La Comisión también sigue involucrada en la problemática humanitaria. Estamos en estrecho contacto con el ACNUR a fin de evaluar la situación de quienes han huido hacia la zona fronteriza. La ECHO está controlando la situación sobre el terreno y, si fuera necesario, la Comisión está en condiciones de movilizar rápidamente la ayuda humanitaria. Tal como he expresado en mi intervención inicial, creemos que tenemos que mantener en pie los programas TACIS, que abarcan en esencia las reformas democráticas y económicas, que son las que se hallan en el origen de los problemas que han surgido. La Comisión ya ha asignado 3 millones de euros de ayuda a los enclaves uzbekos en el territorio kirguís para la reducción de la pobreza, la cooperación transfronteriza y la prevención de toda escalada de tensiones en esta zona inestable. "Mijnheer de Voorzitter, wij moeten de dialoog met de Oezbeekse autoriteiten in stand houden als wij in dat land hervormingen op het gebied van de democratie en mensenrechten tot stand willen brengen. De Commissie blijft zich ook inspannen voor het verbeteren van de humanitaire situatie. Wij onderhouden intensief contact met het Hoge Commissariaat van de VN voor de vluchtelingen om de situatie van degenen die naar het grensgebied zijn gevlucht, nauwlettend te kunnen blijven volgen. Via ECHO wordt toezicht gehouden op de situatie ter plaatse, en indien nodig kan de Commissie op korte termijn humanitaire steun mobiliseren. Zoals ik al in mijn inleidende opmerkingen heb gezegd, zijn wij van mening dat wij gebruik moeten blijven maken van de TACIS-programma’s, omdat deze met name op democratische en economische hervormingen zijn gericht. Op die gebieden ligt ook de oorzaak van de huidige problemen. De Commissie heeft inmiddels al drie miljoen euro aan steun toegewezen aan de Oezbeekse enclave op het grondgebied van Kirgizië. Die steun is bedoeld voor het bestrijden van de armoede, voor grensoverschrijdende samenwerking en om te voorkomen dat de spanning in dit onstabiele gebied escaleert. Wij zullen de Oezbeekse autoriteiten onder druk blijven zetten om de noodzakelijke hervormingen door te voeren en een democratische samenleving te creëren. Wij zullen ook blijven aandringen op een internationaal onderzoek naar de recente gebeurtenissen en zullen president Karimov blijven vragen om zijn positie in heroverweging te nemen. Wat de partnerschaps- en samenwerkingsovereenkomst betreft, zijn wij van mening dat een opschorting hiervan alleen maar tot het verbreken van de internationale contacten met de autoriteiten leidt. The Commission also remains active in the humanitarian situation. We are in close contact with the UNHCR in order to have an assessment of the situation with those who have fled to the border area. ECHO is monitoring the situation on the ground and, should the need arise, the Commission would be able to quickly mobilise humanitarian assistance. We will continue to call for an international inquiry into recent events and to press President Karimov to reconsider his position. A Comissão também continua activa no que respeita à situação humanitária. Mantemos um estreito contacto com o ACNUR para dispormos de uma avaliação da situação dos que fugiram para a região fronteiriça. ". Herr talman! Vi måste fortsätta att samtala med de uzbekiska myndigheterna för att kunna verka för reformer för de mänskliga rättigheterna och för demokrati. Kommissionen förblir också aktiv på det humanitära området. Vi håller nära kontakt med UNHCR för att få en bedömning av läget för dem som har flytt till gränstrakterna. ECHO bevakar läget på ort och ställe och om behov uppkommer kan kommissionen snabbt mobilisera humanitärt bistånd.
