"Mijnheer de Voorzitter, ik wil er graag nogmaals op wijzen dat de Commissie tijdens het overleg in de ad-hocgroep inzake het Stabiliteits- en Groeipact actieve steun gegeven heeft aan enkele van de amendementen die tijdens de eerste lezing door het Parlement zijn ingediend. Zoals ik in mijn inleidende woorden al zei, heeft de Raad ons advies helaas niet overgenomen. Tegen deze achtergrond begrijp ik het standpunt van het Parlement over enkele van zijn oorspronkelijke amendementen. Zoals ik eerder heb aangegeven, vind ik het gemeenschappelijk standpunt echter over het algemeen aanvaardbaar; het is zeer evenwichtig en bevat de wezenlijke elementen die oorspronkelijk door de Commissie waren voorgesteld. "Mr President, I should like to repeat that in the deliberations of the Council’s ad hoc group on the Stability and Growth Pact, the Commission actively supported a number of the amendments tabled by Parliament at first reading. Unfortunately, as I said in my introductory remarks, the Council did not take our advice on board. Against this background I can understand the position of the House with regard to some of its initial amendments. However, as I stated earlier, I think the common position is generally acceptable; it is broadly balanced and contains the essential elements initially proposed by the Commission. Also against the background of the spreading scepticism surrounding the European project, it is important to demonstrate interinstitutional cohesion regarding this important reform project. Your agreement with the Council’s common position would help reinforce the pact’s credibility and political support, sending out a clear message of reform. Finally, let me reassure you again that the Commission is firmly committed to implementing the pact rigorously and even-handedly. The adoption of the reformed pact will help maintain and enforce the solid basis on which that is done. Jag skulle vilja upprepa att kommissionen i överläggningarna i rådets särskilda grupp om stabilitets- och tillväxtpakten aktivt stödde många av de förändringsförslag som lades fram i parlamentets första behandling. Som jag sade i mitt inledande yttrande accepterade rådet tyvärr inte våra förslag. Med tanke på de erfarenheterna kan jag förstå parlamentets ståndpunkt i fråga om några av dess första ändringsförslag. Men som jag tidigare konstaterade anser jag att den gemensamma ståndpunkten på det hela taget är godtagbar, den är i stort sett balanserad och innehåller de viktigaste delarna som kommissionen ursprungligen lade fram. Även mot bakgrund av den tilltagande skepsis som omger det europeiska projektet är det viktigt att uppvisa interinstitutionell sammanhållning när det gäller det här viktiga reformprojektet.
