Mr President, with the positive vote of the Council common position, the European Parliament can clear the way to a fruitful conclusion on what has been a long, intense and yet constructive reform debate. The Commission indicated the need and the main avenues for improving the functioning of the Stability and Growth Pact in its communication of 3 September 2004. After several rounds of discussion, the Ecofin Council met again on 20 March, reached agreement and adopted its report on improving the implementation of the Stability and Growth Pact. On 22 March 2005, the European Council endorsed the report stating that it updates and complements the Stability and Growth Pact.
The main aim of the report is to enhance governance and the national ownership of the EU fiscal framework by strengthening its economic underpinning, while safeguarding the sustainability of public finances and promoting growth. We hold the view that, overall, the agreement is balanced and provides an appropriate basis for restoring national ownership of the fiscal framework. If fully implemented it has the prospect of reinforcing fiscal discipline and growth support of fiscal policies.
On 20 April 2005, the earliest possible date following the agreement, the Commission adopted the two proposals amending the two Council Regulations – (EC) No 1466/97 and (EC) No 1467/97 – which underpin the pact.
Parliament and the Council have immediately begun discussing the Commission proposals in a constructive spirit. All parties strove to bring the process to a successful conclusion swiftly. I would like to express the Commission’s gratitude, in particular to the Parliament for its cooperative attitude, thereby making it possible to finalise the amendment procedure during the Luxembourg presidency.
Earlier this month, the Parliament adopted at first reading a number of amendments to the Commission proposals. The Council, taking account of Parliament’s opinion, agreed on its common position shortly thereafter. In its position however, Council could not agree on taking on board any of the amendments proposed by the Parliament. Nevertheless, the changes adopted by the Council with respect to the Commission proposal go in the direction of further clarifying the implementation of the preventive part of the Stability and Growth Pact in line with the overall thrust of the amendments tabled by Parliament. Other changes envisaged by Parliament, namely those in the statistical field, have been considered by the Council in the finalisation of the legal acts directly linked to the statistics of public finances.
In the view of the Commission, the inclusion of some of the amendments tabled by Parliament could have strengthened the proposed regulation further. However, after careful consideration, the Commission decided to accept the Council common position.
Overall, the revisions made to the Stability and Growth Pact are balanced; they will give the pact a new vigour and provide a better framework for an economically sensible implementation of the rules. The Commission is committed to a balanced and rigorous implementation of the reformed pact. It continues to closely monitor the budgeting situation in all Member States. It will use its right of initiative where appropriate, as it has done in recent days. As you know, the Commission decided to initiate excessive deficit procedures for Italy and Portugal. We expect the procedures to be seen as a means of supporting the fiscal consolidation needed in both countries to return to high economic growth. A cooperative approach to ensure the smooth implementation of the excessive deficit procedure will contribute to the credibility of the renewed framework and of the overall functioning of EMU in this challenging period."@en4

"Hr. formand, med den positive afstemning om Rådets fælles holdning kan Europa-Parlamentet bane vejen for en frugtbar afslutning på det, der har været en lang, intens og alligevel konstruktiv debat. Kommissionen gav udtryk for, at der var behov for at forbedre stabilitets- og vækstpagtens funktion og skitserede retningslinjerne for denne forbedring i sin meddelelse af 3. september 2004. Efter adskillige forhandlingsrunder mødtes Økofin-Rådet igen den 20. marts, nåede frem til en aftale og vedtog rapporten om forbedring af gennemførelsen af stabilitets- og vækstpagten. Den 22. marts 2005 udtrykte Det Europæiske Råd sin støtte til rapporten og erklærede, at den ajourfører og supplerer stabilitets- og vækstpagten.
