Mr President, once again I wish to thank this House, and in particular the Committee on Fisheries and its rapporteur, Mr Freitas, for their cooperation.
The objective is a shared one. It is important for the Commission to enhance its role in regional fisheries organisations in supporting conservation measures that are put in place not only in European but also in international waters. Membership of the organisation will help us attain higher standards as regards by-catches of cetaceans. Since the establishment of the AIDCP, the by-catch of cetaceans has dropped from 150 000 to 1 500. This in itself is a great success and worthy of support.
The rapporteur and other speakers raised the issue of eco-labelling. Firstly, the option of the AIDCP ‘dolphin safe’ certificate by the Community is currently being examined by the Member States. In addition, the Commission will be adopting a proposal on eco-labelling within a couple of weeks, which will clearly feed into the process of considering whether to adopt the AIDCP certificate. The communication will set out three options for consideration: retaining the status quo, having a mandatory Community-wide label or setting minimum criteria. At this stage, the Commission is leaning towards the third option, and we look forward to a constructive debate with Parliament and the Council.
In conclusion, I wish to assure you of the Commission’s and my own personal commitment to continuing to work towards minimising discards and by-catch, especially of cetaceans. I count on the support of this House, so that we can work together in achieving improvements in our current practices and methods.

Wir haben ein gemeinsames Ziel. Señor Presidente, una vez más quiero dar las gracias a esta Cámara, y en especial a la Comisión de Pesca y a su ponente, el señor Freitas, por su cooperación.
Compartimos el objetivo. Para la Comisión es importante reforzar su papel en las organizaciones regionales de pesca respecto al apoyo de medidas de conservación que se ponen en marcha no solo en aguas europeas, sino también en aguas internacionales. La pertenencia a la organización nos ayudará a cumplir criterios más estrictos con respecto a las capturas accesorias de cetáceos. Desde que se estableció el APICD, la captura accesoria de cetáceos ha descendido de 150 000 a 1 500. En sí, esto es un gran éxito y merece nuestro apoyo.
El ponente y otros oradores han planteado la cuestión del etiquetado ecológico. En primer lugar, la opción del certificado APICD «sin riesgo para los delfines» por parte de la Comunidad está siendo examinada por los Estados miembros. L’objectif est un objectif partagé. Il est important que la Commission promeuve son rôle au sein d’organisations régionales de pêche en apportant son soutien aux mesures de conservation mises en place non seulement dans les eaux européennes, mais également dans les eaux internationales. L’affiliation de l’organisation nous permettra de relever les normes en ce qui concerne les prises accessoires de cétacés. Depuis l’instauration de l’APICD, celles-ci sont passées de 150 000 à 1 500. En soi, c’est une grande réussite, qui mérite d’être soutenue.
Le rapporteur et d’autres orateurs ont soulevé la question de l’écolabellisation. Premièrement, l’option de l’adoption du certificat de l’APICD «pêché sans risque pour les dauphins» par la Communauté est en cours de discussion dans les États membres. En outre, la Commission adoptera une proposition sur l’écolabellisation d’ici une quinzaine de jours, qui alimentera évidemment la discussion sur l’adoption ou non du certificat APICD. "Signor Presidente, desidero ringraziare nuovamente il Parlamento europeo, più in particolare la commissione per la pesca e il suo relatore onorevole Freitas, per la loro collaborazione.
Perseguiamo un obiettivo condiviso. Per la Commissione europea è importante rafforzare il suo ruolo nelle organizzazioni regionali della pesca al fine di appoggiare le misure di tutela che vengono applicate non solo nelle acque europee ma anche in quelle internazionali. L’adesione all’organizzazione citata ci aiuterà a imporre
più elevati per quanto riguarda le catture accessorie di cetacei. Dall’istituzione dell’accordo sul programma internazionale di conservazione dei delfini, le catture accessorie di cetacei sono diminuite da 150 000 a 1 500, e già questo è un successo importante e meritevole di sostegno.
Il relatore e altri oratori hanno sollevato la questione dell’ecoetichettatura. Va detto anzi tutto che la scelta della Comunità di introdurre il certificato AIDCP di “tonno pescato senza rischi per i delfini” è attualmente all’esame degli Stati membri. Inoltre, entro un paio di settimane la Commissione approverà una proposta sull’ecoetichettatura che andrà a inserirsi perfettamente nel processo di valutazione dell’opportunità di adottare il sistema di certificazione AIDCP. La comunicazione prevedrà tre opzioni, che dovranno essere valutate: mantenere lo
introdurre un’etichetta obbligatoria e valida in tutta la Comunità, fissare criteri di minima. Al punto in cui ci troviamo ora, la Commissione propende per la terza opzione e confida in un dialogo costruttivo con il Parlamento e il Consiglio.

