"Signor Presidente, mi congratulo con il Presidente Barroso per aver prodotto questo notevole documento. Presidente Barroso, la sua determinazione nel creare uno Stato europeo unitario non è stata sminuita da un episodio inopportuno quale l’esito dei in Francia e nei Paesi Bassi. Mi domando anche se la campagna del Presidente Blair per una minore regolamentazione e per l’eliminazione delle leggi superflue non possa rappresentare un po’ un freno per lei; ma no, lei, impavido, ha prodotto il programma di lavoro più ambizioso che si sia mai visto nella storia dell’Unione europea. Peccato che stamani la Presidenza britannica non si sia data il disturbo di venire a sentirla! Oltre all’estensione di poteri nell’ambito della giustizia e degli affari interni, all’istituzione di visti comunitari, e a tutto il resto, compresi regolamenti in merito ai giocattoli per bambini, noto che riguardo al bilancio lei dice che devono esserci sistemi di verifica e controllo adeguati. E’ piuttosto ironico a dirsi proprio la settimana in cui la Corte dei conti rifiuta si sottoscrivere la sua relazione per l’undicesimo anno consecutivo. Ha perso la Costituzione e ora tratta gli elettori di Francia e Paesi Bassi con disprezzo. Molti cittadini francesi avranno pensato che votando “no” avrebbero interrotto il flusso di burocrazia europea. ". Mijnheer de Voorzitter, ik feliciteer de heer Barroso met het opstellen van dit opmerkelijke document. Mijnheer Barroso uw vastberadenheid om een Europese eenheidsstaat te creëren is niet afgenomen door zoiets hinderlijks als de uitslagen van de referenda in Frankrijk en Nederland. Ik vroeg mij nog af of het pleidooi van de heer Blair voor minder regelgeving en het schrappen van onnodige wetten u enigszins zou afremmen, maar nee, u hebt onverschrokken het meest ambitieuze werkprogramma in de geschiedenis van de Europese Unie opgesteld. Wat jammer dat het Britse voorzitterschap niet eens de moeite heeft genomen om hier vanmorgen aanwezig te zijn om naar uw toespraak te luisteren! Bovenop de uitbreiding van de bevoegdheden op het terrein van justitie en binnenlandse zaken, het invoeren van EU-visa, en alles tot en met regelgeving voor kinderspeelgoed aan toe, constateer ik dat u over de begroting zegt dat er toereikende audit- en controlesystemen moeten komen. Dat is werkelijk een giller in dezelfde week waarin de Rekenkamer voor het elfde jaar op rij weigert uw rekeningen goed te keuren. U bent de Grondwet kwijtgeraakt en nu behandelt u de kiezers in Frankrijk en Nederland met minachting. Veel Fransen zullen immers het gevoel gehad hebben dat zij door "nee" te stemmen een halt konden toeroepen aan de bureaucratische stroom uit Europa. Maar net zoals hun vertrouwen in de Maginotlinie in 1940 misplaatst was, maken de vijanden van vrije en onafhankelijke staten nu wederom een omtrekkende beweging en lopen zij alles en iedereen onder de voet. "Senhor Presidente, felicito o Senhor Presidente Barroso por ter produzido este documento notável. Senhor Presidente Barroso, a sua firme intenção de criar um Estado europeu unitário não foi abalada por percalços como os resultados do referendo em França e nos Países Baixos. Cheguei a crer que os esforços do Primeiro-Ministro Blair no sentido de reduzir a regulamentação e de abolir as leis desnecessárias o poderiam travar, mas não, elaborou impavidamente o programa de trabalho mais ambicioso que jamais foi visto na história da União Europeia. É uma pena que a Presidência britânica não se tenha dado ao trabalho de aparecer aqui esta manhã para o ouvir! Além do alargamento dos poderes no domínio da justiça e dos assuntos internos, da criação do visto europeu e até ao pormenor da regulamentação sobre os brinquedos, verifico que, quanto ao orçamento, diz que devem existir sistemas de auditoria e controlo adequados. É muita desfaçatez, na mesma semana em que o Tribunal de Contas se recusa a aprovar as suas contas, pelo undécimo ano consecutivo! Perdeu a batalha da Constituição e está a tratar agora com desprezo os eleitores franceses e neerlandeses. Muitos franceses achavam que ao votar “não” iriam pôr termo ao fluxo de burocracia europeia. Porém, tal como a sua fé na Linha Maginot foi traída em 1940, mais uma vez os inimigos dos Estados livres e independentes a contornam e levam tudo à sua frente. You lost the Constitution and you are now treating the voters of France and Holland with contempt. Er fasta övertygelse att skapa en enhetsstat av EU har inte försvagats av någonting så förargligt som resultaten av folkomröstningarna i Frankrike och Nederländerna. Ni gick miste om konstitutionen, och nu hotar ni väljarna i Frankrike och Nederländerna med förakt. Många fransmän kände att de genom att rösta ”nej” skulle hejda EU:s ström av byråkrati. Precis som deras öde svek dem vid Maginotlinjen 1940 kommer återigen fiender från fria, självständiga stater in från alla håll och tar över allting.
