Mr President, I would like to underscore once again my satisfaction at the manner in which Parliament has cooperated on this important dossier. Our shared objective is to achieve sustainability of fisheries in the Mediterranean. We owe this to our fishermen and also to the maintenance of a sustainable marine ecosystem to be able to support this activity.
Through a constructive dialogue, we have explored the avenues to finding some technical solutions to what before seemed to be intractable difficulties. I would like to underline that the aim of the proposal is to create a conservation plan for the Mediterranean. We achieved this through finding a balance and we have instituted measures to protect small-scale fisheries in particular. For example, fishing for bianchetto continues to be allowed in our proposal, but with selective gear, not with trawls.
With the advent of the new Parliament and when I took office, I had to decide what to do regarding the Mediterranean proposal. It was decided at that time that rather than withdrawing the original proposal, we would leave it on the table, but adopt a flexible approach. That is exactly what we did and, to this effect, we have worked very closely with the Fisheries Committee. We have taken on board the amendments proposed by the Fisheries Committee as a package. We have also taken on board a number of other amendments from individual MEPs. Consultations have been carried out in an extensive manner with representatives of the sector for the Mediterranean, both by the Fisheries Committee and by the Commission.
We are discussing with the Member States with a view to having the proposal adopted as early as the June Council. We are making significant progress and we can accept certain other amendments to sensitise the regulation even further to the specificities of Mediterranean fisheries, but without forgoing the fundamental principle of sustainability.
We, the Community, have a responsibility to set a credible and strong example. We will continue to work with our partners in the Mediterranean Sea to convince them of the need to adopt measures along the same lines as ours. We have set up the Medisamac as a forum, bringing together most Mediterranean littoral States. We have strengthened the GFCM to be able to use it as a tool to achieve common standards, and we are working to establish a regional advisory council for the Mediterranean, which will work further in this direction.
The Community has to set an example. It has to take the lead in the Mediterranean. Once the regulation is adopted, we will work within the GFCM and with individual third countries through our very good relations with them on all fronts, based now on partnership and neighbourhood, to adopt measures on the same lines as these and to have a level playing field for the Mediterranean.

Herr Präsident, ich möchte noch einmal meine Genugtuung darüber unterstreichen, wie das Parlament bei diesem wichtigen Dokument mitgearbeitet hat. Es ist unser gemeinsames Ziel, die Nachhaltigkeit der Fischerei im Mittelmeer zu erreichen. Wir sind das unseren Fischern schuldig und auch der Aufrechterhaltung eines stabilen marinen Ökosystems, damit es diese Fischereitätigkeit unterstützen kann.
Auf dem Wege eines konstruktiven Dialogs haben wir Möglichkeiten erkundet, um fachliche Lösungen für zuvor scheinbar unüberwindliche Schwierigkeiten zu finden. Ich möchte betonen, dass das Ziel des Vorschlags in der Aufstellung eines Plans zur Erhaltung der Bestände im Mittelmeer besteht. Erreicht haben wir das, indem wir einen Ausgleich gefunden haben, und wir haben Maßnahmen zum Schutz insbesondere der kleinen Fischerei eingeleitet. So ist beispielsweise der Fang von Bianchetto in unserem Vorschlag weiterhin erlaubt, allerdings mit selektivem Fanggerät, nicht mit Schleppnetzen.
Als das neue Parlament seine Arbeit aufnahm und ich mein Amt antrat, musste ich entscheiden, was mit dem Mittelmeer-Vorschlag zu tun sei. Es wurde seinerzeit beschlossen, den ursprünglichen Vorschlag nicht zurückzuziehen, sondern ihn auf dem Tisch zu belassen, aber ein flexibles Herangehen an den Tag zu legen. Genau das taten wir, und dazu haben wir ganz eng mit dem Fischereiausschuss zusammengearbeitet. Wir haben die vom Fischereiausschuss vorgeschlagenen Änderungen im Paket übernommen. Auch übernahmen wir eine Reihe weiterer Änderungsvorschläge von einzelnen Parlamentsmitgliedern. Es wurden sowohl seitens des Fischereiausschusses als auch seitens der Kommission ausgiebige Konsultationen mit Branchenvertretern für das Mittelmeer geführt.
