Mr President, I welcome this opportunity to discuss UN reform before the crucial UN Summit in September. I congratulate the rapporteur, Mr Laschet, on his report.
The European Community's longstanding, worldwide and sustained peace building efforts are well known. I am therefore glad to inform you that, in the preparatory work for the summit, the European Union has decided to press for the participation of the European Community in all meetings of the Peace Building Commission. I trust that Parliament will be able to support that position.
The Commission strongly welcomes the UN Secretary General's proposals relating to human rights A substantial reform of the current UN human rights architecture, including the replacement of the ailing UN Commission on Human Rights by a standing Human Rights Council, is essential if the system is to be made more efficient and credible.
The ultimate objective is to make human rights protection and promotion effective worldwide. I am therefore delighted to see that we agree on the proposed Human Rights Council. The proposed election of the Council by the General Assembly should extend a sense of ownership to the wider UN community. Ownership must, however, be balanced by responsibility and the Secretary-General's view that States seeking membership of the Council should demonstrate a 'solid record of commitment to the highest human rights standards' is a welcome requirement, also in view of the obligations deriving from membership of the Council.
Obviously the issue of reforming the Security Council is one of the high-profile elements of the current UN reform debate. I note with interest the proposals made in the resolution for the establishment of an 'EU' seat. Whilst Security Council reform is naturally an issue of great importance, it must not be allowed to stall the whole process of vital reform of other UN institutions or other important areas where progress is needed. I would call upon all Member States of the UN to make every effort to ensure such paralysis does not occur.
The Commission fully supports better environmental integration across the UN system, including the establishment of a UN Environmental Organisation, and is delighted to see that the European Union is coming together on this.
I shall conclude by stating my satisfaction at the degree of concurrence that exists between us on many of the key topics at the heart of this issue. Furthermore, I wish to underline the Commission's determination to continue to work towards achieving good results in September and ensuring implementation of the summit's outcome.
The September 2005 UN Summit, to be held on the 60th anniversary of the UN, is an opportunity that must not be missed. The summit represents an opportunity to take decisions leading to a more efficient United Nations and one that is better equipped to deal with the challenges of the 21st century.
In the last three weeks President Barroso and Commissioner Ferrero-Waldner have both been to New York, where they held constructive discussions on the summit preparations with the UN Secretary General Kofi Annan, his deputy, Louise Fréchette, and the President of the UN General Assembly, Ambassador Ping. During those talks, all the parties underlined the need for continuous and strong EU leadership in the preparations for the summit, in order to achieve substantial results in September.
The Commission, together with the presidency and Member States, is thus reaching out to partners, both in New York and in capitals throughout the world. The active involvement of Parliament in mobilising other parliamentarians around the world on the summit agenda would also be extremely useful.
On 3 June we received the draft outcome for the summit, which provides us with a good starting point but nonetheless requires a strong European Union input if we are to achieve ambitious results during the September summit. I am glad to see that the views expressed in the resolution tabled by this Parliament are similar to those of the Commission in many respects.
As the UN Secretary General's report correctly states and as is underlined in Parliament's resolution, progress towards achieving the Millennium Development Goals (MDG) requires urgent attention. A serious boost to common actions is needed to reach the Millennium Development Goals by 2015.
On 24 May the European Council agreed the Commission's ambitious proposals to achieve collectively 0.56% of GNI for ODA by 2010 and 0.7% by 2015. This is an important step forward for international solidarity and a clear sign of the European Union's commitment to a successful summit. We hope that it will provide a strong impetus for others to follow our example.
Allow me to address a few of the UN reform proposals on the table that are of particular interest for reinvigorating the effectiveness of the United Nations. The Commission has been actively engaged in the discussions on the proposed Peace Building Commission, which could fill the very real gap that currently exists within the UN institutional machinery for dealing with the period between the end of a conflict and long-term sustainable development.
I welcome the resolution's support for the Peace Building Commission. The Commission supports as broad a mandate as possible for the Peace Building Commission, including support for democracy, functioning institutions and strengthening the rule of law. Its work should consolidate peace and prevent the outbreak of new conflicts. In terms of its membership, both UN Security Council and ECOSOC membership should be represented, as well as major donors and contributors to peace building, international financing institutions, and key UN agencies, funds and programmes."@en4

Fællesskabets mangeårige, verdensomspændende og vedvarende fredsskabende indsats er velkendt. Kommissionen glæder sig meget over FN-generalsekretærens forslag vedrørende menneskerettigheder. Det er nødvendigt med en gennemgribende reform af den nuværende FN-menneskerettighedskonstruktion inklusive en udskiftning af den hensygnende FN-menneskerettighedskommission med et stående menneskerettighedsråd, hvis systemet skal gøres mere effektivt og troværdigt.

