The construction or replacement of vessels, even with no increase of capacity. The Commission cannot accept a proposal that goes against our conservation policy. Such aid would contribute to maintaining the situation of fleet overcapacity. The Commission is not prepared to move on this point, which for us remains a fundamental pillar of sustainable fisheries.
The same applies to aid for the establishment of joint ventures. Such aid benefits mainly private vessel owners and would run counter to our commitments made within international organisations. However, there is agreement that studies on the feasibility of such joint enterprises could be funded.
Regarding the replacement of engines for all types of vessels, let me repeat that during the Council deliberations the Commission accepted a compromise whereby the replacement of engines would be allowed for small-scale vessels. I have listened to your views with regard to the extension of aid beyond the parameters already accepted by the Commission. Clearly, this must be further evaluated.
I am of the view that the installation of young fish farmers need not be financed in the same way as that of young fishermen, because aquaculture is not facing the same recruitment problems as the catching sector. I am willing to look into this further.
We have proposed the reinstatement of aid for inland fisheries. However the Commission cannot accept the request to extend aid for the construction of inland fishing vessels, because precaution is also required in inland fishing, where some stocks are reported to be in a bad situation, and given the limits of scientific knowledge in this area. We nevertheless envisage that vessels operating in inland fishing should enjoy the same treatment as vessels operating in marine fishing.
Finally, we have also carefully examined your amendments concerning the 'horizontal issues' with regard to the management, monitoring and control systems. As you are no doubt aware, these provisions are very much inspired by the proposals for a Regulation on Structural Funds. For the sake of coherence among Community instruments, we shall await sufficient progress to be made in the negotiations on these proposals.
The Commission can agree to a number of amendments, which also reflect the progress that has been achieved in the Council. These include eligibility for replacement of engines for small-scale vessels under strict conditions so as to ensure that there is no increase in fishing capacity.
With respect to aid for young fishermen operating in small-scale fisheries and wishing to purchase a second-hand fishing vessel, proposals considered by the Council restrict such aid to the purchase of vessels below twelve metres not using towed gears. Your request to apply this possibility to all vessels requires further examination.
The scope of socio-economic measures has been extended to training and to compensation for fishermen working on board vessels whose activity has been stopped permanently.
The requirement whereby aid for temporary cessation of activities must be accompanied by a reduction of capacity is withdrawn and replaced by reinstating the current FIFG provisions setting the threshold of Community contribution to all types of temporary cessation.
We stated in Council that EFF-funded plans put forward following the adoption of emergency measures may also cover real-time closures for reasons of concentration of juveniles or of spawning.

Sådant stöd skulle bidra till att fiskeflottans överkapacitet bibehålls. Kommissionen tänker inte ändra sig på den punkten, som för oss kvarstår som grundläggande för ett hållbart fiske.
Detsamma gäller stöd för inrättandet av gemensamma företag. Sådant stöd gynnar främst privata fartygsägare och skulle strida mot åtaganden som vi gjort till internationella organisationer. Det råder dock enighet om att genomförbarhetsstudier av sådana gemensamma företag kan finansieras.
Låt mig, när det gäller motorutbyten för alla typer av fartyg, upprepa att kommissionen under rådets överläggningar godtog en kompromiss som innebar att motorutbyten skulle tillåtas för små fartyg. Jag har lyssnat till era åsikter angående att utvidga stödet utanför de parametrar som redan accepterats av kommissionen. Tydligen måste detta granskas ytterligare.
Jag anser att unga fiskodlare inte behöver finansieras på samma sätt som unga fiskare, eftersom vattenbruk inte har samma rekryteringsproblem som fångstsektorn. Jag kan tänka mig att undersöka detta ytterligare.
Vi har föreslagit att stödet till inlandsfiske återinförs. Vi har, avslutningsvis, även noggrant granskat era ändringsförslag gällande de ”horisontella frågor” som rör hantering, övervakning och kontrollsystem. Som ni säkert redan vet är dessa bestämmelser starkt inspirerade av förslagen om en reglering av strukturfonderna. I syfte att gemenskapens instrument skall stämma överens med varandra, avvaktar vi tills tillräckliga framsteg görs i förhandlingarna kring dessa förslag.
Kommissionen har gått med på ett antal ändringsförslag, vilket återspeglar framstegen i rådet. Bland annat gäller det rätt till motorutbyten för småskaliga fiskefartyg under stränga villkor, så att fiskekapaciteten inte skall öka.
När det gäller stöd till unga fiskare som är verksamma inom småskaligt fiske och önskar bli ägare till ett begagnat fiskefartyg, begränsar förslaget, som behandlats av rådet, ett sådant stöd till inköp av fiskefartyg med en total längd på under tolv meter och som inte använder släpredskap. Er begäran att tillämpa denna möjlighet på alla fartyg behöver granskas ytterligare.
Socioekonomiska åtgärder har utvidgats till att gälla fortbildning och ersättning till besättningsmän på fartyg som berörs av beslut om att definitivt upphöra med verksamheten.

