". The Commission negotiated the new fisheries partnership agreement with Morocco, which was initialled on 28 July. Unfortunately, however, at this stage, sponge fishing cannot be covered in the agreement. The scientific evaluations available do not provide sufficient data with respect to sponge fishing to allow us to cover this type of fishing in the agreement. However, were a favourable scientific assessment of sponge stocks to become available in the future, the Commission could propose to the Moroccan side the inclusion of this type of fishing in the agreement. This inclusion could take the form of a decision of the joint committee that is provided for in Article 10 of the agreement. Having said that, I wish to emphasise that both the Community and Morocco have agreed to the possibility of carrying out certain experimental fisheries under Article 5 of the Protocol. "Kommissionen varetog forhandlingerne om den nye fiskeriaftale med Marokko, der trådte i kraft den 28. juli. Aftalen følger det nye partnerskabsformat, som Fællesskabet har udviklet for forbindelser med tredjelande på fiskeriområdet. Denne nye fremgangsmåde indebærer bl.a. en klar forpligtelse fra Kommissionens side til at fremme de generelle principper om bevarelse og bæredygtig forvaltning af fiskeressourcerne. Den nye aftale baner vejen for en permanent politisk dialog mellem EU og Marokko og omfatter initiativer og foranstaltninger til støtte for en ansvarlig fiskeripolitik. Den tidligere fiskeriaftale med Marokko for perioden 1995-99 åbnede ganske rigtigt mulighed for svampefiskeri. Den omfattede således udstedelse af fem tilladelser, der aldrig blev udnyttet. Den nye aftale indeholder forskellige kategorier af fiskemuligheder for Fællesskabets fiskerfartøjer omfattende i alt 199 fiskerfartøjer og en kvote på 60.000 t pelagisk industrifiskeri. Kommissionen er bekendt med den græske interesse for svampefiskeri, da Grækenland som en del af forberedelserne til forhandlingerne om en ny fiskeriaftale med Marokko ved flere lejligheder gjorde opmærksom på dets interesse for, at svampefiskeri blev medtaget i den nye aftale. Under forhandlingerne tog Kommissionen hensyn til de græske interesser og anmodede den marokkanske side om, at svampefiskeri kom til at indgå i aftalen. Desværre kan svampefiskeri imidlertid ikke på nuværende tidspunkt medtages i aftalen. De tilgængelige videnskabelige vurderinger giver ikke tilstrækkelige oplysninger om svampefiskeri til, at vi kan medtage denne form for fiskeri i aftalen. Hvis der engang i fremtiden skulle foreligge en gunstig videnskabelig vurdering af svampebestanden, kan Kommissionen imidlertid foreslå Marokko, at denne form for fiskeri medtages i aftalen. En sådan medtagelse kunne ske i form af en beslutning truffet af det fælles udvalg, der er omhandlet i aftalens artikel 10. Die Kommission berücksichtigte dieses Interesse während der Verhandlungen und trug der marokkanischen Seite die Bitte um Aufnahme der Schwammfischerei in das Abkommen vor. Leider kann die Schwammfischerei zum jetzigen Zeitpunkt jedoch nicht in das Abkommen aufgenommen werden. Die vorliegenden wissenschaftlichen Evaluierungen enthalten nicht genügend Daten über die Schwammfischerei, so dass diese Art der Fischerei nicht im Abkommen vorgesehen werden kann. Sobald jedoch eine positive wissenschaftliche Bewertung der Schwammbestände vorliegt, könnte die Kommission der marokkanischen Seite die Aufnahme dieser Art der Fischerei in das Abkommen vorschlagen. Das könnte in Form eines Beschlusses des in Artikel 10 des Abkommens vorgesehenen gemeinsamen Ausschusses geschehen. Wobei allerdings anzumerken wäre, dass die Gemeinschaft und Marokko übereingekommen sind, dass gemäß Artikel 5 des Protokolls bestimmte experimentelle