"Herr Präsident! Ich freue mich über diese Gelegenheit zu einer Aussprache über die Reform der UN vor dem wichtigen UN-Gipfeltreffen im September. Ich gratuliere dem Berichterstatter, Herrn Laschet, zu seinem Bericht.
Es ist allgemein bekannt, dass die Europäische Gemeinschaft seit vielen Jahren konsequente Anstrengungen für die weltweite Friedenssicherung unternimmt. Daher freue ich mich, Ihnen mitteilen zu können, dass die Europäische Union im Zuge der Vorbereitungen des Gipfeltreffens beschlossen hat, sich für die uneingeschränkte Teilnahme der Europäischen Gemeinschaft an allen Sitzungen der Kommission für Friedenssicherung einzusetzen. Ich hoffe, dass das Parlament diese Position unterstützen kann.
Die Kommission begrüßt die Vorschläge des UN-Generalsekretärs zur Stärkung der Menschenrechte ausdrücklich. Eine grundlegende Reform der derzeitigen Struktur des für die Menschenrechte zuständigen Organs, in deren Rahmen die angeschlagene Menschenrechtskommission durch einen ständigen Menschenrechtsrat ersetzt wird, ist zur Verbesserung der Effizienz und Glaubwürdigkeit des Systems unverzichtbar.
Das wichtigste Ziel ist dabei der wirksame Schutz und die Förderung von Menschenrechten weltweit. Deshalb freue ich mich, dass wir im Hinblick auf den Menschenrechtsrat einer Meinung sind. Durch den Vorschlag, dass dieser Rat von der Generalversammlung gewählt werden sollte, könnte das Verantwortungsbewusstsein aller Mitglieder der UN in diesem Bereich gestärkt werden. Doch dieses Verantwortungsbewusstsein muss mit verantwortlichem Handeln einhergehen, und daher ist die Forderung des UN-Generalsekretärs sehr begrüßenswert, dass die Staaten, die in den Menschenrechtsrat aufgenommen werden wollen, die praktische Umsetzung ihres Bekenntnisses zu den höchsten Menschenrechtsstandards nachweisen müssen. Dies gilt auch im Hinblick auf die Verpflichtungen, die mit einer Mitgliedschaft in diesem Rat verbunden sind.
Die Reform des Sicherheitsrats gehört natürlich zu den zentralen Elementen der aktuellen Debatte über die Reform der UN. Ich habe die Vorschläge im Entschließungsantrag zur Einrichtung eines Sitzes für die EU mit Interesse zur Kenntnis genommen. Doch obwohl die Reform des Sicherheitsrats zweifellos ein Thema von großer Bedeutung ist, darf dadurch nicht der gesamte Prozess der dringend erforderlichen Reform der übrigen UN-Organe oder anderer wichtiger Bereiche blockiert werden, in denen dringend Fortschritte erreicht werden müssen. Ich rufe alle Mitgliedstaaten der UN dazu auf, alles in ihrer Macht Stehende zu tun, damit es nicht zu einem solchen Stillstand kommt.
Die Kommission unterstützt die stärkere Berücksichtigung der Umwelt in allen Bereichen des UN-Systems ausdrücklich, darunter fällt auch die Einrichtung einer UN-Umweltorganisation, und begrüßt die Einigkeit, die sich in der Europäischen Union in diesem Zusammenhang abzeichnet.
Ich möchte zum Abschluss meine Freude darüber zum Ausdruck bringen, dass unsere Positionen zu diesem Thema in vielen zentralen Punkten übereinstimmen. Außerdem möchte ich bekräftigen, dass sich die Kommission weiterhin sehr engagiert dafür einsetzen wird, dass im September gute Ergebnisse erreicht und die Ergebnisse des Gipfels umgesetzt werden.
Das UN-Gipfeltreffen im September 2005 anlässlich des 60. Jahrestags der Gründung der UN ist eine Gelegenheit, die wir nicht verstreichen lassen dürfen. Der Gipfel bietet die Möglichkeit, Entscheidungen zu treffen, die die Effizienz der Vereinten Nationen stärken und sie in die Lage versetzen, den Herausforderungen des 21. Jahrhunderts zu begegnen.
In den vergangenen drei Wochen waren sowohl Kommissionspräsident Barroso als auch Frau Ferrero-Waldner in New York, wo Sie mit UN-Generalsekretär Kofi Annan, seiner Stellvertreterin Louise Fréchette und dem Präsidenten der UN-Generalversammlung, Botschafter Ping, konstruktive Gespräche über die Vorbereitung des Gipfels geführt haben. Bei diesen Gesprächen haben alle Beteiligten unterstrichen, dass die EU weiterhin eine maßgebliche Rolle bei den Vorbereitungen des Gipfeltreffens einnehmen muss, damit im September konkrete Ergebnisse erreicht werden können.
Deshalb hat die Kommission gemeinsam mit dem Ratsvorsitz und den Mitgliedstaaten begonnen, Kontakt mit den Partnern in New York und in anderen Hauptstädten der Welt aufzunehmen. Die aktive Mitwirkung des Parlaments bei der weltweiten Mobilisierung anderer Parlamentarier für die Agenda des Gipfeltreffens wäre ebenfalls sehr hilfreich.
Am 3. Juni haben wir den Entwurf für das Abschlussdokument des Gipfeltreffens erhalten, das uns eine gute Ausgangsbasis bietet, aber die Europäische Union muss einen umfassenden Beitrag leisten, wenn wir auf dem Gipfel im September die ehrgeizigen Ziele erreichen wollen. Ich freue mich, dass die im Entschließungsantrag des Parlaments erläuterten Positionen des Parlaments in vielen Punkten mit denen der Kommission übereinstimmen.
Der UN-Generalsekretär hat in seinem Bericht zu Recht darauf hingewiesen, und auch im Entschließungsantrag des Parlaments wird dies betont, dass unverzüglich Maßnahmen unternommen werden müssen, um Fortschritte bei der Verwirklichung der Millenniums-Entwicklungsziele zu erreichen. Die gemeinsamen Maßnahmen müssen erheblich verstärkt werden, damit die Millenniums-Entwicklungsziele bis 2015 verwirklicht werden können.
Am 24. Mai wurden auf der Tagung des Europäischen Rates die ehrgeizigen Vorschläge der Kommission angenommen, die bis 2010 einen Beitrag von 0,56 % des Bruttonationaleinkommens der Europäischen Union zur öffentlichen Entwicklungshilfe und bis 2015 einen Beitrag von 0,7 % vorsehen. Das ist ein wichtiger Fortschritt für die internationale Solidarität und ein klares Zeichen, dass sich die Europäische Union für ein erfolgreiches Gipfeltreffen einsetzt. Wir hoffen, dass dies ein wirksamer Anstoß für andere sein wird, unserem Beispiel zu folgen.
Ich möchte nun auf einige der vorliegenden Vorschläge für die Reform der UN eingehen, die für die erneute Stärkung der Effizienz der Vereinten Nationen von besonderem Interesse sind. Die Kommission hat sich aktiv an den Gesprächen über die vorgeschlagene Einrichtung einer Kommission für Friedenssicherung beteiligt, die die derzeit bestehende Lücke im System der UN für die Zeit zwischen dem Ende eines Konflikts und dem Beginn der langfristigen nachhaltigen Entwicklung schließen könnte.
Ich freue mich, dass diese Kommission für Friedenssicherung im Entschließungsantrag unterstützt wird. Die Kommission unterstützt ein möglichst breit angelegtes Mandat der Kommission für Friedenssicherung, das unter anderem die Förderung der Demokratie, funktionierende Institutionen und die Stärkung der Rechtsstaatlichkeit umfassen sollte. Die Kommission soll mit ihrer Arbeit den Frieden festigen und den Ausbruch neuer Konflikte verhindern. Dieser Kommission sollen Vertreter sowohl des UN-Sicherheitsrats und des Wirtschafts- und Sozialrats als auch der wichtigen Geldgeber und der an der Friedenssicherung beteiligten Akteure, der internationalen Finanzinstitutionen und wichtiger UN-Agenturen, Fonds und Programme angehören."@de9