Wir diskutieren zurzeit mit den Mitgliedstaaten über die Möglichkeit, die Vorschläge bereits auf der Ratstagung im Juni zu verabschieden. Wir können erhebliche Fortschritte verzeichnen und können bestimmte weitere Änderungen akzeptieren, um in der Verordnung noch stärker auf die Besonderheiten der Fischerei im Mittelmeer einzugehen, ohne jedoch vom Grundprinzip der Nachhaltigkeit abzuweichen.
Wir, die Gemeinschaft, haben eine Verantwortung dafür, dass wir ein glaubhaftes, machtvolles Beispiel setzen. Wir werden weiterhin mit unseren Mittelmeer-Partnern arbeiten und sie von der Notwendigkeit überzeugen, ähnliche Maßnahmen wie wir zu ergreifen. Wir haben die Medisamac als ein Forum installiert, das die meisten Anrainerstaaten des Mittelmeers zusammenführt. Wir haben die GFCM gestärkt, um sie als Mittel zur Erreichung gemeinsamer Standards nutzen zu können, und wir arbeiten an der Einsetzung eines regionalen Beirats für das Mittelmeer, der in dieser Richtung weiterarbeiten wird.

"Κύριε Πρόεδρε, θα ήθελα να υπογραμμίσω άλλη μία φορά την ικανοποίησή μου για τον τρόπο με τον οποίο το Κοινοβούλιο συνεργάστηκε σε αυτόν τον σημαντικό φάκελο. Ο κοινός αντικειμενικός μας στόχος είναι να επιτύχουμε τη βιωσιμότητα της αλιείας στη Μεσόγειο. Αυτό το οφείλουμε στους ψαράδες μας και επίσης στη διατήρηση ενός βιώσιμου θαλάσσιου οικοσυστήματος που να είναι ικανό να συντηρεί αυτή τη δραστηριότητα.
Με εποικοδομητικό διάλογο ερευνήσαμε όλες τις δυνατότητες, για να βρούμε κάποιες τεχνικές λύσεις σε δυσκολίες που πρωτύτερα φαίνονταν αξεπέραστες. Θα ήθελα να υπογραμμίσω ότι στόχος της πρότασης είναι να δώσει υπόσταση σε ένα σχέδιο διατήρησης για τη Μεσόγειο. Αυτό το κατορθώσαμε βρίσκοντας μία ισορροπία και έχουμε θεσπίσει μέτρα για την προστασία ιδιαίτερα της μικρής κλίμακας αλιείας. Λόγου χάριν, στην πρότασή μας η αλίευση της aphia minuta εξακολουθεί να επιτρέπεται, πλην όμως με επιλεκτικά εργαλεία, όχι με τράτες.
Όταν συγκροτήθηκε το νέο Κοινοβούλιο και ανέλαβα το αξίωμά μου, έπρεπε να αποφασίσω τι να κάνω σχετικά με τη μεσογειακή πρόταση. Αποφασίστηκε τότε, αντί να αποσύρουμε την αρχική πρόταση, να την αφήσουμε στο τραπέζι αλλά να ακολουθήσουμε ευέλικτη προσέγγιση. Αυτό ακριβώς κάναμε και, για τον σκοπό αυτόν, συνεργαστήκαμε πολύ στενά με την Επιτροπή Αλιείας. Υιοθετήσαμε ως δέσμη τις τροπολογίες που πρότεινε η Επιτροπή Αλιείας. Υιοθετήσαμε επίσης έναν αριθμό από άλλες τροπολογίες μεμονωμένων ευρωβουλευτών. Πραγματοποιήθηκαν εκτεταμένες διαβουλεύσεις με αντιπροσώπους του αλιευτικού τομέα της Μεσογείου, τόσο από την Επιτροπή Αλιείας όσο και από την Επιτροπή.
Συζητούμε με τα κράτη μέλη, με σκοπό η πρόταση να εγκριθεί από το Συμβούλιο του Ιουνίου. Σημειώνουμε σημαντική πρόοδο και μπορούμε να αποδεχθούμε ορισμένες άλλες τροπολογίες, προκειμένου να προσαρμόσουμε ακόμα καλύτερα τον κανονισμό στις ιδιαιτερότητες της μεσογειακής αλιείας, αλλά χωρίς να παραιτηθούμε από τη θεμελιώδη αρχή της βιωσιμότητας.