Hovedformålet med rapporten er at styrke forvaltningen og det nationale ejerskab til EU's budgetramme ved at styrke dets økonomiske grundlag, idet man samtidig sikrer, at de offentlige finanser er bæredygtige, og fremmer væksten. Vi har det synspunkt, at aftalen generelt er afbalanceret og udgør et hensigtsmæssigt grundlag for at genoprette det nationale ejerskab til de budgetmæssige rammer. Rådet tog Parlamentets udtalelse til efterretning og vedtog kort efter sin fælles holdning. I sin holdning kunne Rådet imidlertid ikke blive enigt om at medtage nogen af Parlamentets ændringsforslag. Ikke desto mindre går de ændringer, som Rådet vedtog, i forhold til Kommissionens forslag i retning af en yderligere præcisering af gennemførelsen af den forebyggende del af stabilitets- og vækstpagten, hvilket er i overensstemmelse med den overordnede linje i Parlamentets ændringsforslag. Efter Kommissionens opfattelse kunne medtagelsen af nogle af Parlamentets ændringsforslag have betydet en yderligere styrkelse af forslaget til forordning. Men efter nøje overvejelse besluttede Kommissionen at acceptere Rådets fælles holdning.
Samlet set er ændringerne af stabilitets- og vækstpagten velafbalancerede. De vil give pagten nyt liv og skabe bedre rammer for en økonomisk fornuftig gennemførelse af reglerne. Kommissionen lægger vægt på en afbalanceret og stringent gennemførelse af den reformerede pagt. Den fører fortsat nøje tilsyn med budgetsituationen i alle medlemsstaterne. Den vil benytte sin initiativret, hvor dette er hensigtsmæssigt, som den har gjort det på det seneste. Som De ved, besluttede Kommissionen at indlede procedurer for uforholdsmæssigt store underskud over for Italien og Portugal. Vi forventer, at procedurerne opfattes som et middel til at støtte den budgetmæssige konsolidering, der er nødvendig for, at de to lande kan vende tilbage til en høj økonomisk vækst. Herr Präsident! Mit einer positiven Abstimmung über den Gemeinsamen Standpunkt des Rates kann das Europäische Parlament den Weg für einen erfolgreichen Abschluss einer langen, intensiven und doch konstruktiven Reformdebatte frei machen. Die Kommission zeigte in ihrer Mitteilung vom 3. September 2004 die Notwendigkeit und die wichtigsten Wege für die Verbesserung der Umsetzung des Stabilitäts- und Wachstumspaktes auf. Nach mehreren Verhandlungsrunden kam der Rat „Wirtschaft und Finanzen“ am 20. März noch einmal zusammen, erzielte eine Einigung und verabschiedete seinen Bericht über die Verbesserung der Umsetzung des Stabilitäts- und Wachstumspakts. Am 22. März 2005 billigte der Europäische Rat den Bericht und erklärte, dass durch diesen Bericht der Stabilitäts- und Wachstumspakt aktualisiert und ergänzt wird.
Das Hauptziel des Berichts besteht darin, die Regierungsführung sowie die einzelstaatliche Verantwortung für das finanzpolitische Regelwerk der EU zu verbessern, indem die wirtschaftlichen Grundlagen gestärkt sowie gleichzeitig die langfristige Tragfähigkeit der öffentlichen Finanzen gewährleistet und das Wachstum gefördert werden. Wir vertreten die Auffassung, dass die Vereinbarung alles in allem ausgewogen ist und eine solide Grundlage bietet, um die einzelstaatliche Verantwortung für das finanzpolitische Regelwerk wiederherzustellen. Bei einer vollständigen Umsetzung besteht Aussicht darauf, dass die Haushaltsdisziplin verbessert wird und die Finanzpolitiken wieder zur Förderung des Wachstums beitragen.
Am 20. April 2005, dem frühestmöglichen Termin nach der Einigung, nahm die Kommission die beiden Vorschläge zur Abänderung der zwei Verordnungen des Rates – (EG) Nr. 1466/97 und (EG) Nr. 1467/97 – an, die dem Pakt zugrunde liegen.
