However, I was here for the speeches. I am very pleased to inform you that the Commission can fully accept all the amendments in the report adopted by the committee. The amendments take account of the discussions in the Council and are also strongly supported by the insurance industry. The solutions proposed are, furthermore, well balanced and respect the Commission’s initial intentions with this legislation. Mr Skinner also raised the issue of collateralisation. Señor Presidente, quiero empezar pidiendo disculpas al señor Skinner y a otros diputados por no haber podido evitar llegar tarde debido a los problemas de tráfico y a una reunión del Consejo de Competitividad que tenía en Luxemburgo. Monsieur le Président, je voudrais tout d’abord m’excuser auprès de M. Skinner et des autres députés pour mon retard inévitable dû à un embouteillage et à la réunion du Conseil «Compétitivité» à Luxembourg. J’ai toutefois pu entendre les différentes interventions. Je suis heureux de vous informer que la Commission peut accepter dans leur intégralité l’ensemble des amendements contenus dans le rapport adopté par la commission des affaires économiques et monétaires. Signor Presidente, innanzi tutto mi scuso con l’onorevole Skinner e con gli altri deputati per essere arrivato in ritardo; sono rimasto bloccato nel traffico dopo una riunione del Consiglio “Competitività” in Lussemburgo. E’ per me un piacere comunicarvi che la Commissione accoglie pienamente tutti gli emendamenti presentati nella relazione approvata in sede di commissione. Gli emendamenti tengono conto dei dibattiti del Consiglio e godono del fermo sostegno dell’industria assicurativa. Le soluzioni proposte, inoltre, sono ben calibrate e sono in linea con l’intento legislativo originale della Commissione. "Mijnheer de Voorzitter, ik wil me allereerst tegenover de heer Skinner en de overige leden van het Parlement verontschuldigen voor mijn verlate aanwezigheid hier. Ik moest in Luxemburg een Raadsvergadering over concurrentie bijwonen en werd bovendien opgehouden door het verkeer. Ik was wel op tijd voor de toespraken. Het doet me veel deugd u te kunnen zeggen dat de Commissie volledig akkoord gaat met de amendementen in het door de Commissie economische en monetaire zaken goedgekeurde verslag. De amendementen houden rekening met hetgeen is besproken in de Raad en genieten tevens veel steun van de verzekeringssector. De voorgestelde oplossingen zijn bovendien goed uitgebalanceerd en eerbiedigen de oorspronkelijke bedoelingen van de Europese Commissie met deze wetgeving. De heer Skinner heeft onder meer de kwestie van de zakelijke zekerheden ter tafel gebracht. Die zijn voor herverzekeraars buitengewoon duur, aangezien de beleggingsstrategie erdoor wordt beperkt. The solutions proposed are, furthermore, well balanced and respect the Commission’s initial intentions with this legislation. Mr Skinner also raised the issue of collateralisation. Collateralisation is highly costly for reinsurance companies, as it restricts the investment strategy. This ultimately leads to more expensive reinsurance services, which could increase insurance premiums for policyholders. The EU insurance industry would particularly like to see the American collateralisation system abolished or amended. I have had discussions recently with my United States counterparts with a view to eliminating or reducing the US collateralisation requirement and those discussions are ongoing. I congratulate the committee and the rapporteur, Mr Skinner, for their excellent work and thank all those who helped to ensure that the work was done speedily and effectively."@sl19

Jag vill börja med att be Peter Skinner och övriga parlamentsledamöter om ursäkt för att jag inte kunde undvika att bli försenad på grund av trafikstockning och ett möte i rådet (konkurrenskraft) i Luxemburg. Jag hann emellertid hit i tid för att lyssna till inläggen. Jag är mycket glad över att kunna meddela er att kommissionen kan godta alla ändringsförslag i sin helhet i det betänkande som utskottet antagit. I ändringsförslagen har rådets diskussioner beaktats och de har också ett starkt stöd från försäkringsbranschen. Vidare är de föreslagna lösningarna väl avvägda och respekterar kommissionens ursprungliga intentioner med lagstiftningen. Peter Skinner har också tagit upp frågan om säkerheter. Att ställa säkerheter är mycket kostsamt för återförsäkringsföretagen eftersom det begränsar deras investeringsmöjligheter. Detta leder i slutänden till dyrare återförsäkringstjänster, vilket kan resultera i högre försäkringspremier för försäkringstagarna. Försäkringsbranschen i EU vill framför allt att det amerikanska systemet med säkerheter avskaffades eller ändrades.
