". Mr President, as I have said before, we share many of the views of this Parliament on the reform of the United Nations. We all agree that a strong and effective United Nations is for the benefit not only of the European Union but also of the international community as a whole. In conclusion, let me state that reform of the United Nations is not an exercise in institutional change for its own sake. Our aim is to enhance the ability of this global organisation to meet the challenges of the 21st century in the interests of meeting the aspirations of the peoples of the United Nations. Seeking to consolidate the areas of agreement that exist between Parliament, the Council and the Commission further enhances our chances of achieving sound results in the reform of this important body. We can support many of the proposals in the Secretary-General’s report. As I have stated, our priorities are to secure greater success in the achievement of the Millennium Goals. We are equally committed to seeing progress in the field of post-conflict situations and, therefore, we support the proposal for a peace-building commission as an instrument that will fill an existing gap between post-conflict situations and long-term sustainable peace. Our commitment to human rights is unwavering and the proposals on the table for a human rights council will get our full support. Equally, we will support the creation of a UN environmental organisation, which will further consolidate the central focus of our actions in the field of the environment. On climate change, we believe that the summit should call for more collaborative efforts to achieve the objectives of a UN climate change convention. The summit should endorse the UN Secretary-General’s proposals to ensure concerted global action to mitigate climate change and develop a more inclusive international framework for climate change beyond 2012. The Commission wholly endorses the contents of the UN Secretary-General’s report on the proposal for a comprehensive convention on terrorism and calls for Member States to agree a definition of terrorism. The UN Secretary-General rightly underlines in his report that the accumulation and proliferation of small arms and light weapons continue to threaten the international security, human safety, as well as socio-economic stability. The summit should echo the UN Secretary-General’s appeal for consensus on the legally binding convention on the marking and tracing of small arms and to expedite negotiations on an instrument on illicit brokering and the supply of arms. The Commission further hopes that the summit will lead to the start of negotiations on an international arms trade treaty. With regard to the proposal to set up a democracy fund, this could provide added value. It would make a real difference if it were used to jointly identify key priorities, general programming and to provide political guidance for those eligible countries seeking to strengthen democratic practice. Work now needs to be undertaken to facilitate the emergence of a consensus on the modalities of this fund. The Commission underlines the need to restore the political stature of the General Assembly, asserting its role as the main universal deliberative body. The Commission is also particularly interested in the ECOSOC reform. We support a radical reform to render the body more operational and would like to see its role in all the pillars of sustainable development reinforced. Some Members raised the issue of Security Council reform. This is clearly an important and central issue. However, it should not be an issue that hampers our ability to take actions in a range of other areas that I have highlighted. I have again noted your repeated appeal for an EU seat on the Security Council."@en4

Wir sind uns alle darin einig, dass nicht nur die Europäische Union, sondern auch die internationale Gemeinschaft als Ganzes von starken und effizienten Vereinten Nationen profitiert. Zum Abschluss möchte ich darauf hinweisen, dass es bei der Reform der Vereinten Nationen nicht allein um eine Änderung der institutionellen Strukturen geht. Unser Ziel besteht in der Verbesserung der Fähigkeit dieser globalen Organisation, den Herausforderungen des 21. Jahrhunderts zu begegnen, damit sie den Erwartungen der Menschen in den Mitgliedstaaten der Vereinten Nationen gerecht werden kann. Wenn wir versuchen, die Bereiche zu bündeln, in denen Übereinstimmung zwischen dem Parlament, dem Rat und der Kommission besteht, können wir unsere Chancen auf gute Ergebnisse bei der Reform dieser wichtigen Einrichtung erhöhen. Was die Klimaänderung betrifft, so sind wir der Auffassung, dass auf dem Gipfeltreffen zu einer Verstärkung der gemeinsamen Anstrengungen aufgerufen werden sollte, damit die Ziele der UN-Klimakonvention erreicht werden können. Auf dem Gipfel sollten die Vorschläge des Generalsekretärs angenommen werden, um ein abgestimmtes internationales Handeln zur Abfederung des Klimawandels sicherzustellen und einen umfassenderen internationalen Rahmen zur Bekämpfung der Klimaänderung nach 2012 entwickeln zu können. Die Kommission befürwortet den Inhalt des Berichts des UN-Generalsekretärs über den Vorschlag für ein umfassendes Übereinkommen zur Terrorismusbekämpfung ausdrücklich