Εμείς, στην Κοινότητα, έχουμε την ευθύνη να δώσουμε ένα αξιόπιστο και δυνατό παράδειγμα. Θα συνεχίσουμε να συνεργαζόμαστε με τους εταίρους μας στη Μεσόγειο, ώστε να τους πείσουμε για την ανάγκη να υιοθετήσουν μέτρα στην ίδια κατεύθυνση με τα δικά μας. Έχουμε συστήσει τη Medisamac ως βήμα διαλόγου, φέρνοντας σε επαφή τα περισσότερα παράκτια κράτη της Μεσογείου. Señor Presidente, quisiera una vez más poner de relieve mi satisfacción por el modo en el que el Parlamento ha cooperado en este importante expediente. Nuestro objetivo común es lograr la sostenibilidad de la pesca en el Mediterráneo. Se lo debemos a nuestros pescadores y también al mantenimiento de un ecosistema marino sostenible para poder respaldar esta actividad.
Mediante un diálogo constructivo hemos explorado las vías para encontrar soluciones técnicas para lo que antes parecían dificultades inabordables. Quisiera subrayar que el objetivo de la propuesta es crear un plan de conservación para el Mediterráneo. Esto lo hemos logrado estableciendo un equilibrio y hemos tomado medidas para proteger especialmente la pesca a pequeña escala. Por ejemplo, la pesca de de anchoas jóvenes sigue estando permitida en nuestra propuesta, pero con artes de pesca selectivos, no con redes de arrastre.
Con la constitución del nuevo Parlamento y cuando tomé posesión de mi cargo, tuve que decidir qué hacer respecto a la propuesta del Mediterráneo. Se decidió en aquel momento que en lugar de retirar la propuesta original, la dejaríamos sobre la mesa pero adoptaríamos un enfoque flexible. Eso es precisamente lo que hemos hecho, y a este respecto hemos colaborado muy de cerca con la Comisión de Pesca. Hemos aceptado las enmiendas propuestas por la Comisión de Pesca como un paquete. También hemos aceptado otras enmiendas de diputados individuales al Parlamento Europeo. Se han realizado amplias consultas con representantes del sector para el Mediterráneo, tanto por parte de la Comisión de Pesca y como por parte de la Comisión.
Mantenemos conversaciones con los Estados miembros para conseguir que la propuesta se apruebe ya en el Consejo de junio. Estamos progresando notablemente y podemos aceptar otras enmiendas para adaptar todavía más el reglamento a las especificidades de la pesca mediterránea, pero sin olvidar el principio fundamental de la sostenibilidad.
En la Comunidad tenemos la responsabilidad de dar un ejemplo creíble y contundente. Seguiremos trabajando con nuestros socios del Mediterráneo para convencerlos de la necesidad de adoptar medidas en la misma línea que la nuestra. Hemos creado el «Medisamac» como un foro que reúne a la mayoría de Estados del litoral mediterráneo. Hemos reforzado la CGPM para poder utilizarla como herramienta para establecer normas comunes, y estamos trabajando para establecer un consejo consultivo regional para el Mediterráneo, que seguirá trabajando en esta dirección.
La Comunidad tiene que dar ejemplo. Tiene que asumir el liderazgo en el Mediterráneo. Una vez aprobado el reglamento, trabajaremos en el seno de la CGPM y con terceros países a título individual gracias a nuestras excelentes relaciones con ellos en todos los frentes, basándonos ahora en la asociación y la vecindad, para adoptar medidas en la misma línea que estas y para asegurar la igualdad de condiciones en el Mediterráneo.

Arvoisa puhemies, haluaisin jälleen kerran korostaa, miten tyytyväinen olen siihen tapaan, jolla parlamentti on tehnyt yhteistyötä tässä tärkeässä asiassa. Yhteisenä tavoitteenamme on Välimeren kalavarojen säilyttäminen. Olemme sen velkaa kalastajillemme ja myös kestävän meriekosysteemin ylläpidolle, jotta voimme tukea tätä toimintaa.
