"Mr President, the consequence of adopting a shoot-to-kill policy in response to the terrorist attacks in London is that the UK is now directly responsible for the killing of an innocent man based solely upon his appearance. He is, of course, a victim, but there is another casualty and that is the state of human rights and civil liberties within the EU.
Certain EU governments are targeting individuals through stop-and-search procedures based entirely upon racial profiling. However, if the security services openly state that they are targeting young, ethnic-minority men, the rest of society may also begin to view those who fit this profile with suspicion. Intercommunity relations will be devastated.
Our response to the terrorist threat must be intelligence led and, therefore, requires the contribution of the very communities that these policies are pushing to the fringes of society. Only through a healthy, constructive dialogue can we root out and tackle anger and hatred. The protection of the human rights of EU citizens who just happen to fit a particular description should not be mutually exclusive from the tracking of the perpetrators and prevention of these terrorist attacks.
Public security is of paramount concern, but the Presidency must acknowledge that undue restrictions on the liberty of our citizens simply fulfil the ultimate goal of these extremists. If we do not avoid extremist responses, we may feed the very beast we seek to destroy.
Today, Europe has an opportunity to respond to extremist forces within our borders in an intelligent, strong, liberal manner, considering our citizens as equal, unless and until any one of them actually takes actions which threaten the security of our society. Then our response must be united, relentless and firm, but always proportionate and based upon the rule of law. "Hr. formand, konsekvensen af at vedtage en meget målrettet politik som reaktion på terrorangrebene i London er, at Det Forenede Kongerige nu er direkte ansvarligt for drabet på en uskyldig mand baseret udelukkende på hans udseende. Die Shoot-to-kill-Politik, die als Reaktion auf die Terrorangriffe in London ergriffen wurde, hat dazu geführt, dass Großbritannien nun direkt für die Tötung eines unschuldigen Mannes verantwortlich ist, auf den lediglich aufgrund seines äußeren Erscheinungsbildes geschossen wurde. Es steht außer Frage, dass er ein Opfer ist, aber es gibt noch ein weiteres Opfer, nämlich die Menschenrechte und bürgerlichen Freiheiten in der EU.
Die Regierungen einiger EU-Staaten haben es auf eine bestimmte Personengruppe abgesehen, was bedeutet, dass deren Mitglieder allein aufgrund ihrer ethnischen Zugehörigkeit angehalten und durchsucht werden. Es wird viel davon geredet, die Moscheen ins Visier zu nehmen. Ich bin ein europäischer Moslem. Ich habe meinen Religionsunterricht in genau solchen Moscheen absolviert. Dabei habe ich gelernt, ein rechtschaffener, engagierter Bürger zu sein, der auf seine europäische und britische Staatsbürgerschaft stolz ist. Bitte machen Sie nicht Millionen Menschen wie mich nur aufgrund ihres äußeren Erscheinungsbildes zu Bürgern zweiter Klasse und ignorieren Sie nicht unseren Beitrag zur Gesellschaft!

"Señor Presidente, la consecuencia de adoptar una política de tirar a matar en respuesta a los atentados terroristas de Londres es que el Reino Unido es ahora el responsable directo del asesinato de un hombre inocente, basándose únicamente en su aspecto. Él es, sin duda, una víctima, pero hay otra baja y esa es la situación de los derechos humanos y las libertades civiles en la Unión Europea.
Ciertos Gobiernos de la Unión Europea multiplican los registros de individuos en razón exclusivamente del perfil racial. "Arvoisa puhemies, Lontoossa tapahtuneiden terrori-iskujen johdosta otettiin käyttöön tappolupa, mikä johti siihen, että Yhdistynyt kuningaskunta on nyt suoraan vastuussa viattoman miehen tappamisesta täysin hänen ulkonäkönsä perusteella. "Monsieur le Président, à la suite de l’adoption d’une politique de tirer pour tuer en réponse aux attentats terroristes de Londres, le Royaume-Uni est à présent directement responsable du meurtre d’un innocent uniquement en raison de son apparence. Il s’agit bien entendu d’une victime, mais il n’est pas le seul: il y a également l’état des droits de l’homme et des libertés civiles au sein de l’UE.
Certains gouvernements européens ciblent des personnes par des procédures d’arrestation et de fouille basées entièrement sur le profilage racial. Cependant, si les services de sécurité déclarent publiquement qu’ils ciblent des hommes jeunes appartenant à une minorité ethnique, le reste de la société peut également commencer à regarder de travers ceux qui correspondent à ce profil. "Herr talman! Följden av att tillämpa taktiken att skjuta för att döda som reaktion på attackerna i London är att Förenade kungariket nu är direkt ansvarigt för dödandet av en oskyldig man grundat enbart på hans utseende. Han är givetvis ett offer, men det finns också ett annat offer och det är situationen för de mänskliga rättigheterna och de medborgerliga fri- och rättigheterna inom EU.
Vissa regeringar i EU gör individerna till måltavlor genom att stoppa och kroppsvisitera dem helt grundat på rasprofilering. Men om säkerhetstjänsterna öppet uttalar att de gör unga män ur etniska minoriteter till måltavlor kan även resten av samhället börja betrakta dem som passar in i denna profil med misstänksamhet.
Vår reaktion mot terroristhotet måste styras av förnuftet och därför krävs det att gemenskaperna själva bidrar till att denna politik drivs till samhällets utkanter.