Αυτή η ιδιοκτησία πρέπει, ωστόσο, να συνδυάζεται με την υπευθυνότητα, και η άποψη του Γενικού Γραμματέα ότι η επιδίωξη συμμετοχής στο Συμβούλιο πρέπει να συνοδεύεται από «ένα συνεπές ιστορικό προσήλωσης στα υψηλότερα πρότυπα προστασίας των ανθρωπίνων δικαιωμάτων» είναι μια ευπρόσδεκτη απαίτηση, ενόψει άλλωστε και των υποχρεώσεων που απορρέουν από τη συμμετοχή στο εν λόγω Συμβούλιο.
Προφανώς, το θέμα της μεταρρύθμισης του Συμβουλίου Ασφαλείας είναι μία από τις πλέον προβεβλημένες πτυχές των τρεχουσών συνομιλιών για τη μεταρρύθμιση του ΟΗΕ. Σημειώνω με ενδιαφέρον τις προτάσεις που διατυπώνονται στην πρόταση ψηφίσματος για τη δημιουργία έδρας της ΕΕ. Παρότι η μεταρρύθμιση του Συμβουλίου Ασφαλείας είναι, φυσικά, ζήτημα μείζονος σημασίας, δεν πρέπει να χρησιμοποιηθεί για να καθυστερήσει η όλη διαδικασία υλοποίησης ζωτικών μεταρρυθμίσεων σε άλλα όργανα του ΟΗΕ ή σε άλλους σημαντικούς τομείς στους οποίους απαιτείται να σημειωθεί πρόοδος. Καλώ όλα τα κράτη μέλη του ΟΗΕ να καταβάλουν κάθε δυνατή προσπάθεια ώστε να διασφαλιστεί ότι δεν θα προκύψει μια τέτοια παράλυση της διαδικασίας.
Η Επιτροπή στηρίζει πλήρως τη βελτίωση της περιβαλλοντικής ολοκλήρωσης στο σύνολο του συστήματος του ΟΗΕ, περιλαμβανομένης της δημιουργίας μιας περιβαλλοντικής υπηρεσίας του ΟΗΕ, και με ικανοποίηση διαπιστώνει ότι οι απόψεις των κρατών της Ευρωπαϊκής Ένωσης συγκλίνουν επ’ αυτού.
Θα ολοκληρώσω την παρέμβασή μου εκφράζοντας την ικανοποίησή μου για τον βαθμό συμφωνίας που υφίσταται μεταξύ μας σε πολλά από τα κεντρικά ζητήματα που άπτονται της ουσίας αυτής της διαδικασίας. Υπογραμμίζω δε την αποφασιστικότητα της Επιτροπής να συνεχίσει να εργάζεται για την επίτευξη θετικών αποτελεσμάτων τον Σεπτέμβριο και για τη διασφάλιση της πρακτικής εφαρμογής των αποτελεσμάτων της διάσκεψης.
Η διάσκεψη κορυφής των Ηνωμένων Εθνών τον Σεπτέμβριο του 2005, η οποία θα διεξαχθεί κατά την 60ή επέτειο από την ίδρυση του ΟΗΕ, είναι μια ευκαιρία την οποία δεν πρέπει να χάσουμε. Η εν λόγω διάσκεψη αποτελεί μια ευκαιρία για τη λήψη αποφάσεων οι οποίες θα καταστήσουν πιο αποτελεσματικό τον Οργανισμό Ηνωμένων Εθνών, προσφέροντάς του μεγαλύτερες δυνατότητες αντιμετώπισης των προκλήσεων του 21ου αιώνα.
Τις τελευταίες τρεις εβδομάδες ο Πρόεδρος Barroso και η Επίτροπος Ferrero-Waldner επισκέφθηκαν τη Νέα Υόρκη, όπου πραγματοποίησαν εποικοδομητικές συνομιλίες για την προετοιμασία της διάσκεψης κορυφής με τον Γενικό Γραμματέα των Ηνωμένων Εθνών Kofi Annan, την αναπληρώτριά του, Louise Fréchette, και τον Πρόεδρο της Γενικής Συνέλευσης, πρεσβευτή Ping. Σε αυτές τις συνομιλίες, όλα τα μέρη υπογράμμισαν την ανάγκη διαρκούς και ισχυρής ηγεσίας της ΕΕ κατά την προετοιμασία της διάσκεψης, προκειμένου να επιτευχθούν ουσιαστικά αποτελέσματα τον Σεπτέμβριο.
Η Επιτροπή, σε συνεργασία με την Προεδρία και τα κράτη μέλη, δημιουργεί έτσι δεσμούς επικοινωνίας με τους εταίρους μας, τόσο στη Νέα Υόρκη όσο και στις ανά τον κόσμο πρωτεύουσες. Η δραστήρια συμμετοχή του Κοινοβουλίου στην κινητοποίηση άλλων βουλευτών ανά τον κόσμο για τη διαμόρφωση της ημερήσιας διάταξης της διάσκεψης θα είναι επίσης εξαιρετικά χρήσιμη.
Στις 3 Ιουνίου λάβαμε το σχέδιο συμπερασμάτων της διάσκεψης, το οποίο μας προσφέρει ένα καλό σημείο εκκίνησης, παρότι απαιτεί τη σημαντική συνεισφορά της Ευρωπαϊκής Ένωσης προκειμένου να επιτύχουμε φιλόδοξα αποτελέσματα κατά τη διάρκεια της διάσκεψης κορυφής του Σεπτεμβρίου. Με ικανοποίηση διαπιστώνω ότι οι απόψεις που εκφράζονται στο σχέδιο ψηφίσματος του Κοινοβουλίου είναι σε πολλά σημεία παρόμοιες με της Επιτροπής.
Όπως ορθώς αναφέρεται στην έκθεση του Γενικού Γραμματέα του ΟΗΕ, και όπως υπογραμμίζεται στο ψήφισμα του Κοινοβουλίου, η πρόοδος στην πορεία επίτευξης των αναπτυξιακών στόχων της Χιλιετίας απαιτεί επειγόντως την προσοχή μας. Απαιτείται να δοθεί σοβαρή ώθηση σε κοινές δράσεις για την επίτευξη των αναπτυξιακών στόχων της Χιλιετίας έως το 2015.
Στις 24 Μαΐου το Ευρωπαϊκό Συμβούλιο συμφώνησε με τις φιλόδοξες προτάσεις της Επιτροπής για την επίτευξη, σε συλλογικό επίπεδο, 0,56% του Ακαθάριστου Εθνικού Εισοδήματος για σκοπούς επίσημης αναπτυξιακής βοήθειας έως το 2010 και 0,7% έως το 2015. Αυτό αποτελεί σημαντικό βήμα προς την κατεύθυνση της διεθνούς αλληλεγγύης και σαφή ένδειξη της προσήλωσης της Ευρωπαϊκής Ένωσης στην επιτυχή έκβαση της διάσκεψης. Ευελπιστούμε ότι θα προσφέρει ένα ισχυρό κίνητρο ώστε να ακολουθήσουν και άλλοι το παράδειγμά μας.
Επιτρέψτε μου να αναφερθώ σε ορισμένες από τις προτάσεις μεταρρύθμισης των Ηνωμένων Εθνών που έχουν κατατεθεί και οι οποίες παρουσιάζουν ιδιαίτερο ενδιαφέρον για την αποκατάσταση της αποτελεσματικότητας του Οργανισμού Ηνωμένων Εθνών. Η Επιτροπή δραστηριοποιείται έντονα στις συζητήσεις σχετικά με την προτεινόμενη Ειρηνευτική Επιτροπή, η οποία θα μπορούσε να καλύψει το ουσιαστικό κενό που υφίσταται στον θεσμικό μηχανισμό του ΟΗΕ για τον χειρισμό της περιόδου μεταξύ του τερματισμού μιας σύγκρουσης και της επίτευξης μακροπρόθεσμης βιώσιμης ανάπτυξης.
Χαιρετίζω τη στήριξη που προσφέρεται στο κείμενο του ψηφίσματος για την Ειρηνευτική Επιτροπή. Η Ευρωπαϊκή Επιτροπή στηρίζει μια όσο το δυνατόν ευρύτερη εντολή για την Ειρηνευτική Επιτροπή, περιλαμβανομένης της στήριξης της δημοκρατίας, της ομαλής θεσμικής λειτουργίας και της ενίσχυσης του κράτους δικαίου. Το έργο της πρέπει να αποσκοπεί στην εμπέδωση της ειρήνης και στην πρόληψη νέων συγκρούσεων. Señor Presidente, celebro esta oportunidad de poder debatir sobre la reforma de las Naciones Unidas antes de la crucial cumbre de septiembre. Quisiera felicitar al ponente, el señor Laschet, por su informe.
Los esfuerzos que ha dedicado la Comunidad Europea desde hace tiempo, en todo el mundo y de forma sostenida a la consolidación de la paz son bien conocidos. Por ello me complace informarles de que, en los preparativos para la cumbre, la Unión Europea ha decidido impulsar la participación de la Comunidad Europea en todas las reuniones de la Comisión de Consolidación de la Paz. Confío en que el Parlamento pueda aprobar esta postura.
La Comisión acoge con gran satisfacción las propuestas del Secretario General de la ONU relativas a los derechos humanos. Es fundamental proceder a una reforma sustancial de la estructura actual de las Naciones Unidas en materia de derechos humanos, incluida la sustitución de la renqueante Comisión de Derechos Humanos de las Naciones Unidas por un Consejo Derechos Humanos permanente, si queremos que el sistema sea más eficiente y creíble.
El objetivo final es que la protección y la promoción de los derechos humanos sea efectiva en todo el mundo. Por ello me complace ver que estamos de acuerdo en relación con el Consejo de Derechos Humanos que se ha propuesto. La propuesta de que el Consejo sea elegido por la Asamblea General debería extender un sentido de apropiación a la comunidad más amplia de las Naciones Unidas. Sin embargo, apropiación debe estar equilibrada con la responsabilidad, y el punto de vista del Secretario General de que los Estados que quieran pertenecer al Consejo deberán demostrar un brillante historial de compromiso con los derechos humanos en su máxima expresión es un requisito que se acoge con satisfacción, teniendo en cuenta asimismo las obligaciones derivadas de la pertenencia al Consejo.
Por supuesto, la cuestión de la reforma del Consejo de Seguridad es uno de los aspectos más destacados del actual debate sobre la reforma de las Naciones Unidas. Observo con interés las propuestas formuladas en la resolución de cara a la obtención de un puesto por parte de la UE. Pese a que la reforma del Consejo de Seguridad es sin duda una cuestión de gran importancia, no podemos permitir que paralice todo el proceso de reforma decisiva de otras instituciones de las Naciones Unidas o de otros importantes ámbitos en los que es necesario avanzar. Quisiera solicitar a todos los Estados miembros de las Naciones Unidas que hagan todo lo posible por garantizar que esta parálisis no ocurra.
La Comisión respalda plenamente una mejor integración del medio ambiente en todo el sistema de las Naciones Unidas, incluida la creación de una Organización Medioambiental de las Naciones Unidas, y le complace observar que la Unión Europea está acercando posturas al respecto.
Para terminar quisiera manifestar mi satisfacción por el grado que coincidencia que existe entre nosotros en algunos de los principales temas que están en el meollo de esta cuestión. Por otra parte, quisiera subrayar la voluntad de la Comisión de seguir trabajando por conseguir resultados positivos en septiembre y asegurar que se apliquen los resultados de la cumbre.