Stödet från EFF föreslås utvidgat till medelstora företag som är verksamma inom vattenbruks-, bearbetnings- och marknadssektorn, samtidigt som mikroföretag och små företag prioriteras.

Η Επιτροπή δεν μπορεί να δεχτεί τις ακόλουθες προτάσεις οι οποίες περιλαμβάνονται στην έκθεσή σας.

Όπως σίγουρα θα γνωρίζετε, οι διατάξεις αυτές εμπνέονται σε μεγάλο βαθμό από τις προτάσεις κανονισμού σχετικά με τα διαρθρωτικά ταμεία. Προκειμένου δε να επιτευχθεί συνεκτικότητα μεταξύ των κοινοτικών μέσων, θα περιμένουμε να σημειωθεί επαρκής πρόοδος στις διαπραγματεύσεις επί των εν λόγω προτάσεων.
Η Επιτροπή μπορεί να συμφωνήσει με μια σειρά τροπολογιών, οι οποίες αντικατοπτρίζουν επίσης την πρόοδο που έχει συντελεστεί στο Συμβούλιο. Ο όρος οι ενισχύσεις για την προσωρινή παύση των δραστηριοτήτων να συνοδεύονται από μείωση της αλιευτικής ικανότητας αποσύρεται και αντικαθίσταται από την επαναφορά των ισχυουσών διατάξεων του χρηματοδοτικού μέσου προσανατολισμού της αλιείας (ΧΜΠΑ) οι οποίες ορίζουν το κατώτατο όριο κοινοτικής συνεισφοράς σε όλους τους τύπους προσωρινής παύσης.
Δηλώσαμε στο Συμβούλιο ότι τα χρηματοδοτούμενα από το Ευρωπαϊκό Αλιευτικό Ταμείο σχέδια που προτείνονται μετά την έγκριση εκτάκτων μέτρων μπορούν επίσης να καλύπτουν προσωρινές παύσεις για λόγους συγκέντρωσης γόνου ή ωοτοκίας.
Προτείνεται να επεκταθεί η στήριξη μέσω του Ευρωπαϊκού Αλιευτικού Ταμείου στις μεσαίες επιχειρήσεις οι οποίες λειτουργούν στους τομείς της υδατοκαλλιέργειας, της επεξεργασίας και της πώλησης, διατηρώντας συγχρόνως την προτεραιότητα των μικρών και πολύ μικρών επιχειρήσεων.