"Mijnheer de Voorzitter, ik wil dit Parlement nogmaals bedanken voor de samenwerking, en dan met name de Commissie visserij en haar rapporteur, de heer Freitas.
Wij hebben dezelfde doelstelling. Het is belangrijk dat de Commissie haar rol in regionale visserijorganisaties versterkt, ter ondersteuning van instandhoudingsmaatregelen die niet alleen in Europese maar ook in internationale wateren van kracht zijn. Het lidmaatschap van dergelijke organisaties zal ons helpen hogere normen te realiseren voor de bijvangst van walvisachtigen. Sinds de vaststelling van de AIDCP is de bijvangst van walvisachtigen gedaald van 150 000 naar 1 500. Dit is op zichzelf een groot succes dat steun verdient.
De rapporteur en anderen stelden de kwestie van de eco-etiketten aan de orde. Allereerst wordt het gebruik van het etiket "AIDCP dolfijnvriendelijk gevangen tonijn" in de Gemeenschap momenteel door de lidstaten overwogen. Daarnaast zal de Commissie binnen enkele weken een voorstel goedkeuren over eco-etikettering, waarmee duidelijk input wordt gegeven aan het besluitvormingsproces over het al dan niet invoeren van het AIDCP-etiket. In de mededeling zullen drie opties uiteengezet worden: handhaving van de status-quo, invoering van een verplicht etiket voor de hele Gemeenschap of vaststelling van minimumcriteria. In deze fase neigt de Commissie naar de derde optie, maar we kijken uit naar een constructief debat hierover met het Parlement en de Raad.
Tot besluit wil ik u verzekeren van mijn eigen inzet, en die van de Commissie, voor de voortzetting van het werk om de hoeveelheid over boord gezette vis en de bijvangst te minimaliseren, met name in het geval van walvisachtigen. The objective is a shared one. It is important for the Commission to enhance its role in regional fisheries organisations in supporting conservation measures that are put in place not only in European but also in international waters. Membership of the organisation will help us attain higher standards as regards by-catches of cetaceans. Since the establishment of the AIDCP, the by-catch of cetaceans has dropped from 150 000 to 1 500. This in itself is a great success and worthy of support.
The rapporteur and other speakers raised the issue of eco-labelling. Firstly, the option of the AIDCP ‘dolphin safe’ certificate by the Community is currently being examined by the Member States. In addition, the Commission will be adopting a proposal on eco-labelling within a couple of weeks, which will clearly feed into the process of considering whether to adopt the AIDCP certificate. The communication will set out three options for consideration: retaining the status quo, having a mandatory Community-wide label or setting minimum criteria. At this stage, the Commission is leaning towards the third option, and we look forward to a constructive debate with Parliament and the Council.

"Senhor Presidente, gostaria uma vez mais de agradecer à Assembleia e, em particular, à Comissão das Pescas e ao seu relator, senhor deputado Freitas, a sua cooperação no tratamento deste assunto.
O nosso objectivo é um objectivo partilhado. É importante para a Comissão reforçar, no âmbito das organizações regionais de pescas, o seu papel de apoio a medidas de conservação adoptadas tanto para as águas comunitárias como para as águas internacionais. A nossa participação nesta organização ajudar-nos-á a alcançar padrões mais elevados em termos de capturas acessórias de cetáceos. Desde a instituição do AICDP, o "by-catch" de cetáceos registou um decréscimo de 150 000 para 1 500 capturas. Isto, por si só, representa um enorme êxito, que merece ser apoiado.
Tanto o relator como outros oradores se referiram aqui à questão da rotulagem ecológica. Em primeiro lugar, a opção pelo sistema de certificação de "dolphin safe" ou de "atum sem risco para os golfinhos" está presentemente a ser analisada pelos Estados-Membros. Além disso, dentro de aproximadamente duas semanas, a Comissão irá adoptar uma proposta sobre a rotulagem ecológica, que contribuirá certamente para uma melhor instrução do processo de tomada de decisão sobre a adesão, ou não, ao sistema de certificação previsto no AIDCP. A comunicação da Comissão porá à consideração dos Estados-Membros três opções diferentes, a saber: manter o
criar um rótulo obrigatório a nível comunitário ou estabelecer critérios mínimos. Nesta fase, a Comissão está mais inclinada para a terceira opção, e aguardamos com expectativa a realização de um debate construtivo sobre esta matéria com o Parlamento e o Conselho.
A terminar, posso assegurar-vos do compromisso da Comissão, bem como do meu próprio compromisso pessoal, com a prossecução dos esforços tendentes a minimizar os níveis de devolução ao mar e de capturas acessórias, sobretudo de cetáceos. Herr talman! Jag vill än en gång tacka parlamentet, särskilt fiskeriutskottet och dess föredragande Duarte Freitas, för gott samarbete.
Vi har samma mål. Det är viktigt att kommissionen framhäver sin roll i regionala fiskeorganisationer genom att stödja bevarandeåtgärder som vidtas inte bara i europeiska vatten utan också i internationella vatten. Genom att vara med i organisationerna kommer vi lättare att kunna motsvara högre normer för bifångster av valdjur. Sedan avtalet om det internationella programmet för bevarande av delfiner (AIDCP) trädde i kraft har bifångsterna av valar sjunkit från 150 000 till 1 500 djur. Detta är i sig en stor framgång som förtjänar att stödjas.
Föredraganden och andra talare har tagit upp frågan om miljömärkning. För det första håller medlemsstaterna för närvarande på att ta ställning till alternativet att gemenskapen inför en AIDCP-certifiering av delfinsäkerhet. Dessutom kommer kommissionen att anta ett förslag om miljömärkning inom några veckor, vilket självklart kommer att bidra till diskussionen om AIDCP-certifieringen. I meddelandet kommer det att finnas tre alternativ att ta ställning till: att bibehålla status quo, att införa en frivillig gemenskapsmärkning eller att fastställa minimikriterier. I nuläget lutar kommissionen åt det tredje alternativet, och vi ser fram emot en konstruktiv debatt med parlamentet och rådet.
Avslutningsvis vill jag försäkra er om att kommissionen och jag själv tänker fortsätta att arbeta för att minimera kasseringen och bifångsterna, särskilt av valdjur. Jag räknar med parlamentets stöd, så att vi kan arbeta tillsammans med att förbättra våra nuvarande rutiner och metoder.