La cumbre de la ONU de septiembre de 2005, que se celebrará con motivo del 60º aniversario de este organismo, constituye una oportunidad que no debemos desaprovechar. Nos brinda la ocasión de tomar decisiones que doten de mayor eficacia a las Naciones Unidas y las preparen mejor para afrontar los retos del siglo XXI.
En las últimas tres semanas, el Presidente Barroso y la Comisaria Ferrero-Waldner han estado en Nueva York, donde han mantenido conversaciones constructivas sobre los preparativos de la cumbre con el Secretario General de la ONU, Kofi Annan, la Vicesecretaria general, Louise Fréchette, y el Presidente de la Asamblea General de la ONU, el Embajador Ping. Durante estas conversaciones, todas las partes resaltaron la importancia de un liderazgo fuerte y continuo por parte de la UE en los preparativos de la cumbre, con el fin de obtener resultados sustanciales en septiembre.
De este modo, la Comisión, junto con la Presidencia y los Estados miembros, estrecha lazos con sus socios, tanto en Nueva York como en capitales de todo el mundo. También sería muy útil implicar activamente al Parlamento en la movilización de otros parlamentarios de todo el mundo con respecto al temario de la cumbre.
El 3 de junio recibimos el borrador de los resultados para la cumbre, que nos facilita un buen punto de partida, aunque requiere una fuerte contribución de la Unión Europea si queremos conseguir ambiciosos resultados en la cumbre de septiembre. Me complace ver que los puntos de vista manifestados en la resolución presentada por este Parlamento son similares a los de la Comisión en muchos aspectos.
Tal como declara acertadamente el informe del Secretario General de la ONU y como se destaca en la resolución del Parlamento, urge prestar atención al avance hacia la consecución de los Objetivos de Desarrollo del Milenio. Es necesario dar un serio impulso a las acciones comunes para conseguir los Objetivos de Desarrollo del Milenio para 2015.
El 24 de mayo, el Consejo Europeo manifestó su acuerdo con las ambiciosas propuestas de la Comisión de alcanzar colectivamente el 0,56 % de la Renta Nacional Bruta para la Ayuda Oficial al Desarrollo en 2010 y el 0,7 % en 2015. Se trata de un importante paso adelante para la solidaridad internacional y una señal clara de la firme voluntad de la Unión Europea de que la cumbre sea un éxito. Esperamos que esto dé un importante impulso para que otros sigan nuestro ejemplo.
Permítanme abordar algunas de las propuestas de reforma de las Naciones Unidas que están sobre la mesa y que son especialmente interesantes para revigorizar la eficacia de las Naciones Unidas. La Comisión ha participado activamente en los debates sobre la Comisión de Consolidación de la Paz que se ha propuesto y que podría colmar el vacío muy real que existe actualmente en la maquinaria institucional de las Naciones Unidas para afrontar el período que media entre el final de un conflicto y el desarrollo sostenible a largo plazo.
Celebro que la resolución apoye la Comisión de Consolidación de la Paz. "Mr President, I welcome this opportunity to discuss UN reform before the crucial UN Summit in September. I congratulate the rapporteur, Mr Laschet, on his report.
The European Community's longstanding, worldwide and sustained peace building efforts are well known. I am therefore glad to inform you that, in the preparatory work for the summit, the European Union has decided to press for the participation of the European Community in all meetings of the Peace Building Commission. I trust that Parliament will be able to support that position.
The Commission strongly welcomes the UN Secretary General's proposals relating to human rights A substantial reform of the current UN human rights architecture, including the replacement of the ailing UN Commission on Human Rights by a standing Human Rights Council, is essential if the system is to be made more efficient and credible.
The ultimate objective is to make human rights protection and promotion effective worldwide. I am therefore delighted to see that we agree on the proposed Human Rights Council. The proposed election of the Council by the General Assembly should extend a sense of ownership to the wider UN community. Ownership must, however, be balanced by responsibility and the Secretary-General's view that States seeking membership of the Council should demonstrate a 'solid record of commitment to the highest human rights standards' is a welcome requirement, also in view of the obligations deriving from membership of the Council.
Obviously the issue of reforming the Security Council is one of the high-profile elements of the current UN reform debate. I note with interest the proposals made in the resolution for the establishment of an 'EU' seat. Whilst Security Council reform is naturally an issue of great importance, it must not be allowed to stall the whole process of vital reform of other UN institutions or other important areas where progress is needed. I would call upon all Member States of the UN to make every effort to ensure such paralysis does not occur.
The Commission fully supports better environmental integration across the UN system, including the establishment of a UN Environmental Organisation, and is delighted to see that the European Union is coming together on this.
I shall conclude by stating my satisfaction at the degree of concurrence that exists between us on many of the key topics at the heart of this issue. Furthermore, I wish to underline the Commission's determination to continue to work towards achieving good results in September and ensuring implementation of the summit's outcome.
The September 2005 UN Summit, to be held on the 60th anniversary of the UN, is an opportunity that must not be missed. The summit represents an opportunity to take decisions leading to a more efficient United Nations and one that is better equipped to deal with the challenges of the 21st century.
In the last three weeks President Barroso and Commissioner Ferrero-Waldner have both been to New York, where they held constructive discussions on the summit preparations with the UN Secretary General Kofi Annan, his deputy, Louise Fréchette, and the President of the UN General Assembly, Ambassador Ping. During those talks, all the parties underlined the need for continuous and strong EU leadership in the preparations for the summit, in order to achieve substantial results in September.
The Commission, together with the presidency and Member States, is thus reaching out to partners, both in New York and in capitals throughout the world. The active involvement of Parliament in mobilising other parliamentarians around the world on the summit agenda would also be extremely useful.
On 3 June we received the draft outcome for the summit, which provides us with a good starting point but nonetheless requires a strong European Union input if we are to achieve ambitious results during the September summit. I am glad to see that the views expressed in the resolution tabled by this Parliament are similar to those of the Commission in many respects.
As the UN Secretary General's report correctly states and as is underlined in Parliament's resolution, progress towards achieving the Millennium Development Goals (MDG) requires urgent attention. A serious boost to common actions is needed to reach the Millennium Development Goals by 2015.
On 24 May the European Council agreed the Commission's ambitious proposals to achieve collectively 0.56% of GNI for ODA by 2010 and 0.7% by 2015. This is an important step forward for international solidarity and a clear sign of the European Union's commitment to a successful summit. We hope that it will provide a strong impetus for others to follow our example.
Allow me to address a few of the UN reform proposals on the table that are of particular interest for reinvigorating the effectiveness of the United Nations. The Commission has been actively engaged in the discussions on the proposed Peace Building Commission, which could fill the very real gap that currently exists within the UN institutional machinery for dealing with the period between the end of a conflict and long-term sustainable development.
I welcome the resolution's support for the Peace Building Commission. The Commission supports as broad a mandate as possible for the Peace Building Commission, including support for democracy, functioning institutions and strengthening the rule of law. Its work should consolidate peace and prevent the outbreak of new conflicts. In terms of its membership, both UN Security Council and ECOSOC membership should be represented, as well as major donors and contributors to peace building, international financing institutions, and key UN agencies, funds and programmes."@et5