I am of the view that the installation of young fish farmers need not be financed in the same way as that of young fishermen, because aquaculture is not facing the same recruitment problems as the catching sector. I am willing to look into this further.
We have proposed the reinstatement of aid for inland fisheries. However the Commission cannot accept the request to extend aid for the construction of inland fishing vessels, because precaution is also required in inland fishing, where some stocks are reported to be in a bad situation, and given the limits of scientific knowledge in this area. We nevertheless envisage that vessels operating in inland fishing should enjoy the same treatment as vessels operating in marine fishing.
Finally, we have also carefully examined your amendments concerning the 'horizontal issues' with regard to the management, monitoring and control systems. As you are no doubt aware, these provisions are very much inspired by the proposals for a Regulation on Structural Funds. For the sake of coherence among Community instruments, we shall await sufficient progress to be made in the negotiations on these proposals.
The Commission can agree to a number of amendments, which also reflect the progress that has been achieved in the Council. These include eligibility for replacement of engines for small-scale vessels under strict conditions so as to ensure that there is no increase in fishing capacity.
With respect to aid for young fishermen operating in small-scale fisheries and wishing to purchase a second-hand fishing vessel, proposals considered by the Council restrict such aid to the purchase of vessels below twelve metres not using towed gears. Your request to apply this possibility to all vessels requires further examination.
The scope of socio-economic measures has been extended to training and to compensation for fishermen working on board vessels whose activity has been stopped permanently.
The requirement whereby aid for temporary cessation of activities must be accompanied by a reduction of capacity is withdrawn and replaced by reinstating the current FIFG provisions setting the threshold of Community contribution to all types of temporary cessation.
We stated in Council that EFF-funded plans put forward following the adoption of emergency measures may also cover real-time closures for reasons of concentration of juveniles or of spawning.
It is proposed to extend EFF support to medium-sized enterprises operating in the aquaculture, processing and marketing sectors, while keeping small and micro-enterprises the priority.

Ik heb naar uw argumenten geluisterd om de steun verder te laten gaan dan de parameters die de Commissie reeds heeft aanvaard. Het spreekt voor zich dat we dit verder moeten onderzoeken.
Ik ben van mening dat de vestiging van jonge vistelers niet op dezelfde wijze moet worden gefinancierd als die van de jonge vissers, aangezien de aquacultuur niet dezelfde aanwervingsproblemen kent als de sector van de visvangst. Ik ben wel bereid dit verder te bestuderen.
Wij stellen voor de steun voor de binnenvisserij opnieuw in te voeren. De Commissie kan echter niet instemmen met het voorstel om de steun uit te breiden tot de bouw van vaartuigen voor de binnenvisserij. Ook in deze visserijsector is voorzichtigheid geboden, want naar verluidt is de toestand van sommige bestanden benard en bovendien is de wetenschappelijke kennis terzake beperkt. Desalniettemin gaan wij ervan uit dat de vaartuigen die gebruikt worden voor de binnenvisserij op dezelfde wijze behandeld moeten worden als de vaartuigen uit de zeevisserij.
Tenslotte hebben wij ook uw amendementen over de “horizontale thema’s” grondig bestudeerd, met betrekking tot het beheer, het toezicht en de controlestelsels. Zoals u wellicht weet, zijn deze bepalingen vooral ingegeven door de voorstellen voor een verordening betreffende de structuurfondsen. Om de samenhang tussen de communautaire instrumenten te kunnen waarborgen, moeten wij wachten tot er voldoende vooruitgang is geboekt in de onderhandelingen over deze voorstellen.
De Commissie kan instemmen met een aantal amendementen die tevens de vooruitgang in de Raad weerspiegelen. Deze bevatten onder meer de criteria voor het vervangen van de motor in kleine vaartuigen onder strikte voorwaarden om ervoor te zorgen dat de visserijcapaciteit niet toeneemt.
De voorstellen die de Raad momenteel behandelt, beperken de steun voor jonge vissers die actief zijn in de kleinschalige visserij en die een tweedehands vissersvaartuig willen aankopen, tot de aankoop van vaartuigen van minder dan twaalf meter die geen gesleepte vistuigen gebruiken. Wij moeten uw verzoek om deze mogelijkheid toe te passen op alle vaartuigen nog nader bekijken.
De werkingssfeer van de sociaal-economische maatregelen is uitgebreid en omvat nu ook de opleiding en compensatie van vissers die werkten aan boord van vaartuigen die permanent uit de vaart zijn gehaald.
De vereiste dat steun voor een tijdelijke stopzetting van de activiteiten gekoppeld moet zijn aan een capaciteitsvermindering is ingetrokken en in de plaats daarvan worden de huidige bepalingen van het FIOV weer ingevoerd, die de drempel vastleggen voor de communautaire bijdrage in alle soorten van tijdelijke stopzetting.
In de Raad hebben wij gezegd dat met EVF-middelen gefinancierde plannen die werden ingediend na de goedkeuring van noodmaatregelen ook onmiddellijke sluitingen omwille van een concentratie van jonge exemplaren of van de paaitijd kunnen omvatten.
Wij stellen voor de EVF-steun uit te breiden tot de middelgrote ondernemingen die actief zijn in de aquacultuur, de verwerkende en de verkoopssector, hoewel de kleine en micro-ondernemingen prioritair blijven.
De aquacultuur krijgt meer zichtbaarheid. We hebben haar immers opgenomen in de definitie van de visserijsector. Bovendien vermelden we de steun aan de aquacultuur uitdrukkelijk als een van de doelstellingen en taken van het EVF.