Rakentavan vuoropuhelun avulla olemme tutkineet mahdollisuuksia löytää joitakin teknisiä ratkaisuja aiemmin hyvin hankalilta tuntuneisiin ongelmiin. Haluan painottaa, että ehdotuksen tarkoituksena on luoda Välimeren säilyttämistä koskeva suunnitelma. Onnistuimme siinä pyrkimällä kompromissiin, ja olemme käynnistäneet toimenpiteitä, joilla suojellaan erityisesti pienimuotoista kalastusta. Esimerkiksi sardiininpoikasten pyynti on ehdotuksessamme edelleen sallittua, mutta vain valikoivilla pyydyksillä, ei trooleilla.

Keskustelemme jäsenvaltioiden kanssa ja pyrimme hyväksymään ehdotuksen jo kesäkuussa pidettävässä neuvoston kokouksessa. Olemme edistyneet merkittävästi ja voimme hyväksyä eräitä muitakin tarkistuksia, joiden avulla asetuksessa voidaan ottaa Välimerellä harjoitettavan kalastuksen ominaispiirteet vieläkin paremmin huomioon luopumatta kuitenkaan kestävyyden perusperiaatteesta.
Yhteisöllä on velvollisuus näyttää uskottavaa ja vahvaa esimerkkiä. Jatkamme työtä Välimeren alueen kumppaneidemme kanssa ja pyrimme saamaan ne vakuuttuneeksi siitä, että niiden on toteutettava samansuuntaisia toimia kuin yhteisönkin. Olemme perustaneet Välimeren kalastajayhdistyksen (Medisamac) foorumiksi, joka yhdistää useimmat Välimeren rannikkovaltiot. Monsieur le Président, je voudrais souligner à nouveau ma satisfaction quant à la manière dont le Parlement a coopéré sur cet important dossier. Notre objectif partagé est de parvenir à une gestion durable de la pêche en Méditerranée. Nous en avons le devoir vis-à-vis de nos pêcheurs mais aussi pour le maintien d’un écosystème marin durable capable de soutenir cette activité.
Grâce à un dialogue constructif, nous avons exploré les voies permettant de trouver certaines solutions techniques à ce qui semblait auparavant être des difficultés inextricables. Je voudrais souligner que l’objectif de la proposition est de créer un programme de conservation pour la Méditerranée. Nous y sommes parvenus en trouvant un équilibre et nous avons adopté des mesures visant à protéger les entreprises de pêche artisanale, en particulier. Par exemple, notre proposition permet la poursuite de la pêche de petits poissons blancs, mais à l’aide d’engins sélectifs, et non de chaluts.
À l’arrivée du nouveau Parlement, lorsque j’ai pris mes fonctions, j’ai dû décider quoi faire à propos de la proposition sur la Méditerranée. À l’époque, il a été décidé que plutôt que retirer la proposition initiale, nous allions la laisser au débat, mais en adoptant une approche flexible. C’est exactement ce que nous avons fait et, à cette fin, nous avons travaillé en très étroite collaboration avec la commission de la pêche. Nous avons pris l’ensemble des amendements proposés par la commission de la pêche. Nous avons également pris d’autres amendements déposés par l’un ou l’autre député. La commission de la pêche et la Commission ont organisé de vastes consultations avec des représentants du secteur de la pêche en Méditerranée.
Nous sommes en train de discuter avec les États membres en vue de faire adopter la proposition dès le Conseil de juin. Nous réalisons des progrès significatifs et nous pouvons accepter certains autres amendements pour sensibiliser encore plus le règlement aux spécificités de la pêche en Méditerranée, mais sans renoncer au principe fondamental de la durabilité.
Nous, qui faisons partie de la Communauté, nous avons une responsabilité, celle de montrer un exemple solide et crédible. Nous continuerons à travailler avec nos partenaires de la mer Méditerranée pour les convaincre de la nécessité d’adopter des mesures similaires aux nôtres. Nous avons mis sur pied l’association Medisamac; il s’agit d’un forum rassemblant la plupart des États du bassin méditerranéen. . Abbiamo un obiettivo comune: garantire la sostenibilità dell’attività di pesca nel Mediterraneo: è un dovere nei confronti dei pescatori, ed è necessario per conservare un ecosistema marino sostenibile su cui tale attività possa fondarsi.
