‘sustainable development of fisheries areas’ will be implemented through a bottom-up approach. The local actors, including women’s associations, will be the motor in designing and implementing the local development strategies. This new approach is a further opportunity for women at local level to get involved in decision-making and to ensure that their specific concerns are taken into account in the local development strategies. ". Arvoisa puhemies, haluan aivan aluksi onnitella esittelijää mietinnöstä. Suhtaudun myönteisesti Euroopan parlamentin aloitteeseen ja yhdyn esittelijän sitoumukseen tasa-arvon toteuttamiseksi kalatalousalalla. Yhdyn myös hänen mielipiteeseensä siitä, että naisverkostojen osallistuminen on erityisen tärkeää tässä yhteydessä. Tukea voidaan myöntää toimintojen monipuolistamiseen ja kalastajien erilaisten työllistymismahdollisuuksien edistämiseen oman alansa ulkopuolella. Suunnitteilla on toimia erityisesti naisten hyväksi, kuten ammattitaidon, työntekijöiden sopeutumiskyvyn ja työllistymisen edistämiseksi ja parantamiseksi. Taloudellisen toiminnan monipuolistamiseen kohdistetut toimet sekä yleissivistävä ja ammatillinen koulutus hyödyttävät erityisesti kalastuksesta riippuvaisilla alueilla asuvia naisia. Myös komissio on parlamentin tavoin huolestunut nuorten kalastusalalle värväämisen vaikeudesta. Nuorella sukupolvella on alasta huono kuva, ja nuorten houkuttamiseksi tähän ammattiin on panostettava. Harkitsemme tältä osin Euroopan kalatalousrahastosta uusia kannustimia nuorille kalastajille täydentämään kalatalouden ohjauksen rahoitusvälineen yhteydessä jo suunniteltuja toimia, kuten koulutusta, myös työterveys- ja työturvallisuuskoulutusta, sekä ammattitaidon ajantasaistamista. Rahastosta tarjotaan rajallista tukea ensikertalaisille, ammattia aloittaville nuorille kalastajille, ja lisätään naisten mahdollisuuksia osallistua päätöksentekomenettelyihin. Uusi "kalastusta harjoittavien alueiden kestävän kehityksen" painopistealue toteutetaan käyttäen alhaalta ylöspäin etenevää lähestymistapaa. Paikalliset toimijat, myös naisjärjestöt, toimivat paikallisten kehitysstrategioiden suunnittelun ja toteuttamisen moottoreina. Uusi lähestymistapa tarjoaa naisille uuden mahdollisuuden osallistua paikalliseen päätöksentekoon ja varmistaa, että heidän erityishuolensa otetaan huomioon paikallisissa kehitysstrategioissa. Vastaavasti kansallisten strategiasuunnitelmien laadinnassa on tarkoitus luoda laaja kumppanuus kaikkien asiaankuuluvien toimijoiden, myös naisten edustajien, kanssa. ". Monsieur le Président, je voudrais tout d’abord féliciter le rapporteur pour son rapport. Je me félicite de l’initiative du Parlement européen et partage l’engagement du rapporteur à garantir l’égalité des chances dans le secteur de la pêche. Je partage également son avis quant à l’importance particulière de la participation des femmes dans ce contexte. Les femmes et leurs représentant(e)s sont également invités à participer aux conseils consultatifs régionaux, qui forment la pierre angulaire du pilier «gouvernance» de la politique commune de la pêche réformée. À titre d’exemple, les associations de femmes disposent déjà d’un siège au CCR de la mer du Nord, qui fut le premier conseil à voir le jour à la suite de la réforme de la politique commune de la pêche en 2002. Les femmes sont également représentées dans le CCR des eaux occidentales septentrionales. The integration of the gender perspective is promoted during the various stages of implementing the Fund. We will ask the Member States to ensure that operations to enhance the role of women in the fisheries sector are promoted. Support can be granted for the diversification of activities and the promotion of multiple employment opportunities for fishers outside the sector. Measures, such as the promotion and the improvement of professional skills, worker adaptability and access to employment, particularly in favour of women, are foreseen. The measures aimed at the diversification of economic activities, as well as education and professional training, will be of particular benefit for women in fisheries-dependent areas. The Commission also shares with you the concern about the difficulty in recruiting young people in the fisheries sector. The sector suffers from a poor image with the younger generation and an effort has to be made to attract young people to join the profession In this regard