Junto a otras disposiciones sobre la igualdad de oportunidades, hemos incrementado la ayuda a las acciones colectivas encaminadas a la creación de redes y al intercambio de experiencias entre organizaciones que promuevan la igualdad de oportunidades entre hombres y mujeres.
La Comisión no puede aceptar las siguientes propuestas incluidas en su informe.
La construcción o sustitución de buques, aun sin incremento de la capacidad. La Comisión no puede aceptar una propuesta que vaya en contra de nuestra política conservacionista. Tal ayuda contribuiría a mantener la situación de sobrecapacidad de la flota. La Comisión no está dispuesta a ceder en este punto, pues para nosotros sigue siendo un pilar fundamental de la pesca sostenible.
Lo mismo sucede con la ayuda a la constitución de empresas conjuntas. Esta ayuda beneficiaría sobre todo a los propietarios privados de barcos, e iría en contra nuestros compromisos con organizaciones internacionales. No obstante, hay consenso en que se podrían financiar estudios sobre la viabilidad de dichas empresas conjuntas.
En cuanto a la sustitución de motores para todo tipo de barcos, quiero repetir que en las deliberaciones del Consejo la Comisión aceptó un compromiso según el cual el reemplazo de motores se admitiría para los barcos pequeños. He escuchado sus puntos de vista sobre la ampliación de la ayuda más allá de los parámetros ya aceptados por la Comisión. Está claro que es necesario un estudio más detenido.
Yo soy de la opinión de que la instalación de jóvenes piscicultores no precise el mismo tipo de financiación que la de los jóvenes pescadores, pues la acuicultura no afronta los mismos problemas de personal que el sector extractivo. Tengo intención de seguir analizando este asunto.
Hemos propuesto el restablecimiento de la ayuda para la pesca de interior. No obstante, la Comisión no puede aceptar la solicitud de ampliar la ayuda para la construcción de barcos pesqueros de interior, ya que se exige también precaución en esa pesca, algunos de cuyos recursos registran una mala situación, y por lo limitado del conocimiento científico en este terreno. Sin embargo, consideramos que los buques de la pesca de interior deben gozar el mismo tratamiento que los que operan en el mar.
Por último, también hemos examinado detenidamente sus enmiendas relativas a los
con respecto a los sistemas de gestión, supervisión y control. Como sin duda ya saben, estas disposiciones están inspiradas en gran medida en las propuestas de Reglamento sobre Fondos Estructurales. Por mor de la coherencia entre los instrumentos comunitarios, esperaremos a que se haya avanzado lo suficiente en la negociación de estas propuestas.
La Comisión comparte una serie de ellas, que también reflejan el progreso alcanzado en el Consejo. Son enmiendas referidas a la posibilidad de sustitución de los motores para buques pequeños en condiciones muy estrictas, a fin de garantizar que no se incremente la capacidad pesquera.
Con respecto a la ayuda a los jóvenes pescadores ocupados en la pesca a pequeña escala que deseen comprar un buque pesquero de segunda mano, las propuestas estudiadas por el Consejo limitan esa ayuda a la adquisición de barcos de menos de doce metros que no utilicen artes de arrastre. Su solicitud de extender esta opción a todos los barcos exige un estudio más detallado.