Un dialogo costruttivo ci ha consentito di esplorare le modalità più adatte a individuare alcune soluzioni tecniche per difficoltà che erano sembrate insuperabili. Desidero sottolineare che questa proposta ha lo scopo di creare un piano di conservazione per il Mediterraneo; abbiamo raggiunto tale obiettivo trovando un punto di equilibrio, ed in particolare abbiamo istituito misure di tutela per la pesca di tipo artigianale. Per esempio, la pesca del bianchetto è sempre consentita dalla nostra proposta, ma si deve praticare con attrezzi selettivi, non con reti a strascico.
Quando sono entrato in carica – e con l’inizio della nuova legislatura del Parlamento europeo – ho dovuto decidere quale atteggiamento adottare nei confronti delle proposte relative al Mediterraneo. A quell’epoca si è deciso di non ritirare la proposta originale, ma di lasciarla in esame, adottando però un approccio flessibile; è precisamente quello che abbiamo fatto, e in tale prospettiva abbiamo instaurato una strettissima collaborazione con la commissione per la pesca. Abbiamo accolto, sotto forma di pacchetto, gli emendamenti proposti dalla commissione per la pesca; abbiamo altresì accolto numerosi altri emendamenti presentati dai singoli deputati. Sia la commissione parlamentare per la pesca che la Commissione europea hanno condotto estese e sistematiche consultazioni con i rappresentanti del settore per il Mediterraneo.
Abbiamo ora avviato discussioni con gli Stati membri, in vista di far adottare la proposta in occasione del Consiglio di giugno. Stiamo compiendo progressi significativi e possiamo accettare alcuni emendamenti ulteriori per adeguare il regolamento con precisione ancora maggiore alle caratteristiche specifiche della pesca mediterranea, senza però accantonare il fondamentale principio della sostenibilità.

Mijnheer de Voorzitter, ik wil wederom mijn tevredenheid benadrukken over de manier waarop het Parlement heeft samengewerkt in verband met dit belangrijke dossier. Onze gezamenlijke doelstelling is te komen tot duurzaamheid van de visserij in de Middellandse Zee. We zijn dit verplicht aan onze vissers, zoals we ook verplicht zijn een duurzaam marien ecosysteem te behouden dat deze activiteit kan ondersteunen.
Door middel van een constructieve dialoog hebben we de paden verkend die moeten leiden tot het vinden van bepaalde technische oplossingen voor zaken die aanvankelijk hardnekkige problemen leken te veroorzaken. Ik wil hierbij benadrukken dat het doel van het voorstel is een plan te creëren voor de instandhouding van de Middellandse Zee. We hebben dit gedaan door een evenwicht te vinden en we hebben maatregelen opgesteld om met name de kleinschalige visserij te beschermen. Het vissen op bianchetto bijvoorbeeld blijft toegestaan in ons voorstel, maar wel met geselecteerd vistuig, niet met trawls.
Bij het aantreden van het nieuwe Parlement en toen ik mijn functie aanvaardde, moest ik beslissen wat ik zou doen met het voorstel over de Middellandse Zee. We hebben toen besloten dat we het oorspronkelijke voorstel niet zouden intrekken, maar wel een flexibele houding zouden aannemen. Dat is precies wat we hebben gedaan en daarom hebben we zeer nauw samengewerkt met de Commissie visserij. We hebben de amendementen die zijn voorgesteld door de Commissie visserij als pakket overgenomen. We hebben ook een aantal andere amendementen van afzonderlijke afgevaardigden aanvaard. Er is uitgebreid overleg gevoerd met vertegenwoordigers van de sector uit het Middellandse-Zeegebied, zowel door de Commissie visserij als door de Commissie.
We voeren nu besprekingen met de lidstaten met het oog op goedkeuring van het voorstel, die er hopelijk al tijdens de Raad van juni komt. We boeken aanzienlijke vooruitgang en we kunnen instemmen met bepaalde andere amendementen om de verordening nog verder toe te spitsen op de specifieke situatie van de visserij in de Middellandse Zee, maar zonder voorbij te gaan aan het grondbeginsel van duurzaamheid.