Daraufhin machten sich das Parlament und der Rat unverzüglich daran, die Vorschläge der Kommission in konstruktiver Weise zu erörtern. Alle Beteiligten bemühten sich darum, den Prozess schnell zu einem erfolgreichen Abschluss zu bringen. Ich möchte mich hier im Namen der Kommission insbesondere beim Parlament für seine kooperative Haltung bedanken. Dadurch ist es möglich gewesen, das Änderungsverfahren während des luxemburgischen Ratsvorsitzes abzuschließen.
Anfang dieses Monats nahm das Parlament in erster Lesung einige Änderungsanträge zu den Vorschlägen der Kommission an. Kurz darauf verabschiedete der Rat unter Berücksichtigung der Ansichten des Parlaments seinen Gemeinsamen Standpunkt. Allerdings hat sich der Rat dagegen entschieden, die vom Parlament vorgeschlagenen Änderungen in seinen Standpunkt aufzunehmen. Nichtsdestotrotz entsprechen die Änderungen, die der Rat zum Vorschlag der Kommission angenommen hat, dem Grundtenor der Änderungsanträge des Parlaments, da sie auf eine weitere Klärung der Umsetzung der Präventivmaßnahmen des Stabilitäts- und Wachstumspakts abzielen. Andere, vom Parlament vorgesehene Änderungen, nämlich diejenigen im Bereich Statistik, wurden vom Rat beim Abschluss der Rechtsakte berücksichtigt, die sich direkt auf die Statistiken der öffentlichen Finanzen beziehen.
Nach Ansicht der Kommission hätte durch die Aufnahme einiger der Änderungen des Parlaments die vorgeschlagene Verordnung noch verschärft werden können. Doch nach reiflicher Überlegung gelangte die Kommission zu dem Schluss, den Gemeinsamen Standpunkt des Rates zu akzeptieren.
Alles in allem sind die Abänderungen, die an dem Stabilitäts- und Wachstumspakt vorgenommen wurden, ausgewogen. Sie werden dem Pakt neue Schwungkraft verleihen und einen besseren Rahmen für eine wirtschaftlich sinnvolle Anwendung der Vorschriften bieten. Die Kommission setzt sich für eine ausgewogene und strenge Anwendung des reformierten Pakts ein. Sie wird weiterhin die Haushaltslage in allen Mitgliedstaaten genau überwachen. Zudem wird die Kommission gegebenenfalls von ihrem Initiativrecht Gebrauch machen, so wie sie dies ja bereits in den letzten Tagen getan hat. Wie Ihnen bekannt ist, hat die Kommission beschlossen, gegen Italien und Portugal Verfahren wegen eines übermäßigen Defizits einzuleiten. Die Verfahren sollten als Mittel zur Unterstützung der Haushaltskonsolidierung angesehen werden, die in beiden Ländern notwendig ist, um wieder ein hohes Wirtschaftswachstum zu erreichen. Eine kooperative Zusammenarbeit, die den reibungslosen Ablauf der Defizit-Verfahren gewährleistet, wird zur Glaubwürdigkeit des überarbeiteten Regelwerks und der WWU insgesamt in diesen schwierigen Zeiten beitragen."@de9
"Κύριε Πρόεδρε, με την υπερψήφιση της κοινής θέσης του Συμβουλίου, το Ευρωπαϊκό Κοινοβούλιο μπορεί να ανοίξει τον δρόμο σε μια καρποφόρο κατάληξη μιας μακράς, έντονης αλλά εντούτοις εποικοδομητικής συζήτησης για μεταρρύθμιση. Η Επιτροπή υπέδειξε την ανάγκη και τις κύριες οδούς για τη βελτίωση της λειτουργίας του Συμφώνου Σταθερότητας και Ανάπτυξης στην ανακοίνωσή της στις 3 Σεπτεμβρίου 2004. Μετά από πολλούς γύρους συζητήσεων, το Συμβούλιο ECOFIN συνήλθε ξανά στις 20 Μαρτίου, κατέληξε σε συμφωνία και ενέκρινε την έκθεσή του για τη βελτίωση της εφαρμογής του Συμφώνου Σταθερότητας και Ανάπτυξης. Έχουμε την άποψη ότι, συνολικά, η συμφωνία είναι ισορροπημένη και παρέχει τη δέουσα βάση για την αποκατάσταση της εθνικής ιδιοκτησίας του φορολογικού πλαισίου. Εάν εφαρμοστεί πλήρως έχει την προοπτική να ενισχύσει τη φορολογική πειθαρχία και τη στήριξη για την ανάπτυξη των φορολογικών πολιτικών.