under the European Fisheries Fund, we are considering more incentives for young fishers, in addition to the measures already foreseen under the Financial Instrument for Fisheries Guidance such as training, including training on health and safety, and the upgrading of professional skills. There will also be limited assistance offered under the EFF for first-time young fishers entering the profession. In addition, there will be increased possibilities for the participation of women in the decision-making process. The new priority ‘sustainable development of fisheries areas’ will be implemented through a bottom-up approach. The local actors, including women’s associations, will be the motor in designing and implementing the local development strategies. This new approach is a further opportunity for women at local level to get involved in decision-making and to ensure that their specific concerns are taken into account in the local development strategies. Ik verwelkom het initiatief van het Europees Parlement en deel de betrokkenheid van de rapporteur op het gebied van gelijke kansen in de visserijsector. Ik ben het ook met haar eens dat de participatie van vrouwennetwerken in deze context van groot belang is. De sector kampt bij jongeren met een slecht imago en dus moeten er maatregelen worden genomen om het werk in deze sector voor hen aantrekkelijker te maken. In het kader van het Europees Visserijfonds wordt gedacht aan extra stimulansen die jongeren moeten aanzetten de visserij in te gaan. Deze komen bovenop de maatregelen die op stapel staan uit hoofde van het Financieringsinstrument voor de Oriëntatie van de Visserij. Het gaat hierbij om maatregelen op het gebied van onderwijs, met inbegrip van opleiding inzake veiligheid en gezondheid, en voor de verbetering van beroepsvaardigheden. Er zal in het kader van het EVF eveneens beperkte bijstand worden verleend aan jonge vissers die het beroep van visser aanvatten. Verder zullen er meer mogelijkheden worden geschapen voor de deelname van vrouwen aan het besluitvormingsproces. De nieuwe prioriteit "duurzame ontwikkeling van visserijgebieden" wordt van onderaf aangepakt. De plaatselijke actoren, waaronder vrouwenorganisaties, zullen de motor zijn achter het ontwerp en de uitvoering van de strategieën voor plaatselijke ontwikkeling. "Senhor Presidente, antes de mais, gostaria de felicitar a relatora pelo seu relatório. Congratulo-me com a iniciativa do Parlamento Europeu e comungo do empenhamento da relatora no que respeita à igualdade de oportunidades no sector das pescas. Partilho também da sua opinião de que, neste contexto, é particularmente importante a participação das redes de mulheres. As mulheres e seus representantes são igualmente encorajados a participar nos Conselhos Consultivos Regionais (CCR), que são a pedra angular do pilar "governança" da política comum das pescas reformada. Por exemplo, as associações de mulheres têm já assento no CCR para o Mar do Norte, que foi o primeiro a ser criado na sequência da reforma da política comum das pescas em 2002. As mulheres estão também representadas no CCR das Águas do Noroeste. Por último, é com satisfação que informo que, na sequência da conferência sobre o papel das mulheres no sector das pescas, organizada em Janeiro de 2003, a Comissão planeia organizar uma nova conferência sobre a igualdade de oportunidades em 2006. The future fund is even more specific about the role of women in fisheries than the current Financial Instrument for Fisheries Guidance. The integration of the gender perspective is promoted during the various stages of implementing the Fund. We will ask the Member States to ensure that operations to enhance the role of women in the fisheries sector are promoted. The report under consideration calls on the Commission to provide active support for existing women’s networks and the creation of new networks. I am very pleased to inform you that the European Fisheries Fund proposal will support specific actions like networking and the exchange of experience and best practice among organisations promoting equal opportunities between men and women. For the next programming period, the Commission suggests including the actions relating to networking and the exchange of experiences among organisations promoting equal opportunities in the Member States’ operational programmes. This replaces our past approach of launching