Fischereimöglichkeiten bestehen. Η συμφωνία ακολουθεί το νέο σχήμα εταιρικής σχέσης το οποίο ανέπτυξε η Κοινότητα για τις συμφωνίες με τρίτες χώρες στον τομέα της αλιείας. Η νέα προσέγγιση περιλαμβάνει, μεταξύ άλλων, μια σαφή δέσμευση εκ μέρους της Επιτροπής για την προώθηση των γενικών αρχών της διατήρησης και της βιώσιμης διαχείρισης των αλιευτικών πόρων. Κατά τη διάρκεια των διαπραγματεύσεων, η Επιτροπή έλαβε υπόψη το ελληνικό ενδιαφέρον και υπέβαλε στη μαροκινή πλευρά αίτημα να συμπεριληφθεί η σπογγαλιεία στη συμφωνία. Δυστυχώς, εντούτοις, σε αυτό το στάδιο, η σπογγαλιεία δεν μπορεί να καλυφθεί από τη συμφωνία. "La Comisión negoció el nuevo acuerdo de asociación pesquera con Marruecos, que se firmó el 28 de julio. El acuerdo sigue el nuevo formato de asociación desarrollado por la Comunidad para sus relaciones con terceros países en el campo de la pesca. Entre otros elementos, este nuevo concepto incluye un claro compromiso de la Comisión de promover los principios generales de conservación y gestión sostenible de los recursos pesqueros. El acuerdo allana el camino para un diálogo político permanente sobre la pesca entre la Comunidad Europea y Marruecos y prevé iniciativas y medidas de apoyo a una política pesquera responsable. El anterior acuerdo con Marruecos, que abarcó el período comprendido entre 1995 y 1999, permitía efectivamente la pesca de esponja. De hecho, incluía la concesión de cinco licencias, que nunca fueron aprovechadas. El nuevo acuerdo establece distintas categorías de posibilidades de pesca para los buques de la Comunidad, con un total de 119 buques pesqueros afectados y una cuota de sesenta mil toneladas de pesca industrial en alta mar. La Comisión no ignora los intereses griegos en la pesca de esponja, pues, en el marco de los preparativos para las negociaciones del nuevo acuerdo de asociación pesquera con Marruecos, Grecia señaló en diversas ocasiones su interés en que se incluyera en él la pesca de esponja. Durante las negociaciones, la Comisión tuvo en cuenta dicho interés y formuló la correspondiente petición a Marruecos. Pero por desgracia en este momento la pesca de esponja no puede quedar incluida en el acuerdo. Las evaluaciones científicas disponibles no aportan los suficientes datos respecto a la pesca de esponja como para permitirnos incluir este tipo de pesca en el acuerdo. Sin embargo, si en el futuro dispusiéramos de una valoración científica favorable sobre los recursos de esponja, la Comisión podría proponer a Marruecos la inclusión de este tipo de pesca. Tal inclusión podría ser darse en forma de decisión del comité conjunto previsto en el artículo 10 del acuerdo. Dicho esto, deseo recalcar que tanto la Comunidad como Marruecos están de acuerdo en la posibilidad de llevar a cabo determinadas pescas experimentales al amparo del artículo 5 del Protocolo. En este contexto podría plantearse la pesca experimental de esponja. Sopimuksessa noudatetaan uutta kumppanuusmallia, jonka yhteisö on kehittänyt käytettäväksi suhteissa kolmansiin maihin kalastusalalla. Uuteen lähestymistapaan sisältyy muun muassa komission selkeä sitoumus edistää kalavarojen säilyttämisen ja kestävän hyödyntämisen yleisiä periaatteita. Uusi sopimus valmistelee tietä Euroopan yhteisön ja Marokon väliselle jatkuvalle poliittiselle vuoropuhelulle kalastusasioissa, ja siihen sisältyy suunnitelmia aloitteista ja toimista vastuullisen kalastuspolitiikan edistämiseksi. Aiemmissa Marokon kanssa tehdyissä sopimuksissa, jotka koskivat vuosia 1995–99, todellakin määrättiin sienenkalastusmahdollisuuksista. Itse asiassa sopimukseen sisältyi viisi lupaa, joita ei missään vaiheessa käytetty. Uudessa sopimuksessa määritellään yhteisön kalastusaluksille erilaiset kalastusmahdollisuuksien