Στις 20 Απριλίου 2005, τη συντομότερη δυνατή ημερομηνία βάσει της συμφωνίας, η Επιτροπή ενέκρινε δύο προτάσεις για τροποποίηση των κανονισμών του Συμβουλίου –(ΕΚ) 1466/97 και (ΕΚ) 1467/97– οι οποίοι στηρίζουν το σύμφωνο.
Το Κοινοβούλιο και το Συμβούλιο άρχισαν αμέσως να συζητούν τις προτάσεις της Επιτροπής σε εποικοδομητικό πνεύμα. Όλα τα μέρη αγωνίστηκαν να φέρουν τη διαδικασία σε επιτυχή κατάληξη άμεσα. Θα ήθελα να εκφράσω την ευγνωμοσύνη της Επιτροπής, ιδίως προς το Κοινοβούλιο, για τη στάση συνεργασίας του η οποία κατέστησε κατ’ αυτόν τον τρόπο δυνατή την περάτωση της διαδικασίας τροποποίησης κατά τη διάρκεια της λουξεμβουργιανής Προεδρίας.
Στις αρχές του μήνα, το Κοινοβούλιο ενέκρινε σε πρώτη ανάγνωση αρκετές τροποποιήσεις των προτάσεων της Επιτροπής, Το Συμβούλιο, λαμβάνοντας υπόψη τη γνωμοδότηση του Κοινοβουλίου, συμφώνησε στην κοινή του θέση αμέσως μετά. Στη θέση του, ωστόσο, το Συμβούλιο δεν μπόρεσε να συμφωνήσει να συμπεριληφθούν κάποιες από τις τροπολογίες που πρότεινε το Κοινοβούλιο. Κατά τη γνώμη της Επιτροπής, η συμπερίληψη ορισμένων τροπολογιών που κατατέθηκαν από το Κοινοβούλιο θα μπορούσε να ενισχύσει περαιτέρω τον προταθέντα κανονισμό. Ωστόσο, μετά από προσεκτική εξέταση, η Επιτροπή αποφάσισε να δεχτεί την κοινή θέση του Συμβουλίου.
Γενικά, οι αναθεωρήσεις που έγιναν στο Σύμφωνο Σταθερότητας και Ανάπτυξης είναι ισορροπημένες· θα δώσουν στο σύμφωνο νέα ισχύ και θα παράσχουν ένα καλύτερο πλαίσιο οικονομικά εύλογης εφαρμογής των κανόνων. Η Επιτροπή έχει δεσμευτεί για την ισορροπημένη και αυστηρή εφαρμογή του μεταρρυθμισμένου συμφώνου. Συνεχίζει να παρακολουθεί στενά την κατάσταση κατάρτισης του προϋπολογισμού σε όλα τα κράτη μέλη. Θα κάνει χρήση του δικαιώματος πρωτοβουλίας της όπου είναι ενδεδειγμένη, όπως έκανε προσφάτως. Όπως γνωρίζετε, η Επιτροπή αποφάσισε να κινήσει διαδικασίες ελλείμματος για την Ιταλία και την Πορτογαλία. Αναμένουμε ότι οι διαδικασίες θα θεωρηθούν μέσο υποστήριξης της φορολογικής σταθεροποίησης που χρειάζεται και στις δύο χώρες προκειμένου να επανέλθουν σε υψηλή οικονομική ανάπτυξη. Μια προσέγγιση συνεργασίας για τη διασφάλιση της ομαλής εφαρμογής της διαδικασίας υπερβολικού ελλείμματος θα συμβάλει στην αξιοπιστία του νέου πλαισίου και της συνολικής λειτουργίας της ΟΝΕ σε αυτή τη δύσκολη περίοδο."@el10

Señor Presidente, con el voto a favor de la posición común del Consejo, el Parlamento Europeo deja expedito el camino a la fructífera conclusión de lo que ha sido un debate sobre reformas largo e intenso, pero aun así constructivo. La Comisión indicó la necesidad y las principales vías de mejora del funcionamiento del Pacto de Estabilidad y Crecimiento en su Comunicación del 3 de septiembre de 2004. Tras varias rondas de debate, el Consejo Ecofin volvió a reunirse el 20 de marzo, alcanzó un acuerdo y adoptó su informe relativo a la mejora de la aplicación del Pacto de Estabilidad y Crecimiento. El 22 de marzo de 2005, el Consejo Europeo adoptó el informe afirmando que actualiza y completa el Pacto de Estabilidad y Crecimiento.