calls for proposals for innovative actions directly managed by the Commission. We believe that this option will have more added value than funding small-scale projects, which was the case under the innovative actions formula. An ex-post evaluation of transnational projects for innovative actions was conducted in 2005. One of the main findings of the evaluation was that the operational programme projects were more highly performing than the innovative action projects. The evaluation also showed that the EU added value of the innovative actions, as well as the exchange of experiences and good practices were fairly limited. In your report you called on the Commission to promote more vocational training and education specifically geared to the activities of women working in the sector. I am pleased to announce that the European Fisheries Fund’s new priority – the sustainable development of fisheries areas – will make an important contribution to these needs. Support can be granted for the diversification of activities and the promotion of multiple employment opportunities for fishers outside the sector. Measures, such as the promotion and the improvement of professional skills, worker adaptability and access to employment, particularly in favour of women, are foreseen. The measures aimed at the diversification of economic activities, as well as education and professional training, will be of particular benefit for women in fisheries-dependent areas. The Commission also shares with you the concern about the difficulty in recruiting young people in the fisheries sector. The sector suffers from a poor image with the younger generation and an effort has to be made to attract young people to join the profession In this regard under the European Fisheries Fund, we are considering more incentives for young fishers, in addition to the measures already foreseen under the Financial Instrument for Fisheries Guidance such as training, including training on health and safety, and the upgrading of professional skills. There will also be limited assistance offered under the EFF for first-time young fishers entering the profession. In addition, there will be increased possibilities for the participation of women in the decision-making process. The new priority ‘sustainable development of fisheries areas’ will be implemented through a bottom-up approach. The local actors, including women’s associations, will be the motor in designing and implementing the local development strategies. This new approach is a further opportunity for women at local level to get involved in decision-making and to ensure that their specific concerns are taken into account in the local development strategies. Likewise, for the establishment of the National Strategic Plans, a wide partnership with all relevant actors, including women’s representatives, is foreseen. Women’s organisations should therefore give their input for the analysis of the trends in the fisheries sector and the development of a strategy for its sustainable development."@sl19
". Herr talman! Jag vill först av allt gratulera föredraganden till hennes betänkande. Jag välkomnar Europaparlamentets initiativ och delar föredragandens engagemang för jämställdhet inom fiskerisektorn. Jag delar också hennes åsikt att kvinnliga nätverk är särskilt viktiga i detta sammanhang. Kvinnor och deras företrädare uppmanas också att delta i de regionala rådgivande nämnderna som utgör en hörnsten i styrningen av den reformerade gemensamma fiskeripolitiken. Kvinnoorganisationer har till exempel redan en företrädare i den regionala rådgivande nämnden för Nordsjön, som var den första som inrättades som ett resultat av reformen av den gemensamma fiskeripolitiken 2002. Kvinnor är också företrädda i den regionala rådgivande nämnden för de nordvästra vattnen. Slutligen har jag nöjet att informera er att kommissionen planerar att organisera en konferens om jämställdhet 2006, som en uppföljning av konferensen i januari 2003 om kvinnors roll i fisket. Konferensen kommer att ge en överblick över kvinnors situation i fiskerisektorn, och man kommer att fundera över vägar framåt för att förbättra situationen och göra ytterligare framsteg. Jag hoppas att även Europaparlamentets åsikter kommer att återspeglas under den konferensen. Avslutningsvis vill jag understryka att kommissionen är fast besluten att lägga stor vikt vid jämställdhet i vår