Arvoisa puhemies, olen iloinen tästä mahdollisuudesta käsitellä YK:n uudistusta ennen syyskuussa pidettävää ratkaisevan tärkeää YK:n huippukokousta. Onnittelen esittelijä Laschetia hänen mietinnöstään.
Euroopan yhteisön pitkäaikaiset, maailmanlaajuiset ja kestävät rauhanrakentamispyrkimykset tunnetaan hyvin. Siksi minulla on ilo ilmoittaa teille, että Euroopan unioni on päättänyt huippukokouksen valmistelutyön aikana tarmokkaasti vaatia Euroopan yhteisön osallistumista kaikkiin rauhanrakennuskomission kokouksiin. Toivon, että parlamentti tukee tätä kantaa.
Komissio pitää YK:n pääsihteerin ihmisoikeuksia koskevia ehdotuksia erittäin myönteisinä. YK:n nykyisen ihmisoikeuksiin liittyvän rakenteen perusteellinen uudistaminen, mihin kuuluu heikon YK:n ihmisoikeustoimikunnan korvaaminen pysyvällä ihmisoikeusneuvostolla, on välttämätöntä, jos järjestelmästä aiotaan saada tehokas ja luotettava.

Ehdotuksen mukaan yleiskokouksen valitsemaan neuvostoon olisi sovellettava eräänlaista omistajuutta laajempaan YK-yhteisöön nähden. Omistajuutta täytyy kuitenkin tasapainottaa liittämällä siihen vastuu, ja pääsihteerin näkemys, jonka mukaan jäsenyyttä hakevien valtioiden olisi annettava vahva näyttö sitoutumisestaan keskeisiin ihmisoikeuksia koskeviin arvoihin, on myönteinen vaatimus myös neuvoston jäsenyyden tuomien velvoitteiden näkökulmasta.
On selvää, että turvallisuusneuvoston uudistaminen on eräs ajankohtaisen YK:n uudistamista koskevan keskustelun näkyvistä elementeistä. Panen kiinnostuneena merkille päätöslauselmaan sisältyvät EU:n paikan perustamista koskevat ehdotukset. Vaikka turvallisuusneuvoston uudistaminen luonnollisesti on erittäin tärkeä asia, sen ei pidä antaa pysäyttää välttämätöntä uudistusprosessia muissa YK:n instituutioissa tai muilla alueilla, joilla edistystä tarvitaan. Haluaisin pyytää YK:n kaikkia jäsenvaltioita tekemään kaiken voitavansa varmistaakseen, että tällaista lamaantumista ei tapahdu.

Kuten YK:n pääsihteerin raportissa aivan oikein todetaan ja kuten parlamentin päätöslauselmassa korostetaan, edistyminen vuosituhannen kehitystavoitteisiin pääsyssä edellyttää, että asiaan kiinnitetään kiireellisesti huomiota. Vuosituhattavoitteiden saavuttaminen vuoteen 2015 mennessä vaatii yhteisen toiminnan olennaista vahvistamista.
Eurooppa-neuvosto hyväksyi 24. toukokuuta komission kunnianhimoiset ehdotukset, joiden mukaan julkisen kehitysavun kokonaistavoite on 0,56 prosenttia bruttokansantulosta vuoteen 2010 mennessä ja 0,7 prosenttia vuoteen 2015 mennessä. Tämä on tärkeä askel kohti kansainvälistä solidaarisuutta ja selvä merkki Euroopan unionin sitoutumisesta huippukokouksen onnistumiseen. Toivomme, että tämä antaa vahvaa pontta muille seurata esimerkkiämme.
Haluaisin käsitellä muutamia esillä olevia YK:n uudistamista koskevia ehdotuksia, jotka ovat erityisen kiinnostavia Yhdistyneiden Kansakuntien tehokkuuden palauttamisen kannalta. Komissio on osallistunut aktiivisesti ehdotettua rauhanrakennuskomissiota koskeviin keskusteluihin. Rauhanrakennuskomissio voisi täyttää sen todella suuren tauon, joka nyt on YK:n institutionaalisen koneiston toiminnassa konfliktin loppumisen ja pitkän aikavälin kestävän kehityksen välillä.
Minusta on hyvä, että päätöslauselmassa annetaan tuki rauhanrakennuskomissiolle. Komissio kannattaa sitä, että rauhanrakennuskomissiolle annetaan mahdollisimman laajat valtuudet, joihin sisältyy demokratian ja toimivien instituutioiden tukeminen ja oikeusvaltion vahvistaminen. Rauhanrakennuskomission työn tulisi lujittaa rauhaa ja estää uusien konfliktien puhkeamista. Jäsenyyksistä toteaisin, että siinä tulisi olla edustettuina sekä YK:n turvallisuusneuvosto että talous- ja sosiaalineuvosto (Ecosoc), ja niiden lisäksi rauhanrakennuksen tärkeät lahjoittajat ja edistäjät, kansainväliset rahoituslaitokset, tärkeimmät YK:n erityisjärjestöt, rahastot ja ohjelmat."@fi7