El principal objetivo del informe es promover la gobernanza y la adhesión de los Estados miembros al marco fiscal, reforzar los fundamentos económicos, al tiempo que se salvaguarda la sostenibilidad de la hacienda pública y se fomenta el crecimiento. La Comisión considera que, en general, el acuerdo es equilibrado y ofrece una base adecuada para recuperar la adhesión nacional al marco fiscal. Si se aplica plenamente, el Pacto tiene la posibilidad de reforzar la disciplina fiscal y mejorar el respaldo de las políticas fiscales.
El 20 de abril de 2005, la primera fecha posible tras el acuerdo, la Comisión adoptó las dos propuestas por las que se modifican los dos Reglamentos (CE) nº 1466/97 y nº 1467/97del Consejo en que se sustenta el Pacto.
Inmediatamente después, el Parlamento y el Consejo empezaron a debatir las propuestas de la Comisión con un espíritu constructivo. Todas las partes se esforzaron por llevar a buen puerto el proceso con rapidez. Me gustaría expresar la gratitud de la Comisión, en particular al Parlamento, por su actitud de cooperación, haciendo posible, de este modo, llevar a término el procedimiento de modificación durante la Presidencia luxemburguesa.
A principios de este mes, el Parlamento aprobó en primera lectura una serie de enmiendas a las propuestas de la Comisión. El Consejo, tomando nota del dictamen del Parlamento, acordó una posición común poco después. En su posición, sin embargo, el Consejo no decidió incluir ninguna de las enmiendas propuestas por el Parlamento. No obstante, los cambios adoptados por el Consejo con respecto a la propuesta de la Comisión van en la dirección de simplificar la implementación de la parte preventiva del Pacto de Estabilidad y Crecimiento, consonancia con la tendencia general de las enmiendas presentadas por el Parlamento. En general, las revisiones de las que ha sido objeto el Pacto de Estabilidad y Crecimiento son equilibradas; insuflarán al Pacto un nuevo impulso y crean un marco más adecuado para una implementación más sensata de las reglas desde el punto de vista económico. La Comisión defiende una implementación equilibrada y rigurosa del Pacto reformado. Mijnheer de Voorzitter, met de aanneming van het gemeenschappelijk standpunt van de Raad kan het Europees Parlement de weg vrijmaken voor een vruchtbare afsluiting van een lang, intensief en toch constructief hervormingsdebat. In haar mededeling van 3 september 2004 heeft de Commissie aangegeven dat het Stabiliteits- en Groeipact beter moest functioneren, en de hoofdlijnen uitgezet waarlangs dat doel kon worden bereikt. Na verschillende discussierondes is de Raad Ecofin opnieuw bijeengekomen op 20 maart, waar hij een akkoord heeft bereikt en zijn verslag over het verbeteren van de toepassing van het Stabiliteits- en Groeipact heeft aangenomen. Op 22 maart 2005 heeft de Europese Raad het verslag goedgekeurd, onder vermelding van het feit dat dit het Stabiliteits- en Groeipact actualiseert en aanvult.