und ruft die Mitgliedstaaten auf, gemeinsam eine Definition für den Terrorismus festzulegen. Der Generalsekretär der Vereinten Nationen hat in seinem Bericht zu Recht darauf verwiesen, dass die Anhäufung und Weitergabe von Klein- und Leichtwaffen weiterhin eine Bedrohung für die internationale Sicherheit, die Sicherheit der Menschen und die sozioökonomische Stabilität darstellt. Die vorgeschlagene Einrichtung eines Demokratiefonds könnte einen zusätzlichen Nutzen erbringen. Η προσήλωσή μας στην προάσπιση των ανθρωπίνων δικαιωμάτων είναι αταλάντευτη και οι προτάσεις που έχουν κατατεθεί για τη δημιουργία ενός συμβουλίου ανθρωπίνων δικαιωμάτων θα τύχουν της πλήρους στηρίξεώς μας. Ομοίως, θα στηρίξουμε τη δημιουργία μιας περιβαλλοντικής υπηρεσίας του ΟΗΕ, η οποία θα εμπεδώσει περαιτέρω την κεντρική εστίαση των ενεργειών μας στο πεδίο του περιβάλλοντος. Στο θέμα της αλλαγής του κλίματος, θεωρούμε ότι στη διάσκεψη πρέπει να ζητηθεί η καταβολή περισσότερο συλλογικών προσπαθειών για την επίτευξη των στόχων μιας σύμβασης του ΟΗΕ για την αλλαγή του κλίματος. Η διάσκεψη πρέπει να εγκρίνει τις προτάσεις του Γενικού Γραμματέα των Ηνωμένων Εθνών προκειμένου να διασφαλιστεί η ανάληψη συντονισμένης διεθνούς δράσης για την αντιστροφή της αλλαγής του κλίματος και την ανάπτυξη ενός πιο ολοκληρωμένου διεθνούς πλαισίου για την αλλαγή του κλίματος μετά το 2012. Η Επιτροπή αποδέχεται πλήρως το περιεχόμενο της έκθεσης του Γενικού Γραμματέα σχετικά με την πρόταση για μια ολοκληρωμένη σύμβαση για την τρομοκρατία και καλεί τα κράτη μέλη να καταλήξουν σε συμφωνία ως προς τον ορισμό της τρομοκρατίας. Η Επιτροπή υπογραμμίζει την ανάγκη αποκατάστασης του πολιτικού κύρους της Γενικής Συνέλευσης, επιβεβαιώνοντας τον ρόλο της ως κύριο σώμα διαβούλευσης επί του συνόλου των θεμάτων. Η Επιτροπή ενδιαφέρεται επίσης ιδιαιτέρως για τη μεταρρύθμιση του Οικονομικού και Κοινωνικού Συμβουλίου. ". Señor Presidente, como ya he dicho antes, compartimos muchos de los puntos de vista de este Parlamento sobre la reforma de las Naciones Unidas. Todos estamos de acuerdo en que la fuerza y la efectividad de las Naciones Unidas no solo benefician a la Unión Europea, sino también a la comunidad internacional en su conjunto. En conclusión, permítanme decir que la reforma de las Naciones Unidas no es un ejercicio de cambio institucional por el amor al arte. Nuestro objetivo es reforzar la capacidad de esta organización mundial para hacer frente a los retos del siglo XXI a fin de colmar las aspiraciones de los pueblos de las Naciones Unidas. El intento de consolidar los ámbitos en que ha acuerdo entre el Parlamento, el Consejo y la Comisión mejora todavía más nuestras posibilidades de conseguir buenos resultados en la reforma de este importante órgano. Respecto al cambio climático, creemos que la cumbre debería reclamar más esfuerzos conjuntos por conseguir los objetivos de una convención de las Naciones Unidas sobre el cambio climático. La cumbre debería refrendar las propuestas del Secretario General de las Naciones Unidas para asegurar una acción concertada a escala mundial con miras a mitigar el cambio climático y desarrollar un marco internacional más integrador de cara al cambio climático después de 2012. La Comisión refrenda plenamente el contenido del informe del Secretario General de las Naciones Unidas sobre la propuesta de un convenio amplio sobre el terrorismo y solicita a los Estados miembros que acuerden una definición del terrorismo. El Secretario General de las Naciones Unidas destaca con razón en su informe que la acumulación y proliferación de armas cortas y ligeras sigue siendo una amenaza para la seguridad internacional, la seguridad ciudadana y la estabilidad socioeconómica. ". Herr talman! Som jag har sagt tidigare delar vi många av parlamentets åsikter om reformen av Förenta nationerna. Vi är alla överens om att ett starkt och effektivt FN gynnar inte bara Europeiska unionen utan också hela det internationella samfundet. Avslutningsvis vill jag säga att reformen av Förenta nationerna inte är en övning i institutionella förändringar för dess egen skull. Vårt syfte är att förbättra denna globala organisations förmåga att möta 2000-talets utmaningar, så att den kan möta förhoppningarna hos Förenta nationernas folk. Att försöka befästa de områden av enighet som finns mellan parlamentet, rådet och kommissionen förbättrar ytterligare våra möjligheter att uppnå starka resultat i reformen av detta viktiga organ. Toppmötet bör upprepa generalsekreterarens vädjan om enighet om den juridiskt bindande konventionen om märkning och spårning av handeldvapen och påskynda förhandlingarna om ett instrument för olaglig förmedling och olagligt tillhandahållande av vapen. Kommissionen hoppas vidare att toppmötet kommer att leda till att förhandlingar inleds om ett internationellt fördrag om vapenhandel. När det gäller förslaget om inrättande av en demokratifond kan en sådan ge mervärde. Den skulle göra stor skillnad om den användes för att gemensamt identifiera nyckelprioriteringar, allmän programmering och för att ge politisk vägledning för de länder som har rätt att ta del av den och som strävar efter att stärka sina demokratiska traditioner. Arbete måste nu utföras för att underlätta uppkomsten av en enighet om modaliteterna för denna fond.