En el Consejo declaramos que los planes basados en el FEP propuestos tras la adopción de medidas de emergencia también pueden incluir cierres en tiempo real por motivos de concentración de alevines o de huevas.
Se ha propuesto extender el apoyo del FEP a las empresas medianas que operen en los sectores de acuicultura, transformación y comercialización, manteniendo la prioridad en las pequeñas empresas y las microempresas.
La acuicultura se ha hecho más visible. De hecho, la hemos incluido en la definición del sector pesquero, y el apoyo a la acuicultura consta explícitamente como uno de los objetivos y misiones del FEP.

Herr Präsident, verehrte Abgeordnete! Da mir nur begrenzte Zeit zur Verfügung steht, kann ich mich nur ganz allgemein zum Tenor der eingebrachten Änderungsanträge äußern.
Es bestehen neue Fördermöglichkeiten für die Sanierung und den Schutz der Umwelt in Natura-2000-Gebieten, die von Fischereitätigkeiten betroffen sind.
Zusätzlich zu anderen Bestimmungen im Bereich der Chancengleichheit haben wir Beihilfen für Maßnahmen von allgemeinem Interesse aufgenommen, deren Ziel die Vernetzung und der Erfahrungsaustausch zwischen Organisationen ist, die die Chancengleichheit von Männern und Frauen fördern.
Die folgenden in Ihrem Bericht enthaltenen Vorschläge kann die Kommission nicht akzeptieren:
Bau oder Ersatz von Fischereifahrzeugen, selbst wenn dies nicht mit einer Kapazitätserhöhung einhergeht. Die Kommission kann keinem Vorschlag zustimmen, der gegen unsere Politik der Bestandserhaltung gerichtet ist. Eine derartige Förderung würde zur Beibehaltung der Überkapazität der Fangflotten beitragen. Die Kommission ist nicht bereit, von diesem Standpunkt abzuweichen, der für uns nach wie vor ein Eckpfeiler einer nachhaltigen Fischerei ist.
Dasselbe gilt für Beihilfen zur Gründung von Joint Ventures. Solche Beihilfen nutzen in erster Linie den privaten Reedern und laufen den Verpflichtungen zuwider, die wir gegenüber internationalen Organisationen abgegeben haben. Allerdings besteht Übereinstimmung dahingehend, dass Machbarkeitsstudien über solche gemischten Gesellschaften gefördert werden könnten.
Im Hinblick auf den Ersatz von Motoren für alle Arten von Fischereifahrzeugen möchte ich wiederholen, dass die Kommission während der Beratungen im Rat einen Kompromiss dahingehend einging, dass der Ersatz von Motoren für kleine Fischereifahrzeuge subventionierbar ist. Ich habe Ihren Ausführungen zu einer Ausweitung der Förderung über die von der Kommission bereits akzeptierten Parameter hinaus aufmerksam zugehört. Hier besteht eindeutig weiterer Evaluierungsbedarf.
Meiner Meinung nach muss die Existenzgründung junger Fischzüchter nicht auf dieselbe Weise gefördert werden wie die junger Fischer, da in der Aquakultur nicht dieselben Nachwuchsprobleme bestehen wie im Fangsektor. Ich bin bereit, mich näher damit zu befassen.
Wir haben die Wiederaufnahme der Förderung für die Binnenfischerei vorgeschlagen. Die Kommission kann jedoch nicht dem Antrag auf Subventionierung des Baus von Binnenfischereifahrzeugen zustimmen, denn Vorsorge ist auch in der Binnenfischerei notwendig, da sich bestimmte Bestände Berichten zufolge in einem schlechten Zustand befinden und da sich die wissenschaftlichen Kenntnisse auf diesem Gebiet in Grenzen halten. Dennoch haben wir vor, die Fischereifahrzeuge gleich zu behandeln, egal ob sie in der Binnenfischerei oder in der Seefischerei eingesetzt werden.
Sorgfältig geprüft haben wir schließlich auch Ihre Änderungsanträge zu den „horizontalen Fragen“ im Hinblick auf die Verwaltungs-, Begleitungs- und Kontrollsysteme. Wie Sie sicherlich wissen, lehnen sich diese Bestimmungen sehr stark an die Vorschläge für eine Strukturfondsverordnung an. Im Interesse der Kohärenz zwischen den Gemeinschaftsinstrumenten werden wir abwarten, bis die Verhandlungen zu diesen Vorschlägen ausreichend vorangekommen sind.
Die Kommission kann einer Reihe von Änderungsanträgen zustimmen, in denen sich auch die im Rat erzielten Fortschritte widerspiegeln. Was die Förderung für junge Fischer anbelangt, die in der kleinen Fischerei tätig sind und ein gebrauchtes Fischereifahrzeug kaufen möchten, so beschränken sich die vom Rat erörterten Vorschläge auf die Förderung des Erwerbs von Schiffen unter zwölf Metern, bei denen keine Zug- und Schleppgeräte eingesetzt werden. Ihr Antrag auf die Ausweitung dieser Möglichkeit auf alle Fischereifahrzeuge erfordert eine weitere Prüfung.
Neu im Spektrum der sozioökonomischen Maßnahmen sind die Ausbildung und die bei endgültiger Einstellung der Tätigkeit gewährte Entschädigung für Fischer, die an Bord von Fischereifahrzeugen gearbeitet haben.
Die Anforderung, dass die Beihilfe für die vorübergehende Einstellung der Tätigkeit mit einer Verringerung der Fangkapazität einhergehen muss, wird zurückgenommen und an ihre Stelle treten erneut die geltenden FIAF-Bestimmungen, in denen die Schwellenwerte für den Gemeinschaftsbeitrag zu allen Arten von vorübergehender Einstellung festgelegt sind.
Wir haben im Rat erklärt, dass die vom EFF finanzierten Pläne, die nach der Annahme von Notfallmaßnahmen vorgelegt werden, auch Echtzeitschließungen bei hoher Jungfischkonzentration oder zu Fortpflanzungszeiten beinhalten könnten.