Het hoofddoel van het verslag is het versterken van de governance en de nationale zeggenschap in het begrotingskader van de EU, door de economische fundamenten ervan te versterken en tegelijkertijd de houdbaarheid van de openbare financiën te waarborgen en groei te bevorderen. Wij zijn van mening dat de overeenkomst over het geheel genomen evenwichtig is en een geschikte grondslag biedt voor het herstel van de nationale zeggenschap in het begrotingskader. Op 20 april 2005, de eerst mogelijke datum na de overeenkomst, heeft de Commissie de twee voorstellen aangenomen tot wijzing van de twee Verordeningen van de Raad – (EG) nr. 1466/97 en (EG) nr. 1467/97 – die het pact ondersteunen.
Het Parlement en de Raad zijn onmiddellijk in constructieve geest begonnen met discussies over de Commissievoorstellen. Alle partijen streefden ernaar om het proces snel en succesvol af te sluiten. Namens de Commissie wil ik hiervoor graag mijn dank betuigen, vooral aan het Parlement, dat het met zijn coöperatieve houding mogelijk heeft gemaakt om de wijzigingsprocedure tijdens het Luxemburgse voorzitterschap af te sluiten.
Eerder deze maand heeft het Parlement in eerste lezing een aantal amendementen op de Commissievoorstellen aangenomen. Rekening houdend met het standpunt van het Parlement is de Raad het kort daarna eens geworden over zijn gemeenschappelijk standpunt. In dit standpunt kon de Raad echter geen enkel amendement van het Parlement aanvaarden. Desondanks gaan de door de Raad aangenomen wijzigingen ten opzichte van het Commissievoorstel in de richting van een verdere verduidelijking van de toepassing van het preventieve deel van het Stabiliteits- en Groeipact, in overeenstemming met de algemene richting van de door het Parlement ingediende amendementen. Andere door het Parlement voorziene wijzigingen, namelijk op statistisch gebied, zijn door de Raad in overweging genomen bij de definitieve vaststelling van besluiten die direct verband houden met de statistieken van de overheidsfinanciën.
Naar de mening van de Commissie zou opneming van sommige door het Parlement ingediende amendementen de voorgestelde verordening hebben versterkt. Na rijp beraad heeft de Commissie echter besloten het gemeenschappelijk standpunt van de Raad te aanvaarden.
Over het geheel genomen zijn de wijzigingen in het Stabiliteits- en Groeipact evenwichtig van aard; ze zullen het pact nieuwe kracht geven en een beter kader bieden voor een economisch verstandige toepassing van de regels. De Commissie is vastbesloten het hervormde pact op evenwichtige en rigoureuze wijze toe te passen. Zij blijft de begrotingssituatie in alle lidstaten nauwkeurig in de gaten houden. Zij zal zo nodig haar recht van initiatief toepassen, zoals zij onlangs gedaan heeft. Zoals u weet, heeft de Commissie besloten om buitensporigtekortprocedures te starten voor Italië en Portugal. We verwachten dat deze procedures zullen worden gezien als een middel om de budgettaire consolidatie te ondersteunen die in beide landen nodig is om terug te keren tot hoge economische groei. Een coöperatieve aanpak om te zorgen voor de soepele toepassing van de buitensporigtekortprocedure zal bijdragen tot de geloofwaardigheid van het vernieuwde kader en van het algemene functioneren van de EMU in deze periode van uitdagingen."@nl3

The Commission is committed to a balanced and rigorous implementation of the reformed pact. It continues to closely monitor the budgeting situation in all Member States. It will use its right of initiative where appropriate, as it has done in recent days. As you know, the Commission decided to initiate excessive deficit procedures for Italy and Portugal. We expect the procedures to be seen as a means of supporting the fiscal consolidation needed in both countries to return to high economic growth. "Senhor Presidente, com a votação favorável da posição comum do Conselho, o Parlamento Europeu pode abrir caminho a uma conclusão profícua em relação ao que tem sido um longo e intenso mas construtivo debate sobre reformas. A Comissão referiu a necessidade e as principais abordagens à melhoria do funcionamento do Pacto de Estabilidade e Crescimento na sua Comunicação de 3 de Setembro de 2004. Depois de várias rondas de discussão, o Conselho ECOFIN reuniu novamente, em 20 de Março, alcançou um acordo e aprovou o seu relatório “Melhorar a aplicação do Pacto de Estabilidade e Crescimento”. Em 22 de Março de 2005, o Conselho Europeu subscreveu o relatório, afirmando que actualiza e complementa o Pacto de Estabilidade e Crescimento.