Wij, de Gemeenschap, hebben de verantwoordelijkheid een geloofwaardig en krachtig voorbeeld te stellen. We zullen blijven samenwerken met onze partners in het Middellandse-Zeegebied om hen te overtuigen van de noodzaak om maatregelen te nemen die vergelijkbaar zijn met wat wij nu doen. We hebben het Medisamac-forum opgezet, waarin bijna alle kuststaten in het Middellandse-Zeegebied verenigd zijn. "Senhor Presidente, gostaria de expressar uma vez mais a minha grande satisfação pela forma como o Parlamento colaborou com a Comissão neste importante
O nosso objectivo comum é conseguir a sustentabilidade das pescas no mar Mediterrâneo. Devemo-lo aos nossos pescadores, bem como ao ecossistema marinho, cuja preservação sustentável permite assegurar o apoio da actividade piscatória.
Através de um diálogo construtivo, explorámos diferentes vias até encontrar algumas soluções técnicas para o que, até então, aparentavam ser dificuldades insuperáveis. Gostaria de sublinhar que o objectivo da proposta é criar um plano de conservação dos recursos aquáticos vivos no Mediterrâneo. Conseguimo-lo encontrando um meio termo, e instituímos medidas destinadas a proteger, em particular, a pesca artesanal. A pesca do
por exemplo, continua a ser autorizada na nossa proposta, mas com artes selectivas, não com redes de arrasto.
Com o advento da nova legislatura do Parlamento, e ao assumir funções, tive de decidir o que fazer no tocante à proposta relativa ao Mediterrâneo. Decidiu-se na altura que, em lugar de retirar a proposta inicial, a deixaríamos sobre a mesa das negociações, mas adoptando uma abordagem mais flexível. Foi precisamente o que fizemos e, para esse efeito, trabalhámos em estreita cooperação com a Comissão das Pescas. Aceitámos, como um "pacote", as alterações propostas por esta comissão parlamentar. Também aceitámos um determinado número de outras alterações apresentadas a título individual por alguns membros da Assembleia. Foram realizadas extensas consultas junto de representantes do sector das pescas dos países mediterrânicos, tanto pela Comissão das Pescas como pela Comissão Europeia.
Estamos a discutir com os Estados-Membros a possibilidade de termos a proposta adoptada já no Conselho de Junho. Temos feito avanços significativos e estamos em posição de aceitar algumas outras alterações, por forma a que o regulamento tenha ainda mais em conta as especificidades das pescarias no Mediterrâneo, mas sem abrir mão do princípio fundamental da sustentabilidade.
Nós, a União Europeia, temos a responsabilidade de dar um exemplo forte e credível. Continuaremos a trabalhar com os nossos parceiros da Bacia do Mediterrâneo para os convencer da necessidade de adoptarem medidas em linhas idênticas às nossas. Criámos a Associação Medisamac, enquanto fórum que congrega a maioria dos países mediterrânicos ribeirinhos. Reforçámos a CGPM de modo a poder utilizá-la como um instrumento para a consecução de normas comuns, e estamos a preparar a criação de um conselho regional consultivo para o Mediterrâneo, que irá prosseguir os trabalhos nesse sentido.
A União Europeia tem de dar o exemplo. Deve assumir a dianteira no Mediterrâneo. Uma vez adoptado o regulamento, trabalharemos no quadro da CGPM, inclusive com países terceiros, através das excelentes relações que com eles mantemos em todas as frentes, hoje assentes nos princípios da parceria e da boa vizinhança, com vista à adopção de medidas em linhas idênticas às adoptadas pela UE e a fim de assegurar as necessárias condições de igualdade para a actividade da pesca no Mediterrâneo.

"Mr President, I would like to underscore once again my satisfaction at the manner in which Parliament has cooperated on this important dossier. Our shared objective is to achieve sustainability of fisheries in the Mediterranean. We owe this to our fishermen and also to the maintenance of a sustainable marine ecosystem to be able to support this activity.
Through a constructive dialogue, we have explored the avenues to finding some technical solutions to what before seemed to be intractable difficulties. I would like to underline that the aim of the proposal is to create a conservation plan for the Mediterranean. We achieved this through finding a balance and we have instituted measures to protect small-scale fisheries in particular. For example, fishing for bianchetto continues to be allowed in our proposal, but with selective gear, not with trawls.
With the advent of the new Parliament and when I took office, I had to decide what to do regarding the Mediterranean proposal. It was decided at that time that rather than withdrawing the original proposal, we would leave it on the table, but adopt a flexible approach. That is exactly what we did and, to this effect, we have worked very closely with the Fisheries Committee. We have taken on board the amendments proposed by the Fisheries Committee as a package. We have also taken on board a number of other amendments from individual MEPs. Consultations have been carried out in an extensive manner with representatives of the sector for the Mediterranean, both by the Fisheries Committee and by the Commission.