luokat. Sopimus kattaa kaikkiaan 119 kalastusalusta ja 60 000 tonnin kiintiön teollista pelagisten lajien kalastusta varten. Komissio on hyvin perillä Kreikan kiinnostuksesta sienenkalastukseen, koska Marokon kanssa neuvoteltavan uuden kalastussopimuksen valmistelujen yhteydessä Kreikka toi moneen kertaan esille kiinnostuksensa sisällyttää sienenkalastusmahdollisuudet uuteen sopimukseen. Komissio otti neuvotteluissa huomioon Kreikan kiinnostuksen ja esitti Marokolle pyynnön sisällyttää sienenkalastus sopimukseen. "La Commission a négocié le nouvel accord de partenariat qui a été conclu avec le Maroc dans le secteur de la pêche et qui a été approuvé le 28 juillet. L’accord suit le nouveau modèle de partenariat que la Communauté a mis au point pour ses relations avec des pays tiers dans le domaine de la pêche. Cette nouvelle approche comprend, entre autres, un engagement clair de la part de la Commission à promouvoir les principes généraux de la conservation et de la gestion durable des ressources halieutiques. Ce nouvel accord ouvre la voie à un dialogue politique permanent sur la pêche entre la Communauté européenne et le Maroc et envisage des initiatives et des mesures destinées à soutenir une politique de la pêche responsable. L’accord de pêche précédemment conclu avec le Maroc, couvrant la période de 1995 à 1999, offrait effectivement des possibilités de pêche aux éponges. En réalité, il prévoyait l’octroi de cinq licences, qui n’ont jamais été utilisées. Le nouvel accord définit différentes catégories de possibilités de pêche pour des bateaux de pêche de la Communauté; il s’applique à un total de 119 bateaux et il couvre un quota de 60 000 tonnes de poissons pélagiques pêchés de manière industrielle. La Commission est bien consciente de l’intérêt de la Grèce pour la pêche aux éponges, car, dans le cadre de la préparation des négociations sur la conclusion d’un nouvel accord de partenariat avec le Maroc dans le secteur de la pêche, la Grèce a montré à plusieurs occasions son intérêt pour l’inclusion de la pêche aux éponges dans le nouvel accord. Durant les négociations, la Commission a tenu compte de l’intérêt de la Grèce et a présenté au Maroc une demande d’inclusion de la pêche aux éponges dans l’accord. Malheureusement, toutefois, l’accord ne peut pas, à ce stade, couvrir la pêche aux éponges. Les évaluations scientifiques disponibles n’apportent pas assez d’informations sur la pêche aux éponges pour nous permettre de couvrir ce type de poisson dans l’accord. Cependant, si une évaluation scientifique favorable des stocks d’éponges est disponible à l’avenir, la Commission pourrait proposer au Maroc d’inclure ce type de poisson dans l’accord. Cette inclusion pourrait prendre la forme d’une décision du comité mixte prévue à l’article 10 de l’accord. Cela dit, je voudrais souligner que tant la Communauté que le Maroc se sont mis d’accord sur la possibilité de réaliser certaines pêches expérimentales au titre de l’article 5 du protocole. ". Kommissionen förhandlade fram det nya partnerskapsavtalet inom fisket med Marocko som undertecknades den 28 juli. De befintliga vetenskapliga utvärderingarna ger inte tillräcklig information med hänsyn till fiske efter svamp för att vi ska kunna inkludera denna typ av fiske i avtalet. Men om det i framtiden kommer en fördelaktig vetenskaplig bedömning av svampbeståndet kan kommissionen föreslå den marockanska sidan att inkludera denna typ av fiske i avtalet. Detta inkluderande skulle kunna ske i form av ett beslut i den gemensamma kommitté som föreskrivs i artikel 10 i avtalet. Samtidigt vill jag understryka att både gemenskapen och Marocko har kommit överens om möjligheten att utföra ett visst försöksfiske i enlighet med artikel 5 i protokollet.