O principal objectivo do relatório é reforçar a governança e a apropriação nacional do quadro fiscal da UE fortalecendo a sua consolidação económica, embora salvaguardando a sustentabilidade das finanças públicas e promovendo o crescimento. A nossa opinião é de que, no global, o acordo é equilibrado e propicia uma base adequada para restaurar a apropriação nacional do quadro fiscal. Se for totalmente implementado, abre a possibilidade de se reforçar a disciplina fiscal e de se apoiar o crescimento através das políticas fiscais.
A 20 de Abril de 2005, a primeira data possível a seguir ao acordo, a Comissão aprovou as duas propostas que alteram os dois Regulamentos do Conselho – (CE) No 1466/97 e (CE) No 1467/97 – que são a base do Pacto.
O Parlamento e o Conselho começaram imediatamente a debater as propostas da Comissão num espírito construtivo. Todas as partes se esforçaram por levar rapidamente o processo a bom porto. Gostaria de expressar a gratidão da Comissão, em especial, ao Parlamento pela sua atitude cooperante, tornando assim possível a conclusão do processo de alterações durante a Presidência Luxemburguesa.
No início do mês, o Parlamento aprovou em primeira leitura uma série de alterações às propostas da Comissão. Depois disso, o Conselho, tendo em conta o parecer do Parlamento, chegou rapidamente a um acordo sobre a sua posição comum. Contudo, na sua posição, o Conselho não aceitou quaisquer das alterações propostas pelo Parlamento. Não obstante, as alterações adoptadas pelo Conselho relativamente às propostas da Comissão vão no sentido de clarificar mais a implementação da vertente preventiva do Pacto de Estabilidade e Crescimento, na linha da ideia global das alterações apresentadas pelo Parlamento. Outras mudanças consideradas pelo Parlamento, a saber, as modificações no campo estatístico, foram consideradas pelo Conselho aquando da finalização dos actos jurídicos directamente ligados às estatísticas das finanças públicas.
Na opinião da Comissão, a inclusão de algumas das alterações apresentadas pelo Parlamento poderia ter reforçado mais o regulamento proposto. Contudo, depois de uma análise cuidadosa, a Comissão decidiu aceitar a posição comum do Conselho.
De um modo geral, as revisões feitas ao Pacto de Estabilidade e Crescimento são equilibradas; darão ao Pacto um novo vigor e proporcionarão um melhor enquadramento para uma implementação sensata das regras do ponto de vista económico. A Comissão está empenhada numa aplicação rigorosa e equilibrada do Pacto revisto. Continua a acompanhar de perto a situação orçamental em todos os Estados-Membros. Fará uso dos seus direitos de iniciativa quando considerar adequado, como o fez nos últimos dias. Como sabem, a Comissão decidiu abrir um procedimento por défice excessivo a Itália e Portugal. Esperemos que os procedimentos sejam vistos como um meio de apoiar a consolidação fiscal necessária em ambos os países para regressar a um elevado crescimento económico. Uma abordagem assente na cooperação com vista a assegurar uma aplicação suave do procedimento por défice excessivo contribuirá para a credibilidade do quadro renovado e do funcionamento geral da UEM neste período controverso."@pt17

Herr talman! Med ett positivt röstresultat för rådets gemensamma ståndpunkt kan Europaparlamentet bana väg för en fruktbar avslutning på vad som har varit en lång, intensiv och ändå konstruktiv reformdebatt. Kommissionen antydde behovet av och de viktigaste vägarna för att förbättra stabilitets- och tillväxtpaktens funktion i sitt meddelande av den 3 september 2004. Efter flera diskussionsrundor samlades Ekofinrådet åter den 20 mars, enades och antog sin rapport om att förbättra genomförandet av stabilitets- och tillväxtpakten. Den 22 mars 2005 godkände Europeiska rådet rapporten och fastslog att den är en uppdatering och komplettering av stabilitets- och tillväxtpakten.