We are discussing with the Member States with a view to having the proposal adopted as early as the June Council. We are making significant progress and we can accept certain other amendments to sensitise the regulation even further to the specificities of Mediterranean fisheries, but without forgoing the fundamental principle of sustainability.
We, the Community, have a responsibility to set a credible and strong example. We will continue to work with our partners in the Mediterranean Sea to convince them of the need to adopt measures along the same lines as ours. We have set up the Medisamac as a forum, bringing together most Mediterranean littoral States. We have strengthened the GFCM to be able to use it as a tool to achieve common standards, and we are working to establish a regional advisory council for the Mediterranean, which will work further in this direction.
The Community has to set an example. It has to take the lead in the Mediterranean. Once the regulation is adopted, we will work within the GFCM and with individual third countries through our very good relations with them on all fronts, based now on partnership and neighbourhood, to adopt measures on the same lines as these and to have a level playing field for the Mediterranean.

Herr talman! Jag vill än en gång betona hur nöjd jag är med samarbetet med parlamentet i denna viktiga fråga. Vårt gemensamma mål är att fisket i Medelhavet skall bli hållbart. Detta är ett ansvar som vi har gentemot våra fiskare. Vi har också ansvar för att bevara ett hållbart marint ekosystem, så att vi kan klara denna verksamhet.
Genom en konstruktiv dialog har vi utforskat möjligheterna att hitta tekniska lösningar på saker som tidigare verkade utgöra stora svårigheter. Jag vill understryka att syftet med förslaget är att skapa en bevarandeplan för Medelhavet. Detta har vi uppnått genom att hitta en balans och införa bestämmelser till skydd för särskilt det småskaliga fisket. Till exempel är fiske av ansjovisyngel fortfarande tillåtet i vårt förslag, men med selektiva redskap, inte med trålar.
När det nya parlamentet och jag själv tillträdde var jag tvungen att bestämma vad jag skulle göra med Medelhavsförslaget. Det beslutades då att vi inte skulle dra tillbaka det ursprungliga förslaget, utan låta det ligga, men hålla en flexibel linje. Detta är exakt vad vi har gjort, och i det syftet har vi haft ett mycket nära samarbete med fiskeriutskottet. Vi har godtagit ändringsförslagen från fiskeriutskottet som ett paket. Vi har haft ett omfattande samråd med sektorns företrädare för Medelhavet, både från fiskeriutskottets och från kommissionens sida.
Vi för diskussioner med medlemsstaterna i syfte att få förslaget antaget så snart som vid rådets möte i juni. Vi gör betydande framsteg och kan godta vissa andra ändringsförslag för att ytterligare anpassa förordningen till det särpräglade Medelhavsfisket, men utan att släppa den grundläggande hållbarhetsprincipen.
Vi, gemenskapen, har ett ansvar för att föregå med ett trovärdigt och kraftfullt exempel. Vi kommer att fortsätta att arbeta tillsammans med våra Medelhavspartner för att övertyga dem om att de behöver vidta liknande åtgärder som vi. Vi har inrättat Medisamac, som ett forum där de flesta av kuststaterna vid Medelhavet ingår. Vi har förstärkt Allmänna kommissionen för fiske i Medelhavet för att kunna använda den som ett redskap för att nå gemensamma mål, och vi arbetar för att skapa en regional rådgivande nämnd för Medelhavsområdet, vilken kommer att fortsätta detta arbete.
Gemenskapen måste föregå med gott exempel. Den måste ta ledningen i Medelhavsområdet. När förordningen väl har antagits kommer vi att arbeta inom Allmänna kommissionen för fiske i Medelhavet och tillsammans med enskilda tredje länder inom ramen för våra mycket goda förbindelser med dem på alla fronter, nu på grundval av partnerskap och grannskap, för att vidta åtgärder med denna inriktning och skapa lika villkor i Medelhavsområdet.
Slutligen vill jag rikta min uppskattning till er alla, särskilt till föredraganden, för hennes oförtröttliga arbete. Ni har lagt fram ett förslag som jag klart kommer att försvara i de kommande diskussionerna i rådet."@sv21