Monsieur le Président, je me réjouis de cette occasion de parler de la réforme des Nations unies avant le sommet crucial de l’ONU de septembre. Je félicite le rapporteur, M. Laschet, pour son rapport.
Les efforts soutenus déployés depuis longtemps à l’échelon mondial par la Communauté européenne dans l’instauration de la paix sont connus de tous. Je suis donc très content de pouvoir vous dire que, dans les travaux préparatoires au sommet, l’Union européenne a décidé de faire pression pour une participation de la Communauté européenne à toutes les réunions de la commission de consolidation de la paix. Je ne doute pas que ce Parlement appuiera cette position.
La Commission se réjouit des propositions du secrétaire général des Nations unies en matière de droits de l’homme. Une grande réforme de l’architecture actuelle de l’ONU sur ce point, comprenant le remplacement de la commission des droits de l’homme en déclin par un conseil permanent des droits de l’homme, est primordiale pour que le système soit plus efficace et plus crédible.
L’objectif ultime consiste à assurer l’effectivité de la protection et de la promotion des droits de l’homme dans le monde entier. C’est pourquoi je me réjouis de voir que nous sommes d’accord sur la proposition relative au conseil des droits de l’homme. L’élection envisagée du conseil par l’Assemblée générale devrait conférer à toute la communauté des Nations unies un sentiment de possession. Cette possession doit toutefois être équilibrée par les responsabilités et la vision du secrétaire général selon laquelle les États demandant l’adhésion au conseil doivent faire preuve d’un engagement solide envers les normes les plus élevées en matière de droits de l’homme est une exigence bienvenue, notamment dans l’optique des obligations découlant de l’adhésion au conseil.
Naturellement, la question de la réforme du Conseil de sécurité est un des éléments principaux du débat sur la réforme des Nations unies. Je prends note avec intérêt des propositions avancées dans la résolution pour l’instauration d’un siège «UE». Il faut donner une sérieuse impulsion aux actions communes si l’on veut atteindre les OMD d’ici 2015.
Le 24 mai, le Conseil européen a adopté les propositions ambitieuses de la Commission d’atteindre collectivement une allocation de 0,56% du RNB à l’aide officielle au développement en 2010 et de 0,7% en 2015. J’y vois une avancée importante pour la solidarité internationale et un signe clair de l’engagement de l’Union européenne à faire de ce sommet un succès. Nous espérons que cela incitera les autres à suivre notre exemple.
Permettez-moi d’évoquer quelques-unes des propositions de réforme des Nations unies revêtant un intérêt particulier pour le renforcement de l’efficacité de l’ONU. The European Community's longstanding, worldwide and sustained peace building efforts are well known. I am therefore glad to inform you that, in the preparatory work for the summit, the European Union has decided to press for the participation of the European Community in all meetings of the Peace Building Commission. I trust that Parliament will be able to support that position.
The Commission strongly welcomes the UN Secretary General's proposals relating to human rights A substantial reform of the current UN human rights architecture, including the replacement of the ailing UN Commission on Human Rights by a standing Human Rights Council, is essential if the system is to be made more efficient and credible.
The ultimate objective is to make human rights protection and promotion effective worldwide. I am therefore delighted to see that we agree on the proposed Human Rights Council. The proposed election of the Council by the General Assembly should extend a sense of ownership to the wider UN community. Ownership must, however, be balanced by responsibility and the Secretary-General's view that States seeking membership of the Council should demonstrate a 'solid record of commitment to the highest human rights standards' is a welcome requirement, also in view of the obligations deriving from membership of the Council.
Obviously the issue of reforming the Security Council is one of the high-profile elements of the current UN reform debate. I note with interest the proposals made in the resolution for the establishment of an 'EU' seat. Whilst Security Council reform is naturally an issue of great importance, it must not be allowed to stall the whole process of vital reform of other UN institutions or other important areas where progress is needed. I would call upon all Member States of the UN to make every effort to ensure such paralysis does not occur.
The Commission fully supports better environmental integration across the UN system, including the establishment of a UN Environmental Organisation, and is delighted to see that the European Union is coming together on this.
I shall conclude by stating my satisfaction at the degree of concurrence that exists between us on many of the key topics at the heart of this issue. Furthermore, I wish to underline the Commission's determination to continue to work towards achieving good results in September and ensuring implementation of the summit's outcome.
The September 2005 UN Summit, to be held on the 60th anniversary of the UN, is an opportunity that must not be missed. The summit represents an opportunity to take decisions leading to a more efficient United Nations and one that is better equipped to deal with the challenges of the 21st century.
In the last three weeks President Barroso and Commissioner Ferrero-Waldner have both been to New York, where they held constructive discussions on the summit preparations with the UN Secretary General Kofi Annan, his deputy, Louise Fréchette, and the President of the UN General Assembly, Ambassador Ping. During those talks, all the parties underlined the need for continuous and strong EU leadership in the preparations for the summit, in order to achieve substantial results in September.
The Commission, together with the presidency and Member States, is thus reaching out to partners, both in New York and in capitals throughout the world. The active involvement of Parliament in mobilising other parliamentarians around the world on the summit agenda would also be extremely useful.
On 3 June we received the draft outcome for the summit, which provides us with a good starting point but nonetheless requires a strong European Union input if we are to achieve ambitious results during the September summit. I am glad to see that the views expressed in the resolution tabled by this Parliament are similar to those of the Commission in many respects.
As the UN Secretary General's report correctly states and as is underlined in Parliament's resolution, progress towards achieving the Millennium Development Goals (MDG) requires urgent attention. A serious boost to common actions is needed to reach the Millennium Development Goals by 2015.
On 24 May the European Council agreed the Commission's ambitious proposals to achieve collectively 0.56% of GNI for ODA by 2010 and 0.7% by 2015. This is an important step forward for international solidarity and a clear sign of the European Union's commitment to a successful summit. We hope that it will provide a strong impetus for others to follow our example.
Allow me to address a few of the UN reform proposals on the table that are of particular interest for reinvigorating the effectiveness of the United Nations. The Commission has been actively engaged in the discussions on the proposed Peace Building Commission, which could fill the very real gap that currently exists within the UN institutional machinery for dealing with the period between the end of a conflict and long-term sustainable development.
I welcome the resolution's support for the Peace Building Commission. The Commission supports as broad a mandate as possible for the Peace Building Commission, including support for democracy, functioning institutions and strengthening the rule of law. Its work should consolidate peace and prevent the outbreak of new conflicts. In terms of its membership, both UN Security Council and ECOSOC membership should be represented, as well as major donors and contributors to peace building, international financing institutions, and key UN agencies, funds and programmes."@hu11

E’ ben noto il costante e intenso impegno con cui l’Unione europea opera ormai da tempo in tutto il mondo per la costruzione della pace. Sono pertanto lieto di comunicarvi che, nei lavori di preparazione del Vertice, l’Unione europea ha deciso di insistere affinché l’Unione sia ammessa a partecipare a tutte le riunioni della commissione per la costruzione della pace. Confido che il Parlamento sia in grado di sostenere tale posizione.
La Commissione europea apprezza vivamente le proposte del Segretario generale delle Nazioni Unite in materia di diritti umani. Se si vuol rendere l’intero sistema più efficiente e credibile, si impone una radicale riforma dell’attuale struttura delle Nazioni Unite per i diritti umani, e in particolare la malconcia Commissione delle Nazioni Unite per i diritti umani deve essere sostituita da un Consiglio per i diritti dell’uomo a carattere permanente.

Tuttavia tale titolarità deve accompagnarsi alla responsabilità, e quindi l’opinione manifestata dal Segretario generale, secondo cui gli Stati che desiderano entrare nel Consiglio devono dar prova di “un costante e indiscusso impegno per il rispetto dei più rigorosi
in materia di diritti umani”, costituisce senz’altro un opportuno requisito, anche in considerazione degli obblighi che derivano dall’adesione al Consiglio.
Ovviamente il problema della riforma del Consiglio di sicurezza è uno degli elementi salienti nell’attuale dibattito sulla riforma delle Nazioni Unite. Noto con interesse che la relazione contiene alcune proposte relative all’istituzione di un seggio per l’Unione europea. La riforma del Consiglio di sicurezza è naturalmente un argomento di grande importanza, ma non dobbiamo comunque consentire che esso blocchi il vitale processo di riforma complessivo di altre istituzioni delle Nazioni Unite o di altri settori in cui è indispensabile progredire. Invito pertanto tutti gli Stati membri delle Nazioni Unite a compiere ogni sforzo per scongiurare tale paralisi.