Rapportens huvudmål är att öka styrningen och det nationella egenansvaret inom EU:s finansieringsram genom att stärka dess ekonomiska underbyggnad medan hållbarheten i de offentliga finanserna garanteras och tillväxten gynnas. Vi är av den åsikten att överenskommelsen på det hela taget är balanserad och ger en lämplig grund för att återupprätta nationellt egenansvar inom finansieringsramen. Om den genomförs fullständigt finns utsikter att stärka skattedisciplinen och tillväxtstödet för skattepolitiken.

Parlamentet och rådet började omedelbart diskutera kommissionens förslag i en konstruktiv anda. Alla parter strävade efter att snabbt föra processen till ett lyckat resultat. Jag skulle vilja ge uttryck åt kommissionens tacksamhet och särskilt till parlamentet för dess samarbetsvilja som därigenom gjorde det möjligt att slutföra ändringsförfarandet under det luxemburgska ordförandeskapet.
Tidigare den här månaden antog parlamentet i sin första behandling en rad ändringsförslag till kommissionens förslag. Rådet tog parlamentets åsikt i betraktande och enades kort därefter om sin gemensamma ståndpunkt. Men i sin ståndpunkt kunde rådet inte enas om att uppta en enda av de ändringar som parlamentet föreslagit. Ändå går de ändringar som antagits av rådet med hänsyn till kommissionens förslag i riktning att ytterligare klargöra genomförandet av den förebyggande delen av stabilitets- och tillväxtpakten i linje med huvudsyftet i de ändringsförslag som lagts fram av parlamentet. Andra ändringar som planerats av parlamentet, nämligen de på det statistiska området, har beaktats av rådet i det slutliga fastställandet av de rättsakter som är direkt kopplade till de offentliga finansernas statistik.
Enligt kommissionens uppfattning kunde inbegripandet av några av de ändringsförslag som lagts fram av parlamentet ytterligare ha stärkt den föreslagna förordningen. Men efter noggrant övervägande beslutade kommissionen att godta rådets gemensamma ståndpunkt.
På det hela taget är revideringarna som gjorts av stabilitets- och tillväxtpakten väl avvägda; de kommer att ge pakten ny styrka och utgöra en bättre ram för ett ekonomiskt sett vettigt genomförande av bestämmelserna. Kommissionen är för ett balanserat och noggrant genomförande av den reformerade pakten. Den fortsätter att noga övervaka budgetläget i alla medlemsstater. Den kommer att använda sin initiativrätt när det är på sin plats så som den har gjort på sista tiden. Som ni vet beslutade kommissionen att ta initiativ till förfaranden vid alltför stora underskott för Italien och Portugal. Vi väntar oss att förfarandena skall ses som ett medel att stödja den konsolidering av de offentliga finanserna som krävs för att båda länderna åter skall uppnå hög ekonomisk tillväxt. En gemensam strategi för att garantera det smidiga genomförandet av förfarandet vid alltför stora underskott kommer att bidra till det förnyade regelverkets trovärdighet och till att EMU fungerar på ett övergripande plan under denna tid av utmaningar."@sv21