politik. För att förverkliga jämställdheten måste dock ansvar tas på alla politiska nivåer: i kommissionen, på nationell nivå liksom på regional och lokal nivå. Ert engagemang för detta ändamål kommer att bidra till att upprätthålla betydelsen av och främja jämställdhet på alla nivåer. Under nästa programperiod, 2007–2013, kommer kommissionen att lägga stor vikt vid att föra fram kvinnors roll i fiskerisektorn. Förslaget om en europeisk fiskerifond återspeglar kommissionens engagemang för jämställdhet. Inom ramen för den nya fonden tas kvinnors roll inom fiskerisektorn upp mer detaljerat än i den nuvarande Fonden för fiskets utveckling. Integrationen av jämställdhetsperspektivet kommer att främjas under olika skeden av genomförandet av fonden. Vi kommer att be medlemsstaterna att se till att aktiviteter för att stärka kvinnors roll i fiskerisektorn främjas. I det betänkande vi nu behandlar uppmanas kommissionen att aktivt stödja befintliga kvinnliga nätverk och skapandet av nya nätverk. Jag är glad att kunna meddela att vi genom förslaget om Europeiska fiskerifonden kommer att stödja specifika insatser såsom nätverk och utbyte av erfarenheter och bästa metoder mellan organisationer som arbetar för jämställdhet mellan kvinnor och män. Inför nästa programperiod föreslår kommissionen att insatser för nätverk och utbyte av erfarenheter mellan organisationer som arbetar för jämställdhet ska ingå i medlemsstaternas operativa program. Därmed ersätter vi det tidigare förfarandet med inbjudan att komma med förslag om innovativa åtgärder som hanterades direkt av kommissionen. Vi menar att det alternativet kommer att ge ett mervärde jämfört med finansiering av småskaliga projekt, som det blev med den tidigare lösningen. En utvärdering i efterhand av transnationella projekt för innovativa åtgärder genomfördes 2005. Ett av huvudresultaten av utvärderingen var att projekten inom ramen för de operativa programmen gav mer utdelning än de innovativa åtgärderna. Utvärderingen visade också att mervärdet för EU i de innovativa åtgärderna liksom utbytet av erfarenheter och bästa metoder blev tämligen begränsat. I ert betänkande uppmanar ni kommissionen att främja mer yrkesutbildning och utbildning med särskild inriktning på kvinnors verksamhet i sektorn. Jag har nöjet att meddela att Europeiska fiskerifondens nya prioriterade mål – hållbar utveckling på fiskeområdet – kommer att utgöra ett viktigt inslag för att möta dessa behov. Stöd kan ges till diversifiering av verksamheter och för att främja olika sysselsättningsmöjligheter för fiskare utanför sektorn. Åtgärder förutses såsom främjande och förbättring av yrkeskunnande, anpassningsförmåga och tillgången till arbetstillfällen, särskilt för kvinnor. Åtgärder för diversifiering av verksamhet liksom teoretisk utbildning och yrkesutbildning kommer att särskilt gynna kvinnor i områden som är beroende av fiske. Kommissionen delar er oro för svårigheterna att rekrytera unga människor i fiskerisektorn. Branschens anseende hos den yngre generationen är svagt, och ansträngningar har gjorts för att locka unga människor till branschen. Inom ramen för Europeiska fiskerifonden överväger vi fler incitament för unga fiskare, utöver de åtgärder som redan förutses inom ramen för Fonden för fiskets utveckling såsom yrkesutbildning, däribland utbildning om hälsa och säkerhet samt förbättring av yrkeskunnande. Begränsat stöd kommer också att erbjudas inom ramen för EFF för unga fiskare som går in i branschen som nybörjare. Dessutom kommer det att finnas större möjligheter för kvinnor att delta i beslutsprocessen. Det nya prioriterade målet hållbar utveckling på fiskeområdet kommer att genomföras med ett nedifrån och upp-orienterat förhållningssätt. De lokala aktörerna, inklusive kvinnoorganisationer, kommer att utgöra motorn i arbetet med att utforma och genomföra lokala utvecklingsstrategier. Det nya angreppssättet är ytterligare en möjlighet för kvinnor på lokal nivå att bli delaktiga i beslutsfattande och att se till att frågor som berör dem särskilt beaktas i lokala utvecklingsstrategier. Likaså planeras ett brett samarbete med alla berörda aktörer, inklusive kvinnliga företrädare, i samband med upprättandet av de nationella strategiska planerna. Kvinnoorganisationer bör därför bidra med sina uppgifter för analys av utvecklingslinjerna inom fiskerisektorn och utvecklingen av en strategi för hållbar utveckling."@sv21