I am glad to see that the views expressed in the resolution tabled by this Parliament are similar to those of the Commission in many respects.

This is an important step forward for international solidarity and a clear sign of the European Union's commitment to a successful summit. We hope that it will provide a strong impetus for others to follow our example.

I welcome the resolution's support for the Peace Building Commission. The Commission supports as broad a mandate as possible for the Peace Building Commission, including support for democracy, functioning institutions and strengthening the rule of law. Its work should consolidate peace and prevent the outbreak of new conflicts. In terms of its membership, both UN Security Council and ECOSOC membership should be represented, as well as major donors and contributors to peace building, international financing institutions, and key UN agencies, funds and programmes."@lv13

The Commission strongly welcomes the UN Secretary General's proposals relating to human rights A substantial reform of the current UN human rights architecture, including the replacement of the ailing UN Commission on Human Rights by a standing Human Rights Council, is essential if the system is to be made more efficient and credible.
The ultimate objective is to make human rights protection and promotion effective worldwide. I am therefore delighted to see that we agree on the proposed Human Rights Council. The proposed election of the Council by the General Assembly should extend a sense of ownership to the wider UN community. Ownership must, however, be balanced by responsibility and the Secretary-General's view that States seeking membership of the Council should demonstrate a 'solid record of commitment to the highest human rights standards' is a welcome requirement, also in view of the obligations deriving from membership of the Council.

I note with interest the proposals made in the resolution for the establishment of an 'EU' seat. Ik doe een beroep op alle lidstaten van de VN om zich tot het uiterste in te spannen en te voorkomen dat zo'n verlamming zich voordoet.
De Commissie staat helemaal achter een betere integratie van het milieu in het VN-systeem. Ook is zij voor de oprichting van een VN-milieuorganisatie, en stelt zij tot haar genoegen vast dat de Europese Unie op dit punt tot overeenstemming komt.
Ter afsluiting wil ik zeggen dat ik tevreden ben over de mate van overeenstemming die er tussen ons bestaat over veel van de belangrijke onderwerpen die de kern van dit vraagstuk vormen. Ik wil voorts onderstrepen dat de Commissie vastbesloten is te blijven ijveren voor goede resultaten in september en voor de uitvoering van de uitkomst van de top.

"Senhor Presidente, congratulo-me com esta oportunidade de discutir a reforma das Nações Unidas antes da Cimeira crucial das Nações Unidas em Setembro. Felicito o relator, o senhor deputado Laschet, pelo seu relatório.
São bem conhecidos os esforços da Comunidade Europeia em matéria de consolidação da paz. São esforços de longa data, de âmbito mundial e sustentados. É por isso que me apraz informar-vos de que, no trabalho de preparação para a cimeira, a União Europeia decidiu insistir na participação da Comunidade Europeia em todas as reuniões da Comissão de Consolidação da Paz. Estou confiante em que o Parlamento possa apoiar essa posição.
A Comissão acolhe com muito agrado as propostas do Secretário-Geral da ONU relativas aos direitos humanos. É essencial uma reforma substancial da presente arquitectura das Nações Unidas em matéria de direitos humanos, incluindo a substituição da debilitada Comissão de Direitos do Homem da ONU por um Conselho de Direitos Humanos permanente, para que o sistema se torne mais eficiente e credível.
O objectivo último é tornar a protecção e a promoção dos direitos humanos eficaz em todo o mundo. Regozijo-me, pois, por ver que estamos de acordo sobre a proposta de criação de um Conselho de Direitos Humanos. A proposta da eleição desse Conselho pela Assembleia Geral alargaria o sentido de propriedade à comunidade das Nações Unidas em sentido mais lato. Tem de haver, no entanto, um equilíbrio entre propriedade e responsabilidade e a opinião do Secretário-Geral de que os Estados que pretendam ser membros do Conselho deverão demonstrar um "sólido historial de empenhamento nos mais elevados padrões de defesa dos direitos humanos" é um requisito bem-vindo, considerando também as obrigações decorrentes do facto de serem membros do Conselho.
Como é evidente, a questão da reforma do Conselho de Segurança é um dos elementos de grande visibilidade do actual debate sobre a reforma da ONU. Registo com interesse as propostas feitas na resolução em prol da criação de um assento para a "UE". Muito embora a reforma do Conselho de Segurança seja, naturalmente, uma questão de grande importância, não se pode permitir que ela paralise todo o processo de reforma vital de outras instituições das Nações Unidas ou de outras áreas importantes onde é necessário que se façam progressos. Gostaria de apelar a todos os Estados-Membros das Nações Unidas para que envidassem todos os esforços no sentido de assegurar a não ocorrência dessa paralisia.

I am therefore glad to inform you that, in the preparatory work for the summit, the European Union has decided to press for the participation of the European Community in all meetings of the Peace Building Commission. I trust that Parliament will be able to support that position.
The Commission strongly welcomes the UN Secretary General's proposals relating to human rights A substantial reform of the current UN human rights architecture, including the replacement of the ailing UN Commission on Human Rights by a standing Human Rights Council, is essential if the system is to be made more efficient and credible.
The ultimate objective is to make human rights protection and promotion effective worldwide. I am therefore delighted to see that we agree on the proposed Human Rights Council. The proposed election of the Council by the General Assembly should extend a sense of ownership to the wider UN community. Ownership must, however, be balanced by responsibility and the Secretary-General's view that States seeking membership of the Council should demonstrate a 'solid record of commitment to the highest human rights standards' is a welcome requirement, also in view of the obligations deriving from membership of the Council.
Obviously the issue of reforming the Security Council is one of the high-profile elements of the current UN reform debate. I note with interest the proposals made in the resolution for the establishment of an 'EU' seat. Whilst Security Council reform is naturally an issue of great importance, it must not be allowed to stall the whole process of vital reform of other UN institutions or other important areas where progress is needed. I would call upon all Member States of the UN to make every effort to ensure such paralysis does not occur.
The Commission fully supports better environmental integration across the UN system, including the establishment of a UN Environmental Organisation, and is delighted to see that the European Union is coming together on this.
I shall conclude by stating my satisfaction at the degree of concurrence that exists between us on many of the key topics at the heart of this issue. Furthermore, I wish to underline the Commission's determination to continue to work towards achieving good results in September and ensuring implementation of the summit's outcome.
The September 2005 UN Summit, to be held on the 60th anniversary of the UN, is an opportunity that must not be missed. The summit represents an opportunity to take decisions leading to a more efficient United Nations and one that is better equipped to deal with the challenges of the 21st century.
In the last three weeks President Barroso and Commissioner Ferrero-Waldner have both been to New York, where they held constructive discussions on the summit preparations with the UN Secretary General Kofi Annan, his deputy, Louise Fréchette, and the President of the UN General Assembly, Ambassador Ping. During those talks, all the parties underlined the need for continuous and strong EU leadership in the preparations for the summit, in order to achieve substantial results in September.
The Commission, together with the presidency and Member States, is thus reaching out to partners, both in New York and in capitals throughout the world. The active involvement of Parliament in mobilising other parliamentarians around the world on the summit agenda would also be extremely useful.
On 3 June we received the draft outcome for the summit, which provides us with a good starting point but nonetheless requires a strong European Union input if we are to achieve ambitious results during the September summit. I am glad to see that the views expressed in the resolution tabled by this Parliament are similar to those of the Commission in many respects.
As the UN Secretary General's report correctly states and as is underlined in Parliament's resolution, progress towards achieving the Millennium Development Goals (MDG) requires urgent attention. A serious boost to common actions is needed to reach the Millennium Development Goals by 2015.
On 24 May the European Council agreed the Commission's ambitious proposals to achieve collectively 0.56% of GNI for ODA by 2010 and 0.7% by 2015. This is an important step forward for international solidarity and a clear sign of the European Union's commitment to a successful summit. We hope that it will provide a strong impetus for others to follow our example.
Allow me to address a few of the UN reform proposals on the table that are of particular interest for reinvigorating the effectiveness of the United Nations. The Commission has been actively engaged in the discussions on the proposed Peace Building Commission, which could fill the very real gap that currently exists within the UN institutional machinery for dealing with the period between the end of a conflict and long-term sustainable development.
I welcome the resolution's support for the Peace Building Commission. The Commission supports as broad a mandate as possible for the Peace Building Commission, including support for democracy, functioning institutions and strengthening the rule of law. Its work should consolidate peace and prevent the outbreak of new conflicts. In terms of its membership, both UN Security Council and ECOSOC membership should be represented, as well as major donors and contributors to peace building, international financing institutions, and key UN agencies, funds and programmes."@sk18