Prever ajuda para este efeito iria contribuir para se manter a situação de excesso de capacidade da frota. A Comissão não está disposta a mudar de posição relativamente a este ponto, que, para nós, continua a ser um pilar fundamental da pesca sustentável.
O mesmo se aplica à ajuda para a constituição de empresas comuns. Este tipo de ajuda beneficia principalmente os armadores privados e é contrária aos compromissos que assumimos no âmbito de organizações internacionais. Ouvi as vossas opiniões sobre o alargamento da ajuda para além dos parâmetros já aceites pela Comissão. Trata-se, nitidamente, de um assunto que necessita de ser apreciado mais aprofundadamente.
A Comissão pode aceitar uma série de alterações, que também reflectem os progressos alcançados no Conselho. Entre elas inclui-se o estabelecimento de condições de elegibilidade rigorosas para substituição dos motores no caso de navios de pequena dimensão, de modo a garantir que não haja um aumento da capacidade de pesca.
Sou da opinião de que o estabelecimento de jovens piscicultores não necessita de ser financiado da mesma forma que o de jovens pescadores, porque a aquicultura não se debate com os mesmos problemas de recrutamento que o sector da pesca. Estou disposto a examinar mais atentamente este assunto.
Propusemos que fosse reposta a ajuda à pesca em águas interiores. O vosso pedido no sentido de essa possibilidade ser extensiva a todos os navios necessita de ser examinado mais atentamente.

In merito all’assistenza ai giovani pescatori che operano nel settore della piccola pesca e che desiderano acquistare una nave da pesca usata, le proposte contemplate dal Consiglio limitano tale assistenza all’acquisto di pescherecci di lunghezza inferiore a dodici metri che non utilizzano attrezzi trainati.