Herr talman! Jag välkomnar detta tillfälle att diskutera reformen av FN före det avgörande FN-toppmötet i september. Jag gratulerar föredraganden, Armin Laschet, till hans betänkande.
Europeiska gemenskapens långvariga, globala och konsekventa arbete för uppbyggandet av fred är välkänt. Jag är därför glad att kunna informera er om att Europeiska unionen under förberedelserna av toppmötet har beslutat att verka för att Europeiska gemenskapen skall delta i alla möten i den fredsbyggande kommissionen. Jag litar på att parlamentet kommer att kunna stödja denna inställning.
Kommissionen välkomnar starkt förslaget från FN:s generalsekreterare om de mänskliga rättigheterna. En betydande reform av den nuvarande FN-arkitekturen för de mänskliga rättigheterna, däribland att FN:s krassliga kommission för de mänskliga rättigheterna ersätts med ett permanent råd för de mänskliga rättigheterna, är nödvändig om systemet skall kunna göras mer effektivt och trovärdigt.
Det slutgiltiga målet är att göra skyddet för och främjandet av de mänskliga rättigheterna effektivt världen över. Jag är därför mycket glad över att vi är överens om det föreslagna rådet för de mänskliga rättigheterna. Generalförsamlingens föreslagna val av rådet bör skapa en känsla av egenansvar inom den utvidgade FN-gemenskapen. Egenansvar måste emellertid vägas upp av offentligt ansvar, och jag välkomnar att generalsekreteraren anser att stater som söker medlemskap i rådet bör ha ett stabilt förflutet med engagemang för högsta möjliga standarder för de mänskliga rättigheterna, även mot bakgrund av de skyldigheter som härrör från medlemskapet i rådet.
Frågan om reformen av säkerhetsrådet är naturligtvis en av de högprofilerade delarna i den nuvarande debatten om reformen av FN. Jag noterar med intresse förslagen i resolutionen om inrättandet av en plats för EU. Samtidigt som reformen av säkerhetsrådet naturligtvis är en fråga av stor vikt får den inte tillåtas att försena hela processen med viktiga reformer av andra FN-institutioner eller andra viktiga områden där framsteg behövs. Jag vill uppmana alla medlemsstater i FN att sträva efter att se till att en sådan förlamning inte uppstår.
Kommissionen stöder helt en bättre miljömässig integrering över hela FN-systemet, däribland inrättandet av en miljöorganisation inom FN, och det är en stor glädje att se att Europeiska unionen går samman i denna fråga.
Jag skall avsluta genom att uttrycka min glädje över den grad av enighet som finns mellan oss i många av nyckelfrågorna i detta sammanhang. Jag vill dessutom understryka kommissionens beslutsamhet att fortsätta att arbeta för att uppnå goda resultat i september och garantera införlivandet av toppmötets resultat.
FN-toppmötet i september 2005, som skall hållas på FN:s 60-årsdag, är ett tillfälle som inte får gå oss förbi. Toppmötet innebär en möjlighet att fatta beslut som leder till ett effektivare FN och ett FN som är bättre rustat att hantera 2000-talets utmaningar.
Under de senaste tre veckorna har ordförande José Manuel Barroso och kommissionsledamot Benita Ferrero-Waldner båda varit i New York, där de har fört konstruktiva diskussioner om förberedelserna inför toppmötet med FN:s generalsekreterare Kofi Annan, hans biträdande generalsekreterare, Louise Fréchette, och ordföranden i FN:s generalförsamling, ambassadör Jean Ping. Under dessa samtal underströk alla parterna behovet av ett fortlöpande och starkt EU-ledarskap i förberedelserna för toppmötet för att man skall uppnå stora resultat i september.
Kommissionen sträcker därför, tillsammans med ordförandeskapet och medlemsstaterna, ut en hand till sina partner i både New York och olika huvudstäder runt om i världen. Parlamentets aktiva engagemang för att mobilisera andra parlamentariker världen över kring toppmötets dagordning skulle också vara till stor nytta.
Den 3 juni tog vi emot förslaget till resultat för toppmötet, vilket ger oss en bra utgångspunkt men ändå kräver ett starkt bidrag från Europeiska unionen om vi skall kunna uppnå ambitiösa resultat under toppmötet i september. Det är en glädje för mig att se att åsikterna i parlamentets resolution i många avseenden liknar kommissionens.
Som mycket riktigt anges i rapporten från FN:s generalsekreterare och understryks i parlamentets resolution krävs det omedelbar uppmärksamhet kring hur vi skall nå millennieutvecklingsmålen. En kraftig ökning av de gemensamma åtgärderna behövs för att millennieutvecklingsmålen skall nås till 2015.
Den 24 maj enades Europeiska rådet om kommissionens ambitiösa förslag att gemensamt uppnå 0,56 procent av BNI i offentligt utvecklingsbistånd till 2010 och 0,7 procent till 2015. Detta är ett viktigt steg framåt för den internationella solidariteten och ett tydligt tecken på Europeiska unionens engagemang för ett framgångsrikt toppmöte. Vi hoppas att det kommer att ge ett starkt incitament för andra att följa vårt exempel.
Låt mig ta upp några av de förslag till reform av FN som har lagts fram och som är av särskilt intresse för att på nytt stärka Förenta nationernas effektivitet. Kommissionen har varit aktivt engagerad i diskussionerna om den föreslagna fredsbyggande kommissionen, som skulle kunna fylla den mycket påtagliga bristen inom FN:s institutionella maskineri när det gäller hanteringen av perioden efter en konflikt då en hållbar utveckling skall skapas.
Jag välkomnar resolutionens stöd för den fredsbyggande kommissionen. Kommissionen stöder att den fredsbyggande kommissionen får så breda befogenheter som möjligt, däribland stöd för demokrati, fungerande institutioner och ett stärkande av de rättsstatliga principerna. Dess arbete bör befästa freden och förhindra att nya konflikter bryter ut. När det gäller medlemskap bör både FN:s säkerhetsråd och Ecosoc vara representerade, liksom stora bidragsgivare, fredsskapare, internationella finansinstitut samt viktiga organ, fonder och program inom FN."@sv21
